Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to exercise their authority under existing law, including regarding land use planning, to provide for the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports, promotes, and enhances recreational fishing, hunting, and shooting opportunities, to the extent authorized under applicable law. States that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, shall be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such lands for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Requires publication of a public notice preceding any such closures or restrictions, unless mandated by other law. Requires annual reports on closures of federal public lands to recreational fishing, sport hunting, or shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more acres of federal public lands or waters to fishing or hunting. Establishes the Sport Fishing and Boating Partnership Council and the Sporting Conservation Council.

Seniors and Veterans Economic Stimulus Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend through the first three months of 2010 the Secretary of the Treasury's authority to make a payment of $250 to each eligible individual age 18 or over who, during the three-month period immediately preceding enactment of such Act (for purposes of payments made for calendar year 2009), or the three-month period beginning with December 2009 (for purposes of payments made for calendar year 2010), was entitled to Social Security benefits, Supplemental Security Income (SSI) benefits, railroad retirement benefits, or veterans disability compensation or pension benefits. Repeals the limitation to one payment only to an individual regardless of whether the individual is entitled to, or eligible for, more than one benefit or cash payment. Entitles such individual to a payment in each of calendar years 2009 and 2010. Rescinds from the unobligated balance of the discretionary appropriations made available by division A of such Act the amount determined by the Director of the Office of Management and Budget (OMB) to be required to offset the increase in spending resulting from this Act.

Ensuring the Future Physician Workforce Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the formula for calculating payments for physicians' services. Resets to 2009 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2011. Amends SSA title XVIII to extend the current transitional bonus payments through 2011 at 3%. Directs the Secretary of Health and Human Services to establish a reporting system for quality measures relating to physicians' services that focus on disease-specific high cost conditions. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of health information technology (HIT) and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities.

Prohibits any expenditure of TARP funds until the Secretary transfers all voting, nonvoting, and common equity in any designated TARP recipient to a limited liability company, to be held and managed in trust on behalf of U.S. taxpayers. Requires the trustees to liquidate the trust and its assets by December 24, 2011, unless: (1) the trustees report to Congress that liquidation would not maximize profitability of the company and the return on investment to the taxpayer; and (2) Congress enacts into law a joint resolution approving continuation of the TARP management plan established under this Act.

Census Improvement Act - Prohibits any organization that has been indicted for a violation of law relating to an election for federal or state office or that employs or otherwise uses the services of an individual who has been indicted for such a violation from participating in the Planning Partnership Program for the 2010 census of population. Provides that no bill, joint resolution, amendment, or conference report containing a provision which would have the effect of limiting the application of provisions regarding the confidentiality of census information shall be considered as passed or agreed to by either chamber of Congress except by a vote of at least two-thirds of the Members voting. Requires: (1) the Secretary of Commerce to submit to the Government Accountability Office (GAO) a copy of each question proposed to be included in the 2010 census and the American Community Survey; (2) GAO  to review and report to Congress on such questions; and (3) the Secretary to include his or her views on, and GAO to specifically address, the reasons for each question, the purposes for which the information obtained is likely to be used, alternative means by which the same information could be obtained, and the relative advantages and disadvantages of obtaining the information through a census or survey. Prohibits any person conducting the Survey or 2010 census from seeking answers to any questions relating to a household or any member of such household from any person who is not a member of that household.

Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Defines a "Czar" as an entity head who: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent; and (4) does not have an existing removal date established at the direction of the President or through an authorization of Congress. Requires that by December 31, 2009, any Czar who is not appointed by a former President or the incumbent President, with the Senate's advise and consent, be removed from his or her position.

Export Control Improvements Act - Securing Exports Through Coordination and Technology Act - Amends the Foreign Relations Authorization Act, Fiscal Year 2003 to set forth requirements regarding conferences and seminars to educate exporters about U.S. export laws and the Automated Export System (AES). Revises filing requirements under the AES to authorize the Secretary of Commerce to: (1) register agents to file information in the AES; and (2) revoke, suspend, or deny a registration. Provides for administrative and judicial appeal of registration revocations, suspensions, or denials. Requires the Secretary to ensure that the AES will identify filings with respect to exports that would violate U.S. export control laws or trade sanctions regulations. Export Enforcement Act of 2009 - Delineates general authorities for the enforcement of the Export Administration Regulations, in particular to the Secretary for enforcement of their restrictive trade practices and boycott provisions. Subjects to forfeiture any tangible items lawfully seized by U.S. designated officers or employees. Specifies the use of funds made available for undercover investigation operations by the Office of Export Enforcement. Authorizes the Secretary, without fiscal year limitations, to expend funds transferred to, paid to, received by, or made available to the Bureau of Industry and Security of the Department of Commerce as a reimbursement. Requires the President to report annually to the appropriate congressional committees on all countries identified to be of concern with respect to transshipment, reexportation, or diversion of sensitive items to Iran. Requires the Secretary to designate a country as a Destination of Possible Diversion Concern if appropriate to carry out activities to strengthen that country's export control systems. Requires the United States to initiate such activities on a government-to-government basis. Defines a Destination of Diversion Concern as any country whose government is directly involved in the transshipment, reexportation, or diversion of U.S.-originating controlled items to unverifiable end users or to Iran, or that has failed to strengthen adequately its export control systems. Requires a license to export to a country designated a Destination of Diversion Concern any controlled items that could contribute to Iran's obtaining nuclear, biological, or chemical weapons, defense technologies, components for improvised explosive devices (IEDs), or other defense items, or its support for acts of international terrorism. Requires the President to report to the appropriate congressional committees on: (1) any country that may be may be transshipping, reexporting, or diverting controlled items to another country if such other country is seeking to obtain nuclear, biological, or chemical weapons, defense technologies, components for IEDs, or other defense items, or provides support for acts of international terrorism; and (2) the feasibility and advisability of including such countries in the system for designating countries as Destinations of Possible Diversion Concern and Destinations of Diversion Concern. Requires the President to report to Congress on transfers of military sensitive technology to countries and entities of concern during the preceding year.

