Child Welfare Provider Inclusion Act of 2017 This bill prohibits the federal government, and any state or local government that receives federal funding for any program that provides child welfare services under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSAct), from discriminating or taking an adverse action against a child welfare service provider that declines to provide, facilitate, or refer for a child welfare service that conflicts with the provider's sincerely held religious beliefs or moral convictions. The bill bars such prohibition from applying to SSAct requirements that forbid state entities from denying or delaying adoption or foster care placements on the basis of an adoptive parent's or a child's race, color, or national origin. The Department of Health and Human Services must withhold 15% of the federal funds that a state or local government receives for such programs if the state or local government violates this bill. An aggrieved child welfare service provider may assert such an adverse action violation as a claim or defense in a judicial proceeding and to obtain all appropriate relief (including declaratory relief, injunctive relief, compensatory damages, and reasonable attorney's fees and costs).

Larry Doby Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal in honor of Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

This bill amends the Intermodal Surface Transportation Efficiency Act of 1991 to designate U.S. Route 15 in Pennsylvania from its intersection with Interstate Route 180 to the New York border as part of a high priority corridor on the National Highway System. Pennsylvania shall erect signs identifying such corridor as Interstate Route 99. The Department of Transportation is authorized to make grants to Pennsylvania for projects to: erect signs identifying the segment designated by this bill as part of the Interstate System (IS), and make improvements as necessary for such segment to conform with applicable IS standards. The bill permits vehicles that could operate legally on such segment before its designation as part of the IS to continue to operate on such segment without regard to IS vehicle weight limitations.

Home Health Care Planning Improvement Act of 2017 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant.

Big Cat Public Safety Act This bill amends the Lacey Act Amendments of 1981 to prohibit any person from breeding or possessing prohibited wildlife species (i.e., any live species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Breeding means facilitating propagation or reproduction (whether intentionally or negligently), or failing to prevent propagation or reproduction. The bill revises the list of entities that are exempt from Lacey Act prohibitions regarding those wildlife species to include: (1) certain entities that hold Class C licenses in good standing under the Animal Welfare Act, and (2) current owners of animals that were born before this bill's enactment if the animals are registered with the U.S. Fish and Wildlife Service. Those entities and owners may not allow direct contact between the public and the prohibited wildlife species. A person who knowingly violates the prohibition must be fined not more than $20,000, or imprisoned for not more than five years, or both. The bill considers each violation to be a separate offense. The offense must be deemed to have been committed not only in the district where the violation first occurred, but also in any district in which the defendant may have taken or been in possession of the prohibited wildlife species. The bill extends forfeiture provisions to fish, wildlife, or plants that are bred or possessed.

Prevent All Soring Tactics Act of 2017 or the PAST Act This bill amends the Horse Protection Act to establish a new system for inspecting horses for soring, revise penalties for violations of the Act, and modify enforcement procedures. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture (USDA) must establish requirements to license, train, assign, and oversee persons hired by the management of horse shows, exhibitions, sales, or auctions to detect and diagnose sore horses. A license may not be issued to a person with conflicts of interest, and USDA must give preference to veterinarians. USDA may revoke a license for unsatisfactory performance. USDA must assign licensed inspectors after receiving notice that management intends to hire the inspectors. An inspector must issue a citation for violations and notify USDA of violations. USDA must publish information on violations of this bill and disqualify a horse that is sore. The bill prohibits a person in any horse show, exhibition, sale, or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, or auctioning the horse. The bill prohibits the use of specified devices on a Tennessee Walking, a Racking, or a Spotted Saddle horse at a show, exhibition, sale, or auction. The bill increases the maximum criminal and civil liability penalties for certain violations. USDA may disqualify violators from specified activities related to horse shows, exhibitions, sales, and auctions.

Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More Act of 2017 or the RECLAIM Act of 201 7 This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to make specified funds available to the Department of the Interior through FY2021 for distribution to states and Indian tribes to promote economic revitalization, diversification, and development in economically distressed communities through the reclamation and restoration of land and water resources adversely affected by coal mining carried out before August 3, 1977. The bill prescribes general requirements for projects to reclaim abandoned mine lands and waters that are likely to create favorable conditions for the economic development of the project site or promote the general welfare through economic and community development of the area in which the project is conducted. Any such project shall be located in a community affected by a recent decline in mining. A state or Indian tribe that receives funds under this bill may retain a portion of them as necessary to supplement its acid mine drainage abatement and treatment fund for future operation and maintenance costs for the treatment of acid mine drainage associated with individual projects. The bill increases the minimum amount of funds that Interior must provide annually to states and Indian tribes for reclamation and restoration projects. The Government Accountability Office must conduct a study on the use of funds authorized by this bill. The Appalachian Regional Commission may provide grants to individuals or entities in the Appalachian region for projects that have been or that are eligible to be reclaimed or restored under SMCRA. The commission must relocate its headquarters from Washington, DC to the Appalachian region.

Walter Patterson and Werner Foerster Justice and Extradition Act This bill directs the President to report annually to Congress regarding: (1) the number of fugitives and others residing in other countries for whom the United States is seeking extradition or rendition, together with a list of those countries; (2) U.S. diplomatic and other efforts to secure such fugitives' return; (3) the average length of time these cases have been outstanding; (4) the number of satisfactorily resolved cases; (5) factors that have been barriers to case resolution; and (6) information on the number of U.S. citizens whose extradition has been sought by other countries during the past five years, a list of those countries seeking extradition, and the outcomes of those requests.

Register of Copyrights Selection and Accountability Act of 2017 This bill amends federal copyright law to require the Register of Copyrights to be a U.S. citizen with a professional background and experience in copyright law who is appointed by the President with the advice and consent of the Senate. (Currently, the Register of Copyrights is appointed by the Librarian of Congress.) The term of office for the Register of Copyrights is limited to 10 years, but the individual may be reappointed subject to the same Senate advice and consent requirement. The President may remove the Register of Copyrights from office and must notify both chambers of Congress of any such removal.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Condemns North Korea's recent ballistic missile tests and its announcement of being in the final stages of a potential intercontinental ballistic missile test. Urges the U.S. government to take all necessary measures to protect its citizens and allies in the region and closely cooperate with the international community to eliminate North Korea's nuclear and ballistic missile programs. Supports the prompt deployment of the Terminal High Altitude Area Defense (THAAD) system to counter the North Korean threat and welcomes the arrival of its first elements into U.S. Forces Korea in South Korea. Commends the South Korean government for its commitment to and cooperation in the effective deployment of THAAD. Condemns China's retaliatory measures against South Korea in response to such deployment. Urges the Chinese government to: (1) immediately cease its diplomatic intimidation and economic coercion against South Korea, and (2) pressure North Korea to give up its nuclear and ballistic missile programs instead of undermining South Korea's sovereign right to defend itself.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Financial Institution Bankruptcy Act of 2017 This bill amends federal bankruptcy law to allow certain large financial institutions to elect a new "Subchapter V" bankruptcy process specific to such institutions. Under the new process, a debtor institution may request the bankruptcy court to order the transfer of the debtor's assets to a newly formed bridge company. The trust agreement governing such an assets transfer must meet specified requirements. The court may order such an assets transfer only if it determines, by a preponderance of the evidence, that: (1) the transfer is necessary to prevent serious adverse effects on financial stability in the United States, (2) other specified requirements are met. The bill imposes a temporary stay on actions to terminate or modify contracts with institutions that enter the Subchapter V bankruptcy process. Members of the institution's board of directors shall have no liability to shareholders or creditors for a good faith filing of a petition to commence a Subchapter V bankruptcy case. The bill specifies timelines with respect to the commencement of a case and the transfer of assets. The Securities and Exchange Commission and the Federal Deposit Insurance Corporation, among other federal regulatory agencies, shall have standing in a Subchapter V bankruptcy case. Under specified conditions, a Subchapter V bankruptcy case may be converted into a case in Chapter 7 bankruptcy (also known as "liquidation" bankruptcy). The bill amends the federal judicial code to require the Chief Justice of the United States to designate at least 10 bankruptcy judges to be available to hear Subchapter V bankruptcy cases.

