No Unconstitutional Strike against North Korea Act This bill expresses the sense of Congress that: (1) a conflict on the Korean peninsula would have catastrophic consequences; (2) actions and statements that increase tensions between the United States and North Korea should be avoided; and (3) the President should engage in talks with North Korea to reduce tensions and improve communication, initiate negotiations to achieve a diplomatic agreement to halt and eventually reverse North Korea's nuclear pursuits, and move toward denuclearization and a permanent peace in the Korean peninsula. Funds available to the Department of Defense or to any other federal department or agency may not be used to launch a military strike against North Korea or otherwise introduce U.S. Armed Forces into hostilities in North Korea before the earlier of: (1) the date on which Congress declares war on North Korea, or (2) the date of an authorization that meets the requirements of the War Powers Resolution and that is enacted after the enactment of this bill. Such prohibition shall not apply to military force used to: (1) repel a sudden attack on the United States, its territories or possessions, its Armed Forces, or its allies; or (2) rescue or remove U. S. personnel.

Federal Employee Retroactive Pay Fairness Act This bill requires federal employees furloughed due to a lapse in appropriations that begins on or about January 19, 2018, to be compensated at their standard rate of compensation for the period of such lapse as soon as practicable after such lapse ends.

Transition Team Ethics Improvement Act This bill expands ethics and disclosure requirements for presidential transition teams. Among other changes, the bill requires presidential candidates to develop and publicly release ethics plans for their transition teams, requires team members to sign an ethical code of conduct, requires teams to report to Congress regarding security clearances, and expands disclosure requirements for team members who are assigned to federal departments or agencies.

Marijuana Justice Act of 2018 This bill amends the Controlled Substances Act: to remove marijuana and tetrahydrocannabinols from schedule I; and to eliminate criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute marijuana. It prohibits and reduces certain federal funds for a state without a statute legalizing marijuana, if the Bureau of Justice Assistance determines that such a state has a disproportionate arrest rate or disproportionate incarceration rate for marijuana offenses. The bill directs federal courts to expunge convictions for marijuana use or possession. Finally, it establishes in the Treasury the Community Reinvestment Fund. Amounts in the fund may be used by the Department of Housing and Urban Development to establish a grant program to reinvest in communities most affected by the war on drugs.

Affordable Care Act Outreach for the Uninsured, Transformative Recruitment, and Enrollment Action for Compassionate Healthcare Act of 2018 or the ACA OUTREACH Act This bill amends the Patient Protection and Affordable Care Act to provide funds through FY2021 for the Department of Health and Human Services to support (1) navigator programs, which conduct public education activities about qualified health plans and facilitate enrollment; and (2) outreach and promotional activities for health insurance exchanges.

This bill amends the Internal Revenue Code, with respect to the deduction for trade and business expenses, to deny a deduction for payments made to any employee in connection with the termination of employment if a factor in the termination was sexual assault, sexual harassment, or any other sexual misconduct by the employee.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.

Acknowledges: (1) the importance of the U.S.-Egypt partnership in advancing common interests, and (2) Egypt's regional role as a partner in the fight against terrorism and violent extremism. Recognizes the necessity for Egypt's leaders to take steps toward education reform that prioritizes impartial instruction of all religions and political reform that prioritizes human rights, fundamental freedoms, and the rule of law. Urges the government of Egypt to: (1) enact reforms to ensure that Coptic Christians are given the same rights and opportunities as all other Egyptian citizens; (2) end the culture of impunity for attacks on Christians; and (3) arrest, prosecute, and convict individuals who carry out such attacks.

Ending Secrecy About Workplace Sexual Harassment Act This bill directs every employer required to submit to the Equal Employment Opportunity Commission an Employer Information Report EEO-1 to include in such report the number of settlements reached in the resolution of claims pertaining to sex discrimination.

National Commission on Scleroderma and Fibrotic Diseases Act of 2017 This bill temporarily establishes a National Commission on Fibrotic Diseases within the National Institutes of Health that must recommend improvements regarding fibrosis and fibrotic disease research.

