Establishes in the House of Representatives a select Committee to investigate and report to the House on: any intelligence known to the United States relating to the attack on the U.S. consulate in Benghazi, Libya, on September 11, 2012; any requests for additional security, or actions taken by federal agencies to improve security at the consulate before the attack; a definitive timeline of it; how the relevant agencies and the executive branch responded to it and whether appropriate congressional notifications were made; any improper conduct by officials relating to the attack; recommendations on what steps Congress and the President should take to prevent future attacks; and any other relevant issues relating to the attack or the response to it.

Expresses the sense of the House of Representatives that: (1) the President should not sign the Arms Trade Treaty and, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement Treaty, or any similar agreement, or to conduct activities relevant to the Treaty or any similar agreement.

STEM Jobs Act of 2012 - Amends the Immigration and Nationality Act to make up to 55,000 visas available to qualified immigrants who: (1) have a doctorate degree in a field of science, technology, engineering, or mathematics (STEM degree) from a U.S. university; (2) agree to work for at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; and (3) have taken all doctoral courses in a STEM field, including all correspondence courses, while physically present in the United States. Makes any such unused visas available to aliens who: (1) hold a master's degree in a STEM field from a U.S. university; (2) agree to work for a total of at least five years for the petitioning employer or in the United States in a STEM field upon being lawfully admitted for permanent residence; (3) have taken all master's degree courses in a STEM field, including all correspondence courses, while physically present in the United States; and (4) hold a baccalaureate degree in a STEM field or in the biological and biomedical sciences. Prohibits the Secretary of Homeland Security (DHS) (Secretary) from approving an employer petition on behalf of either of the above class of aliens unless the Secretary receives a determination by the Secretary of Labor that there are not sufficient American workers available for the job. Requires: (1) employers of foreign STEM graduates to submit a job order for the position with the appropriate state workforce agency, and (2) such agency to post the position on its website for at least 30 days. Requires DHS to make available on its website specified information regarding foreign STEM employers, the number of aliens granted STEM status, and their occupations. Eliminates the diversity immigrant program. States that: (1) the permanent priority date for any employment-based petition shall be the date on which the petition is filed, unless such filing was preceded by the filing of a labor certification with the Secretary of Labor, in which case that date shall constitute the priority date; and (2) an alien who is the beneficiary of an employment-based petition that was approvable when filed shall retain such petition's priority date in the consideration of any subsequently filed employment-based petition. Revises student visa provisions.

Preserving Work Requirements for Welfare Programs Act of 2012 - Prohibits the Secretary of Health and Human Services (HHS) from finalizing, implementing, enforcing, or otherwise taking any action to give effect to the Information Memorandum dated July 12, 2012 (Transmittal No. TANF-ACF-IM-2012-03), or to any administrative action relating to the same subject matter or that reflects the same or similar policies. Prohibits the Secretary also from authorizing, approving, modifying, or extending any experimental, pilot, or demonstration project under the Social Security Act (SSA) that: (1) waives compliance with mandatory work requirements of SSA title IV part A (Temporary Assistance for Needy Families) (TANF), or (2) authorizes an expenditure not otherwise allowable under a state TANF program with respect to compliance with such work requirements. Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.

Religious Freedom Tax Repeal Act of 2012 - Amends the Internal Revenue Code to exempt an employer opposed by reason of adherence to a religious belief or moral conviction from the tax penalty imposed for failure of a group health plan to cover required women's preventive care and screenings. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

Continued Free Association with Palau Act of 2012 - Approves, with specified exceptions, the agreement and appendices signed by the United States and the Republic of Palau on September 3, 2010, in connection with the Compact of Free Association between the United States and Palau. Extends funding for: (1) infrastructure maintenance and projects, (2) the Fiscal Consolidation Fund (at a reduced level for FY2012), and (3) specified federal entities. Assents to specified amendments to the Compact subsidiary agreements. Authorizes appropriations to the Department of the Interior for postal services related to Palau, the Federated States of Micronesia, and the Marshall Islands. States that Congress finds that Palau is eligible for certain U.S. domestic programs. Prohibits specified funds from being used for: (1) assistance to China or Argentina, (2) the development innovation ventures program, and (3) contributions to the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Intercountry Adoption Universal Accreditation Act of 2012 - Applies universal intercountry adoption accreditation standards under the Intercountry Adoption Act of 2000, and related regulations, to the same extent as they apply to the offering or provision of adoption services in connection with an adoption under the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, to any person offering or providing adoption services in connection with a foreign orphan under age 16 adopted or to be adopted by a U.S. citizen. Gives the Secretary of State, the Secretary of Homeland Security (DHS), the Attorney General, and the accrediting entities the duties, responsibilities, and authorities under the Intercountry Adoption Act of 2000 and related regulations with respect to a person offering or providing such adoption services, regardless of whether such services are offered or provided in connection with a Convention adoption. Amends the Intercountry Adoption Act of 2000 to repeal the prohibition against, and so make available, collected fees to accrediting entities.

