Census Improvement Act - Prohibits any organization that has been indicted for a violation of law relating to an election for federal or state office or that employs or otherwise uses the services of an individual who has been indicted for such a violation from participating in the Planning Partnership Program for the 2010 census of population. Provides that no bill, joint resolution, amendment, or conference report containing a provision which would have the effect of limiting the application of provisions regarding the confidentiality of census information shall be considered as passed or agreed to by either chamber of Congress except by a vote of at least two-thirds of the Members voting. Requires: (1) the Secretary of Commerce to submit to the Government Accountability Office (GAO) a copy of each question proposed to be included in the 2010 census and the American Community Survey; (2) GAO to review and report to Congress on such questions; and (3) the Secretary to include his or her views on, and GAO to specifically address, the reasons for each question, the purposes for which the information obtained is likely to be used, alternative means by which the same information could be obtained, and the relative advantages and disadvantages of obtaining the information through a census or survey. Prohibits any person conducting the Survey or 2010 census from seeking answers to any questions relating to a household or any member of such household from any person who is not a member of that household.

Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Urges: (1) the President to issue a report clearly outlining the responsibilities, qualifications, and authorities of the special assistants he has appointed (commonly referred to as "czars") and to certify to Congress that such czars will not assert powers other than those granted by statute to a commissioned officer on the President's staff; and (2) Congress to hold hearings on such report and certification within 30 days.

Mourns the loss of life caused by Typhoon Morakot that occurred on August 8, 2009, in the Republic of China (Taiwan) and expresses condolences to the families of the many victims. Recognizes the deep ties between the United States and Taiwan and expresses continued solidarity with its people during this time of crisis. Expresses gratitude to the people of the United States who have supported those humanitarian aid agencies working to assist the people of Taiwan in this time of need.

Veterinarian Services Investment Act - Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to direct the Secretary of Agriculture (USDA) to carry out a grant program to develop, implement, and sustain veterinary services and relieve veterinary shortage situations.

Directs the Secretary of the Treasury to enter into an agreement with a volunteer employees' beneficiary association (VEBA) established after enactment of this Act for the benefit of eligible separated employees of Delphi Corporation (and their dependents) in order to transfer amounts to the VEBA for purposes of establishing, or obtaining coverage under, a health care plan for the benefit of such employees (and dependents). Limits the application of this Act to employees with respect to whom the obligation of Delphi Corporation or General Motors Corporation to provide health care coverage has been discharged in a bankruptcy proceeding. Directs the Secretary to make available up to $3 billion in Troubled Asset Relief Program (TARP) funds, under the Emergency Economic Stabilization Act of 2008 (EESA), to provide health care coverage that is substantially the same as the coverage the obligation for which was so discharged.

Enable Divestment from Sudan and Iran Act of 2009 - Amends the Internal Revenue Code to promote the divestment of investments in Iran or the Sudan by permitting the deferral of tax on gain from the sale of securities in any business that is engaged in certain discouraged activities in Iran or the Sudan if the holder of such securities purchases replacement securities from a business not engaged in such discouraged activities. Includes as discouraged activities in Iran: (1) investment of $20 million or more in the energy sector of Iran (i.e., petroleum, natural gas, or nuclear power) or in a person who provides Iran with oil or liquefied natural gas tankers or pipelines; (2) an extension of credit of $20 million or more to a person who invests in the energy sector of Iran; (3) investment that enhances Iran's ability to develop petroleum resources; (4) the sale of goods, services, technology, information, or support to Iran that allows it to maintain or expand its petroleum industry; or (5) providing Iran with refined petroleum resources. Defines "Sudan discouraged activity" as an investment in any business operation described in the Sudan Accountability and Divestment Act of 2007 (e.g., businesses engaged in power production activities, mineral extraction activities, oil-related activities, or the production of military equipment). Includes as an Iran or Sudan discouraged activity business transactions with or charitable donations to any Iranian or Sudanese person designated as a terrorist or to any foreign terrorist organization. Requires the Secretary of the Treasury to publish and update every six months a list of business entities engaging in any Sudan or Iran discouraged activities.

