Supports the goals and ideals of Campus Fire Safety Month. Encourages administrators and municipalities across the country to: (1) provide educational programs to all students during September and throughout the school year; (2) evaluate the level of fire safety being provided in both on- and off-campus student housing; and (3) take the necessary steps to ensure fire-safe living environments through fire safety education, installation of fire suppression and detection systems, and the development and enforcement of applicable codes relating to fire safety.

Condemns the release from house arrest of Dr. Abdul Qadeer Khan, who established and operated an illicit international nuclear proliferation network. Declares that Dr. Khan should be required to give a full accounting of such network to the U.S. government, the International Atomic Energy Agency (IAEA), and other responsible parties. States that Pakistan's willingness to carry out its nonproliferation commitments should be a guiding element in determining U.S. policy and assistance toward that country. Regards a failure by Pakistan to carry out such commitments as being incompatible with Pakistan's status as a major non-North Atlantic Treaty Organization (NATO) ally of the United States.

English Language Unity Act of 2009 - Makes English the official language of the United States. Requires, subject to exceptions and rules of construction, that: (1) official functions of the United States be conducted in English; and (2) all naturalization ceremonies be conducted in English. Establishes a uniform English language rule for naturalization. Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2012, except for self-employment taxes, Federal Insurance Contributions Act taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2012.

Constitutional Amendment - Provides that no person shall be a Senator from a state unless such person has been elected by the people thereof, and that when vacancies happen in the representation of any state in the Senate, the executive authority of such state shall issue writs of election to fill such vacancies.

Veterans Travel Tax Relief Act of 2009 - Amends the Internal Revenue Code to allow veterans a deduction from gross income for their travel expenses, including those of a family member, to a Department of Veterans Affairs medical center for treatment related to a service-connected disability or for an examination related to a claim for disability compensation or a pension.

IRA Equity for Seniors Act - Amends the Internal Revenue Code to allow taxpayers who received a mandatory distribution from their pension plan or individual retirement account (IRA) in 2008 to recontribute such amounts to their retirement plans without tax or penalty.

Right to Life Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, or other moment at which an individual comes into being. Prohibits construing this Act to authorize the prosecution of any woman for the death of her unborn child.

Patients First Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, including pluripotent stem cells that have the flexibility of embryonic stem cells (whether or not such pluripotent stem cells have an embryonic source), provided that such techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this Act. Requires the Secretary to issue guidelines implementing this Act to ensure that any research (including any clinical trial) supported under this Act: (1) is clearly consistent with the standards established in this Act, if conducted using human cells; (2) is prioritized in terms of potential for near-term clinical benefit in human patients; and (3) may take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research. Requires the Secretary to: (1) report on peer reviewed stem cell research proposals that were not funded; and (2) study and submit recommendations to Congress on any structural changes to the C.W. Bill Young Cell Transplantation Program that would help to expand access to new and future stem cell therapeutic products.

Ethical and Legal Elections for Congressional Transitions Act - Requires states to hold special elections when a vacancy occurs in the office of U.S. Senator for the state. Amends the Help America Vote Act of 2002 to reimburse the states for a portion of special election costs.

Blind Persons Return to Work Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) apply a specified earnings test in the determination of the amount of monthly insurance benefits for blind beneficiaries; (2) limit to once a year any review of a determination of disability based on blindness; and (3) reduce any excess earnings of blind beneficiaries by the amount of impairment related work expenses. Directs the Commissioner of Social Security, with respect to the mandatory annual report of earnings by an individual entitled to a monthly insurance benefit, to develop procedures to avoid paying less than the correct amount of benefits to any such individual as a result, during the year, of a termination of employment or a significant reduction in hours of work.

Child Tax Credit Preservation Act of 2009 - Makes permanent the increases in the child tax credit enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001, the Jobs and Growth Tax Relief Reconciliation Act of 2003, and the Working Families Tax Relief Act of 2004. Provides for an annual inflation adjustment to child tax credit amounts, beginning in 2009.

Brewers Excise and Economic Relief Act of 2009 - Amends the Internal Revenue Code to: (1) reduce from $18 to $9 ( the pre-1991 level) the per-barrel tax on beer; and (2) allow a further reduction in such tax for brewers who produce not more than 2 million barrels annually.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Student Internet Safety Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to allow local educational agencies to use state subgrants under the Enhancing Education through Technology program and the Safe and Drug-Free Schools and Communities program to develop and implement programs promoting safe internet use by students.

Amends the Foreign Assistance Act of 1961 to prohibit the availability of appropriated funds for population activities to any private, nongovernmental, or multilateral organization until it certifies that it will not during the period for which funds are made available: (1) directly or through a subcontractor or subgrantee perform abortions in any foreign country except if the life of the mother would be endangered if the fetus were carried to term or in cases of forcible rape or incest; or (2) violate the laws of a foreign country regarding the circumstances under which abortion is permitted, regulated, or prohibited, or engage in lobbying activities in an effort to alter its laws with respect to abortion (except lobbying in opposition to coercive abortion or involuntary sterilization).