Amends the federal criminal code to exempt the Secretary of Homeland Security (DHS) from disclosure of confidential information violations when the Secretary shares certain information and materials with intellectual property rights owners for purposes of determining whether semiconductor chip products are being imported into the United States in violation of Lanham Act provisions that prohibit infringing trademarks on imported articles or in violation of any of the exclusive rights of the owner of a mask work under the Semiconductor Chip Protection Act of 1984. Authorizes the Secretary, upon presentation of such products, to: (1) share with the holder of the registered mark or the owner of the mask work information on the semiconductor chip products and their packaging and labels, including unredacted photographs or digital images of such products, packaging, and labels; and (2) supply unredacted samples of such products to such holder of the registered mark or owner of the mask work at any time, subject to bonding requirements. Requires the Secretary, upon detention of such products, to share such product information and unredacted photographs or images with the registered mark holder or mask work owner. Sets forth exceptions for cases that would compromise ongoing law enforcement investigations or national security.

Rural Hospital Access Act of 2012 - Amends title XVIII (Medicare) of the Social Security Act to extend through FY2013: (1) the current methodology for payment to subsection (d) hospitals for inpatient hospital services furnished to individuals under the Medicare-dependent, small rural hospital (MDH) program, and (2) increased payments under the Medicare program for low-volume hospitals (with under 1,600 annual discharges). (Generally, a subsection [d] hospital is an acute hospital, particularly one that receives payments under Medicare's inpatient prospective payment system [IPPS] when providing covered inpatient services to eligible beneficiaries.) Directs the Comptroller General to study such programs.

Global Investment in American Jobs Act of 2012 - Expresses the sense of Congress that: (1) U.S. ability to attract inbound investment is directly linked to U.S. long-term economic prosperity, competitiveness, and security; (2) Congress and federal departments and agencies should consider potential impact upon U.S. ability to attract foreign direct investment when evaluating proposed legislation or regulatory policy; and (3) it is a top national priority to enhance U.S. competitiveness, prosperity, and security by removing unnecessary barriers to inward global investment and the U.S. jobs it creates and promoting policies to ensure the United States remains the premier destination for global companies to invest, hire, innovate, and manufacture their products. Amends the Foreign Direct Investment and International Financial Data Improvements Act of 1990 to direct the Secretary of Commerce to conduct an interagency review of U.S. laws and policies on foreign direct investment in the United States and develop recommendations to make the United States more competitive in attracting and retaining strong investment flows from abroad.

Constitutional Amendment - States that the liberty of parents to direct the upbringing, education, and care of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest, as applied to the person, is of the highest order and not otherwise served. Prohibits this article from being construed to apply to a parental action or decision that would end life. Declares that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Respects the Republic of Cyprus as the only sovereign state on the island of Cyprus. Urges Turkey to recognize the sovereignty of the Republic of Cyprus over all of the territory of the island of Cyprus, end its illegal military occupation of Cyprus, and implement all U.N. Security Council resolutions on Cyprus. Supports the Republic of Cyprus in its plans to explore and exploit energy reserves within its Exclusive Economic Zone (EEZ) and praises Cyprus and Israel for working cooperatively to develop the energy holdings in the region. Opposes Turkey's threatening statements and naval movements designed to keep Cyprus from exploiting its energy resources. Expresses concern about Turkey's efforts to colonize the area of northern Cyprus, and considers Turkey in violation of Article 49 of the 4th Geneva Convention of 1949 by transferring parts of its own civilian population into occupied northern Cyprus. Urges the Administration to call on Turkey to end its illegal colonization of Cyprus and its illegal interference with Cyprus' exploitation of its energy resources.

