Commends the Government of Japan for its reversal in policy regarding currency manipulation. Fort Hood Families Benefits Protection Act - Treats members of the Armed Forces and civilian employees of the Department of Defense (DOD) who were killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible. Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Recognizes the 20th anniversary of the historic events in Central and Eastern Europe that brought about the collapse of the communist regimes and the fall of the Iron Curtain. Commemorates, with the Slovak and Czech Republics, the 20th anniversary of the Velvet Revolution in Czechoslovakia. Appreciates the contribution of the Slovak and Czech Republics as members of the North Atlantic Treaty Organization (NATO) and the European Union (EU) to the promotion and defense of democracy. Reaffirms the bonds of friendship and cooperation between the United States and the Slovak and Czech Republics.

Common Sense Health Care Reform and Affordability Act - Requires each state to mitigate the cost of high risk individuals in the state through: (1) a state reinsurance program; or (2) a state high risk pool. Prohibits a health insurance issuer from applying an annual or lifetime aggregate spending cap on any health insurance coverage or plan offered by such issuer. Requires the Secretary of Health and Human Services (HHS) to pay awards to states for reducing the premiums in the small group market or the individual market or reducing the percentage of uninsured, nonelderly residents in a state. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans, which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations and which meet certain ERISA certification requirements. Amends ERISA, the Public Health Service Act, and the Internal Revenue Code to require group health plans that provide dependent coverage of children to continue to treat an individual as a dependent until at least 25 years of age. Prohibits a state from establishing a law that prevents an employer from instituting auto-enrollment for coverage under a group health plan, so long as the participant or beneficiary has the option of declining such coverage. Directs that the laws of the state designated by a health insurance issuer (primary state) shall apply to individual health insurance coverage offered by that issuer in the primary state and in any other state (secondary state), but only if the coverage and issuer comply with conditions of this Act. Revises provisions related to health savings accounts (HSAs), including to allow the payment of premiums for high deductible health plans from HSA accounts. Sets conditions for lawsuits arising from health care liability claims regarding health care goods or services or any medical product affecting interstate commerce. Establishes a statute of limitations and limits noneconomic and punitive damages. Declares that nothing in this Act shall be construed to interfere with the doctor-patient relationship or the practice of medicine. Repeals provisions establishing the Federal Coordinating Council for Comparative Effectiveness Research. Permits a group health plan to vary premiums and cost-sharing by up to 50% of the benefits based on participation (or lack of participation) in a wellness program. Prohibits funds authorized or appropriated by federal law and funds in any trust fund to which funds are authorized or appropriated by federal law from being expended for any abortion. Allows a person to submit an application for licensure of a biological product based on its similarity to a licensed biological product (the reference product).

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Directs the Secretary of Veterans Affairs to carry out a five-year pilot program, in five rural states, under which the Secretary trains and then assigns a specific Department of Veterans Affairs (VA) case manager to each veteran diagnosed with traumatic brain injury who is receiving care in a VA facility in that state.

Benefit Rating Acceleration for Veteran Entitlements Act of 2009 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Reaffirms congressional opposition to trade boycotts of Israel and calls on the President to take stronger steps to end all trade boycotts of Israel. Amends the Trade Act of 1974 to direct the United States Trade Representative to include in: (1) the annual trade barrier report a list of each country (and specified boycott-related information about such country) that participates in any trade boycott of Israel; and (2) the National Trade Estimate a report on U.S. steps taken at the World Trade Organization (WTO) or other international fora to end the trade boycott of Israel.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require all House Committees to post record votes on their web sites within 48 hours of such votes. Exempts record votes taken in executive sessions in the Committee on Standards of Official Conduct.

