TABLE OF CONTENTS: Title I: Participation by States in Adoption of Hazard Reduction Measures Title II: Primary Insurance Program Title III: National Earthquake, Volcanic Eruption, and Hurricane Excess Loss Reinsurance Program Earthquake, Volcanic Eruption, and Hurricane Hazards Insurance Act of 1993 - Title I: Participation by States in Adoption of Hazard Reduction Measures - Requires the Director of the Federal Emergency Management Agency (Director of FEMA) to identify earthquake-prone, volcanic eruption-prone, and hurricane-prone States and areas. Establishes the Earthquake, Volcanic Eruption, and Hurricane Loss Mitigation Advisory Committee. Requires development of loss-reduction criteria for State and local land use and management ordinances, building codes, and other measures. Requires that a percentage of the annual hurricane, earthquake, and volcanic eruption insurance and excess reinsurance premiums collected under the Primary Insurance program be deposited in a Self-Sustaining Mitigation Fund to support specified hazard reduction activities. Provides State assistance for development and implementation of mitigation plans. Prohibits making, increasing, extending, or renewing any federally-related mortgage loan secured by: (1) residential property in an earthquake-prone, volcanic eruption-prone, or hurricane-prone State unless the property is covered by earthquake and volcanic eruption insurance coverage under this Act or equivalent private insurance; or (2) improved real estate or a mobile home located in an earthquake-prone or volcanic eruption-prone State if the State is not in compliance with the loss-reduction criteria of this Act and the property does not meet minimum mitigation criteria. Title II: Primary Insurance Program - Requires the Director of FEMA to establish a Primary Insurance Program to provide national coverage for residential property (and related personal property) losses in earthquake-prone, volcanic eruption-prone, or hurricane-prone States. Establishes: (1) the Earthquake, Volcanic Eruption, and Hurricane Insurance and Reinsurance Advisory Committee; and (2) the Residential Property Insurance Fund in the Treasury. Title III: National Earthquake, Volcanic Eruption, and Hurricane Excess Loss Reinsurance Program - Requires the Director of FEMA to make reinsurance and excess reinsurance available to private insurers participating in the Program and their reinsurers. Provides for the excess reinsurance liability of the insurance industry and the Federal Government. Establishes in the Treasury the Reinsurance Fund to carry out the excess loss reinsurance program. Requires the Director of FEMA, to the extent that the Reinsurance Fund is insufficient to pay claims and expenses, to issue to the Secretary of the Treasury obligations to cover the insufficiency.

Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

TABLE OF CONTENTS: Title I: Joint Budget Resolution Title II: Zero Based Budgeting and Decennial Sunsetting Title III: Spending Caps on the Growth of Entitlements for Fiscal Years 1994 through 2000 Title IV: Balanced Budget by Fiscal Year 2000 Balanced Budget Implementation Act - Title I: Joint Budget Resolution - Amends the Congressional Budget Act of 1974 to reform the budget process by requiring a joint resolution on the budget instead of the concurrent resolution on the budget. Title II: Zero Based Budgeting and Decennial Sunsetting - Terminates spending authority for unearned entitlements and high-cost discretionary spending programs for FY 1994, and discretionary spending programs (not including high-cost programs) for FY 1995, unless such spending is reauthorized after the date of enactment of this Act. Establishes a point of order against legislation that appropriates funds, which may be waived by a three-fifths vote of each House of Congress. Requires the reauthorization of discretionary spending authority and unearned entitlements every ten years beginning in the first decennial census year after 2000. Title III: Spending Caps on the Growth of Entitlements for Fiscal Years 1994 through 2000 - Declares that for FY 1994 through 2000 the total level of entitlement and mandatory spending, excluding social security, shall not exceed the total level for the previous fiscal year increased by the consumer price index and growth in elgible population. Requires sequestration as necessary to reduce spending. Provides for making uniform reductions with limitations. Lists programs and activities exempt from sequestration and provides exceptions, limitations, and special rules. Establishes a point of order against entitlement programs which may be waived by a three-fifths vote of each House. Title IV: Balanced Budget by Fiscal Year 2000 - Requires reduction of the maximum deficit amount to zero by FY 2000. Allows a waiver or suspension on the prohibition on exceeding such amount by a three-fifths vote of both Houses. Allows a waiver or suspension on exceeding the public debt limit by a three-fifths vote of both Houses. Excludes social security from the budget process. Establishes a point of order against any joint resolution on the budget that would decrease the excess of social security revenues over social security outlays, which may be waived by a three-fifths vote of each House. Authorizes the Congress to adopt budget procedures to eliminate the non-social deficit. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require look-back sequestration in the last quarter of each fiscal year.