American Manufacturing Competitiveness Act of 2012 - Directs the President, in each of 2014 and 2018, to submit to Congress and publish on a public website a strategy to promote growth, sustainability, and competitiveness in the nation's manufacturing sector, create well-paid, stable jobs, enable innovation and investment, and support national security. Establishes, on the first day of each of the two presidential terms following the enactment of this Act, an American Manufacturing Competitiveness Board to: (1) advise the President and Congress on issues affecting the nation's manufacturing sector, (2) conduct a comprehensive analysis of such sector, (3) develop a national manufacturing competitiveness strategy (strategy), and (4) issue a preliminary report on the state of American manufacturing. Directs the Board to publish in the Federal Register and on a public website a draft report, and to submit to the President for review and revision a final report, on the strategy. Requires the President, in preparing the budget for each fiscal year through 2020, to include information regarding the consistency of such budget with the goals and recommendations included in the strategy.

Visa Waiver for Israel Act of 2012 - Includes Israel in the visa waiver program upon the Secretary of Homeland Security's (DHS) determination that Israel: (1) has entered into an agreement with the United States to report, or make available through Interpol or other means, information about passport theft or loss; (2) has entered into an information sharing agreement with the United States regarding whether Israeli citizens and nationals traveling to the United States represent a U.S. security threat; (3) cooperates with the U.S. government on counterterrorism initiatives, information sharing, and preventing terrorist travel; (4) issues all new and reissued passports with biometric identifiers; and (5) has made every reasonable effort, without jeopardizing Israeli security, to ensure that reciprocal privileges are extended to all U.S. citizens.

Telemedicine Safety Act - Prohibits: (1) knowingly providing a telemedicine abortion across state lines; (2) the use of any funds made available under a telemedicine law for telemedicine abortions or for assistance to facilities that offer telemedicine abortions; or (3) the use of any equipment, infrastructure, or other items purchased using funds made available under a telemedicine law for telemedicine abortions. Defines a "telemedicine abortion" as the use by a health professional of telemedicine services to provide any instrument, medicine, drug, or method to terminate the life of an unborn child or to terminate a pregnancy, without conducting an in-person medical examination of the woman during her pregnancy, with an intention other than: (1) to produce a live birth and preserve the life and health of the child after live birth; or (2) to remove an ectopic pregnancy or to remove an unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or such child.

Better Use of Refrigerator Regulations Act - Amends the Energy Policy and Conservation Act to establish a total daily energy consumption standard for medium temperature commercial refrigerators manufactured six months after this Act's enactment that: (1) have a self-contained condensing unit, sliding or hinged doors in the back intended for use by sales personnel, and other transparent material in the front for displaying merchandise; and (2) are no greater than 66 inches high and are intended to serve as a counter for transactions between sales personnel and customers.

Transparent Rules Allow Direct Exporting for Small Businesses and Jobs Act or TRADE for Small Businesses and Jobs Act - Directs the Secretary of Commerce and the Secretary of Agriculture to collect information on foreign tariff and non-tariff laws, regulations, and practices affecting exports of U.S. goods and services and U.S. agricultural commodities, respectively. Requires both Secretaries to make such information available to U.S. exporters on the Export.gov website.

Export Coordination Act of 2012 - Amends the Export Enhancement Act of 1988 to revise the duties of the Trade Promotion Coordinating Committee (TPCC). Requires the TPCC to: (1) identify opportunities to consolidate or co-locate offices of federal agencies involved in export promotion and export financing activities; (2) assess the use and coordination of electronic databases among federal agencies in support of such activities; and (3) provide a detailed listing of current and future federal and state-led trade missions, trade fairs, and related activities to ensure better delivery of services to U.S. businesses. Requires the Secretary of Commerce to make available information on federal and state-led trade missions, trade fairs, and related activities on the Export.gov website. Requires the governmentwide strategic plan for federal trade promotion efforts to: (1) clearly identify and explain the role, goals, and objectives of each TPCC member agency with respect its export promotion and export financing activities; (2) include the recommendations of the Comptroller General relating to coordination of the TPCC and member agencies; and (3) reflect the recommendations of the U.S. Travel Association (currently, U.S. National Tourism Organization) to the degree considered appropriate by the TPCC. Revises membership of the TPCC to include representatives from the Millennium Challenge Corporation, as well as one or more presidential appointees representing state trade promotion agencies. Requires the Inspector General of the Department of Commerce to report annually to Congress on the extent to which the TPCC is successfully carrying out its duties.

