Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (currently, until the third day) (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

Improving Access to Clinical Trials Act of 2009 - Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to disregard for SSI income eligibility purposes any compensation in the amount of the first $2,000 per year received by an individual for participation in clinical trials for rare diseases or conditions.

Protect the Homeland from North Korean and Iranian Ballistic Missiles Act - States the concern of Congress over North Korean and Iranian long-range ballistic missile technology and the spread of such technology. Expresses support for ballistic missile protection of U.S. allies and forward deployed forces but also the belief that this should not come at the expense of U.S. homeland protection. Directs the Secretary of Defense to deploy specified numbers of ground-based interceptors in Alaska and California and such number in other locations as determined to be appropriate by the President. Authorizes funding for the ground-based midcourse defense system of the Missile Defense Agency.

U.S. Military Medals and Insignia Pride and Patriotism Act of 2009 - Prohibits a military exchange store or other nonappropriated fund instrumentality of DOD from purchasing for resale any military decorations, ribbons, badges, medals, insignia, or other military accoutrements not produced in the United States (Buy American requirement). Provides an exception when the Secretary determines that a satisfactory quality and sufficient quantity of an item produced in the United States cannot be procured. Includes U.S. territories and possessions within the definition of "United States" for purposes of this Act.

American Energy Act - Deep Ocean Energy Resources Act of 2009 - Considers the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 released by the Secretary of the Interior to have been approved as final under the Outer Continental Shelf Lands Act (OCSLA) and to be in full compliance with all requirements of applicable laws. Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to: (1) conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases; and (2) promulgate regulations that establish management of the surface occupancy of the portion of the OCS near the coastline. Amends the Submerged Lands Act to extend to 12 nautical miles a coastal state's allowable seaward boundary. Excepts from the operation of provisions concerning the rights of states all of the oil and gas mineral rights for lands beneath the navigable waters that are located within the expanded offshore seaward boundaries. Deems such rights to be federal property and part of the federal OCS for purposes of OCLA. Revises the procedure for determining each state's Adjacent Zone and each OCS Planning Area. Provides a means of voluntary relinquishment of any portion of a geologically prospective lease. Revises procedures for the granting of OCS leases concerning multiple leases for the same tract, payment of receipts, joint bidding restrictions in Alaska, price thresholds applicable to royalty suspension volumes, and a conservation of resources fee for nonproducing leases. Provides schedules for the sharing and allocation of OCS receipts. Prohibits leasing east of the military mission line (86 degrees, 41 minutes West Longitude, and extending south from the coast of Florida to the outer boundary of U.S. territorial waters in the Gulf of Mexico). Revises OCS leasing provisions concerning: (1) timing and location under each five-year program; (2) consideration of other laws affecting leasing; (3) suggestions from government entities and other persons; and (4) estimates of resources within a state's Adjacent Zone and projections of receipts expected to be shared with each Adjacent State and its political subdivisions. Provides rules for the approval by a federal agency or a state of a petroleum or natural gas pipeline, respectively. Provides guidelines for the preparation of environmental impact statements. Prohibits uses on the federal OCS or in state waters by federal agencies that are incompatible with oil and gas leasing and substantially full exploration and production of geologically prospective tracts. Authorizes the repurchase and cancellation of certain leases that were subject to litigation in the Court of Federal Claims. Allows environmental mitgation requirements associated with leasing activities to be satisfied at a site away from the area affected. Requires the Secretary to establish OCS regional headquarters. Allows a lessee of an existing oil and gas lease for an area located completely within 12 nautical miles of the coastline within the California or Florida Adjacent Zones the option of exchanging such lease for a new oil and gas lease having a primary term of 5 years. Repeals the program of coastal impact assistance to producing states and political subdivisions. Repeals the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of Alaska's Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Directs the Secretary to hold a lease sale offering an additional 10 parcels for lease for research, development, and demonstration of oil shale resources, under the terms offered in a specified solicitation of bids. Allows the temporary reduction of royalties, fees, rentals, bonus, or other payments for leases of federal lands for the development and production of such resources as necessary to incentivize and encourage their development. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states to hire personnel with expertise relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to produce biofuel. Requires the redevelopment authority for each such installation to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Internal Revenue Code with respect to the income tax credits for: (1) the purchase of a new qualified alternative fuel vehicle; (2) the cost of qualified alternative fuel vehicle refueling property; and (3) qualified plug-in electric drive motor vehicles placed in service. Directs the Secretary of Energy to carry out a program of awards to advance the development and application of innovative energy technologies and new energy sources, including for innovative gasoline-operated automobile and advanced battery manufacturing. Amends the Internal Revenue Code to extend various energy efficiency tax incentives. Amends the Energy Independence and Security Act of 2007 to repeal the requirement that the associated lifecycle greenhouse gas emissions of government-procured alternative or synthetic fuels not exceed those from equivalent fuel from conventional petroleum sources. Provides for the procurement of coal-to-liquid fuel and loans to facilities that produce such fuel. Amends the Internal Revenue Code to extend various renewable energy tax credits and to include in certain incentives advanced nuclear power and clean-coal equipment. Establishes in the Treasury the American Renewable and Alternative Energy Trust Fund. Requires the Nuclear Regulatory Commission (NRC) to establish an expedited procedure for issuing combined construction and operating licenses for new reactors. Sets a goal of licensing 100 new reactors, or the megawatt equivalent, by 2030. Requires creation of a uranium supply-disruption mitigation reserve and the convening of a national summit on uranium resources. Establishes policies concerning the disposal of high-level nuclear waste. Directs the Secretary of Energy to establish a National Nuclear Energy Council to advise the Secretary and assist nuclear energy-related investors. Revises NEPA environmental assessment procedures with respect to the consideration of alternative locations or actions for renewable energy projects. Excludes greenhouse gases and climate change from regulation under the Clean Air Act. Amends the Endangered Species Act of 1973 to prohibit the consideration of the impact of greenhouse gases upon species of fish, wildlife, or plants. Sets forth jurisdictional rules and procedures for claims that arise concerning any energy project under a federal lease.