Requires the Secretary of Transportation to: (1) designate a rail right-of-way as a corridor for inter-suburban commuter rail based on certain qualifying factors and after a 30-day congressional review period; (2) provide technical assistance to expedite completion of inter-suburban rail service; and (3) prohibit increased usage of such corridor except to increase the availability of inter-suburban commuter rail.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Ultrasound Informed Consent Act - Amends the Public Health Service Act to require abortion providers, before a woman gives informed consent to any part of an abortion, to perform an obstetric ultrasound on the pregnant woman, explain the results, display the ultrasound images so the woman may view them, and provide a medical description of the ultrasound images, including the dimensions of the embryo or fetus and the presence of external members and internal organs, if present and viewable. Provides for: (1) civil penalties for willful failure to comply; and (2) a medical emergency exception. Prohibits construing this Act to require a woman to view the images or penalizing the physician or the woman if she refuses to look at the images.

Positive Alternatives Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to allow the use of TANF funds for alternative-to-abortion services, including: (1) information or counseling that promotes childbirth instead of abortion; and (2) other services designed to assist a woman to carry her unborn child to term.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for Girl Scout program development and delivery.

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.

Title X Abortion Provider Prohibition Act - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Service from providing any federal family planning assistance to an entity unless the entity certifies that, during the period of such assistance, the entity will not perform, and will not provide any funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act, as amended by the Medicare Improvements for Patients and Providers Act of 2008, with respect to Medicare quality standards for suppliers of items and services which shall be applied by recognized independent accreditation organizations. Applies to pharmacies and pharmacists the eligible professional exemption from such accreditation requirements, unless such standards are designed specifically for application to pharmacies and pharmacists. Authorizes the Secretary of Health and Human Services to exempt pharmacies and pharmacists from such standards if licensing, accreditation, or other mandatory quality requirements apply to them with respect to the furnishing of items and services.

American Steel First Act of 2009 - Prohibits heads of the Department of Homeland Security (DHS), the Department of Defense (DOD), and the Department of Transportation (DOT) from obligating or expending funds or providing financial assistance for projects for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron and steel used in such project is produced in the United States. Waives such prohibition in cases where: (1) the prohibition would be inconsistent with the public interest; (2) iron and steel are not produced in the United States in sufficient and reasonably available quantities of a satisfactory quality; or (3) inclusion of iron and steel produced in the United States will increase the cost of the overall project contract by more than 25%. Prohibits waivers by a department head for products produced in a foreign country that is determined by the U.S. Trade Representative to have violated the terms of an agreement with the United States by discriminating against products covered by the agreement that are produced in the United States. Prohibits such department heads from imposing financial assistance restrictions on: (1) states that impose more stringent requirements on the use of iron and steel in foreign countries in projects carried out with such assistance; or (2) recipients that comply with such state imposed requirements. Makes any person who intentionally labels or represents a product used in a project under this Act as "Made in America" when it is not ineligible for another department contract from for six years. Requires the Secretary of Transportation to: (1) publish a justification for a waiver of the prohibition against obligating funds to carry out the Surface Transportation Assistance Act of 1982, highway projects, public transportation projects, or aviation programs unless the steel, iron, and manufactured products used are produced in the United States; and (2) provide for public notice and comment for such waiver.

United Nations Transparency, Accountability, and Reform Act of 2009 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Withholds annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) until certain conditions are certified, and then provides UNRWA with limited contributions. Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.

Get America Moving Again Act of 2009 - Amends the Internal Revenue Code to allow a tax credit for the purchase of a new or used passenger vehicle before or during 2010. Requires that such vehicle have a purchase price not exceeding $50,000 and have a gross vehicle weight rating of not more than 8,500 pounds.

Establishes in the Senate and the House of Representatives the Joint Select Committee on Reorganization and Reform of Foreign Assistance Agencies and Programs which shall investigate: (1) the organization of the various federal agencies and departments that oversee and implement U.S. foreign assistance programs; (2) U.S. foreign assistance program objectives, staffing and funding levels, and performance; and (3) legislative procedures and organization related to the authorization and appropriation of funding for and oversight of U.S. foreign assistance programs and agencies.