Short Sea Shipping Act of 2009 - Amends the Internal Revenue Code to exempt from the harbor maintenance tax commercial cargo (other than bulk cargo) loaded at: (1) a port in the U.S. mainland and unloaded at another such port after transport solely by coastal route or river or unloaded at a port in Canada located in the Great Lakes Saint Lawrence Seaway System; or (2) such a port in Canada and unloaded at a port in the U.S. mainland. Defines the "Great Lakes Saint Lawrence Seaway System" as the waterway between Duluth, Minnesota, and Nova Scotia, encompassing the five Great Lakes, their connecting channels, and the Saint Lawrence River.

Severely Injured Veterans Benefit Improvement Act of 2009 - Increases rates of the following veterans' benefits: (1) wartime disability compensation for veterans in need of regular aid and attendance or higher levels of care; and (2) the non-service-connected disability pension for veterans of a period of war whose disability is rated permanent and total and who are permanently housebound. Makes disabled veterans with severe burn injuries eligible for automobile and adaptive equipment assistance. Makes veterans who suffer traumatic brain injury eligible for wartime disability compensation. Authorizes the Secretary of Veterans Affairs (VA) to increase the rate of the special pension for persons entered on Medal of Honor rolls. Extends to September 30, 2021, provisions concerning the treatment of pension amounts of Medicaid-covered veterans who are receiving nursing facility services.

Stop White-collar Assistance to Terrorists Act - Amends the federal criminal code to increase the maximum prison terms for: (1) certain fraud, money laundering, and bribery offenses if committed to facilitate an act of domestic or international terrorism; and (2) providing material support or resources to terrorists. Directs the U.S. Sentencing Commission to review and, if appropriate, amend sentencing guidelines and policy statements for offenses committed to facilitate terrorism to reflect congressional intent that the penalties for such offenses be increased.

Idling Reduction Tax Credit Act of 2009 - Amends the Internal Revenue Code to allow a business tax credit for 50% of the cost of a qualified idling reduction device, up to $3,000. Defines "qualified idling reduction device" as any device that is: (1) used for highway transportation in combination with a trailer or semi-trailer to provide services that would otherwise require the operation of the main drive engine while the vehicle is temporarily parked or stationary; and (2) determined by the Administrator of the Environmental Protection Agency (EPA) to reduce long-duration idling.

Freedom Trade Act - Amends the Trade Act of 1974 to deny nondiscriminatory treatment (normal trade relations treatment) from the products of a foreign country that: (1) engages in violations of religious freedom; (2) restricts the freedom of workers to associate and to organize and bargain collectively; or (3) prohibits or limits the functioning of free and independent labor unions.

Military Voters' Equal Access to Voter Registration Act of 2009 - Amends the National Voter Registration Act of 1993 to require designating direct each Secretary of a military department to designate an office on each Armed Forces installation to ensure that certain individuals are provided the opportunity to register to vote in federal elections, update voter registrations, and request absentee ballots under the Uniformed and Overseas Citizens Absentee Voting Act. Designates as those individuals those who are: (1) members of the Armed Forces and are undergoing a permanent change of duty station, deploying overseas for at least 6 months, returning from an overseas deployment of at least 6 months, or requests assistance related to voter registration; and (2) are dependents of members of the Armed Forces, request assistance, and are at least 18 years old. Considers an office so designated to be a voter registration agency for all purposes of the Act. Requires informing Armed Forces members and their dependents of the assistance available under this Act.