Expresses the sense of the Congress that: (1) the United States considers the acts of the Castro government, including its violations of human rights, a threat to international peace; and (2) the President should instruct U.S. representatives to the United Nations Security council to seek an international embargo against the totalitarian government of Cuba.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Amends the Internal Revenue Code with respect to the corporate income tax exclusion of contributions to the capital of the taxpayer. Includes as a qualifying contribution any amount of money or property received by a regulated public utility which provides water or sewage disposal services that: (1) is a contribution in aid of construction; (2) meets certain expenditure requirements; and (3) is not included in the taxpayer's rate base. Excludes amounts paid as service charges for starting or stopping services. Determines the depreciation deduction for such property by using the straight line method and provides for a 25-year recovery period.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

TABLE OF CONTENTS: Title I: Biotechnological Process Patents Title II: Biotechnological Material Patents Title I: Biotechnological Process Patents - Amends Federal patent law to cite conditions under which a claimed process of making or using a machine, manufacture, or composition of matter is not obvious (thereby enhancing the patentability prospects of certain biotechnology processes). Establishes a presumption of validity with respect to a process claim even through a related product claim is invalidated (thus allowing a patentee to prove that the process claim is independently patentable from the product claim). Title II: Biotechnological Material Patents - Makes any unauthorized person who imports or sells a product made by using a biotechnological material that is patented in the United States liable for patent infringement. Includes within the terms of such patents the right to exclude others from using, selling, or importing such products throughout or into the United States. Establishes exceptions to such requirements to the extent suitable to protect commercial investment made or business commenced before the effective date of such amendments.

Jefferson Commemorative Coin Act of 1993 - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of Thomas Jefferson and his home, Monticello. Mandates that all surcharges received from the sale of such coins be paid to the Jefferson Endowment Fund, and to the Corporation for Jefferson's Poplar Forest. Expresses the sense of the Congress that the coin program shall be self-sustaining and that its administration should result in no net cost to the Numismatic Public Enterprise Fund.

Environment and Public Works Fair Share Act of 1993 - Amends the Federal Aid in Wildlife Restoration Act to require the Federal formula for allocating funds to States under such Act to use the population figures from the latest available estimates prepared by the Department of Commerce for each State (currently, from the latest decennial census). Makes an identical change with respect to the Federal formula used for grants to States for interstate highway systems, Federal-aid urban highways, and highway safety programs (the Federal aid highway program).

Federal Transit Fair Share Act of 1993 - Amends the Federal Transit Act to base the apportionment of Federal transportation funds for certain urban and nonurban mass transportation programs on census estimates prepared by the Department of Commerce. Census Data Fair Share Act of 1993 - Requires the Secretary of Commerce to annually produce and publish current data or estimates on below poverty, urban, rural, and farm populations, for each State, urban area, and rural area for which data is compiled in the most recent decennial census of population. Authorizes such data or estimates to be produced by means of sampling or other methods which the Secretary determines will produce current, comprehensive, and reliable data or estimates.

Agriculture, Nutrition, and Forestry Fair Share Act of 1993 - Amends Federal law to base Federal funding for agricultural experiment stations on the latest Department of Commerce population figures rather than on decennial census figures. Makes similar changes to: (1) the Smith-Lever Act with respect to the Federal Extension Service; and (2) the National Agricultural Research, Extension, and Teaching Policy Act of 1977 with respect to agricultural research at 1890 land grant colleges (including Tuskegee Institute), and the nutrition education program.

TABLE OF CONTENTS: Title I: Shenandoah Valley National Battlefields Title II: Shenandoah Valley National Battlefields Commission Title III: Authorization Of Appropriations Shenandoah Valley National Battlefields Partnership Act of 1993 - Title I: Shenandoah Valley National Battlefields - Establishes the Shenandoah Valley National Battlefields as a unit of the National Park Service (NPS). Sets forth the areas and battlefields included within the Battlefields. Directs the Shenandoah Valley National Battlefields Commission (established in title II) to identify lands in the historic core and the contributing battlefield area in the vicinity that shall comprise the Battlefields. Requires the Secretary and the Commission to: (1) encourage heritage preservation within the regional area of the Battlefields by landowners, local governments, organizations, and businesses; and (2) cooperate to promote heritage tourism in the Shenandoah Valley of Virginia that is compatible with resource protection. Sets forth provisions regarding: (1) restoration of property within the Battlefields; (2) grant awards to property owners and governmental entities and provision of technical assistance to promote and maintain the historic character of the Battlefields; (3) reimbursement of planning costs; and (4) implementation grants to government entities and the private sector. Authorizes the Secretary to acquire lands and interests in lands within the historic core by donation. Directs the Commission to submit to the Congress a Shenandoah Valley Civil War Sites Heritage Plan that describes the appropriate protection, management, uses, and development of the Battlefields consistent with the purposes of this Act. Title II: Shenandoah Valley National Battlefields Commission - Establishes the Shenandoah Valley National Battlefields Commission to: (1) advise and actively participate with the NPS in developing a Heritage Plan; (2) assist in the implementation, coordination, protection, promotion, and management of Battlefield resources; and (3) administer donated funds. Title III: Authorization of Appropriations - Authorizes appropriations.