American Energy Innovation Act - Amends the Internal Revenue Code to provide incentives for energy production and conservation, including by: (1) allowing accelerated depreciation of cellulosic biomass ethanol plant property, coal-to-liquid plant property, dedicated ethanol distribution lines, solar and fuel cell property, smart electric meters, and certain clean coal power plants; (2) making permanent tax credits for increasing research activities, nonbusiness energy property, gas produced from biomass, and synthetic fuels produced from coal; (3) allowing new tax credits for pollution abatement equipment, the manufacture of natural gas-powered vehicles, nuclear power manufacturing and construction projects, and carbon dioxide capture from industrial sources; (4) extending the income tax credits for the production of electricity from renewable resources, for energy efficient home expenditures, and for the conversion of motor vehicles to natural gas powered vehicles; (5) extending the excise tax credit for alternative fuels and alternative fuel vehicles; (6) extending the tax deduction for energy efficient commercial buildings; and (7) increasing the tax credit for carbon dioxide sequestration. Establishes: (1) a pilot project for leasing federal lands for the development of commercial photovoltaic and concentrating solar power energy systems; (2) an Alternative Fuel Vehicle Innovation Prize; (3) the Office of the Federal Oil and Gas Permit Coordinator; and (4) the Deficit Reduction Trust Fund into which Outer Continental Shelf (OCS) receipts derived from leases of tracts available as a result of this Act shall be deposited. Amends the Clean Air Act to: (1) exclude from the meaning of "air pollutant" carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride; and (2) revise the renewable fuel standard. Repeals: (1) the authorization to withdraw or reissue the "Interagency Cooperation under the Endangered Species Act" rule and the "Endangered and Threatened Wildlife and Plants: Special Rule for Polar Bear"; (2) specified energy efficiency standards for lamps; (3) the prohibition against oil and gas leasing in certain areas of Gulf of Mexico and oil and gas production in the Arctic National Wildlife Refuge; (4) the limitation on using funds for implementing a commercial leasing program for oil shale resources on public land; and (5) the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005. Requires the Secretary of the Interior to: (1) establish the Alaska Offshore Continental Shelf Coordination Office; and (2) assess the capacity of a storage formation that can retain carbon dioxide. Revises the Coal-to-Liquid Fuel Program. Sets forth provisions concerning loans for the construction of coal-to-liquid facilities and technology. Requires the Secretary of Energy (DOE) to: (1) conduct a natural gas vehicle research, development, and demonstration program; and (2) audit coal-fired electric generation facilities. Provides for: (1) oil and gas leasing in the OCS, the Atlantic Planning Area, the Pacific Planning Area, the Alaska Planning Area, the Gulf of Mexico Planning Area, and the Coastal Plain; (2) the leasing of oil shale resources; and (3) the treatment of revenues received through oil shale or tar sand leases. Authorizes the Secretary of the Interior to designate certain Coastal Plain lands, including the Sadlerochit Spring area, as Special Areas requiring special management and regulatory protection. Requires the DOE Secretary to implement a Nuclear Power 2010 Program and establish a National Nuclear Energy Council. Authorizes the DOE Secretary to use amounts in the Waste Fund to make grants or contracts with private sector entities for the recycling of spent nuclear fuel. Requires the Administrator of the Environmental Protection Agency (EPA) to conduct a research and demonstration program to evaluate the air quality benefits of ultra-clean Fischer-Tropsch transportation fuel.