Palestinian Peace Promotion and Ant-Incitement Act - Expresses the sense of Congress that the Palestinian Authority (PA) has not lived up to its agreements with Israel to end incitement and should do more to prepare the Palestinian people for peace with Israel. Amends the Foreign Assistance Act of 1961 to prohibit assistance to the PA. Waives such prohibition if the President certifies to Congress that the waiver is important to U.S. national security interests. Directs the Secretary of State, upon the exercise of such waiver and prior to the obligation of funds, to certify to Congress that the PA: (1) has established a single treasury account for all PA financing and all financing mechanisms flow through this account, no parallel financing mechanisms exist, and there is a single comprehensive civil service roster and payroll; and (2) no longer engages in a pattern of incitement against the United States or Israel and is engaged in peace preparation activities aimed at promoting peace with Israel.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Prohibits any state law from preempting the coverage limitations of this Act.

Fiscal Responsibility in Federal Contracting Act - Suspends through FY2023 the Davis-Bacon Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works). Requires the Comptroller General to report to Congress each fiscal year through FY2023 on the savings to the federal government that resulted from such suspension since its beginning.

Rewarding Achievement and Incentivizing Successful Employees Act or RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosure on the ATM screen.

Making Adoption Affordable Act of 2012 - Makes permanent provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 allowing an increased tax credit for adoption expenses and an increased exclusion from gross income for amounts paid by an employer for adoption expenses. Amends the Internal Revenue Code to reinstate and make permanent: (1) the increase in the tax credit for adoption expenses and the increased exclusion from gross income for amounts paid by an employer for adoption expenses that were enacted by the Patient Protection and Affordable Care Act, (2) the annual inflation adjustments for such increased amounts, and (3) the refundability of the tax credit for adoption expenses.

Export-Import Bank Reauthorization Act of 2012 - Amends the Export-Import Bank Act of 1945 to extend the termination of functions date for the Export-Import Bank of the United States to September 30, 2015. Eliminates the provision directing the Bank to urge the Foreign Credit Insurance Association to provide 100% coverage against any export loss valued at less than $100,000. Revises the list of Marxist-Leninist countries ineligible for Bank assistance. Extends through September 30, 2015: (1) the termination date of the Sub-Saharan Africa advisory committee, and (2) Bank authority to provide financing for the export of nonlethal defense articles and defense services whose primary end use is for civilian purposes. Extends and specifies aggregate outstanding loan, guarantee, and insurance authority through FY2015. Provides for textile industry representation on the Bank Advisory Committee. Requires the Bank to: (1) review its domestic content policy for medium- and long-term transactions; (2) include in its annual report to Congress, at least every every four years beginning in 2012, a five-year strategic plan; and (3) review and report to Congress regarding the Bank's information technology infrastructure. Urges the Bank to increase the export of renewable energy technologies and end-use energy efficiency technologies. Provides for increased Bank transparency and accountability. Prohibits Bank financing for persons that engage in certain sanctionable activities with respect to Iran.

Recognizes Israel's independence as a significant event in providing refuge and a national homeland for the Jewish people and congratulates Israel's people as they celebrate the 64th anniversary of Israel's independence. Commends the bipartisan commitment of all U.S. administrations and congresses since 1948 to stand by Israel and work for its security and well-being. Supports Israel's right to confront and eliminate nuclear threats posed by Iran, including the use of military force if no other peaceful solution can be found within a reasonable time. Congratulates the United States and Israel for the strengthening of bilateral relations in the fields of defense, diplomacy, and homeland security.