Durban Taxpayer Refund Act of 2009 - Finds that the goals of the 2001 United Nations World Conference Against Racism held in Durban, South Africa, and commonly referred to as the Durban Conference, were undermined by hateful, anti-Jewish rhetoric and anti-Israel political agendas, prompting both Israel and the United States to withdraw their delegations from the Conference. States that it shall be U.S. policy to lead a diplomatic effort to: (1) encourage other countries to not fund any portion of the Durban Review Conference; and (2) explore alternative forums for combating racism and related intolerance. Directs the Secretary of State to withhold from the U.S. contribution to the regularly assessed biennial budget of the United Nations an amount equal to the percentage of such contribution that the Secretary determines would be or has been allocated by the United Nations for the Durban Review Conference or its preparatory or follow-on activities. Provides that: (1) until the Secretary makes a specified certification to the appropriate congressional committees the United States shall withhold from its contribution to such budget an amount equal to the percentage of such contribution that the Secretary determines has been allocated by the United Nations for any conference, other multilateral forum, or related preparatory or follow-on activity of any conference or other multilateral forum under U.N. aegis; and (2) withheld appropriations shall revert to the Treasury if no such certification is made within one year after the appropriation.

International Child Abduction Prevention Act of 2009 - Establishes within the Department of State an Office on International Child Abductions which shall be headed by the Ambassador at Large for International Child Abductions. States that Ambassador at Large shall be a principal adviser to the President and the Secretary of State regarding matters of international child abduction and refusals of rights of access. Authorizes the Ambassador at Large to represent the United States in such diplomatic matters and international forums. States that the primary responsibilities of the Ambassador at Large shall be to: (1) promote measures to prevent the international abduction of children from the United States; (2) advocate on behalf of abducted children whose habitual residence is the United States; (3) assist left-behind parents in the resolution of abduction or refusal of access cases; and (4) advance mechanisms to prevent and resolve cases of international child abduction. Directs the President to: (1) annually review the status of unresolved cases in each foreign country to determine whether the government has engaged in a pattern of noncooperation, and if so, designate such country as a Country With a Pattern of Noncooperation; (2) notify the appropriate congressional committees of such designation; and (3) take specified presidential or commensurate actions to bring about a cessation of noncooperation. Sets forth consultation, notification, and reporting requirements for the President and the Secretary. Prohibits judicial review of any presidential determination or agency action under this Act. Amends the Foreign Assistance Act of 1961 and the International Financial Institutions Act to require the Administrator of the U.S. Agency for International Development (USAID) and the President, respectively, in determining whether a country engages in a pattern of gross human right violations for purposes of assistance considerations, to consider whether such country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access, or has failed to undertake serious efforts to locate children abducted to such country. Amends the Trade Act of 1974 to consider for tariff preference purposes whether a country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access. Amends the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 to require, for issuance of a passport for a child under 14 years old living outside the United States, that the person executing the passport application provides documentary evidence that such person is a U.S. citizen, has joint custody over the child, and is executing such application outside the United States.

Amends the Internal Revenue Code to: (1) make permanent the tax deduction for charitable contributions of food inventory by certain noncorporate taxpayers; (2) set forth rules for determining the basis and fair market value of contributed food; and (3) limit the reduction of such deduction in 2009 and 2010 to the amount by which the fair market value of the contributed food exceeds twice the basis of such food.

Czar Accountability and Reform (CZAR) Act of 2009 - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; and (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent.

Reduction of Irresponsible MRA Growth Act or the TRIM Growth Act - Amends the House of Representatives Administrative Reform Technical Corrections Act to prohibit the Members' Representational Allowance for a fiscal year from exceeding the Allowance established for the previous fiscal year, unless: (1) the Bureau of Labor Statistics (BLS) publishes a national unemployment rate of 6% or lower for each of the six most recent months for which it published a national unemployment rate which occurred before the beginning of the fiscal year; or (2) the Secretary of the Treasury certifies to the congressional appropriations committees that the public debt does not exceed $5.5 trillion as of the first day of the last month of the previous fiscal year.