Recognizes that science and technology innovation present promising new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the President to regularize and expand forums of economic dialogue with Israel and foster public and private sector participation. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

Targeted Rewards for the Global Eradication of Human Trafficking or the TARGET Act This bill expresses the sense of Congress that the Department of State's rewards program is a powerful tool in combating sophisticated international crime and that the State Department and federal law enforcement should work in concert to offer rewards that target human traffickers who threaten U.S. national security and humanitarian interests by preying on the most vulnerable people. The State Department Basic Authorities Act of 1956 is amended to include severe forms of human trafficking in the definition of "transnational organized crime" for purposes of such program.

Dentist and Optometric Care Access Act or the DOC Access Act This bill amends the Public Health Service Act to prohibit group health plans and individual health insurance coverage from setting rates for items and services provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan or insurer does not pay a substantial amount. An agreement between a plan or insurer and such a doctor: (1) may only be changed with the doctor's acknowledgement and acceptance, and (2) may last longer than two years only with the prior acceptance of the doctor for each term extension if the agreement is for limited scope dental or vision benefits. Such a doctor must be allowed to participate in: (1) a plan or coverage without accepting terms for ancillary services or procedures, and (2) a provider network without participating in a specific limited scope dental or vision benefit plan. Plans and insurers may not: (1) directly communicate with an enrolled individual in a manner that interferes with an existing doctor-patient relationship or a state or federal requirement, or (2) restrict such a doctor's choice of laboratories or suppliers. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill is preempted by state laws regarding health insurers and dental or vision benefit plans.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill amends the federal criminal code to revise and expand provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is: (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Shark Fin Sales Elimination Act of 2017 This bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.

Mobile Workforce State Income Tax Simplification Act of 201 7 This bill prohibits the wages or other remuneration earned by an employee who performs employment duties in more than one state from being subject to income tax in any state other than: (1) the state of the employee's residence, and (2) the state within which the employee is present and performing employment duties for more than 30 days during the calendar year. The bill exempts employers from state income tax withholding and information reporting requirements for employees not subject to income tax in the state under this bill. For the purposes of determining penalties related to an employer's state income tax withholding or reporting requirements, an employer may rely on an employee's annual determination of the time expected to be spent working in a state in the absence of fraud or collusion by such employee. For the purposes of this bill, the term "employee" excludes: professional athletes; professional entertainers; production employees who perform services in connection with certain film, television, or other commercial video productions; and public figures who are persons of prominence who perform services for wages or other remuneration on a per-event basis.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

Living Donor Protection Act of 2017 This bill prohibits discrimination based on an individual's status as a living organ donor in the offering, issuance, cancellation, coverage, price, or any other condition of a life insurance policy, disability insurance policy, or long-term care insurance policy. The bill amends the Family and Medical Leave Act of 1993 to specifically include living organ donation as a serious health condition that entitles a covered employee to leave under that Act. The Department of Health and Human Services must update public service announcements, websites, and other media regarding live organ donation to educate the public on the benefits of live organ donation and on access to insurance for living organ donors.

Personal Health Investment Today Act or the PHIT Act This bill amends the Internal Revenue Code to allow a medical care tax deduction for up to $1,000 ($2,000 for a joint return or a head of household) of qualified sports and fitness expenses per year. The bill defines "qualified sports and fitness expenses" as amounts paid exclusively for the sole purpose of participating in a physical activity, including: (1) fitness facility memberships, (2) physical exercise or activity programs, and (3) equipment for a physical exercise or activity program.

Battlefield Excellence through Superior Training Practices Act or the BEST Practices Act This bill requires the Department of Defense (DOD), by no later than: (1) October 1, 2020, to complete the development, testing, and validation of human-based training methods for training members of the Armed Forces in the treatment of combat trauma injuries, with the goal of replacing live animal-based training methods; and (2) October 1, 2022, to use only use human-based training methods for such purposes. No animals may be used in such training after the latter date. DOD shall submit an annual report to Congress regarding the development and implementation of the human-based training methods.

Taking Account of Institutions with Low Operation Risk Act of 2017 or the TAILOR Act of 2017 This bill requires federal financial regulatory agencies to: (1) tailor any regulatory actions so as to limit burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's tailoring requirement applies not only to future regulatory actions but also to regulations adopted within the last seven years.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Veterans Transplant Coverage Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting such procedure.