Disaster Assistance Recoupment Fairness Act of 2017 This bill requires the Federal Emergency Management Agency (FEMA) to: (1) waive a debt owed to the United States related to federal assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to an individual or household in relation to a major disaster declared by the President between January 1, 2012, and the date of enactment of this bill, unless the debt involves fraud, the intentional presentation of a false claim, or intentional misrepresentation by the debtor or any party having an interest in the claim; and (2) reimburse a debtor for any payments already made on such a debt.

Save Net Neutrality Act of 2017 This bill prevents the Federal Communications Commission (FCC) from using the Notice of Proposed Rulemaking in the matter of restoring Internet freedom adopted by the FCC on May 18, 2017, to satisfy the general notice requirement for ending the FCC's public-utility regulation of the Internet.

Financial Institutions Examination Fairness and Reform Act This bill amends the Federal Financial Institutions Examination Council Act of 1978 to: set deadlines for final examination reports and exit interviews of a financial institution by a federal financial regulatory agency, and establish the Office of Independent Examination Review to adjudicate appeals and investigate complaints from financial institutions concerning examination reports. The bill also requires the establishment of an independent internal agency appellate process at the Consumer Financial Protection Bureau (CFPB) for the review of supervisory determinations made at institutions supervised by the CFPB.

Bears Ears National Monument Expansion Act This bill expands the boundaries of the Bear Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture USDA shall administer the lands under their jurisdictions within the expanded boundaries: (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, which provided for establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bear Ears Commission to: ensure the proper care and management of the objects identified; ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge; and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries as part of the monument. Interior and USDA may acquire lands, waters, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

This bill amends the Virgin Islands of the United States Centennial Commission Act to provide that if the Governor of the U.S. Virgin Islands declines to or does not appoint a member to the Virgin Islands of the United States Centennial Commission by the required deadline, such member shall be appointed by the Delegate to the House of Representatives from the Virgin Islands. The commission shall terminate on September 30, 2019 (currently September 30, 2018), or at an earlier date determined by the commission after submitting its final report to Congress. The provision prohibiting federal funds from being authorized or obligated to carry out such Act is repealed.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Improving Oversight of Women Veterans' Care Act of 2017 This bill requires the Department of Veterans Affairs (VA) to report to Congress annually on the access of women veterans to gender-specific medical care (mammograms, maternity care, and gynecological care) provided by contracting non-VA medical providers. Each VA medical facility must report quarterly to the VA on the facility's compliance with the environment of care standards for women veterans, which are standards intended to protect the privacy, safety, and dignity of women veterans when they receive medical care. The VA must report to Congress with a plan to strengthen such standards.

Safeguarding American Personal Information and Investment Act or the Safeguarding American PII Act This bill amends the Defense Production Act of 1950 to require national security reviews by the Committee on Foreign Investment to take into account whether the merger, acquisition, or takeover could expose the personally identifiable information of U.S. persons in a manner that threatens national security.

Financial Institution Living Will Improvement Act of 2017 This bill amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to limit the frequency with which certain nonbank financial companies and bank holding companies shall be required to submit a "living will" (i.e., the company's plan for rapid and orderly resolution in the event of financial distress or failure) to the Federal Reserve Board (FRB), the Financial Stability Oversight Council, and the Federal Deposit Insurance Corporation (FDIC). Specifically, such companies shall be required to do so no more than once every two years. The FRB and the FDIC must provide feedback to a company regarding such a plan within six months.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

American Promise Act of 2017 This bill amends the Immigration and Nationality Act to permit an alien who is in temporary protected status (TPS) or deferred enforced departure (DED) status to apply for legal permanent resident status if such alien: is eligible for permanent resident status, applies for adjustment within three years, was granted or was eligible for TPS or DED status on or before October 1, 2017, and has been continuously physically present in the U.S. for at least three years. (TPS designations permit eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. DED designations permit eligible nationals of presidentially-designated counties to be temporarily not subject to removal from the United States.) The bill: waives certain grounds of inadmissibility; authorizes the waiver of the continuous physical presence requirement if an alien's removal would cause extreme hardship to the alien or to the alien's spouse, children, parents, or domestic partner; authorizes an alien who has applied for status adjustment to work; and authorizes an alien who has been ordered removed or granted voluntary departure to apply for status adjustment. An alien's spouse, parent, or unmarried child shall have his or her status adjusted to legal permanent resident if such person is eligible for status adjustment and applies within three years. Aliens from countries that no longer have valid TPS designation and aliens who no longer have valid DED status are not included in this bill unless such TSP or DED status expires on or after January 1, 2017.