Taking Responsible Action for Community Safety Act - Revises requirements with respect to the consolidation, merger, or acquisition of control (transaction) involving rail carriers to require public hearings in the affected communities if public hearings on a proposed transaction are held. Requires the Surface Transportation Board, in a proceeding with respect to a transaction that involves at least one Class I railroad (under current law, merger or control of at least two Class I railroads), to consider the effect on the public interest, including the safety and environmental effect of the proposed merger on local communities, intercity rail passenger transportation, commuter rail passenger transportation, and the public interest. Prohibits the Board from approving mergers if their adverse impacts on safety and on affected communities outweigh their transportation benefits. Authorizes the Board to impose conditions to mitigate the effect of mergers on local communities.

Adds Rule XXIX (Time to Read Legislation Before Voting) to the Rules of the House of Representatives to prohibit consideration by the House of legislation between the chambers unless: (1) the text of the measure and its related accompanying comparative print has been available to all Members and their staffs in both printed and electronic format for at least three legislative days; and (2) any manager's amendment or other amendment which makes substantive changes to the legislation has been made available in such format for at least such period before such consideration. Exempts from such prohibition: (1) the intelligence authorization bill, other legislation containing classified information, or any such conference report, if Members have at least seven days to study the measure's contents; and (2) congressional declarations of war or authorization of military force to respond to attacks on the United States. Amends Rule XIII (Calendars and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order waiving Rule XXIX. Amends Rule XVI (Motions and Amendments) to prohibit consideration in the House of any measure amending existing law, or any amendment to such measure, unless the Chair of the applicable committee or the Member proposing the amendment also presents the Clerk, at least three legislative days before consideration, an electronic version of a comparative print of any part of the measure, or the amendment, showing by appropriate typographical devices the omissions and insertions proposed.

Secure America Through Verification and Enforcement Act of 2009 or SAVE Act of 2009 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) accountable financing under the Secure Border Initiative; (7) emergency deployment of Border Patrol agents; and (8) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Directs the Secretary of Homeland Security (DHS) to check against terrorist watchlists those persons suspected of alien smuggling and smuggled individuals who are interdicted at U.S. borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with DHS; and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Authorizes border relief grants for local law enforcement agencies within 25 miles of the southern U.S. border. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional immigration court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Durban Taxpayer Refund Act of 2009 - Finds that the goals of the 2001 United Nations World Conference Against Racism held in Durban, South Africa, and commonly referred to as the Durban Conference, were undermined by hateful, anti-Jewish rhetoric and anti-Israel political agendas, prompting both Israel and the United States to withdraw their delegations from the Conference. States that it shall be U.S. policy to lead a diplomatic effort to: (1) encourage other countries to not fund any portion of the Durban Review Conference; and (2) explore alternative forums for combating racism and related intolerance. Directs the Secretary of State to withhold from the U.S. contribution to the regularly assessed biennial budget of the United Nations an amount equal to the percentage of such contribution that the Secretary determines would be or has been allocated by the United Nations for the Durban Review Conference or its preparatory or follow-on activities. Provides that: (1) until the Secretary makes a specified certification to the appropriate congressional committees the United States shall withhold from its contribution to such budget an amount equal to the percentage of such contribution that the Secretary determines has been allocated by the United Nations for any conference, other multilateral forum, or related preparatory or follow-on activity of any conference or other multilateral forum under U.N. aegis; and (2) withheld appropriations shall revert to the Treasury if no such certification is made within one year after the appropriation.

Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate upon enactment of this Act (currently, December 31, 2009) the Secretary of the Treasury's authority to establish the Troubled Asset Relief Program (TARP) and the program to guarantee troubled assets originated or issued before March 14, 2008, including mortgage-backed securities. Repeals the authorization for a two-year extension of such authority if the Secretary submits a specified certification to Congress. Requires the Secretary, each time a financial institution makes a TARP repayment, to transfer such repayments to the special account established in the Treasury for reducing public debt.

Berry Amendment Extension Act - Amends the Homeland Security Act of 2002 to prohibit the Secretary of the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured as and when needed. Makes additional exceptions for: (1) procurements by vessels in foreign waters; (2) emergency procurements; and (3) purchases for amounts not greater than the simplified acquisition threshold ($100,000). Requires the Secretary to post a notification that an exception has been applied not later than seven days after the award of the contract. Directs the Secretary to ensure that: (1) each member of DHS's acquisition workforce who regularly participates in textile acquisition receives training on this Act's requirements; and (2) any such training includes comprehensive information on such requirements. Makes this Act inapplicable to the extent that it is inconsistent with U.S. obligations under an international agreement.