Auto Dealers' Pension Fairness Act of 2009 - Requires the Presidential Task Force on the Auto Industry to report to Congress on the closing of vehicle dealerships in connection with the commencement of bankruptcy proceedings for Chrysler Corporation and General Motors Corporation in 2009. Declares that during a specified period no withdrawal liability to a multiemployer pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA), in connection with bankruptcy proceedings commenced in 2009, may be imposed on any contributing sponsor by reason of the closing of a Chrysler or General Motors vehicle dealership the sponsor owned or operated. Declares further that any payment of existing withdrawal liability imposed before such period as a result of a dealership closure shall not be payable.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits any automobile manufacturer (manufacturer) in which the federal government has a financial or ownership interest from depriving an automobile dealer (dealer) of its economic rights under a dealer agreement. Requires the manufacturer to assume (or assign to a successor) each agreement in existence before the commencement of a federal bankruptcy case by the manufacturer. Directs any such manufacturer, if a valid dealer agreement is not assumed or assigned, to require the new entity created in the bankruptcy case to enter into a new agreement, under the same terms.

Expresses the House of Representatives' support for the National Day on Writing. Encourages participation in the National Gallery of Writing, which is maintained by the National Council of Teachers of English and contains examples of writing by individuals throughout our country. Encourages educational institutions to submit the compositions of their students and employees to such Gallery and support the efforts of community members to submit compositions to the Gallery.

Consumer Assistance to Recycle and Save Act - Establishes in the National Highway Traffic Safety Administration (NHTSA) a voluntary Consumer Assistance to Recycle and Save Program through which the Secretary of Transportation shall: (1) authorize the issuance of an electronic voucher to offset the purchase or lease price for a new fuel efficient automobile upon the surrender of an eligible trade-in vehicle to a participating dealer; (2) register dealers for Program participation; (3) make electronic payments to them for eligible transactions they accept between specified dates; and (4) establish and provide for the enforcement of measures to prevent and penalize fraud under the Program. Prescribes requirements, including combined fuel economy, for $3,500 and $4,500 vouchers to offset the purchase or lease price for a qualifying passenger automobile or truck. Limits the number of vouchers to one per customer, including joint registered owners of a single eligible trade-in vehicle. Requires a dealer to certify about each eligible trade-in vehicle that the dealer: (1) will arrange for transfer to the United States of the vehicle's title; (2) will accept possession of the vehicle on behalf of the United States; (3) has not and will not sell, lease, exchange, or otherwise dispose of the vehicle for use as an automobile anywhere in the world; and (4) will transfer, on behalf of the United States, the vehicle and its title to an entity that will ensure that the vehicle will be crushed or shredded within the Program period, and has not been, and will not be, sold, leased, exchanged, or otherwise disposed of for use as an automobile anywhere in the world. Prescribes standards which any regulations issued by the Secretary for the Program must meet. Makes it unlawful for any person to violate this Act or any regulations issued under it, particularly by fraud. Prescribes civil penalties for any such violation. Directs the Secretary to make Program information available on an Internet website and through other means.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Expands the urbanized area formula grants program to include public transit projects: (1) in urbanized areas with a population of at least 200,000, and urbanized areas with a population of between 200,000 and 400,000, if the state or regional authority that provides public transportation for the area operates less than 100 buses in fixed-route service in the area during peak service hours; and (2) in urbanized areas with graduated populations of between 400,000 and capping out at 1 million or more. Establishes certain grant limits for such projects. Revises grant eligibility requirements for FY2010-FY2015 for such projects in urbanized areas with a population of at least 200,000.

