International Protecting Girls by Preventing Child Marriage Act of 2007 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the United States Agency for International Development (USAID), to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage, including by addressing the unique needs and potentials of eight to 18 year old girls. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage."

Makes available as paid leave for any of the 12 weeks of leave an employee is entitled to for the above purposes: (1) eight weeks of paid leave and any accumulated annual or sick leave for either the birth of a child or the placement of a child with the employee for adoption or foster care; and (2) any accumulated annual or sick leave for the care of a family member or the employee's own serious health condition.

Directs the Secretary provide for establishment, operation, and publication of a nationwide toll-free telephone number to receive consumer complaints regarding predatory and unscrupulous lending practices relating to home loans. Establishes the Predatory Lending Advisory Council to: (1) advise the Secretary; and (2) study and report to the Secretary and Congress on the root causes of default and foreclosure of home loans.

Authorizes the Secretary to: (1) enter into cooperative agreements and memorandums of understanding with, and provide technical and financial assistance to, other federal agencies, the State of New York, localities, regional governmental bodies, and private entities; (2) make annual grants to state historic preservation offices for up to five years for assistance in surveying, evaluating, and nominating women's rights history properties to the National Register of Historic Places; and (3) make matching grants and give technical assistance for development of a network of governmental and nongovernmental entities providing interpretive and educational program development of national women's rights history, including historic preservation.

Exempts from such prohibition military operations or activities: (1) to directly repel an attack launched from within Iran's territory; (2) to directly thwart an imminent attack to be launched from within Iran's territory; (3) in hot pursuit of forces engaged outside the territory of Iran who thereafter enter into Iran; and (4) connected with U.S. government intelligence or intelligence-related activities. Requires the President within 24 hours after determining to use funds for such a military purpose to report to the Senate Committees on Armed Services and Foreign Relations and the Select Committee on Intelligence, and the House Committees on Armed Services and Foreign Affairs and the Permanent Select Committee on Intelligence.

Presidential Signing Statements Act of 2007 - Prohibits any state or federal court from relying on or deferring to a presidential signing statement as a source of authority when determining the meaning of any Act of Congress. Requires any federal or state court, in any action, suit, or proceeding regarding the construction or constitutionality, or both, of any Act of Congress in which a presidential signing statement was issued, to permit the Senate, through the Office of Senate Legal Counsel, or the House, through the Office of General Counsel for the House, or both, to participate as an amicus curiae, and to present an oral argument on the question of the Act's construction or constitutionality, or both. Authorizes the full Congress, in any such suit, to pass a concurrent resolution declaring its view of the proper interpretation of the Act of Congress at issue, clarifying Congress's intent or its findings of fact, or both. Requires the federal or state court in question to permit Congress, through the Office of Senate Legal Counsel, to submit any such passed resolution into the record of the case as a matter of right. Makes it the duty of each federal or state court, including the U.S. Supreme Court, to advance on the docket and to expedite to the greatest possible extent the disposition of any matter brought under this Act.

Contractors and Federal Spending Accountability Act of 2007 - Directs the Administrator of General Services to establish and maintain on a General Services Administration (GSA) website a database of information regarding integrity and performance of federal contracts and assistance recipients for use by federal contracting officers, federal officials having authority to debar or suspend persons from federal contracts or assistance, and federal officials having authority over grant assistance. Requires the database to include information regarding: (1) civil, criminal, and administrative proceedings brought by the federal government and state governments against contractors or assistance recipients; and (2) federal suspensions and debarments of such recipients. Requires federal agency suspension and debarment regulations to be amended to provide that a person shall be presumed to be nonresponsible with respect to the award of a federal contract or assistance if a judgment or conviction for the same offense constituting a cause for federal debarment has been rendered against the person twice within any three-year period Requires a person applying for any federal contract or assistance to disclose: (1) all federal or state suspensions or debarments, all civil, criminal, and administrative proceedings brought against such person, and all federal contracts and assistance awarded to the person that were terminated due to default, in the preceding five years; and (2) all suspension and debarment show cause orders, and all judgments, orders, decisions, and final dispositions with respect to federal contracts or assistance, that the person is implementing within five years after the date of submission of the application. Requires the Interagency Committee on Debarment and Suspension to take certain actions with respect to federal suspension or debarment proceedings, including resolving issues and coordinating actions among federal agencies. Allows federal agencies, commissions, or organizations not currently participating in the federal suspension and debarment system to do so.

