Commission to Study the Potential Transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution Act This bill establishes a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution.   Within two years of its first meeting, the commission must submit a report, fundraising plan, and legislative recommendations to Congress and the President. The report must address certain issues, including (1) the impact of the museum on educational and governmental efforts to study and counter anti-Semitism, and (2) financial and legal considerations associated with the potential transfer.

Protecting Students on Campus Act of 2024

Protecting Students on Campus Act of 2024 This bill requires the Department of Education (ED) and institutions of higher education (IHEs) participating in federal student aid programs to distribute information on how to report alleged violations of civil rights under Title VI of the Civil Rights Act of 1964. (Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in federally funded programs or activities.) Specifically, the bill requires ED's Office for Civil Rights (OCR) to conduct a public awareness campaign regarding the rights of individuals under Title VI. This campaign must be updated annually and distributed to IHEs. The bill requires an IHE to post a link on its website on how to file a Title VI complaint with OCR. Additionally, the IHE must annually post the materials from OCR's public awareness campaign. The information must be posted in high-traffic public places on campus (e.g., student centers) and high-traffic websites (e.g., the website for student services).  OCR must give monthly congressional briefings on (1) the number of complaints filed with OCR, (2) how OCR plans to address those complaints and the investigations opened in response to those complaints, and (3) how long those complaints remain open. Additionally, the bill prohibits OCR from closing or dismissing a complaint due to resolution via another agency or avenue.  The bill also requires annual reporting by IHEs on discrimination complaints. Further, the bill directs ED's Office of Inspector General to audit and study discrimination complaints.

Protect Our Letter Carriers Act of 2024 This bill requires or authorizes certain actions related to the U.S. Postal Service (USPS). The bill requires the Department of Justice to appoint an assistant U.S. attorney in each judicial district to coordinate and supervise the investigation and prosecution of various crimes related to postal services (for example, assault on a postal service employee, breaking into a post office, or obstruction of mails). The bill also requires the U.S. Sentencing Commission to amend sentencing guidelines to provide that the assault or robbery of a postal employee shall be treated the same as the assault of a law enforcement officer. Additionally, the bill authorizes appropriations for the USPS to install high security collection boxes and replace older versions of the universal mailbox key with electronic versions.

The fund supports Community Development Financial Institutions (CDFIs), which provide financial services to low-income and underserved communities. The office must ensure the safety and affordability of products and services provided by CDFIs to target populations and investment areas. The office must also collect and address complaints from financial institutions, facilitate coordination between the fund and federal banking agencies, and ensure institutions have access to technical assistance. The bill also requires the establishment of a process for revoking a CDFI’s certification.

Housing Supply and Affordability Act This bill allows the Department of Housing and Urban Development to award grants to states, local governments, Indian tribes, and Native Hawaiian organizations for the development and implementation of housing policy plans. The bill also provides funding for the grants. Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.

A Stronger Workforce for America Act

A Stronger Workforce for America Act This bill reauthorizes through FY2030 and modifies various programs under the Workforce Innovation and Opportunity Act (WIOA). Specifically, the bill reauthorizes through FY2030 the Job Corps program for low-income youth ages 16 to 24, as well as grant programs for states to provide employment and training services for youth, adults, and dislocated workers through a One-Stop delivery system. It also requires state plans for the grant programs to (1) describe how the state will use real-time labor market information to assess economic conditions and workforce trends, and (2) include an analysis of any gaps in service for applicable youth. Additionally, the bill reauthorizes through FY2030 the Adult Education and Family Literacy Act (AEFLA) programs, which provide educational services at or below the secondary level and English language training for out-of-school adults. It also specifies that the primary performance indicator for these programs includes the percentage of program participants who exit the program during the program year and complete an integrated education and training program. Finally, the bill integrates within the One-Stop delivery system career services that are funded under the Wagner-Peyser Act Employment Service (ES) program (a nationwide system of public employment offices).