Preventing Our Kids From Inhaling Deadly Smoke (PRO-KIDS) Act of 1993 - Directs the Administrator of the Environmental Protection Agency to issue guidelines for enforcing a nonsmoking policy at each Federal agency that prohibits, at a minimum, smoking in each portion of a Federal building that is not ventilated separately. Directs the heads of Federal agencies, the Director of the Administrative Office of the U.S. Courts, and specified entities of the legislative branch to adopt nonsmoking policies that meet the guideline requirements. Authorizes Federal agencies to petition for a waiver from the general requirements if extenuating circumstances prevent enforcement and such agencies make a good-faith effort to enforce an alternative policy. Requires Federal agencies in which a labor organization is recognized as a bargaining unit to ensure implementation of the requirements that affect work areas predominantly occupied by employees represented by such organization. Exempts such work areas from the policy if a collective bargaining agreement exists that includes provisions relating to smoking privileges that are in violation of this Act. Terminates such exemption on the earlier of the first expiration date of the agreement or one year after the issuance of the guidelines. Requires the Administrator to establish an outreach program on the dangers of environmental tobacco smoke. Directs the Administrator to establish an Environmental Tobacco Smoke Advisory Office. Requires each person who uses Federal funds to provide children's services to establish and enforce a nonsmoking policy that: (1) prohibits smoking in each portion of the facility used in connection with children's services; and (2) provides for the posting of signs stating that smoking is not permitted. Authorizes persons who make a good-faith effort to enforce a policy that meets such requirements to petition their funding agency for a waiver from the general requirements. Sets forth conditions for granting waivers. Provides for special waivers for persons who provide children's services pursuant to certain collective bargaining agreements. Prescribes civil penalties for violations of this Act. Exempts specified individuals from this Act.

TITLE OF CONTENTS: Title I: AFDC Transition and Work Program Title II: Expanded State Waiver Authority Title III: Miscellaneous Amendments Responsibility and Empowerment Support Program Providing Employment, Child Care, and Training Act - Title I: AFDC Transition and Work Program - Amends part A (Aid to Families with Dependent Children) (AFDC) of title IV of the Social Security Act (SSA) to require States to establish programs to provide AFDC recipients with the education, training, job search, and work experience needed to prepare them for life without AFDC. Amends SSA title IV part F (Job Opportunities and Basic Skills Training Program) to tie revised work supplementation and community work experience programs under such part to the new State programs established above under SSA title IV part A. Amends the Food Stamp Act of 1977 to allow States to elect to subsidize jobs for work supplementation program participants out of funds that would otherwise be payable as food stamp benefits. Requires the Secretary of Agriculture to pay such States amounts equal to such food stamp benefits. Title II: Expanded State Waiver Authority - Establishes an Interagency Waiver Request Board in order to provide a focal point within the Federal Government for the development and coordination of requests to waive specified provisions of various social welfare statutes to improve opportunities for low-income individuals and families to achieve self-sufficiency. Title III: Miscellaneous Amendments - Amends SSA title IV part A to: (1) require AFDC recipients addicted to alcohol or drugs to undergo appropriate treatment as a condition of receiving AFDC; and (2) change AFDC rules for disregarding earned income.

