Constitutional Amendment - Requires any legislative measure changing the internal revenue laws to require the concurrence of two-thirds of the Members of each House voting and present, unless the legislative measure is determined not to increase the internal revenue by more than a de minimis amount. States that for the purposes of determining any increase in the internal revenue, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Permits Congress to waive such requirements when: (1) a declaration of war is in effect; or (2) the United States is engaged in military conflict which causes an imminent and serious threat to national security and is so declared by an adopted joint resolution. Prohibits any increase in the internal revenue enacted under such a waiver from being effective for longer than two years.

Savings for Working Families Act of 2000 - Title I: Individual Development Accounts For Low-Income Workers - Sets forth requirements for qualified individual development accounts (IDAs) for low-income workers, including: (1) the basic structure and administration of qualified IDA programs established by qualified financial institutions (QFIs) or qualified nonprofit organizations (QNOs); (2) procedures for opening an IDA with a QFI or a QNO and contributing money (of up to a certain amount, except in the case of qualified rollovers) in accordance with specified guidelines to qualify for matching funds from QFIs, QNOs, State, local, or private sources to be held in a parallel account; (3) QFI or QNO deposits of all matching funds (matched dollar-for-dollar for the first 500 contributed by an eligible individual to an IDA for any taxable year) for each IDA in a parallel, interest-bearing account at a QFI or QNO; (4) procedures for withdrawals from an IDA for qualified higher education expenses, first-time homebuyer costs, business capitalization costs, or rollovers to other IDAs of the individual or the individual's spouse or dependents; (5) certification to the Secretary of the Treasury or designated organization that qualified IDAs and other described accounts are operating pursuant to this Act, and termination of qualified IDA programs if the Secretary, or designated organization, determines that a QFI, or QNO, is not operating a qualified IDA program in accordance with this Act; and (6) reporting, monitoring, and evaluation requirements. Authorizes appropriations. (Sec. 105) Allows for withdrawal from an IDA for non-qualified expenses, but with forfeiture of all corresponding matching funds and interest earned on them, unless the withdrawn funds are recontributed within one year. (Sec. 108) Disregards funds in parallel accounts of program participants for purposes of certain means-tested Federal programs. Title II: Qualified Individual Development Account Program Investment Credits - Amends the Internal Revenue Code to allow a tax credit for a qualified IDA program investment by an eligible taxpayer (a QFI or a non-QFI meeting specified criteria) during the taxable year. (Sec. 202) Declares that QFIs which establish qualified IDA programs shall not receive credit for funding, administration, and education expenses under any test contained in regulations for the Community Reinvestment Act of 1977 for those activities and expenses related to such programs and accounted for in the tax credit above. (Sec. 203) Authorizes an individual to designate that a specified portion of any overpayment of tax for a taxable year attributable to the earned income credit shall be deposited by the Secretary into the individual's IDA.

Bulletproof Vest Partnership Grant Act of 2000 - Amends the matching grant program for law enforcement armor vests under the Omnibus Crime Control and Safe Streets Act of 1968 to direct that the matching portion equal 50 percent if: (1) such grant is to a unit of local government with fewer than 100,000 residents; (2) the Director of the Bureau of Justice Assistance determines that the quantity of vests to be purchased with such grant is reasonable; and (3) such portion does not cause such grant to violate certain maximum amount requirements. Directs that: (1) funds available be awarded, without regard to specified "preferential consideration" provisions, to each qualifying unit of local government with fewer than 100,000 residents; and (2) any remaining funds available be awarded to other qualifying applicants. Provides that if an application is submitted in conjunction with a transaction for the purchase of armor vests, grant amounts may not be used to fund any portion of that purchase unless, before the application is submitted, the applicant: (1) receives clear and conspicuous notice that receipt of the grant amounts requested in the application is uncertain; and (2) expressly assumes the obligation to carry out the transaction regardless of whether such amounts are received. Redefines "armor vest" to include body armor which has been tested through a specified voluntary compliance testing program, and found to meet or exceed the requirements of NIJ Standard 0115.00, or any subsequent revision of such standard. Authorizes appropriations.