Preparedness and Risk Management for Extreme Weather Patterns Assuring Resilience and Effectiveness Act of 2017 or the PREPARE Act of 2017 This bill directs the President to establish the Interagency Council on Extreme Weather Resilience, Preparedness, and Risk Identification and Management (council), which shall: (1) establish government-wide goals for extreme weather resilience, preparedness, and risk identification and management (EWR); (2) develop, recommend, coordinate, and track implementation of priority interagency federal government actions related to EWR; (3) provide recommendations to the Council on Environmental Quality, the Office of Management and Budget (OMB), and the Department of Homeland Security on how agencies should develop or update agency extreme weather plans, remove barriers to state and local EWR in agency regulations, guidance, and policy, and avoid duplication among federal activities; (4) issue guidance to agencies on developing agency extreme weather plans and agency regulations, guidance, and policies to remove barriers to state and local EWR; and (5) publish biannually an inventory of all regional agency offices, centers, and programs that assist with EWR at the state or local level. OMB shall ensure that each agency provides adequate resources to the council. Each agency shall submit biannually to OMB and to the council a comprehensive plan that integrates consideration of extreme weather into its operations and overall mission objectives. OMB shall consolidate and submit such plans to Congress. Annual agency performance plans shall include the most recent agency extreme weather plan.

Security and Financial Empowerment Act of 2017 This bill sets forth various provisions to promote the safety and security of survivors of domestic violence, dating violence, sexual assault, and stalking, Among other things, the bill does the following: requires employers to provide up to 30 days of safe leave in a 12-month period; and prohibits states from imposing additional restrictions on eligibility for unemployment compensation.

Congressional Sexual Harassment Training Act This bill amends the Congressional Accountability Act of 1995 to require each employing office under the Act to ensure that its covered employees enroll in the Office of Compliance's program of education that informs employees of the rights provided under the Act against sexual harassment: (1) within 60 days after first becoming an employee; (2) for existing employees, within 90 days after enactment of this bill; and (3) every two years.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly transfer, possess, import, or bring into the United States a large capacity ammunition feeding device (LCAFD). It permits the continued possession of a grandfathered LCAFD. Additionally, the bill does not prohibit, with respect to an LCAFD: manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; transfer or possession related to securing nuclear materials; and possession by a retired law enforcement officer. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both. Newly manufactured LCAFDs must display serial number identification that clearly shows the device was manufactured after this bill's enactment.

Title IX Protection Act This bill amends the Department of Education Organization Act to require recipients of federal financial assistance to comply with specified procedural requirements when responding to sexual harassment and sexual violence to prevent and effectively respond to sexual discrimination as required by title IX of the Education Amendments of 1972.

Leverage to Enhance Effective Diplomacy Act of 2017 or the LEED Act This bill directs the President to: (1) impose property-blocking sanctions against the North Korean government, business entities that trade with North Korea, including specified Chinese entities, and affiliated persons or entities; (2) prohibit the opening, and strictly control the maintaining in the United States, of correspondent or payable-through accounts by a foreign financial institution that assisted in the importation, sale, or transfer of North Korean goods or services; and (3) impose specified sanctions against a person that imports, purchases, or transfers goods or services from the North Korean government or from such entities or affiliates. The North Korean Human Rights Act of 2004 is amended to extend assistance for human rights and democracy programs. The bill prescribes reporting requirements with respect to North Korea's ballistic missile and missile fuel program. The Department of State shall: (1) brief Congress on the status of U.S. diplomatic engagement with North Korea and of detained U.S. citizens, and (2) develop a diplomatic strategy to end the transfer of rocket fuels and chemical precursors to North Korea. The State Department may reduce its diplomatic presence in, and terminate or reduce foreign assistance to, countries that are not cooperating with diplomatic and economic efforts to isolate North Korea.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

Family Office Technical Correction Act of 2017 This bill provides that family offices and family clients are accredited investors as set forth by the Securities and Exchange Commission (SEC) in Regulation D, which exempts certain offerings from SEC registration requirements but prohibits general solicitation or general advertising with respect to such offerings. (A family office is a company that has no clients other than family clients, is wholly owned and exclusively controlled by family clients, and does not hold itself out to the public as an investment advisor.)