Berry Amendment Extension Act - Amends the Homeland Security Act of 2002 to prohibit the Secretary of the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured as and when needed. Makes additional exceptions for: (1) procurements by vessels in foreign waters; (2) emergency procurements; and (3) purchases for amounts not greater than the simplified acquisition threshold ($100,000). Requires the Secretary to post a notification that an exception has been applied not later than seven days after the award of the contract. Directs the Secretary to ensure that: (1) each member of DHS's acquisition workforce who regularly participates in textile acquisition receives training on this Act's requirements; and (2) any such training includes comprehensive information on such requirements. Makes this Act inapplicable to the extent that it is inconsistent with U.S. obligations under an international agreement.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Stop Nuclear Assistance to State Sponsors of Terrorism Act of 2009 - Prohibits funds from any U.S. assessed or voluntary contribution to the International Atomic Energy Agency (IAEA) from being used to support assistance provided by the IAEA through its Technical Cooperation Program to any country, including North Korea, that is: (1) a state sponsor of terrorism; or (2) in breach of or noncompliance, or under investigation for breach or noncompliance, with its obligations regarding IAEA safeguards, specified treaties, or the U.N. Charter or relevant U.N. resolutions. Directs the Secretary of State to withhold specified voluntary and assessed IAEA contribution amounts. Authorizes the waiver of such withholding if: (1) the IAEA has suspended all Program assistance to such countries; or (2) the President certifies that such countries no longer pose a threat to U.S. security and allies.

Calls upon: (1) the government of the People's Republic of China (PRC) to cease its campaign against Falun Gong practitioners, including harassment activities within the United States; (2) the Secretary of State to ensure that officials of foreign embassies and consulates are not engaged in activities in the United States that are incompatible with their diplomatic status; and (3) the President and Members of Congress to mark the 10th anniversary of Chinese official repression of the Falun Gong spiritual movement.

Recognizes the Proliferation Strategy Initiative's (PSI) success in enhancing the ability of participating countries to interdict the shipment of nuclear, chemical, and biological weapons, and their means of delivery. Congratulates the Republic of Korea for its decision to participate in the PSI to counter the threat posed by the North Korean regime. Urges: (1) President Obama to further cooperation to stop the proliferation of weapons of mass destruction; and (2) countries not yet participating in the PSI, especially China, to fully cooperate with PSI countries.

Expresses: (1) concern over the threat posed by nuclear, chemical, and biological weapons and related delivery systems in the hands of states that sponsor terrorism, such as Iran; and (2) support for the deployment of U.S. missile defense assets in Europe that will provide a defense of the United States and our European allies from the growing missile threat posed by rogue regimes. Urges the President to expedite the deployment of components of an operational U.S. ground-based missile defense system in Europe. Requests the President to report annually to Congress on steps taken to move forward with such deployment. States that the United States shall continue its support for the missile defense of key allies against attacks by rogue regimes.

Recognizes the fifth anniversary of the congressional declaration of genocide in Darfur, Sudan. Expresses regret that such determination has not yielded effective action on the part of the United Nations and other nations which maintain significant influence in Sudan, including China and certain Arab League members. Urges: (1) the United States to work with other nations to support a negotiated settlement to the conflict; (2) U.N. member states to provide sufficient resources to support a fully capacitated African Union/United Nations Mission in Darfur (UNAMID); and (3) the parties to the conflict in Darfur to cease attacks upon civilians and humanitarian and peacekeeping operations and to commit to finding a political solution in Darfur.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.

Supports Israel's right to defend itself in the face of an imminent nuclear or military threat from Iran, terrorist organizations, and the countries that harbor them, notwithstanding some statements made by the Obama Administration. Reaffirms the bond with Israel and pledges to continue to work with Prime Minister Netanyahu, the Israeli government, and the people of Israel to ensure that Israel continues to receive critical economic and military assistance. Condemns the government of Iran for its continued support of terrorism and its hateful rhetoric toward Israel.
