Expresses: (1) condolences for the loss of life and the physical and psychological damage caused by the April 2010 earthquake in Qinghai province, the Peoples Republic of China (PRC); (2) solidarity with the people of Qinghai province, Tibetan-Americans, Chinese-Americans, and all those who have been affected by the tragedy; and (3) support for the reconstruction needs of the residents of the areas affected by the earthquake, including the restoration of monasteries and other Tibetan Buddhist sites. Reaffirms the U.S. pledge to assist the people of China during this difficult period.

Small Business Paperwork Mandate Elimination Act - Amends the Internal Revenue Code to repeal a provision (added by the Patient Protection and Affordable Care Act) that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more.

International Megan's Law of 2010 - Requires registered sex offenders to notify appropriate jurisdictions of their intent to travel not later than 30 days before their departure from or arrival in the United States. Imposes a fine and/or prison term of up to 10 years for failure to report such travel. Requires notice to registered sex offenders of their duty to report international travel. Requires diplomatic or consular missions in each foreign country to establish and maintain a countrywide, nonpublic, sex offender registry for sex offenders from the United States who temporarily or permanently reside in such country. Specifies the information required to be included in such registry, including passport and visa type, social security or alien registration number, addresses, and the purpose for the sex offender's residence in the country. Allows access to the registry by the general public. Directs the President to establish the International Sex Offender Travel Center to monitor the travel of high interest registered sex offenders (offenders who pose a high risk of committing a sex offense against a minor). Requires the Center to issue guidelines for the assessment of sex offenders who report travel from the United States to another country or whose travel is reported by law enforcement agencies. Authorizes the Secretary of State to revoke the passport of individuals convicted of a sex offense in a foreign country and limit to one year the validity of a passport issued to a high interest registered sex offender. Expresses the sense of Congress that the President should negotiate agreements with foreign governments to further the purposes of this Act. Amends the Trafficking Victims Protection Act of 2000 to include in the annual report of the Secretary of State on the status of severe forms of human trafficking efforts of foreign countries to identify and provide notice of international travel by sex offenders. Encourages the President to use authorities under the Foreign Assistance Act of 1961 to assist foreign countries in identifying and providing notice of sex offenders traveling to the United States and other countries. Sets forth reporting requirements relating to the travel of international sex offenders.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

Expresses the sense of Congress that: (1) U.S. national interests are not advanced by becoming a State Party to the Rome Statute on the International Criminal Court; (2) the Statute undermines U.S. sovereignty, hinders its ability to defend itself, and conflicts with U.S. constitutional principles; and (3) President Obama should declare that the United States does not intend to ratify the Statute, does not consider itself to be a treaty signatory, and will not attend the Review Conference of the Rome Statute in Kampala, Uganda, commencing on May 31, 2010.

10th Amendment Regulatory Reform Act - Authorizes a designated state official to file with the head of a federal agency proposing a rule, during the period when the proposed rule is required to be open for public comment, a legal brief challenging the constitutionality of the rule under the Tenth Amendment. Directs the agency head: (1) to notify the designated official of each state within 15 days after such a brief is filed; (2) to post prominently on the agency's primary Web page a link to the brief; and (3) within 15 days after posting such link, to certify in writing that such rulemaking does not violate the Tenth Amendment and post the certification prominently on the front page of the agency's website, unless the agency determines it will not put the proposed rule into effect. Authorizes a state official who decides to challenge a federal rule on the grounds that it violates the Tenth Amendment to elect to file a legal action in U.S. district court for the district in which the official's place of business is located. Directs the relevant U.S. Court of Appeals, at the request of a designated state official, to grant expedited review of a decision by a district court in such a case.

Renewable Fuels Reinvestment Act - Amends the Internal Revenue Code to extend through 2015 the income and excise tax credits for alcohol used as fuel, the cellulosic biofuel producer tax credit, and the reduced credit for ethanol blenders. Amends the Harmonized Tariff Schedule of the United States to extend until 2016 the additional tariff on ethyl alcohol blends (ethanol) used as fuel.