Preserve Benefits and Jobs Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to: (1) allow a sponsor of a single-employer defined benefit pension plan to elect in 2009 or 2010 extended amortization periods (9 or 15 years) for investment losses incurred in prior years; (2) allow an increase in the valuation range of plan assets; (3) use the funded status of a plan in 2008 to determine benefit restrictions in 2009 and 2010 and prohibit the use of credit balances by pension plans that are under 80% funded in the prior year; (4) exclude plan-related administrative expenses (including investment expenses) from normal cost targets; (5) delay until 2012 the application of certain benefit restrictions to collectively bargained plans; and (6) require a 120% funding target for plans adopting ad hoc amendments that allow lump sum benefits payments and increased plan liabilities. Revises rules relating to information reporting and reportable events. Calculates the amount of any pension plan guarantee by the Pension Benefit Guaranty Corporation (PBGC) using the date of plan termination rather than the date of a plan bankruptcy filing. Amends ERISA provisions relating to multiemployer pension plans to: (1) allow such plans to elect alternative amortization plans and valuation methods in 2009 and 2010 for investment losses; (2) extend by five years the funding improvement period for plans in endangered or critical status; (3) permit multiemployer plans to merge or form alliances with other plans; and (4) increase PBGC guarantees for insolvent plans to increase participant benefits.

Real Stimulus Act of 2009 - Prohibits the Federal Communications Commission (FCC) from proposing, promulgating, or issuing any regulations with regard to the Internet or IP-enabled services. Makes such prohibition non-applicable to regulations that are determined necessary to: (1) prevent damage to U.S. national security; (2) ensure public safety; or (3) assist or facilitate any actions taken by federal and state law enforcement agencies.

Accountability for Business Choices in Iran Act - Expresses the sense of Congress that: (1) Iran's illicit nuclear activities as well as development of unconventional weapons and ballistic missiles and support for international terrorism represent a serious threat to the security of the United States and its allies; (2) the United States should continue supporting diplomatic efforts in the International Atomic Energy Agency (IAEA) and the United Nations Security Council (UNSC) to end Iran's illicit nuclear activities; (3) the UNSC should take further measures beyond specified existing UNSC resolutions to tighten sanctions on Iran, including preventing new investment in Iran's energy sector as long as it fails to comply with international demands to halt its nuclear enrichment; and (4) the United States should discourage foreign banks and entities from investing in Iran's energy sector as well as seek to prohibit entities doing business with the United States from doing business with Iran. Requires the head of each federal agency to ensure that each contract with a company for the procurement of goods and services contains a requirement for the company to certify that it is not conducting business operations in Iran. Defines "business operations" as operations that: (1) provide Iran with refined petroleum resources or technology that could enhance its ability to import or expand its domestic production of such resources; (2) invest $20 million or more in aIran's ability to develop petroleum resources; and (3) provide sensitive technology to Iran. Authorizes a state or local government to adopt measures to prohibit them from entering into or renewing a contract for the procurement of goods or services with persons included on the List of Parties Excluded from Federal Procurement and Nonprocurement Programs. Terminates this Act 30 days after: (1) the President certifies to Congress that Iran has ceased support for acts of international terrorism and is no longer considered a state-sponsor of terrorism; and (2) Iran has permanently ceased the pursuit, acquisition, and development of nuclear, biological, and chemical weapons and missiles.

Supports the Administration's efforts to combat anti-Israel bias at the United Nations (U.N.). Calls on the President and the Secretary of State to oppose endorsement of, and measures stemming from, the Report. Reaffirms support for Israel's right to defend its citizens from violent militant groups and their state sponsors.

Directs the Chief Administrative Officer of the House of Representatives to: (1) take all necessary steps to begin installation of cameras in room H-313 of the Capitol during the next recess lasting 10 calendar days or longer; (2) during the next such recess, begin and complete installation of such cameras; and (3) coordinate with the Chair of the Committee on Rules to provide for live broadcasting of the proceedings of such Committee on the Internet.

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Amends the TRICARE program (a Department of Defense [DOD] managed health care program) to authorize the provision of mental health counseling for TRICARE participants. Authorizes the provision of mental health services in DOD clinical trials. Amends the National Defense Authorization Act for Fiscal Year 1995 to authorize the Secretary of Defense to enter into personal service contracts with mental health counselors. Includes mental health counselors within DOD licensure requirements for health-care professionals.