FHA Emergency Fiscal Solvency Act of 2012 - Amends the National Housing Act (NHA) to direct the Secretary of Housing and Urban Development (HUD) (who currently is authorized) to establish and collect additional annual premium payments for the first 11 years of the term of an insured mortgage in an amount between 0.55% and 2% of the remaining insured principal balance (with certain adjustments) for certain periods. Increases from 1.55% to 2.05% the 30-year annual premium for an insured mortgage whose original principal obligation exceeds 95% of the remaining principal balance. Revises conditions for the Secretary's exercise of authority to require indemnification for an insurance loss claim paid on a mortgage insured by a mortgagee to which the Secretary delegated insuring authority. Extends the Secretary's authority to require such an indemnification to a mortgage executed by a mortgagee approved under the direct endorsement program. Revises the conditions invoking indemnification authority to cover a circumstance where the mortgagee knew, or should have known, of a serious or material violation of the pertinent mortgage requirements, regardless of whether the violation caused the mortgage default. Makes similar revisions to the Secretary's indemnification authority in the circumstance where fraud or misrepresentation was involved in connection with the origination or underwriting and the mortgagee knew or should have known about it. Directs the Secretary to establish a process for mortgagees to appeal indemnification determinations. Directs the Secretary to establish a program to: (1) review the cause of each early period delinquency on a mortgage that is an obligation of the Mutual Mortgage Insurance Fund (Fund); (2) require indemnification of the Secretary for a loss associated with any such delinquency that results from a material violation of any guideline established or promulgated under NHA; and (3) report publicly a summary of the results of all early period reviewed delinquencies, any indemnifications required, and the financial impact on the Fund of any such indemnifications. Requires semiannual independent studies and reports during periods of capital depletion of the Fund. Directs the Secretary to analyze the cost and feasibility of an independent quarterly actuarial study of the Fund. Authorizes the Secretary to terminate the approval of the mortgagee to originate or underwrite single family mortgages for more than one area or on a nationwide basis, if the mortgagee has an excessive rate of early defaults and claims. Revises the criteria for the eligibility of a mortgage for Federal Housing Administration (FHA) insurance to authorize the participation of certain persons or entities approved by the Secretary in the origination of single family mortgages and/or home equity conversion mortgages for elderly homeowners. Directs the Secretary to require each mortgagee, as a condition for approval to originate or underwrite mortgages on HUD-insured single family or multifamily housing, to notify the Secretary of the action taken, and the reasons for it, if the mortgagee: (1) engages in the purchase of mortgages insured by the Secretary and originated by other mortgagees, or in the purchase of the servicing rights to such mortgages; and (2) at any time takes action to terminate or discontinue such purchases from another mortgagee based on any determination or evidence of fraud or material misrepresentation in connection with the origination of such mortgages. Includes among the information the Secretary of HUD is required to collect regarding early defaults on insured mortgages all data on the number of claims paid to each servicing mortgagee during each calendar quarter occurring during the applicable collection period. Establishes within FHA a Deputy Assistant Secretary for Risk Management and Regulatory Affairs, who shall be responsible for all matters relating to: (1) managing and mitigating risk to HUD mortgage insurance funds, and (2) ensuring the performances of HUD-insured mortgages. Amends the Department of Housing and Urban Development Act to establish within HUD a Chief Risk Officer for the Government National Mortgage Association (Ginnie Mae). Directs the Secretary to: (1) examine mortgage servicer compliance with the loan servicing, loss mitigation, and insurance claim submission guidelines of the FHA mortgage insurance programs; (2) estimate the annual costs to the Fund, since 2008, resulting from any failures by mortgage servicers to comply with such guidelines; and (3) develop an emergency capital plan for the restoration of the Fund's fiscal solvency. Directs the Comptroller General to provide for third party review of: (1) the financial safety and soundness of HUD mortgage insurance programs and funds, and (2) the extent of their loan loss reserves and capital adequacy. Directs the Secretary to review and revise all standards and requirements relating to disclosure of information on the mortgage insurance programs and funds. Directs the Secretary to examine all the mortgage insurance and any other FHA programs to: (1) identify the level of use and need for such programs; (2) any such programs that are unused or underused; and (3) methods for streamlining, consolidating, simplifying, increasing the efficiency of, and reducing the number of such programs.

Pool Safety and Accessibility for Everyone (Pool SAFE) Act - Prohibits any suit brought for violations of the revised regulations of the Americans with Disabilities Act of 1990 concerning the requirements to provide an accessible means of entry to pools for places of public accommodation and commercial facilities that occurred on or after March 15, 2012, and before the date that is one year after enactment of this Act. Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after March 15, 2012, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