Parent's Right to Know Act of 2009 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services (HHS) compliance with this Act.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits any automobile manufacturer in which the federal government has an economic interest from depriving an automobile dealer of its economic rights as they existed prior to the commencement of a bankruptcy case by the manufacturer, including the dealer's rights to recourse under state law. Requires such manufacturers to restore the franchise agreements with dealers that were in effect prior to the bankruptcy case.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Fixed Indexed Annuities and Insurance Products Classification Act of 2009 - Amends the Securities Act of 1933 to include within the class of securities exempt from its coverage any insurance or endowment policy or annuity contract or optional annuity contract: (1) whose value does not vary according to the performance of a separate account; and (2) which satisfies standard nonforfeiture laws or similar requirements of the applicable state, Territory, or District of Columbia at time of issue or, in the absence of applicable standard nonforfeiture laws or requirements, satisfies the Model Standard Nonforfeiture Law for Life Insurance or Model Standard Nonforfeiture Law for Individual Deferred Annuities, or any successor model law, as published by the National Association of Insurance Commissioners. Declares without force or effect Rule 151A promulgated by the Securities and Exchange Commission (SEC) on January 16, 2009, and entitled "Indexed Annuities and Certain Other Insurance Contracts."

IDEA Fairness Restoration Act - Amends the Individuals with Disabilities Education Act to include expert witness fees, including the reasonable costs of any test or evaluation necessary for the preparation of the parent or guardian's case in the action or proceeding, within the definition of "attorneys' fees" that may be awarded to the prevailing party in a civil action brought under such Act.

Amends the Burmese Freedom and Democracy Act of 2003 to renew, for three years, the President's authority to ban the import of Burmese products. Approves the renewal of certain import restrictions contained in the Act. Deems this resolution a renewal resolution which shall take effect upon its enactment or July 26, 2009, whichever occurs first.

Congratulates the Republic of Poland on the 20th anniversary of the Polish parliamentary elections, the first free and democratic election in a Communist-bloc country. Recognizes that the June 4, 1989, election enabled Solidarity to form the first non-Communist and democratic government in eastern Europe since 1948. Commends the Polish people for the courage and commitment to freedom, human dignity, and justice which it showed in freeing itself from Communism, which greatly contributed to other peoples doing the same.

Protecting America's Children Act of 2009 - Prohibits the Attorney General from providing funding under the Edward Byrne Memorial Justice Assistance Grant Program to states or local governments that fail to certify that their laws provide adequate protection against the pre-trial release of individuals charged with certain violent or serious sex crimes (e.g., kidnapping and sexual abuse or exploitation of a child) and who pose a serious risk of fleeing, obstructing justice, or threatening, injuring, or intimidating a potential witness, judge, magistrate, or juror.

Directs the Secretary of State, if the government of Cuba is allowed full membership or participation in the Organization of American States (OAS), to withhold assessed and voluntary contributions to the OAS until the President certifies to Congress that there is a government in Cuba that has satisfied certain political, judicial, broadcasting, and labor requirements, and does not include Fidel Castro or Raul Castro.

Help Veterans Own Franchises Act - Amends the Internal Revenue Code to allow business franchisors and veterans who purchase a franchise tax credits for a specified percentage of the fees paid to purchase the franchise. Requires the Administrator of the Small Business Administration and the Secretary of Veterans Affairs to provide information about the tax credits in this Act to veterans service organizations and advocacy groups.