Suspend ACORN Certification Act of 2009 - Requires the Inspector General of the Department of Housing and Urban Development (HUD), with respect to the Association of Community Organizations for Reform Now (ACORN) or any of its specified related affiliates (covered organizations), to: (1) audit all assistance within HUD jurisdiction provided to ACORN at any time; (2) determine whether each such covered organization has used the assistance in accordance with all laws, regulations, and other terms and conditions; and (3) publish such determination in the Federal Register. Bars covered organizations from being approved, certified, or authorized under the Housing and Urban Development Act of 1968 or otherwise to provide housing counseling in connection with any HUD program or to receive HUD assistance for housing counseling activities unless and until the Inspector General has made a determination, pursuant to such audit, that all such recipients of the assistance have used all of it in accordance with its terms and conditions. Prohibits the HUD Secretary from providing any assistance within HUD jurisdiction for housing counseling activities to a covered organization unless and until the Inspector General has made such determination.

Peace Through Strength Act of 2009 - Sets forth congressional findings regarding: (1) Iranian support for terrorism, (2) Iran's ballistic missile fleet; (3) Iran's nuclear program; (4) the threat to the United States of an electromagnetic pulse (EMP) attack; (5) Iran's dependence on petroleum imports; and (6) Iranian human rights violations. Sets forth U.S. policy regarding normalization of relations with Iran. Amends the Iran Sanctions Act of 1996 to state that it shall be U.S. policy to encourage foreign governments to: (1) direct state-owned entities to cease all investment in Iran's energy sector and all exports of refined petroleum resources to Iran; and (2) persuade, and where possible, require private entities to cease all investment in Iran's energy sector and all exports of refined petroleum resources to Iran. Directs the President, with respect to sanctions against Iran, to (1) reduce the dollar threshold for imposition of sanctions against persons making investments that contribute to Iran's petroleum resource development; (2) enlarge the scope of activities that trigger sanctions against persons providing Iran with petroleum resources which contribute to Iran's ability to develop chemical, biological, or nuclear weapons; (3) impose sanctions against persons importing Iranian goods or services other than news publications into the United States or exporting to Iran goods or technology for other than humanitarian purposes; and (4) include among listed sanctions foreign exchange, banking, and property transaction prohibitions. States that the United States is capable, willing, and ready to use military force to prevent Iran from obtaining or developing a nuclear weapons capability. Directs the Secretary of Defense to: (1) develop military options to prevent Iran's development or deployment of a nuclear weapons capability; and (2) submit a related annual report to the appropriate congressional committees.

Establishes a Joint Select Committee on Earmark Reform to study and report to both chambers on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Expresses the sense of Congress that: (1) grave concerns exist concerning the ballistic missile deployment by the People's Republic of China (PRC) directed toward Taiwan which threatens security and stability in the Taiwan Strait; (2) the President of the United States should seek a renunciation from the PRC of any threat or use of force against Taiwan; and (3) Taiwan's future should be determined peacefully, free from coercion, and with the consent of Taiwan's people.

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Recreational Fishing and Hunting Heritage and Opportunities Act - Requires federal public land management officials to exercise their authority under existing law, including regarding land use planning, to provide for the use of, and access to, federal public lands and waters for fishing, sport hunting, and recreational shooting, except as described in this Act. Requires the heads of federal public land management agencies to exercise their discretion in a manner that supports, promotes, and enhances recreational fishing, hunting, and shooting opportunities, to the extent authorized under applicable law. States that Bureau of Land Management (BLM) and Forest Service lands, excluding lands on the Outer Continental Shelf, shall be open to recreational fishing, hunting, and shooting unless the managing agency acts to close lands to such activity. Permits closures or restrictions on such lands for purposes including resource conservation, public safety, energy or mineral production, energy generation or transmission infrastructure, water supply facilities, national security, or compliance with other law. Requires publication of a public notice preceding any such closures or restrictions, unless mandated by other law. Requires annual reports on closures of federal public lands to recreational fishing, sport hunting, or shooting. Sets forth requirements for specified closures or significant restrictions involving 640 or more acres of federal public lands or waters to fishing or hunting. Establishes the Sport Fishing and Boating Partnership Council and the Sporting Conservation Council.