TABLE OF CONTENTS: Title I: Sexual Violence Subtitle A: Penalties and Remedies Subtitle B: Rules of Evidence, Practice, and Procedure Subtitle C: Safe Campuses Subtitle D: Assistance to States and Localities Title II: Domestic Violence, Stalking, and Offenses Against the Family Title III: National Task Force on Violence Against Women Sexual Assault Prevention Act of 1993 - Title I: Sexual Violence - Subtitle A: Penalties and Remedies - Amends the Federal criminal code to provide for: (1) pretrial detention in sex offense cases; and (2) the death penalty for murders committed by sex offenders. Increases penalties for: (1) recidivist sex offenders; and (2) sex offenses against victims under age 16. Amends: (1) the Victims' Rights and Restitution Act of 1990 to require a governmental department or agency to pay for up to two tests for a sexual assault victim in the 12 months following the assault and a counseling session; (2) the Controlled Substances Act to provide for increased penalties for distribution of a controlled substance to a woman while she is pregnant; and (3) the Federal criminal code to authorize the restitution of victims of sex offenses. Establishes a civil remedy for victims of sexual violence. Subtitle B: Rules of Evidence, Practice, and Procedure - Amends the Federal Rules of Evidence to allow evidence of similar offenses in criminal or civil sexual assault and child molestation cases. Revises Federal Rule of Evidence 412 (rape victim shield law). Adds a Federal Rule of Evidence that, in a criminal case in which a person is accused of a sex offense, evidence is not admissible to show that the alleged victim invited or provoked the commission of the offense. Enacts rules to be known as the Rules of Professional Conduct for Lawyers in Federal Practice. Subtitle C: Safe Campuses - Requires the Attorney General to provide for a national baseline study on campus sexual assault. Subtitle D: Assistance to States and Localities - Authorizes the Attorney General to make grants to support projects and programs relating to sexual violence. Title II: Domestic Violence, Stalking, and Offenses Against the Family - Amends the Federal criminal code to establish penalties for interstate travel to commit spouse abuse or to violate a protective order. Establishes penalties (including restitution) for noncompliance with child support obligations in interstate cases. Provides for full faith and credit of protective orders among the States. Directs the Attorney General to: (1) prepare a report on the status of battered women's syndrome as a medical and psychological condition and on its effect in criminal trials; (2) conduct a study of the means by which abusive spouses may obtain information concerning the addresses or locations of estranged or former spouses; and (3) complete a study of problems of recordkeeping of criminal complaints involving domestic violence. Authorizes the Attorney General to make grants to support projects and programs relating to domestic violence and other criminal and unlawful acts that particularly affect women. Title III: National Task Force on Violence Against Women - Establishes the National Task Force on Violence Against Women to develop a uniform Federal, State, and local law enforcement strategy aimed at protecting women against violent crimes, punishing persons who commit such crimes, and enhancing the rights of the victims.

Directs the Secretary of the Interior (the Secretary) to implement the Outer Continental Shelf Leasing Program consistent with the provisions of this Act. Establishes the environmental sciences review panel for certain areas of the Outer Continental Shelf off-shore Florida in order to assess the adequacy of oceanographic, ecological, and socio-economic information available with respect to authorizing leasing and exploration, development, and production activities. Sets limitations with respect to preleasing activities and lease sales within such areas, including specific points in the Eastern Gulf of Mexico Planning Area. Amends the Outer Continental Shelf Lands Act to: (1) include within certain required environmental studies an assessment of the adequacy of available physical oceanographic, ecological, and socioeconomic information; and (2) provide that certain lessee compensation may be a combination of currency and forgiveness of debts due on other leases.

Prohibits the Secretary of the Interior from either conducting any lease sales, or issuing any new leases in any area of the outer continental shelf off the State of Florida, between the seaward lateral boundary between Florida and Alabama and the seaward lateral boundary between Florida and Georgia. Sets forth a moratorium period. Requires the Secretary to: (1) undertake specified environmental or oceanographic studies; (2) initiate cancellation of all leases within a specified area; and (3) report annually to the Congress on the status of such cancellations. Provides that: (1) compensation for such leases shall be paid out of the Treasury; and (2) the State of Florida shall incur no cost or other liability as a consequence of such lease cancellations. Authorizes appropriations.

Amends the Internal Revenue Code to increase the limitation on the one-time exclusion of gain from the sale of a principal residence by an individual who has attained age 55 and provide a cost-of-living adjustment for such amount. Increases the unified credit against the estate tax and the unified credit against the gift tax and provides a cost-of-living adjustment for such credits. Reduces the capital gains tax for a taxpayer other than a corporation by allowing the deduction of 50 percent of the net capital gain. Provides for computing such deduction for estates and trusts. Disallows such deduction against the minimum tax.