Expresses sympathy to the families of those killed, tortured, and imprisoned as a result of their participation in the democracy protests in Tiananmen Square and elsewhere in China on June 3 and 4, 1989, and to those persons who have suffered for their peaceful efforts to keep that struggle alive during the last two decades. Calls on the People's Republic of China (PRC) to: (1) invite independent investigations into the Tiananmen Square crackdown; (2) end its harassment and detention against those who were involved in the 1989 protests and against those who continue to advocate peacefully for political reform such as Mr. Liu Xiaobo and his wife, Liu Xia; and (3) allow protest participants who escaped to or are living in exile in the United States and other countries to return to China without risk of retribution. Calls on the legal authorities of the PRC to review immediately the cases of those still imprisoned for participating in the 1989 protests and to release those individuals imprisoned solely for peacefully exercising their internationally-recognized rights. Calls on the Administration and Congress to mark the 20th anniversary of Tiananmen Square by meeting with participants in the demonstrations who are living in the United States or elsewhere outside of China, supporting those in China who demand an accounting of the June 1989 events, and supporting those advocating for democratic governance in China.

No More Excuses Energy Act of 2009 - Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend the tax credit for producing electricity from renewable resources; (3) extend through 2018 the energy tax credit for solar energy; (4) set the rate of the excise tax on liquefied natural gas to 24.3 cents per energy equivalent of a gallon of diesel; (5) extend through 2010 the excise tax credit for alternative fuel; (6) allow tax credits for the production of electricity from nuclear energy and the production of fuel from certain onshore wells; and (7) repeal the minimum gas capture requirement for purposes of the carbon dioxide sequestration tax credit. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Medicare Lung Cancer Early Detection Promotion Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to prescribe an increased radiologist service payment for chest radiography (x-ray) services that use Computer Aided Detection technology for the early detection of lung cancer.

Atomic Veterans Relief Act - Includes within the definition of a "radiation-risk activity" for purposes of eligibility for veterans' disability compensation the exposure at any time to ionizing radiation from undetonated weapons or residual contamination resulting from a nuclear detonation. Directs the Secretary of Veterans Affairs to include in regulations pertaining to the service-connection of veterans' disabilities additional provisions to ensure, in the case of a claim by a radiation-exposed veteran for service-connection of a nonpresumptive disability, that the procedures for establishment of whether the disability is service-connected and which require the mathematical calculation of the level of exposure of the veteran to the ionizing radiation (commonly referred to as dose reconstruction) also require the Secretary to, among other things: (1) determine the facts and circumstances of the exposure while presuming the veteran's recitation of the event as correct, unless clear and convincing evidence establishes otherwise; and (2) obtain a reconstructed dose based on specific facts and circumstances established by the evidence.

Renewable Energy Parity Act - Amends the Internal Revenue Code to eliminate after 2010 the reduction in the rate of the tax credit for electricity produced from open-loop biomass, small irrigation power, landfill gas, trash combustion, and hydropower facilities (thus allowing the same credit rate for all renewable resource facilities).

Blue Star/Gold Star Flag Act of 2009 - States that a condominium association, cooperative association, or residential real estate management association may not adopt or enforce any policy, or enter into any agreement, that would restrict or prevent an association member from displaying a Service Flag on residential property within the association with respect to which such member has a separate ownership interest or a right to exclusive possession or use. (A Service Flag, also known as a "blue star banner," is an official banner authorized by the Department of Defense [DOD] for display by families who have members serving in the Armed Forces during any period of war or hostilities the United States may be engaged in for the duration of such hostilities.) States that nothing in this Act shall be considered to permit any display or use inconsistent with: (1) any DOD regulations regarding rules or customs pertaining to the proper display or use of the Service Flag; or (2) any reasonable restriction pertaining to the time, place, or manner of displaying the flag necessary to protect a substantial interest of the condominium, cooperative, or residential real estate management association.