Small Business Tax Equalization and Compliance Act of 2009 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains. Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) update the online data entry format for such databases to allow states to report information to each database; (3) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (4) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (5) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases. Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

Amends the Emergency Economic Stabilization Act of 2008 (EESA) to prohibit any entity in receipt of financial assistance under the Trouble Asset Relief Program (TARP) (or any other program enacted by the Secretary under EESA authorities) from providing any direct or indirect assistance to, funding, promoting, or in any way contributing to the activities of the Association of Community Organizations for Reform Now (ACORN) or an ACORN-related affiliate. Exempts from this prohibition any entity that has repaid all outstanding amounts of TARP or related financial assistance.

Trisomy 21 Translational Research Parity Act of 2009 or the 21 Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH): (1) in coordination with the directors of specified national research institutes, to expand and intensify NIH programs with respect to translational research and related activities concerning Down syndrome; and (2) allocate specified funds among such institutes. Requires the Director to award grants and contracts for, and provide for the establishment of, at least six centers of excellence regarding such translational research to: (1) contribute to a comprehensive research portfolio for Down syndrome, provide an optimal venue and infrastructure for patient-oriented research, and conduct basic, clinical, and translational research on Down syndrome; (2) carry out a program to make individuals aware of opportunities to participate as subjects in research conducted by the centers; and (3) establish or expand training programs for medical and allied health clinicians and scientists in research relevant to Down syndrome. Requires the Director, in coordination of the National Down Syndrome Patient Registry and Biobank (Biobank), to provide for a program under which samples of tissues and genetic materials that are of use in research on Down syndrome are made available. Requires the Secretary of Health and Human Services (HHS) to: (1) establish the Down Syndrome Coordinating Committee to coordinate federal health programs relating to Down syndrome; (2) award grants and cooperative agreements for the collection, analysis, and reporting of data on, and for epidemiological activities regarding, Down syndrome; (3) establish the Biobank and an advisory committee; and (4) enter into cooperative agreements to develop, implement, and manage Down Syndrome Centers of Excellence.

Limiting the Intrusive Miles of International Terrorist Sponsors Act of 2009 or LIMITS Act of 2009 - Directs the President to restrict to a specified designated area the travel of officials and representatives of countries that are designated as state sponsors of terrorism who are visiting the U.N. headquarters complex in connection with official business. Authorizes presidential waiver of such restriction upon submission of a report to Congress explaining why it is in the national interest to do so. Excludes from such restriction: (1) direct travel to and from John F. Kennedy International Airport or LaGuardia Airport to the designated area in connection with official business at the U.N. headquarters complex; (2) land travel to and from any lodgings or other hotel accommodations in which an official or representative is staying if such lodging or other hotel accommodation is within the designated area; and (3) travel to and from New York University medical center or Bellevue Hospital Center for emergency medical care.

Underscores the value of respectful speech while affirming that the freedoms of speech and religious exercise are integral to free societies and human dignity. Urges the Secretary of State to make every effort to defeat the passage of resolutions on the "defamation of religions" at the United Nations and other resolutions or international instruments that threaten the free and peaceful exchange of ideas, beliefs, and truth claims. Calls on the United Nations (U.N.) to abandon efforts to adopt the flawed concept of "defamation of religions." Urges U.N. member states to focus on protecting the fundamental freedom of individuals to peacefully express their religious beliefs and to avoid supporting resolutions that threaten freedom of expression.

Calls on: (1) the Secretary of State to support the efforts of the appropriate Honduran authorities to ensure that the November 29, 2009, elections are free and transparent; and (2) the President of the United States to recognize such elections as an important step in consolidating democracy and the rule of law in Honduras.