Long Term Care and Alzheimer's Disease Advancement Act of 2000 - Amends the Public Health Service Act to authorize the Director of the National Institute on Aging to establish and maintain the Alzheimer's disease Physician-Scientist program to enhance and promote the translation of new scientific knowledge into clinical practice toward the diagnosis, care, and treatment of individuals with Alzheimer's disease by promising clinicians through awards for research, study, and practice at centers of excellence in Alzheimer's disease research and treatment. Authorizes appropriations. Directs the Medicare Payment Advisory Commission to study and report to Congress on reimbursement rates under Medicare (title XVIII of the Social Security Act (SSA)) to physicians for Alzheimer services. Amends SSA title XVIII to cover as medical treatment under the Medicare home health agency benefit any participation by Medicare beneficiaries in an adult day care program for the therapeutic treatment of Alzheimer's disease or a related dementia. Amends the Internal Revenue Code to: (1) allow a tax deduction in an amount equal to the applicable percentage of the amount of eligible long-term care premiums paid during the taxable year for coverage for the taxpayer, his spouse, and dependents under a qualified long-term care insurance contract; (2) permit qualified long-term care insurance contracts to be offered under cafeteria plans and flexible spending arrangements under certain conditions; and (3) allow a tax credit for the taxable year in an amount equal to the applicable credit amount multiplied by the number of applicable individuals with long-term care needs with respect to whom the taxpayer is an eligible caregiver for the taxable year.

Oil Price Reduction Act of 2000 - Declares it to be U.S. policy: (1) to determine the political, economic, and security relations of the United States with the major net oil exporting countries according to whether they engage in oil price fixing; and (2) to work multilaterally with other countries that are major net oil importers to bring about the complete dismantlement of international oil price fixing arrangements. Directs the President to report to Congress with respect to: (1) the overall economic and security relationship between the United States and each major net oil exporting country (including Organization of Petroleum Exporting Countries (OPEC)); (2) the effect that coordination among such countries with respect to oil production and pricing has had on the U.S. economy and global energy supplies; (3) information on all assistance provided to such countries under the Foreign Assistance Act of 1961 and the Arms Export Control Act (including licenses for the export of defense articles and defense services); and (4) the President's determination as to whether or not each such country is engaging in oil price fixing to the detriment of the U.S. economy. Requires the President to reduce, suspend, or terminate such assistance to each country determined to be engaged in oil price fixing to the detriment of the U.S. economy. Expresses the sense of Congress that the United States should continue to undertake a diplomatic campaign to convince : (1) all major net oil exporting countries that the current oil price levels are unsustainable and will negatively affect global economic growth rates in oil consuming and developing countries; and (2) other major net oil importing countries to join in multilateral efforts to bring about the complete dismantlement of international oil price fixing arrangements. Requires the President to report to Congress with respect to such diplomatic efforts.

Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to amend certain regulations regarding motor vehicle fuels to prohibit the use of methyl tertiary butyl ether (MTBE) as a fuel additive. Directs the Administrator to prohibit any additive in gasoline registered under fuel regulation provisions unless it has been determined, through scientific testing and peer review, not to have adverse effects on the public. Amends the Solid Waste Disposal Act to require underground storage tank (UST) owners or operators, whenever a release from a tank has been detected, to conduct monitoring for MTBE and report monitoring results annually to the Administrator for the longer of the period of ten years following the detection of the first release or three years after the date on which the last release was detected. Requires the Administrator, in enforcing requirements that USTs be upgraded, to focus enforcement on areas where MTBE is leaking into the groundwater or surface water. Expresses the sense of Congress that: (1) Leaking Underground Storage Tanks program funds should be prioritized to provide oversight, enforcement, and grants to States in which MTBE has been used as a fuel additive; (2) the Administrator should accelerate the testing for and reporting of MTBE in public drinking water supplies; and (3) all funds available in the Leaking Underground Storage Tank Trust Fund should be appropriated annually. Amends the Safe Drinking Water Act to authorize the Administrator, on the request of a Governor or head of a local government, to declare that a drinking water emergency exists in a county or municipality if the drinking water supplies for the county or municipality have been contaminated by MTBE. Provides for grants to local government agencies in such emergencies to provide access to uncontaminated water and remediate the water supply. Requires the National Institutes of Environmental Health Sciences to study the long-term health effects of MTBE contamination in drinking water. Authorizes appropriations. Reduces FY 2001 funds otherwise available for the Army School of the Americas.

