Condemns the restrictions of the print and electronic media imposed by the Soviet Union on journalists attempting to cover events in Lithuania. Urges: (1) General Secretary Gorbachev to rescind restrictions on the admission of Western journalists to, and on freedom of the press in, Lithuania; and (2) President Bush to take steps to facilitate the readmission of Western journalists to Lithuania.

Urges the United States Trade Representative (USTR) to: (1) use "Super 301" under the Trade Act of 1974 to identify Japan as a priority country for purposes of negotiating the elimination of barriers to U.S. exports; (2) identify as trade-liberalization priorities under "Super 301" Japanese practices that are most costly in terms of lost U.S. exports and most resistant to change through market adjustment or prior negotiations; and (3) in determining such practices, give substantial weight to the worsening bilateral trade deficit in any sector where they prevail. Declares that the Congress considers that: (1) the identification of the trade-liberalization priorities in the 1990 "Super 301" report would reinforce other bilateral trade discussions such as the Structural Impediments Initiative talks and the negotiations regarding priorities in the 1989 "Super 301" report; and (2) use of the "Super 301" trade-liberalization incentive would improve prospects for reducing the U.S.-Japanese trade imbalance.

Amends the Inspector General Act of 1978 to grant Inspectors General the authority to determine: (1) the persons subject to, and the nature, scope, and purposes of, the audits and investigations they conduct relating to the programs administered by their agency, including programs under regulatory statutes; and (2) their authority to conduct those audits and investigations. Prohibits the conduct of such audits or investigations from being construed as carrying out a program operating responsibility.

Foreign Investment Analysis Act of 1990 - Amends the International Investment and Trade in Services Survey Act to direct the President to report to the Congress regarding the status of integrated business data acquired by the Bureau of Economic Analysis from the Bureau of the Census with respect to the range and scope of foreign business ownership interests in the United States. (Presently the two organizations may not share such data with one another.) Amends Federal census law to direct the Bureau of Economic Analysis and the Bureau of the Census to exchange and use data regarding foreign business ownership in the United States ("statistical establishment list information"). Sets forth confidentiality guidelines for such a data exchange and establishes criminal penalties for violations of such guidelines.

Amends rule XXVII of the Rules of the House of Representatives to require the Clerk to cause to be printed in a separate section of the Congressional Record on the first legislative day of each week after a motion to discharge has been filed: (1) a copy of the motion; (2) the name of the Member filing it; and (3) a list of all Members who have signed such motion as of the last legislative day of the preceding week in which the House was in session.

Foreign Investment Policy Improvements Act - Requires the Secretary of Commerce to issue a report on foreign direct investment in the United States. Requires the General Accounting Office to submit to a specified congressional committee a report analyzing and making recommendations with respect to the Secretary's report. Requires the Bureau of Economic Analysis to use certain business information relating to foreign-owned businesses in the United States (ten percent or more of whose voting securities are owned by foreign persons) when implementing the International Investment and Trade in Services Survey Act. Requires the Bureau, in a specified report, to include information on international investment in property in the United States by foreign persons, with separate tables listing businesses (50 percent or more, and 50 percent or less, of whose voting securities are owned or controlled by foreign persons). Amends such Act to authorize and provide for the collection and use of information on direct investments owned or controlled directly or indirectly by foreign governments. Increases, and makes mandatory, the civil penalties for failure to provide information under such Act.

Medicare Certified Registered Nurse Anesthetist Payment Amendments of 1990 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to establish uniform national fee schedule payment rates for certified registered nurse anesthetist services.

Rural Nursing Incentive Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to provide direct coverage under part B (Supplementary Medical Insurance) of the Medicare program of nurse practitioner or clinical nurse specialist services furnished in rural areas. Sets the Medicare payment for such services at 80 percent of the lesser of the actual charge or the prevailing charge that would have been recognized had the services been performed by a physician. Requires that such payments be made on an assignment-related basis.

Medicare Physician Regulation Relief Amendments of 1990 - Amends title XVIII (Medicare) of the Social Security Act to require carriers and peer review organizations to release the medical review screen or the associated screening parameter to a physician before notifying such physician that payment for his or her service has been denied. Permits Medicare reimbursement of a patient's regular physician for services provided to such patient by another physician who occasionally covers for the regular physician. Requires Medicare carriers to provide physicians, upon request and without charge, with carrier-generated information which physicians need to submit a payment claim or respond to a carrier inquiry. Allows a medical society or other professional organization representing physicians to represent a group or class of physicians in Medicare payment determinations, reconsiderations, or appeals. Directs the Secretary of Health and Human Services to appoint, based on nominations submitted by national medical organizations representing physicians, a Practicing Physicians Advisory Council with which the Secretary must consult concerning changes in the Medicare program and proposed changes in regulations and carrier operation policies.