Iran Proliferation Prevention Act - Authorizes the President to: (1) utilize the Proliferation Security Initiative and other measures to enforce all U.S. laws and Executive Orders, all United Nations (U.N.) Security Council resolutions, and all international, multilateral, and bilateral agreements, including the 2005 Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation to interdict the import into or export from Iran of materials, equipment, goods and technology useful to any nuclear, biological, chemical, missile, or conventional arms program; and (2) negotiate and utilize ship boarding and other interdiction agreements with countries determined to interdict the import or export of such items. Requires the President to report periodically to Congress on: (1) the identity of all known countries (including Iran), entities, and persons that have engaged in the import into or export from Iran of items useful to any nuclear, biological, chemical, missile, or conventional arms program; (2) any countries, entities, and persons that have violated U.S. laws, U.N. Security Council resolutions, international treaties, conventions, and other agreements prohibiting the import into or export from Iran of such items; (3) measures taken by the United States, or in cooperation with other countries or international organizations, to hold violators accountable; and (4) the interdiction assistance actions taken by foreign governments during the preceding 120-day period.

Restroom Gender Parity in Federal Buildings Act - Requires the Federal Acquisition Regulation to be revised to: (1) direct federal procurement executives involved in the acquisition, construction, or major renovation of any facility to increase infrastructure gender parity by constructing buildings in such a way that the number of toilets in women's restrooms will equal or exceed the number of toilets (including urinals) in men's restrooms or, if such a number is unachievable or not feasible, to receive a statement by the Administrator of General Services (GSA) as to why such a number of toilets is not needed; and (2) direct federal procurement executives involved in leasing buildings to give preference to the leasing of facilities that meet or exceed the female toilet to male toilet ratio of one to one. Requires the Director of Federal Procurement Policy to issue guidance to all federal procurement executives providing direction and instructions to renegotiate the design of proposed facilities, renovations for existing facilities, and leased facilities to incorporate improvements that are consistent with this Act.

Terrorist Notification Act of 2010 - Amends the National Security Act of 1947 to direct the head of an element of the intelligence community (IC) to provide to the Secretary of Defense any intelligence information obtained by such IC element that indicates that a member of the Armed Forces, a civilian employee of the Department of Defense (DOD), or a DOD contractor employee has communicated with a person that seeks to harm the United States or U.S. interests. Allows an exception when the IC head determines that providing such information would negatively affect an ongoing investigation. Requires: (1) the Secretary to prescribe a process for expediting an official response to any information submitted, and to seek to achieve such response within 24 hours after receipt of the information; (2) such response to include whether the contact of the member or employee with such a person is directly related to his or her duties; (3) the Secretary to annually review and revise the response process as necessary; and (4) the Secretary to report annually to Congress concerning the instances in which such information was provided and the response to the information.

Repeals: (1) provisions in the Economic Growth and Tax Relief Reconciliation Act of 2001 terminating tax reductions made by such Act after December 31, 2010; and (2) the provision in the Jobs and Growth Tax Relief Reconciliation Act of 2003 terminating after 2008 reductions in tax rates on dividends and net capital gain. Amends the Internal Revenue Code to make permanent: (1) the tax deductions for state and local sales taxes and for tuition and related expenses; and (2) the increased expensing allowance (i.e., $125,000) for depreciable business assets.

Constitutional Amendment - Prohibits annual federal outlays for a fiscal year (except those for repayment of debt principal) from exceeding one-fifth of economic output of the United States of America, unless two-thirds of each chamber provides for a specific increase of outlays above this amount. Authorizes waiver of this article when a declaration of war is in effect.

National Manufacturing Strategy Act of 2010 - Expresses the sense of Congress that the U.S. government should promote policies related to the nation's manufacturing sector that, among other things: (1) create sustainable economic growth and increased employment; (2) recruit, improve, and educate the workforce; (3) increase productivity, exports, and global competitiveness; and (4) maintain and improve national and homeland security. Directs the President, every four years, to: (1) conduct a comprehensive analysis of the nation's manufacturing sector; and (2) submit to Congress a National Manufacturing Strategy (Strategy). Requires the President, in developing each Strategy, to convene a Manufacturing Strategy Task Force to make recommendations regarding specified matters for incorporation into the Strategy, including short- and long-term goals for the manufacturing sector. Directs that: (1) each final Strategy be published on a public website; and (2) the first Strategy be issued by February 28, 2011. Directs the Comptroller General, three years after publication of a Strategy, to review its recommendations. Requires the President to convene a President's Manufacturing Strategy Board to provide information and recommendations regarding the needs of, and opportunities for, the nation's manufacturing sector. Directs the National Academy of Sciences to: (1) conduct quadrennial studies concerning U.S. manufacturing; and (2) report each study's results to Congress and the President. Provides for additional required and discretionary studies. Requires the President, in preparing each annual budget, to include information regarding that budget's consistency with the goals and recommendations included in the latest Strategy.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