FDA Deeming Authority Clarification Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to: (1) revise premarket review and reporting requirements for products newly deemed by the Food and Drug Administration (FDA) to be tobacco products; and (2) grant the FDA the authority to regulate vapor products, which include products that produce vapor with nicotine (e.g., e-cigarettes) and nicotine intended to be used with such a product (e.g., nicotine cartridges). A product is not subject to premarket review by the FDA if it is marketed before it is deemed a tobacco product. The bill delays deadlines for reports to the FDA on products similar to a marketed product that are introduced to market less than 21 months after that type of product is deemed a tobacco product. The bill grants the FDA regulatory authority over vapor products that is in addition to the FDA's existing authority to regulate vapor products as tobacco products. Provisions of the FFDCA applicable to tobacco product components also apply to vapor product batteries. The FDA must establish standards for vapor product batteries. Vapor products first marketed not later than 24 months after enactment of this bill are not subject to premarket review or reporting requirements based on changes to the product's battery to conform to standards. Vapor products may not be advertised in publications, except publications with adult readership. Vapor products may be sold only face-to-face, through vending machines in facilities where only adults are permitted, or by mail order. Vapor products must be labeled with their nicotine content and specified phrases. Retailers of vapor products must register with the FDA.

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

This bill declares that any presidential action to prevent a federal agency from filling or creating federal civilian employee positions shall have no force or effect with respect to any Department of Defense civilian position at, or in support of, any facility: (1) at which depot-level maintenance and repair is carried out, or (2) designated as a center for industrial and technical excellence.

This bill exempts Department of Defense (DOD) civilian positions with salaries paid out of a working-capital fund from any furlough order issued as a result of a lapse in discretionary appropriations for DOD.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Saracini Aviation Safety Act of 2017 This bill requires the Federal Aviation Administration to issue an order to require: (1) the installation of secondary barriers, other than the cockpit door, to prevent access to the flight deck of each covered aircraft; (2) such barriers on the aircraft with a cockpit door to remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) such barriers on the aircraft without a cockpit door to remain locked as determined by the pilot in command. "Covered aircraft" is defined as a commercial aircraft: (1) equipped with more than 75 passenger seats, and (2) with a maximum gross takeoff weight of more than 75,000 pounds.

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Furthering Asbestos Claim Transparency (FACT) Act of 2017 This bill amends federal bankruptcy law to establish disclosure requirements with respect to a trust that is formed under a reorganization plan, following the discharge in bankruptcy of a debtor corporation, for the purpose of assuming the debtor's liability regarding certain legal claims related to liability for asbestos exposure. Such a trust must file with the bankruptcy court quarterly reports, available on the public docket, that describe each demand the trust has received from a claimant and the basis for any payment made to that claimant. These reports shall not include any confidential medical record or the claimant's full Social Security number. Upon written request, and subject to payment for reasonable costs, a trust must provide information related to payment from, and demands for payment from, the trust to any party to an action concerning liability for asbestos exposure.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism.

Targeting Child Predators Act of 2017 This bill amends the federal criminal code to revise provisions with respect to a nondisclosure requirement issued in connection with certain administrative subpoenas (e.g., an administrative subpoena in a child exploitation and abuse investigation). The bill modifies the process for issuing a nondisclosure requirement and lengthens the period of time during which a recipient of an administrative subpoena is prohibited from disclosure. It also subjects a nondisclosure requirement to judicial review, requires the administrative subpoena to include notice of the availability of judicial review, and establishes a process for judicial review.