Responsible Government Empowerment Act of 2009 - Establishes the Federal Agency Sunset Commission to review and report to Congress on the efficiency and public need for each federal agency, recommending abolishment or reorganization. Provides for relocation of federal employees if their agency is abolished. Directs the Comptroller General and the Director of the Congressional Budget Office (CBO), in cooperation with the Director of the Congressional Research Service (CRS), to prepare an inventory of federal programs within each agency. Makes it out of order in both chambers to consider any measure making supplemental appropriations for two or more unrelated emergencies. Sets forth points of order against consideration of: (1) reported supplemental appropriations legislation and conference reports containing undesignated emergency spending; or (2) such legislation if the accompanying report or joint statement of managers, as applicable, is noncompliant with such requirement. Requires the report accompanying legislation that provides budget authority for any emergency to identify specified budget authority and outlay requirements, including certain justifications. Sets forth points of order against reporting legislation or considering conference reports making supplemental appropriations that contain earmarks. Requires the congressional budget committees to report legislation: (1) establishing discretionary spending limits for at least each of the three years beginning at least 90 calendar days after such bill is reported; and (2) providing that such limits shall be enforeceable through presidential sequestration orders. Sets forth points of order against consideration of legislation that authorizes a program, project, or activity without setting forth a specific dollar amount for such authorization. Requires every measure reported by a congressional committee that authorizes a program, project, or activity to include a General Accounting Office (GAO) statement describing the degree to which such authorization is duplicative of an existing authorization. Requires all legislation considered by Congress to include a CBO estimate of the costs which would be incurred in carrying out such legislation for a specified period. Requires a recorded vote in both chambers on final passage of any legislation that authorizes the appropriations of more than $75 million for up to five fiscal years.

Stillbirth Awareness and Research Act of 2009 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain a scientific registry of stillbirths in the United States, which shall include for each stillbirth information on the stillborn fetus and the mother's health and pregnancy as collected and submitted by states on the U.S. Standard Report of Fetal Death. Requires the Secretary to: (1) provide for the development of a standard definition of stillbirth and a standard protocol for stillbirth data collection and surveillance; and (2) carry out a national campaign to increase public and state awareness of such definition and protocol and public awareness and knowledge of stillbirths. Expresses the sense of Congress that the Director of the National Institutes of Health (NIH) should increase the allocation of funds and other resources for stillbirth research.

Capital Gains and Estate Tax Relief Act of 2009 - Makes permanent the reduction in capital gains tax rates (from 20 to 15%) enacted by the Jobs and Growth Tax Relief and Reconciliation Act of 2003. Amends the Internal Revenue Code to: (1) restore the unified credit against gift tax liability; (2) provide for annual increases in the estate tax exclusion amount between 2010 and 2015 and establish a permanent exclusion amount of $5 million for 2015 and thereafter; (3) provide for an inflation adjustment to the estate tax exclusion amount after 2015; (4) reduce estate tax rate brackets; and (5) allow a surviving spouse to use the unused unified estate tax credit of a deceased spouse.

Economic Recovery and Middle-Class Tax Relief Act of 2009 - Makes permanent the reductions in the dividend and capital gain tax enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2003. Amends the Internal Revenue Code to: (1) reduce individual and corporate income tax rates; (2) repeal the alternative minimum tax for individual taxpayers; (3) allow inflation adjustments to the basis of capital assets in determining gain or loss; (4) reduce the capital gains tax rate for corporations; (5) repeal limitations on the expensing allowance for depreciable business assets; (6) make permanent the tax credit for increasing research activities; (7) extend the carryback period for net operating losses to seven years; (8) increase the child tax credit; (9) exclude from gross income in 2009 distributions from an individual retirement plan (IRA) and exempt IRAs from mandatory distribution requirements after 2009; and (10) increase the tax deductions for tuition and related expenses and for the interest on qualified education loans. Makes 1% across-the-board rescissions in non-defense discretionary spending for FY2009.

Declares the importance of access to swimming lessons for all U.S. communities as an integral part of drowning prevention. Condemns the persistent high rates of drowning fatalities among children. Celebrates the passage of the Virginia Graeme Baker Pool and Spa Safety Act and the work of initiatives to educate parents and caregivers on water safety and drowning prevention. Encourages funding to support initiatives that provide all children access to swimming education.

Amends the Clean Air Act to: (1) exclude from the definition of the term "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride; and (2) declare that nothing in the Act shall be treated as authorizing or requiring the regulation of climate change or global warming.

Federal Sunset Act of 2009 - Establishes the Federal Agency Sunset Commission to: (1) submit to Congress a schedule for review by the Commission, at least once every 12 years, of the abolishment or reorganization of each agency; (2) review and evaluate the efficiency and public need for each agency using specified criteria; (3) recommend whether each agency should be abolished or reorganized; and (4) report to Congress on all legislation introduced that would establish a new agency or a new program to be carried out by an existing agency. Requires the abolishment of any agency within one year of the Commission's review, unless the agency is reauthorized by Congress. Authorizes the deadline for abolishing an agency to be extended for an additional two years by legislation enacted by a super majority of the House of Representatives and the Senate. Terminates the Commission on December 31, 2033. Directs the Comptroller General and the Director of the Congressional Budget Office, in cooperation with the Director of the Congressional Research Service (CRS), to prepare an inventory of federal programs within each agency for the purpose of advising and assisting Congress and the Commission in carrying out the requirements of this Act.