Sets forth the congressional budget for the federal government for FY2013, including the appropriate budgetary levels for FY2012, and FY2014-FY2022. Lists recommended budgetary levels and amounts for FY2012-FY2022with respect to: (1) federal revenues, (2) new budget authority, (3) budget outlays, (4) deficits (on-budget), (5) debt subject to limit, and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2012-FY2022. Sets forth reconciliation instructions for the House Committees on: (1) Agriculture, (2) Education and the Workforce, (3) Energy and Commerce, (4) Financial Services, (5) Natural Resources, (6) Oversight and Government Reform, and (7) Ways and Means. Requires the House Committee on the Budget to report a reconciliation bill that slows the growth in mandatory spending and achieves deficit reduction. Requires each House Committee to identify savings amounting to 1% of total mandatory spending under its jurisdiction from activities determined to be wasteful, unnecessary, or lower-priority. Establishes discretionary spending limits for FY2013-FY2022. Makes it out of order in the House to consider any legislation that causes discretionary budget authority to exceed such limits. Prohibits House legislation that would require advance appropriations, except for certain FY2013-FY2014 programs, projects, activities, or accounts. Prescribes requirements for legislation reported out of committee and designated as an emergency requirement. Requires the Joint Committee on Taxation to calculate the impact of any proposal to change federal revenues on Gross Domestic Product (GDP), total domestic employment, and other specified economic variables. Allocates $931 billion of new budget authority for FY2013 to the House Committee on Appropriations. Prohibits the chair of the House Committee on the Budget from taking into account the provisions of any piece of legislation which propose to increase revenue or offsetting collections if the net effect of the bill is to increase the level of revenue or offsetting collections beyond the level assumed in this budget resolution. Requires the chair to maintain a Budget Protection Mandatory Account and a Budget Protection Discretionary Account. Requires the Majority Leader to introduce rescission bills quarterly. Prescribes legislative procedures for their floor consideration. Expresses the sense of the House regarding: (1) baseline revenue projections, and (2) long-term budget projections. Amends Rule XXI (Restrictions on Certain Bills) of the House of Representatives to allow an amendment to an appropriations bill that amends existing law if it is a germane amendment to an authorizing provision or a line item appropriation of the bill under consideration. Establishes an earmark moratorium for FY2012-FY2013 for legislation providing or authorizing discretionary budget authority, credit or other spending authority, providing a federal tax deduction, credit, or exclusion, or modifying the Harmonized Tariff Schedule in FY2012-FY2013. Prohibits the House Committee on Rules from reporting a rule or order waiving such moratorium. Declares the policy of this resolution on: (1) health care law repeal, (2) bailouts of state and local governments, (3) means-tested welfare programs, (4) reforming the federal budget process, (5) reforming federal regulations, (6) Medicare reform, (7) deficit reduction through cancellation of unobligated balances, and (8) block granting Medicaid to the states.

Ambassador James R. Lilley and Congressman Stephen J. Solarz North Korea Human Rights Reauthorization Act of 2012 - Expresses the sense of Congress that the United States should: (1) continue to seek cooperation from foreign governments to allow the United States to process North Korean refugees overseas for U.S. resettlement, and (2) urge China to halt its forcible repatriation of North Koreans. Amends the North Korean Human Rights Act of 2004 to authorize appropriations: (1) for grants that promote democracy and a market economy in North Korea, (2) to increase the availability of non-government controlled information inside North Korea, and (3) for organizations or persons that provide humanitarian assistance to North Koreans who are outside of North Korea. Directs the Broadcasting Board of Governors to report to Congress regarding U.S. broadcasting to North Korea. Extends specified annual reporting requirements for: (1) the Special Envoy for North Korean human rights issues, and (2) the Secretary of State and the Secretary of Homeland Security (DHS).

Increasing American Jobs Through Greater Exports to Africa Act of 2012 - Directs the President to establish a comprehensive U.S. strategy for public and private investment, trade, and development in Africa (including the Republic of South Sudan) that focuses, among other things, on: (1) increasing exports of U.S. goods and services to Africa by 200% in real dollar value within 10 years, (2) coordinating U.S. commercial interests with development priorities in Africa, (3) improving the competitiveness of U.S. businesses in Africa, and (4) encouraging a greater understanding among U.S. business and financial communities of the opportunities Africa holds for U.S. exports. Requires the President to designate a Special Africa Export Strategy Coordinator. Expresses the sense of Congress that the Secretary of Commerce and other high-level U.S. officials with responsibility for export promotion, financing, and development should conduct a joint trade mission to Africa. Directs the Secretary to ensure that at least 14 total U.S. and Foreign Commercial Service officers are assigned to U.S. embassies in Africa. Requires the Secretary to assign at least one full-time officer to the office of the U.S. Executive Director at each multilateral development bank to: (1) increase access of U.S. businesses to procurement contracts with the bank; and (2) facilitate access of such businesses to risk insurance, equity investments, consulting services, and lending provided by the bank. Prescribes increases in the number of: (1) Export-Import Bank of the United States employees assigned to bank field offices in Africa and the United States, and (2) Overseas Private Investment Corporation (OPIC) staff needed to promote stable and sustainable economic growth and development in Africa as well as to help U.S. businesses to expand into African markets. Directs the President to develop a plan for standardized training of all U.S. and Foreign Commercial Service officers, Department of State economic officers, and U.S Agency for International Development (USAID) economic officers with respect to Bank, OPIC, Small Business Administration (SBA), and U.S. Trade and Development Agency programs and procedures. Amends the Export-Import Bank Act of 1945 to raise the limits on the aggregate outstanding loan, guarantee, and insurance authority of the Bank for FY2012-FY2017 and each fiscal year thereafter. Prescribes a special rule that the increase for FY2017 and each fiscal year thereafter shall be $175 billion if it is determined the increase has been effective in increasing viable loans to further U.S. exports, including to Africa. Earmarks 25% of the increase over FY2011 for loans, guarantees, and insurance for projects in Africa. Makes $250 million of the Bank capitalization available annually for loans that counter below-market rate, preferential, tied aid, or other related non-market loans offered by other nations for which U.S. companies are also competing or interested in competing. Expresses the sense of Congress that the Bank should use its Tied Aid Credit Fund to help U.S. companies to compete for projects in which a foreign government is using any type of below-market, preferential, or tied aid loan. Amends the Small Business Act to require the Associate Administrator of Small Business for International Trade to work closely with the Trade Promotion Coordinating Committee (TPCC), among others, in maintaining a trade distribution network. Directs the U.S. Trade Representative (USTR) and Bank officials to explore opportunities to negotiate bilateral, subregional, and regional agreements to encourage trade and eliminate nontariff barriers to trade between countries (including Africa), such as negotiating investor friendly double-taxation treaties and investment promotion agreements.