United Nations Voting Accountability Act of 2010 - Prohibits specified U.S. assistance to a country that opposes the U.S. position in the United Nations. Authorizes: (1) the Secretary of State to exempt a country from such prohibition if, as a result of government or policy change, the country will no longer oppose such U.S. position; and (2) the President to exempt a country from such prohibition if in the U.S. national interest.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Haitian Orphan Placement Effort Act or the HOPE Act - Directs the Secretary of Homeland Security (DHS) to expand the humanitarian parole policy for certain Haitian orphans announced on January 18, 2010, so as to apply it on a case-by-case basis to children who were legally confirmed as orphans eligible for intercountry adoption by the government of Haiti before January 12, 2010. Authorizes the placement of Haitian children granted humanitarian parole into the United States in an unaccompanied refugee minor program if a suitable family member is not available to provide care.

Detainee Trials at Gitmo Act - Provides that: (1) the detention facility at Naval Station, Guantanamo Bay, Cuba, shall remain in use indefinitely by the United States as a detention facility; and (2) any individual who is detained at Naval Station, Guantanamo Bay, Cuba, may only be tried by military commission which shall be conducted at Naval Station, Guantanamo Bay, Cuba.

Constitutional Amendment - Prohibits outlays for a fiscal year (including those for debt service and other debt functions) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Prohibits outlays for the total budget from exceeding the previous fiscal years' outlays plus population growth and inflation, unless a two-thirds roll call vote of each chamber, provides for such increase. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a two-thirds roll call vote of each chamber. Authorizes waivers of these provisions when a declaration of war is in effect only by a vote of a majority of both chambers. Requires all: (1) outlays above revenues from the previous fiscal year to be accounted for in the outlays and budgets of the following fiscal year; and (2) surplus revenues at the end of a fiscal year to be allocated to a fund to be returned to the taxpayers, determined by legislation before the end of the subsequent fiscal year.

21st Century Buy American Act - Authorizes the Secretary of Commerce to establish and carry out a program to award grants to any entity that is a manufacturer in the United States, is a firm certified as eligible to apply for adjustment assistance under the Trade Act of 1974, and is an entity that either: (1) mines, produces, or manufactures a nonavailable item; (2) is the last remaining manufacturer of an item in the United States and can prove hardship because of foreign competition; or (3) is the last remaining manufacturer of an item in the United States that is considered to be vital for national security purposes. Permits a recipient to use such a grant to: (1) increase its ability to compete for a government contract for, and to produce, a nonavailable item; (2) increase its capacity to produce items that are vital to national security and to create or retain jobs; (3) modernize or renovate manufacturing facilities using domestically made equipment; and (4) cover costs associated with obtaining access to adjustment assistance. Defines a "nonavailable item" as an article that: (1) a federal agency has determined is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality; (2) has been subject to a waiver of buy American provisions under the American Recovery and Reinvestment Act of 2009; or (3) is on the list of nonavailable articles under the Federal Acquisition Regulation. Amends the Buy America Act to: (1) make buy American requirements for articles for public use applicable without regard to whether the articles are for use outside the United States, if they are not needed on an urgent basis or are acquired on a regular basis; (2) require an analysis of the difference in the cost of such articles manufactured inside compared to outside the United States before a contract for such articles is entered; and (3) require an agency, before granting a public interest waiver or a waiver for use outside the United States, to consider the effect on domestic employment. Requires: (1) each agency that applies an exception to the Buy American Act to notify the Director of the Office of Management and Budget (OMB), who shall post the notification on a publicly accessible website; and (2) the Comptroller General to report to Congress on the amount of articles purchased by each agency each fiscal year from entities that manufacture them outside the United States.