Medicare Prescription Drug Savings for Our Seniors (Medicare Prescription Drug SOS) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to: (1) offer one or more Medicare operated prescription drug plans (PDPs) with a service area consisting of the entire United States; and (2) negotiate with pharmaceutical manufacturers to reduce the purchase cost of covered part D drugs. Requires the monthly beneficiary premium for qualified prescription drug coverage and access to negotiated prices to be uniform nationally. Provides for auto-enrollment of subsidy eligible individuals in Medicare operated PDPs. Amends SSA title XIX (Medicaid) to provide for the use of 2005 as base in computing the state clawback provision. Amends SSA title XVIII (Medicare) to eliminate part D cost-sharing for certain non-institutionalized full-benefit dual eligible individuals. Provides for: (1) expedited low-income subsidies under the Medicare PDP; (2) indexing of deductible and cost-sharing for certain individuals; and (3) Commissioner of Social Security screening for Medicare savings program eligibility. Sets forth anti-fraud and abuse provisions. Provides for protection against a decrease in Social Security benefits owing to part D Medicare premium increases. Prohibits late enrollment penalties for months before January 2008. Allows a one-time change in plan during first year of enrollment. Prohibits a PDP sponsor from removing a covered part D drug from the plan formulary, downgrading its cost-sharing status, or otherwise introducing a barrier to access to covered part D drugs, without advance notice. Requires Medicare part D formularies to cover all drugs in six specified therapeutic categories. Makes benzodiazepines covered part D drugs, subject to review by the Secretary. Eliminates the MA Regional Stabilization Fund and certain Medicare Advantage overpayments. Requires prompt payment of clean claims by Medicare and Medicare Advantage PDPs. Prohibits co-branding. Extends part D coverage to medication therapy management services.

Bear Protection Act of 2007 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect state regulation of bear population or to affect the lawful hunting of bears under state law.

21st Century High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Declares, further, that the validity or enforceability of an agreement to arbitrate shall be determined by a court, under federal law, rather than an arbitrator, irrespective of whether the party resisting arbitration challenges the arbitration agreement specifically or in conjunction with other terms of the contract containing such agreement. Exempts arbitration provisions in collective bargaining agreements from this Act.

Graduation Promise Act of 2007 - Authorizes the Secretary of Education to make grants to states and, through them, subgrants to local educational agencies (LEAs) for differentiated high school improvement systems targeting support to schools with low student achievement and graduation rates after the school fails for two consecutive years to make adequate yearly progress (AYP) pursuant to state academic performance standards. Requires LEAs also to use funds to: (1) improve feeder middle schools; and (2) identify and support struggling students before they reach high school. Requires state grantees to establish comprehensive school performance indicators and minimum annual improvement benchmarks for use, in addition to current AYP measures, in analyzing school performance and determining the improvement category into which a school is placed. Directs LEA subgrantees to convene a local school improvement team for each school placed in an improvement category that will use performance indicators to conduct a school needs assessment and develop a multiyear school improvement plan tailored to the school's need categorization. Authorizes the Secretary to award competitive grants to: (1) LEAs, nonprofit organizations, and institutions of higher education to develop and implement, or replicate, effective school models for struggling students and dropouts; and (2) states to adjust their policies to allow for educational innovations that improve high school graduation rates while ensuring rigorous education content standards and assessments, if such states implement differentiated high school improvement systems and statewide longitudinal student data systems.

Requires the Secretary of Health and Human Services to establish standards regulating the frequency with which individuals are eligible to be provided this benefit. Prohibits specified actions by health care plans to discourage the use of this benefit. Applies these requirements to coverage offered in the individual market.

Middle Class Opportunity Act of 2007 - Amends the Internal Revenue Code to: (1) increase the child tax credit for the first year in which a child is claimed as a qualifying child; (2) expand eligibility for the dependent care tax credit and allow such credit for expenses to care for parents (and ancestors of such parents) not residing with the taxpayer; and (3) provide for an increased alternative minimum tax exemption amount through 2008 Replaces the Hope and Lifetime Learning tax credits with an expanded education tax credit which provides for a 100% education tax credit for qualified tuition and related expenses (including a certain allowance for books) up to $1,000, 50% for such expenses between $1,000 and $3,000, and 20% of such expense between 3,000 and $5,500. Reduces credit amounts for taxpayers with modified adjusted gross incomes over $70,000 ($140,000 in the case of a joint tax return). Allows an inflation adjustment to credit amounts beginning after 2008. Limits such credit to three eligible students per taxpayer in any taxable year and for four taxable years. Denies such credit for certain part-time students and for students convicted of a felony drug offense. Repeals the tax deduction for qualified tuition and related expenses.

Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Directs the Secretary of Agriculture to provide information and technical assistance to U.S. agricultural producers, cooperative organizations, or state agencies to promote U.S. agricultural exports products to Cuba. Authorizes the issuance of temporary entry visas to Cuban nationals to facilitate purchase of U.S. agricultural products. Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition on enforcement of rights to certain U.S. intellectual properties and such properties' transfer. Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel, and any regulation restricting or prohibiting such travel shall have no effect, relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions, (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers. Amends the Democracy Act of 1992 to repeal the requirement for onsite verification of certain medical exports to Cuba. Amends the Internal Revenue Code to: (1) increase the airport ticket tax for transportation between the United States and Cuba by $1; and (2) establish in the Treasury the Agricultural Export Promotion Trust Fund.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.