State Offices of Rural Health Act of 1990 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, through the Director of the Office of Rural Health Policy, to make grants to States to improve the availability, quality, and cost-effectiveness of rural health care. Requires State grant recipients to expend the grant for operation of an office of rural health. Directs the Secretary to: (1) annually convene a conference of representatives of the Office of Rural Health Policy and of the offices operated under this Act to discuss such improvements; and (2) request the attendance of representatives of such State offices without regard to whether a State is a grantee. Authorizes appropriations.

Rural Hospital Payment Equity Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to equalize average standardized Medicare payments for urban and rural hospitals. Requires the Security of Health and Human Services to collect data on compensation and paid hours of employment for hospital employees in various occupational categories and use such data to establish a professional and non-professional occupational component for each area wage index used in reimbursing hospitals for wage-related costs. Directs the Secretary to develop a legislative proposal allowing for the adjustment of a rural hospital's wage index by substituting the professional occupational component of the wage index used in the nearest metropolitan area for the professional occupational component that would otherwise apply to such rural hospital's area wage index.

World War II 50th Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 50th anniversary of World War II by minting and issuing commemorative coins. Directs the Secretary of the Treasury to issue and mint such coins in five dollar, one dollar, and half dollar denominations. Mandates that surcharges received from the sale of such coins be deposited in a coinage profit fund and allocated, upon separate congressional authorization, to the American Battle Monuments Commission to establish a World War II memorial. Directs the Secretary to report semiannually to the Congress regarding implementation of this Act.

Calls for the United States to: (1) continue to give the highest priority to accounting for Americans still missing or unaccounted for in Southeast Asia and to securing the return of Americans still held captive; (2) ensure cooperation with Vietnam and Laos to achieve credible answers for the families of such Americans, including primary-next-of-kin access to all records and information resulting from joint investigations, surveys, and excavations; (3) develop a means of accounting for Americans unaccounted for in Cambodia that is consistent with U.S. efforts to obtain a political settlement to the Cambodian situation; and (4) heighten responsible public awareness of Americans unaccounted for in Southeast Asia through the dissemination of factual data.

Amends title XVIII (Medicare) of the Social Security Act to cover colon cancer preventive screening examinations, an annual physical examination performed by a physician or nurse practitioner, and verbal and written mental health screening examinations if a demonstration project to be conducted by the Secretary of Health and Human Services proves such examinations to be cost-effective or of moderate cost but measurably health enhancing.

Depository Institution Golden Parachute Prohibition Act of 1990 - Amends the Federal Deposit Insurance Act to authorize the Federal Deposit Insurance Corporation Board of Directors to prohibit any insured depository institution from making golden parachute payments as defined in the Internal Revenue Code (payments resulting from an agreement during the pendency of a tender offer to increase the compensation of senior management personnel).

Expresses the sense of the Congress that as of March 21, 1990, when Namibia becomes self-governing, the definition of South Africa under the Comprehensive Anti-Apartheid Act of 1986 should no longer apply to Namibia.

Breast and Cervical Cancer Mortality Prevention Act of 1990 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the Director of the Centers for Disease Control, to make grants to States, with regard to breast and cervical cancer, for screening, referrals and follow-up services, public information and education programs, education and training for health professionals, quality monitoring of screening, and evaluations of such activities. Sets forth preferences in making the grants and requires equitable geographical distribution. Requires matching non-Federal funds in a specified ratio. Requires that States agree to: (1) provide all of certain services by a specified date; (2) switch to any improved screening procedures which become available; and (3) assure the quality of any screening procedures used. Directs the Secretary to establish guidelines for assuring the quality of mammography and cytological screening conducted under these provisions. Requires that low-income women be given priority in the provision of services. Requires that a charge for services, if any: (1) be made according to a public schedule; (2) be adjusted for income of the woman involved; and (3) not be imposed on women with incomes below the poverty line. Requires services to be provided throughout a State, including to members of any Indian tribe or tribal organization. Authorizes the Secretary to provide training and technical assistance. Directs the Secretary to provide for annual evaluations of programs carried out under this Act. Authorizes appropriations. Limits the number of grants made to seven in FY 1991.

National Capital Civil Rights Restoration Act of 1990 - Treats District of Columbia residents as Maryland residents for Federal election and congressional representation purposes. Makes this Act effective when the 23d amendment to the Constitution (requiring the appointment of District of Columbia electors of President and Vice President) is repealed.

Designates the week of July 22 to July 29, 1990, as National Week of Recognition and Remembrance for Those Who Served in the Korean War. Authorizes and requests the President to urge that the American flag be flown at half staff on July 27, 1990, in honor of those Americans who died as a result of their service in Korea.

Welcomes the cooperation of the Department of State in extending the good office of the U.S. missions to the Lubavitcher emissaries.

Calls for: (1) the United States to reaffirm its unequivocal support for the Polish-German border as set after World War II; (2) Chancellor Helmut Kohl to state unequivocally that such border will be respected and preserved; and (3) Poland to be included as an equal participant with the United States, the Soviet Union, the United Kingdom, and France in German unification discussions relating to the borders of a unified Germany and the security of neighboring countries.