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Commemorates the 65th anniversary of the liberation of Auschwitz. Honors the victims of Auschwitz and other Nazi concentration and extermination camps, and all those who perished at the hands of the Nazis. Expresses gratitude to the Allied soldiers, underground fighters, and all those whose efforts helped defeat the Nazi regime and liberate Auschwitz and other concentration and extermination camps during World War II. Reaffirms the commitment of the House of Representatives to enhance Holocaust education at home and abroad and to ensure that what happened in Auschwitz and other Nazi concentration and extermination camps is never allowed to happen again. Urges all countries to enhance their efforts to combat bigotry, racism, intolerance, and anti-Semitism.

Ensuring the Collection of Critical Intelligence Act of 2010 - Requires the Attorney General, Deputy Attorney General, or the Assistant Attorney General for the Criminal Division of the Department of Justice (DOJ) to consult with the Director of National Intelligence and the Secretary of Defense before allowing any DOJ officer or employee to institute a prosecution of an alien in a United States District Court for a terrorist offense or to interrogate any such alien in a criminal investigation or prosecution of a terrorist offense.

Helping Small Business Compete Act of 2010 - Amends the Small Business Act to increase from 23% to 25% the government-wide small business procurement contract goal. Requires the President, before the close of each fiscal year, to establish new goals. Requires each federal agency to have an anuual goal at least equal to the federal goal. Sets forth provisions concerning methods for goal achievement, including requiring procurement training for senior executives and a limitation on incentive awards for failure to meet goals. Redefines the term: (1) "bundled contract" to mean a contract or order entered into to meet procurement requirements that are consolidated in a bundling of contract requirements, without regard to its designation by the procuring agency or whether a study of the effects of the solicitation on civilian or military personnel has been made; and (2) "bundling of contract requirements" to mean any bundling methodology to satisfy two or more procurement requirements for new or existing goods or services, including any construction services, that is likely to be unsuitable for award to a small business due to the specialized nature of performance, the dollar value of the award, or the geographical dispersion of the contract or order performance. Makes the revised definitions inapplicable for contracts under $65 million for construction services and, for all other types of contracts, under $5 million. Requires notification to Small Business Administration (SBA) procurement center representatives of identifying information on incumbent contract holders, a description of the industries potentially interested in bidding on the contract requirements, and the number of small businesses listed in the industry categories that could be excluded from future bidding if the contract is bundled. Allows the SBA Administrator, if there is cause to believe a contract combines requirements or a contract or task or delivery order for construction services or includes unjustified bundling, to request a statement of work for goods and services, and to request that the solicitation process be postponed at least 10 days (but not more than 30) to allow the Administrator to review the statement and make recommendations. Allows a small business adversely affected by a proposed procurement that includes contract bundling to take specified actions. Allows the SBA, whenever the head of a contracting agency makes a decision concerning the Administrator's challenge to a bundling of contract requirements, to file a challenge with the appropriate agency board of contract appeals. Requires the Administrator to promulgate regulations concerning good faith compliance with small business subcontracting plans and requirements. Provides criminal penalties for violators making false statements in an effort to obtain a federal contract.

Detainee Transfer and Release Security Act of 2010 - Prohibits the President from releasing or transferring an individual currently detained at Naval Station, Guantanamo Bay, Cuba, to the custody of the individual's country of origin or to a third country unless the President certifies to Congress that: (1) such country is not a designated state sponsor of terrorism; (2) such country's government can secure and exercise control over all of its territory; (3) no portion of such country's territory serves as a safe haven for terrorists or insurgent groups, particularly al Qaeda; and (4) there is no confirmed case of any individual who had been detained at Guantanamo who reengaged in terrorist activities subsequent to being transferred or released to such country.

Expresses the sense of the House of Representatives that: (1) the use of a basic pilot program (E-verify program) by employers of workers within the United States should be mandatory and that enforcement policies should hold both employers and employees responsible for violations; (2) sustaining the necessary border infrastructure and manpower to secure U.S. borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the federal government; and (3) immigration reform should not legalize, grant amnesty for, or confer any other legal status condoning the unlawful U.S. entry or presence of any individual.