Condemns North Korea's development of multiple intercontinental ballistic missiles. Urges the prompt deployment of the Terminal High Altitude Area Defense system in South Korea to counter North Korea's nuclear missile threat. Reaffirms: (1) U.S. support of a layered, interoperable, multi-tier missile defense system to protect Americans and allies on the Korean Peninsula; and (2) the U.S. commitment to its alliances and trilateral missile defense cooperation agreements with South Korea and Japan. Expresses support for: (1) continued U.S.-South Korea bilateral security cooperation and the consideration of additional measures to strengthen the alliance, including expanded foreign military sales, technology development, and joint exercises; and (2) the intelligence sharing agreement between Japan and South Korea signed on November 23, 2016, concerning the direct exchange of intelligence on North Korea threats. Calls upon: (1) China to pressure North Korean leaders to cease their provocative behavior, abandon and dismantle their nuclear and missile programs through the curtailing of vital economic support and trade that support the North Korean government, and comply with all relevant United Nations Security Council Resolutions; and (2) the United States to apply all available economic sanctions, and cooperate with allies and other countries to impose additional sanctions, on North Korea.

Right to Try Act of 2017 This bill requires the federal government to allow unrestricted manufacturing, distribution, prescribing, and dispensing of experimental drugs, biological products, and medical devices that are: (1) intended to treat a patient who has been diagnosed with a terminal illness, and (2) authorized by state law. The federal government must allow unrestricted possession and use of such treatments by patients certified by a physician as having exhausted all other treatment options. A manufacturer, distributor, prescriber, dispenser, possessor, or user of such a treatment has no liability regarding the treatment. The outcome of manufacture, distribution, prescribing, dispensing, possession, or use of such a treatment may not be used by a federal agency to adversely impact review or approval of the treatment. The treatment must: (1) have successfully completed a phase 1 (initial, small scale) clinical trial; (2) remain under investigation in a clinical trial approved by the Food and Drug Administration; and (3) not be approved, licensed, or cleared for sale under the Federal Food, Drug, or Cosmetic Act or the Public Health Service Act.

Vietnam Helicopter Crew Monument Act This bill directs the Department of the Army to place in Arlington National Cemetery a monument honoring helicopter pilots and crew members who were killed while serving on active duty in the Armed Forces during the Vietnam era, subject to an agreement with the Vietnam Helicopter Pilots Association under which the association shall pay all site preparation, construction, installation, and maintenance costs for the memorial. The Army shall remove the Vietnam Helicopter Pilots Association Memorial Tree and place the monument where the tree stood.

Copyright Office for the Digital Economy Act This bill establishes the U.S. Copyright Office as a separate independent agency in the legislative branch, to be headed by a director appointed by the President with the advice and consent of the Senate. (Currently, the Copyright Office is part of the Library of Congress [LOC] and is headed by the Register of Copyrights.) The director's term of office is limited to 10 years without eligibility for reappointment. The director must appoint officers and employees responsible for administering the Copyright Office's technology and data systems. The Copyright Office shall: (1) provide services in a manner that reflects technological needs and developments, and (2) promptly register copyright claims within a period that does not adversely impact the timely enforcement of rights and remedies. No U.S. agency is authorized to require the Copyright Office to obtain an agency's approval before the Copyright Office submits legislative recommendations to Congress. Copyright owners may register their copyright claims by delivering examination copies of their works to the Copyright Office. The Copyright Office must then provide the LOC access to such examination copies and related data solely for the LOC's determination of whether to demand a deposit of the material or to otherwise engage with copyright owners regarding works of authorship that may be of curatorial and collection interest to the national library. The Copyright Office must also consult with the LOC on other matters of common interest. The director must establish a Copyright Advisory Board to advise the Copyright Office and to provide information on emerging technology practices. The Copyright Office must also: (1) submit a report on the future administration of mandatory deposit provisions and their application to the digital era, and (2) conduct studies to ensure that it has the technology and staff to establish and maintain a modern copyright system.

Allocation for Music Producers Act or the AMP Act This bill amends federal copyright law to require a collective designated by the Copyright Royalty Judges to implement a policy providing for the acceptance of instructions (referred to as a "letter of direction") from a person who owns the exclusive right to publicly perform a sound recording by means of a digital audio transmission, or from a recording artist of a such a sound recording, to distribute a portion of royalty payments to a producer, mixer, or sound engineer who was part of the creative process behind the sound recording. The collective must adopt special procedures for a producer, mixer, or sound engineer to receive a portion of royalties for recordings fixed before November 1, 1995, by certifying that a reasonable effort has been made to obtain a letter of direction from an artist who owns the right to receipts payable with respect to the sound recording.

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.