Declares that: (1) Argentina's refusal to honor U.S. court and arbitral award judgments threatens the economic well-being of the United States and undermines court integrity and efficacy, and (2) Argentina should honor its obligations to U.S. investors. Declares that the United States should: (1) work with International Monetary Fund (IMF) member states to restrict Argentina's access to IMF benefits until Argentina has complied with its obligations, and (2) oppose further loans to Argentina by the World Bank and the Inter-American Development Bank and encourage other countries to do the same. Declares that Argentina's behavior is not befitting a member of The Group of Twenty Finance Ministers and Central Bank Governors (G-20) and that the United States should work with other G-20 members to re-evaluate Argentina's G-20 membership.

Sound Dollar Act of 2012 - Amends the Federal Reserve Act (FRA) to direct the Board of Governors of the Federal Reserve System (Board) and the Federal Open Market Committee (FOMC) to: (1) promote the goal of long-term price stability, and (2) establish metrics to evaluate whether long-term price stability is being achieved. Prescribes procedures for the establishment and evaluation of such metrics. Directs the Board and the FOMC to: (1) make such information available to the public on a website, and (2) report to Congress each time such metrics are set or revised. Directs the Board to include in its semiannual report to Congress: (1) the results of the evaluation process, (2) whether the goal of long-term price stability is being met, (3) the main monetary policy instruments and strategy used by the Board and the FOMC to achieve long-term price stability, and (4) an analysis of how the policies of the Board and the FOMC are affecting the foreign exchange rate value of the U.S. dollar. Directs the Board to clearly articulate its lender-of-last-resort policy. Revamps FOMC membership to consist of one representative from each of the Federal Reserve banks (in addition to members of the Board). Directs the FOMC to release meeting transcripts to the public within three years after each meeting. Redesignates the Department of the Treasury stabilization fund as the Special Drawing Rights Fund. Instructs the Secretary of the Treasury to liquidate all property in the Fund (other than Special Drawing Rights) and to use all such amounts to reduce the public debt. Limits the availability of the Fund solely to stabilize exchange rates and arrangements. Repeals the authority of the Secretary to deal in U.S. instruments of credit and securities. Permits only Special Drawing Rights to be deposited into the Fund. Requires funds that would otherwise have been deposited into the Fund to be paid, instead, to the Secretary to reduce the public debt. Amends the FRA to authorize the FOMC, in unusual and exigent circumstances, by the affirmative vote of two-thirds of its members, to grant any Federal Reserve bank emergency authority to buy and sell U.S. debt obligations and revenue bonds in anticipation of the collection of taxes or the receipt of assured revenues by any state or local governmental entity, as well as obligations of, or guaranteed by, a foreign government or agency. Amends the Consumer Financial Protection Act of 2010 to repeal: (1) funding for the Consumer Financial Protection Bureau (CFPB), and (2) the Bureau of Consumer Financial Protection Fund.