Investment Tax Incentive Act of 1993 - Amends the Internal Revenue Code to allow the depreciation deduction to be computed based on a neutral recovery basis for property placed in service after December 31, 1992. Repeals the special depreciation rules applicable under the adjusted current earnings provisions of the minimum tax.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

Mandate for Change in the People's House - Amends rule V of the House of Representatives to abolish the office of the Doorkeeper and incorporates the Doorkeeper's duties into those of the Sergeant-at-Arms. Amends rule X to require each standing committee to submit to the Committee on House Administration its oversight plans for that Congress. Prohibits the consideration of any committee expense resolution, or any amendment to it, if that committee has not submitted its oversight plans. Requires the membership of each committee or other subunit to reflect the ratio of majority to minority party Members of the House at the beginning of the Congress. Exempts the Resident Commissioner from Puerto Rico and the Delegates to the House in determining such party ratio. Revises limits on the number of subcommittees allowed to House committees. Prevents any member from serving on more than four House subcommittees at any one time. Amends rule XI to repeal the general permission, subject to certain conditions, for proxy voting by a member of any committee or subcommittee. Makes it out of order to consider any primary expense resolution unless the Committee on House Administration has reported and the House has adopted a resolution establishing an overall ceiling for House committee statutory and investigative staff personnel for that year. Provides that the overall ceiling for committee staff in a resolution reported by the committee or contained in any amendment for the 103d Congress and the first session of the 104th Congress shall not exceed 90 percent of the total committee staff personnel employed the previous session of the Congress. Applies committee expense resolution requirements and personnel ceilings to the Committees on Appropriations and Budget. Requires a report from the Committee on Appropriations accompanying any appropriation bill to list all appropriations contained in the bill for any expenditure not previously authorized by law. Amends rule XXI to prohibit the consideration in the House of any bill or joint resolution which authorizes enactment of new budget authority for a fiscal year unless such measure is reported in the House on or before May 15 preceding the beginning of such fiscal year. Amends rule XLIII to require a specified oath to be administered to Members or House employees before they are granted access to classified information. Directs the House Committees on Rules and on Government Operations by a certain date to report legislation granting the President enhanced rescission authority with respect to any discretionary budget authority not authorized by law. Directs the Joint Committee on the Organization of Congress to report to the House on the feasibility of converting to a biennial budget-appropriations process and corresponding multiyear authorizations. Provides for a study of the House and Senate committees on realignment of Committee jurisdictions. Abolishes specified select committees. Directs the Committee on House Administration to report a resolution providing for the consideration of a Federal election and campaign reform bill under an open amendment process. Amends rule VI to create a Chief Financial Officer of the House. Establishes the Office of the General Counsel in the House to provide legal assistance to Members and employees of the House on matters directly related to their duties, with specified exceptions. Repeals certain amendments to the Rules of the House of the 102d Congress.

Expresses the sense of the Congress that the President should: (1) negotiate a new base rights agreement with the Government of Panama to allow the permanent stationing of U.S. military forces in Panama beyond 1999 and to ensure that the United States will be able to act independently to maintain the security and operation of the Panama Canal; and (2) consult with the Congress throughout such negotiations.

Nationwide Banking and Branching Act of 1993 - Amends the Bank Holding Company Act of 1956 to authorize the Federal Reserve Board to approve an application by a bank holding company or foreign bank to acquire voting shares or interests in additional insured depository institutions or bank holding companies located in any State (notwithstanding State law to the contrary). Repeals the requirement that such acquisitions be expressly authorized by State statute. Amends Federal banking law to authorize the Comptroller of the Currency to approve interstate branching applications by national banks, subject to the bank's rating under the Community Reinvestment Act of 1977. Authorizes States to elect to either permit or deny interstate branching if the law: (1) applies equally to national and State banks; (2) expressly prohibits all out-of-State banks from establishing or acquiring branches located in the host State; and (3) was enacted within a specified time frame. Permits the States to authorize interstate branching at a later time subsequent to an initial denial and to coordinate their examination and regulatory activities. Amends the Federal Deposit Insurance Act to authorize interstate branching by insured State banks. Amends the International Banking Act of 1978 to prescribe guidelines under which foreign banks may establish interstate banking operations. Amends the Bank Holding Company Act of 1956 and specified Federal banking law to authorize the interstate consolidation or merger of bank holding company subsidiary banks, subject to prescribed guidelines. Amends the Community Reinvestment Act of 1977 to require the appropriate Federal financial supervisory agency to prepare written State-by-State evaluations of the performance records of financial institutions with interstate branches. Requires such agency to promulgate regulations establishing guidelines to ensure that each interstate branch meets the credit needs of the community and market area in which it operates.

Constitutional Amendment - Prohibits in any fiscal year total Federal outlays from exceeding total receipts and Federal outlays from exceeding 19 percent of the Nation's gross national product. Allows such prohibitions to be suspended by a three-fifths roll call vote of each House of Congress. Grants the President the authority to separately approve, reduce, or disapprove any spending provision of a bill.

Requests the Occupational Safety and Health Administration to publish, within one year, proposed amended regulations that specify the components of an adequate operator training program and that provide that only trained employees be authorized to operate powered industrial trucks.