Veterans Apprenticeship and Labor Opportunity Reform Act or the VALOR Act This bill provides that the state approving agency for a multi-state non-federal apprenticeship program is: (1) for program approval purposes, the state approving agency for the state in which the headquarters of the apprenticeship program is located; and (2) for all other purposes, the state approving agency for the state in which the apprenticeship program takes place.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Dignity for Detained Immigrants Act of 2017 This bill directs the Department of Homeland Security (DHS) to establish detention standards for each facility at which aliens in DHS custody are detained. Such standards shall provide for at least the level of detainee protections described in the American Bar Association's Civil Immigration Detention Standards. A detained individual who is injured as a result of a violation of such standards may file a claim in U.S. district court. The bill: (1) provides for facility oversight and transparency, (2) phases out the use of private detention facilities and jails for such aliens, and (3) revises procedures for detaining aliens.

Impeding North Korea's Access to Finance Act of 2017 This bill directs the Department of the Treasury to prohibit a foreign financial institution that knowingly provides significant financial services to a "covered person" from opening or maintaining a correspondent account in the United States. "Covered person" includes any person doing business with North Korea, a North Korean person employed outside North Korea, and any person that knowingly employs a North Korean person outside North Korea. The bill establishes civil and criminal penalties for violations. Treasury must prohibit a U.S.-based financial institution from knowingly engaging in a significant transaction with a covered person. The bill establishes civil penalties for violations. The bill amends the Bretton Woods Agreements Act to direct the United States to oppose international financial assistance for a foreign government that does not implement these sanctions against North Korea. The President may waive this directive after specified steps are taken. The bill amends the Export-Import Bank Act to prohibit the bank from providing support to a covered person. Treasury must report on compliance with this bill among financial institutions, including any penalties imposed and efforts by Treasury to support compliance. The bill amends the International Financial Institutions Act to require Treasury to: (1) instruct the U.S. Executive Director at the International Monetary Fund (IMF) to support the use of the IMF's administrative budget for technical assistance that strengthens the capacity of IMF members to prevent money laundering and the financing of terrorism, and (2) report on the effectiveness of such assistance. The President may suspend or terminate sanctions under this bill if certain steps regarding nonproliferation of weapons of mass destruction are taken by North Korea.

Directs the President to remove U.S. Armed Forces from hostilities in Yemen, except those engaged in operations directed at Al Qaeda in the Arabian Peninsula, within 30 days after adoption of this concurrent resolution, unless: (1) the President requests and Congress authorizes a later date, or (2) a declaration of war or specific authorization for the use of the Armed Forces has been enacted.

9/11 Heroes Medal of Valor Act of 2017 This bill makes eligible for the 9/11 Heroes Medal of Valor a public safety officer who: (1) participated in the response to the terrorist attacks of September 11, 2001; and (2) died because of such participation as a result of a WTC-related health condition (i.e., a World Trade Center-related health condition).

Animal Emergency Planning Act of 2017 This bill amends the Animal Welfare Act to require research facilities, dealers, exhibitors, intermediate handlers, and carriers (covered persons) to develop, document, and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster. The plan must: identify situations that the covered person might experience that would trigger the need to implement the measures identified in the plan; outline tasks to be carried out in response to emergencies or disasters; establish a chain of command and identify the individuals responsible for fulfilling the tasks; and address how response and recovery will be handled in terms of materials, resources, and training needed. Covered persons must review their plan at least annually, train personnel in their roles and responsibilities as outlined in the plan, and provide training when the plan changes.
