Job Protection Act of 2003 - Amends the Internal Revenue Code to repeal the foreign sales corporation/extraterritorial income (FSC/ETI) exclusion, with an exemption for certain binding contracts in effect before the date of enactment of this Act. Permits a foreign corporation that elected to be treated as a domestic corporation to revoke such election and be treated as a domestic corporation transferring its property to a foreign corporation with no gain recognized on such transfer. Provides: (1) a transitional 2004 through 2008 sliding-scale deduction for an FSC/ETI beneficiary based on the corporation's 2001 FSC/ETI benefit; and (2) special rules for 2003 and for fiscal year taxpayers. Defines "FSC/ETI benefit." Allows a deduction for income attributable to U.S. production activities equal to ten percent of qualified production activities. Provides a 2006 through 2009 phase-in period. Defines "qualified production activities" as: (1) the portion of the modified taxable income attributable to domestic activities; and (2) the domestic/foreign fraction. Sets forth related provisions with respect to: (1) determination of income attributable to domestic production activities; (2) domestic production gross receipts; (3) qualifying production property; (4) domestic/foreign fraction; and (5) special rules.

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting a minor across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the minor resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the minor obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the minor resides, took place. Authorizes any parent who suffers harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

States that for purposes of determining any increase, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Requires journal entry of any vote. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security, and is so declared by a joint resolution which becomes law.

National Rail Infrastructure Program Act - Directs the Secretary of Transportation to establish a National Rail Infrastructure Program to provide grants for projects addressing railroad infrastructure and systems deficiencies. Makes eligible for such grants projects to: (1) maintain and increase track and intermodal yard capacity; (2) acquire rights-of-way for future expansion; (3) separate railroad and road crossings and make other railroad and road interface improvements; (4) separate rail-to-rail crossings; (5) integrate railroad systems; and (6) construct, repair, and rehabilitate track and related supporting structures. Prohibits the use of grant funds for operating expenses, acquisition of rolling stock, payment of debt, or construction or repair of maintenance facilities, passenger facilities at stations, or other ancillary railroad business structures. Requires at least 20 percent of project costs to be provided by State, local, and other non-Federal public sources. Amends the Internal Revenue Code to impose an excise tax of: (1) five percent on the sale of any specified railroad equipment by the manufacturer, producer, or importer; (2) five percent of the amount paid for taxable rail transportation of any person by commuter rail, and of ten percent in any other case; and (3) one percent of the amount paid inside or outside the United States for the taxable rail transportation of property. Establishes in the Treasury a National Rail Infrastructure Program Trust Fund, consisting of amounts equivalent to: (1) specified excise taxes received with respect to fuel used in a train, and the excise tax under this Act on railroad locomotives and rolling stock; (2) ten percent of all customs duties received after September 30, 2003; and (3) ten percent of all royalties attributable to the removal of oil or gas from Federal lands. Makes amounts in the Trust Fund available only for grants under this Act.

Eliminates instances in which certain appropriations from the Land and Water Conservation Fund can be used for: (1) acquisition; or (2) preacquisition work. Withdraws authorization for the Secretary of the Interior to make certain types of minor revisions to the boundaries of the National Park System. Strikes authorization for the Secretary to enter into contracts for: (1) the acquisition of lands and waters within the National Park System, the National Forest System, and the National Wildlife Refuge System; and (2) options to acquire land and waters in the National Park System. Sets forth requirements for the Bureau of Land Management, the United States Fish and Wildlife Service, the Forest Service, and the National Park Service to reduce backlogged maintenance. Requires such agencies to prioritize Federal lands under their respective jurisdictions according to contributions to the success of agency programs.

Includes entrepreneurship courses within authorized programs of veterans' education assistance. Authorizes any person entitled to a veterans' rehabilitation program to establish self-employment as a vocational goal. Amends the Small Business Act to authorize a Federal contracting officer to award a sole source contract to any small business owned and controlled by service-disabled veterans if: (1) the business is determined to be responsible with respect to the performance of the contract opportunity and the contracting officer does not expect two or more such businesses to submit offers for such contract; (2) the anticipated award price of the contract will not exceed a specified amount; and (3) the contract award can be made at a fair and reasonable price. Allows a contracting officer to restrict contract competition to such businesses if the officer can reasonably expect two or more such businesses to submit offers. Allows for the appeal by the Administrator of the Small Business Administration of a contracting officer's decision not to award a contract opportunity to such a business.

Freedom to Read Protection Act of 2003 - Amends the Foreign Intelligence Surveillance Act of 1978 (the Act) to provide that no application by the Director of the Federal Bureau of Investigation (FBI) to a U.S. court for an order requiring the production of tangible things for an investigation to obtain foreign intelligence information from a U.S. person or to protect against international terrorism may be made for the sole purpose of searching for, or seizing from, a bookseller or library documentary materials that contain personally identifiable information concerning a patron. Provides that nothing in this Act shall be construed to preclude a physical search for documentary materials (including books, records, papers, documents, and other items) under other provisions of law. Revises congressional reporting requirements under the Act to require the Attorney General, in informing Congress with respect to applications for orders approving requests for the production of tangible things, to: (1) describe the specific purpose of each order application; (2) analyze the effectiveness of each application that was granted or modified in protecting U.S. citizens against terrorism; and (3) make public such information provided in a manner consistent with the national security of the United States.

Pancreatic Islet Cell Transplantation Act of 2003 - Amends the Public Health Service Act to include pancreases procured by an organ procurement organization and used for islet cell transplantation or research to be counted toward organ procurement organization certification. Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I (juvenile) diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Establishes reporting requirements.