Truthfulness, Responsibility, and Accountability in Contracting Act - Prohibits any Federal agency from making a decision to privatize, outsource, contract out, or contract for the performance of a function currently performed by such agency or to conduct a study to convert a function from Federal to contractor performance. Authorizes any agency to apply to the Director of the Office of Management and Budget for a waiver of such prohibition with respect to a particular function. Authorizes the Director to grant such waiver when: (1) necessary for the preservation of national security; (2) critical for the provision of patient care; or (3) necessary to prevent extraordinary economic harm. Requires waiver requests to be published in the Federal Register. Provides additional exceptions for functions with respect to which a labor organization is accorded exclusive recognition. (Sec. 5) Requires each agency to: (1) establish a centralized reporting system that allows it to generate periodic reports on its contracting efforts during the preceding and current fiscal years; and (2) generate and annually submit to the Director such reports. Requires each agency to report to specified congressional committees on the number of Federal employee positions and positions held by non-Federal employees under a contract between such agency and an individual or entity that has been subject to public-private competition. Requires such reports to be made available through the Internet. (Sec. 6) Requires, after the termination of the contracting prohibition, any decision by an agency to privatize, outsource, or contract out for the performance of a function to be based on the results of a public-private competition process that: (1) formally compares the costs of Federal employee performance of such function with the costs of performance by a contractor; (2) employs the most efficient organizational process; and (3) is conducted in consultation or through bargaining with the exclusive representative of the Federal employees performing the function, if applicable. (Sec. 7) Requires an agency to either conduct a new public-private competition or convert a function to performance by Federal employees if a report indicates that: (1) contracting out costs exceed costs of performance by Federal employees; or (2) contracting out fails to meet quality control standards. (Sec. 8) Directs the Secretary of Labor to conduct a survey of the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract and to report survey results to specified congressional committees. Requires the Director to review the survey and report findings. (Sec. 9) Requires the Comptroller General to report on compliance by Federal agencies with requirements of this Act.

Campaign Integrity Act of 2000 - Amends Internal Revenue Code provisions regarding tax-exempt organizations to expand the definition of "political organization" to require such an organization, in order to be defined as such, to file an annual statement certifying compliance with reporting requirements under the Federal Election Campaign Act of 1971 (FECA) added by this Act. Excepts from such filing requirement: (1) organizations which exist for the exclusive purpose of influencing the appointment of any individual to a State, local, or Federal public office or office in a political organization; (2) a group of persons (other than a separate segregated fund established under FECA) which accepts contributions or makes expenditures during a calendar year of less than $5,000; or (3) political committees as defined under FECA. Prohibits an organization from being treated as one described under (1) above if it makes payments for certain communications which mention a clearly identified candidate for election for Federal office or contain the likeness of such candidate during an election cycle. Improved Medical Care for Troops and Retirees Act - Amends title XVIII (Medicare) of the Social Security Act, Federal armed forces law, the National Defense Authorization Act for Fiscal Year 1998, and the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 to provide, among other things, for: (1) making permanent the current Medicare subvention demonstration project for military retirees and dependents; (2) extending the Federal Employees Health Benefits Optional Demonstration Project; (3) entitling family members of members of the armed forces assigned to certain duty locations far from sources of care to the medical and dental care otherwise available to such member in any facility of any uniformed service; (4) requiring the pharmacy benefits provided under the redesigned pharmacy system under the TRICARE program (a managed health care program of the armed forces) to be at least equivalent to those provided under the National Defense Authorization Act for Fiscal Year 1993; and (5) eliminating copayments under TRICARE Prime, and imposing a reduction in the catastrophic cap under TRICARE Standard and TRICARE Extra. Authorizes appropriations for the redesigned pharmacy system under the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999.

Authorizes the President to immediately draw down the Fuel Oil Product Reserve only when domestic fuel oil prices rise sharply because of anticompetitive activity, during a fuel oil shortage, or during periods of extreme winter weather. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member of such member. Repeals a provision prohibiting coverage under the Civilian Health and Medical Program of the Uniformed Services for persons entitled to hospital insurance benefits under part A of title XVIII (Medicare) of the Social Act.

Chimpanzee Health Improvement, Maintenance and Protection Act - Amends title IV of the Public Health Service Act to direct the Secretary of Health and Human Services to provide for the establishment and operation of a national sanctuary system for all surplus federally owned chimpanzees that are no longer needed in research conducted or supported by the National Institutes of Health, the Food and Drug Administration, or other Federal agencies. Mandates that any surplus chimpanzee that is not owned by the Federal Government be accepted into the system if the owner transfers title to the chimpanzee to the sanctuary system. Provides for standards for permanent retirement of chimpanzees into the system. Requires such standards to empower the Secretary to authorize imposition of a fee (except in certain circumstances) for accepting a non-Federal chimpanzee into the system. Directs the Secretary to contract with a nonprofit private entity to establish and operate the system. Provides for funding. Authorizes the Secretary to make grants or contracts for the operation of facilities that provide for the retirement of chimpanzees in accordance with the same standards that apply to the sanctuary system.