Preserving America's Family Farms Act - Prohibits the Secretary of Labor from finalizing or enforcing proposed rule "Child Labor Regulations, Orders and Statements of Interpretation; Child Labor Violations-Civil Money Penalties" (relating to child labor in agricultural and nonagricultural occupations) issued pursuant to the Fair Labor Standards Act and published on September 2, 2011.

State Health Flexibility Act of 2012 - Amends the Social Security Act (SSA) to replace the Medicaid and the Children's Health Insurance Program with a program of block grants to states for health care services to indigent individuals. Requires states receiving such block grants to pay for health-care-related items and services provided to a citizen, legal resident, or an alien not lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, if: (1) such health-care-related items and services are necessary for the treatment of an emergency medical condition; (2) the individual meets all necessary eligibility requirements for health-care-related items and services under the block grant program except for any immigration status requirement; and (3) such items and services are not related to an organ transplant procedure. Repeals the Patient Protection and Affordable Care Act, the Health Care and Educational Reconciliation Act of 2010, SSA title XIX (Medicaid), and SSA title XXI (State Children's Health Insurance Program) (CHIP).

Pro Football Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the construction of a new building and the renovation of existing Pro Football Hall of Fame facilities.

Sportsmen's Heritage Act of 2012 - Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to facilitate the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as restricted by specified limitations, including statutory authority that authorizes or withholds action for reasons of national security, public safety, or resource conservation. Requires that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity for specified purposes, including resource conservation, public safety, energy production, water supply facilities, or national security. Allows federal agencies to: (1) lease their lands for shooting ranges, and (2) designate specific lands for recreational shooting activities. Sets forth requirements for a withdrawal, change of classification, or change of management status that effectively closes or significantly restricts 640 or more contiguous acres of federal public lands or waters for fishing or hunting or related activities. Recreational Shooting Protection Act - Requires National Monument land under BLM's jurisdiction to be open to access and use for recreational shooting, except as limited by the Director of BLM for reasons of national security and public safety and to comply with an applicable federal statute. Prohibits the issuance of closures or restrictions on such land that are substantially similar to those that were previously issued and not approved by federal law. Polar Bear Conservation and Fairness Act of 2012 - Amends the Marine Mammal Protection Act of 1972 to direct the Secretary of the Interior to issue a permit for the importation of any polar bear part (other than an internal organ) from a polar bear taken in a sport hunt in Canada to any person: (1) who submits proof that the polar bear was legally harvested before February 18, 1997; or (2) who has submitted, in support of an application submitted before May 15, 2008, proof that the bear was legally harvested before such date from a polar bear population from which a sport-hunted trophy could be imported before such date. Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

Export Promotion Reform Act - Amends the Export Enhancement Act of 1988 to revise the duties of the Trade Promotion Coordinating Committee (TPCC). Requires the TPCC to review the proposed annual budget of each federal agency, before it is submitted to the Office of Management and Budget (OMB) and the President, when (as required by current law) assessing the appropriate levels and allocation of resources among such agencies in support of export promotion and export financing. Requires the governmentwide strategic plan for federal trade promotion efforts, in conducting the review of current federal programs designed to promote the sale of U.S. exports and developing a plan to bring such activities into line with specified priorities, to take into account recommendations from a representative number of U.S. exporters, particularly small business and medium-sized businesses, and representatives of U.S. workers. Directs the President to issue an executive order and necessary regulations to provide the TPCC chairperson with the authority to ensure that the TPCC carries out each of its duties and develops and implements the strategic plan. Requires the Secretary of Commerce to: (1) conduct at least once every five years a global assessment of overseas markets to determine those with the greatest potential for increasing U.S. exports, and (2) redeploy U.S. and Foreign Commercial Service personnel and other resources on the basis of that assessment. Amends the Foreign Service Act of 1980 to require each chief of mission to a foreign country to develop an approved plan for effective diplomacy to remove or reduce obstacles to exports of U.S. goods and services.

Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that: (1) provide, or permit the provision of, postcoital emergency contraception or prescriptions for such contraception on the premises of elementary or secondary schools; or (2) contract with a school-based health center to provide students with health services, unless the center agrees to deny students postcoital emergency contraception or prescriptions for such contraception pursuant to the contract.

Energizing America through Employment Act - Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act. Instructs the Secretary of State, for purposes of making a national interest determination under Executive Order 13337 (or any successor Executive Order) regarding a pipeline application, to solicit the views of specified congressional committees regarding such application and pertinent information.