Consumer Assistance to Recycle and Save Act - Establishes in the National Highway Traffic Safety Administration (NHTSA) a Cash for Clunkers Temporary Vehicle Trade-in Program through which the Secretary of Transportation shall: (1) authorize the issuance of an electronic voucher to offset the purchase or lease price for a new fuel efficient automobile upon the surrender of an eligible trade-in vehicle to a participating dealer; (2) certify dealers for Program participation; (3) make payments to them for vouchers they accept between March 30, 2009, and April 1, 2010; (4) provide for the payment of rebates to qualifying persons; and (5) establish and provide for the enforcement of measures to prevent and penalize fraud under the Program. Prescribes requirements, including combined fuel economy, for $3,500 and $4,500 vouchers to offset the purchase or lease price for a qualifying passenger automobile or truck. Limits the number of vouchers to one per customer, including joint registered owners of a single eligible trade-in vehicle. Requires a dealer to certify that each eligible trade-in vehicle: (1) will be crushed or shredded, or transferred to an entity that will ensure it will be crushed or shredded, within the period of the Program; and (2) has not been, and will not be, sold, leased, exchanged, or otherwise disposed of for use as an automobile in the United States or in any other country. Makes any person who purchased or leased a new fuel efficient vehicle after March 30, 2009, and before the enactment of this Act eligible for a cash rebate equivalent to the appropriate voucher amount. Prescribes standards which any regulations issued by the Secretary for the Program must meet. Makes it unlawful for any person to violate this Act or any regulations issued under it, particularly by fraud. Prescribes civil penalties for any such violation. Directs the Secretary to make Program information available on an Internet website and through other means.

Prohibits the Secretary of Veterans Affairs (VA) from authorizing an honor guard to participate in the funeral of any veteran interred in a national cemetery under the control of the National Cemetery Administration unless the honor guard offers to the family of each veteran in whose funeral the honor guard chooses to participate the option of having it perform one of the 13-fold flag recitations. Expresses the sense of Congress that 13-fold flag recitations are a historical tradition and that it should be the policy of the VA to authorize honor guards to participate in the funerals of veterans and proactively offer such a recitation to each veteran's family.

American Shipping Reinvestment Act of 2009 - Amends the Internal Revenue Code to: (1) repeal shipping investment withdrawal tax rules; and (2) allow U.S. corporate shareholders an election to deduct dividends attributable to foreign base company shipping income received from a controlled foreign corporation.

Requires the Architect of the Capitol (AOC) to engrave the Pledge of Allegiance to the Flag and the National Motto of "In God we trust" in the Capitol Visitor Center, in accordance with an engraving plan setting forth the design and location of such engraving which is prepared by the AOC and approved by the House Committee on House Administration and the Senate Committee on Rules and Administration.

Expresses the sense of Congress that with respect to the totalitarian government of Cuba, the United States should pursue a policy that insists upon freedom, democracy and human rights, including the release of all political prisoners, the legalization of political parties, free speech and a free press, and supervised elections, before increasing American trade and tourism to Cuba.

Puerto Rico Democracy Act of 2009 - Authorizes the government of Puerto Rico: (1) to conduct a plebiscite giving voters the option to vote to continue Puerto Rico's present political status or to have a different political status; (2) if a majority of ballots favor continuing the present status, to conduct additional such plebiscites every eight years; and (3) if a majority of ballots favor having a different status, to conduct a plebiscite on the options of becoming fully independent from the United States, forming with the United States a political association between sovereign nations that will not be subject to the Territorial Clause of the Constitution, or being admitted as a state of the Union. Prescribes the eligibility requirements for voting in the plebiscite. Requires the Puerto Rico State Elections Commission to certify plebiscite results to the President and Congress.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."

Social Security Number Fraud and Identity Theft Prevention Act - Amends the Immigration and Nationality Act to authorize the Secretary of the Department of Homeland Security (DHS), the Secretary of Labor, and the Attorney General to require an individual to provide the individual's Social Security account number for inclusion in any: (1) record of the individual maintained by either such Secretary or the Attorney General; or (2) any application, document, or form provided under or required by the immigration laws. (Currently, the Attorney General is authorized to require any alien to provide a Social Security account number for inclusion in any record maintained by the Attorney General or the Bureau of Citizenship and Immigration Services.) Requires the Commissioner of Social Security, if a Social Security account number has been used multiple times, to provide the DHS Secretary with information regarding: (1) the name, date of birth, and address of each individual who used the same Social Security account number; and (2) the name and address of the person reporting the earnings for each such individual. Requires the Commissioner to provide such information to the DHS Secretary, in an electronic form, if more than one person reports earnings for an individual during a single tax year. Directs the Commissioner, at the DHS Secretary's request and expense, to perform and report on a search or manipulation of Social Security Commission records if the Secretary certifies that the purpose is to obtain information likely to assist in identifying individuals (and their employers) who are: (1) using false names or Social Security account numbers; (2) sharing a single valid name and Social Security account number among multiple individuals; (3) using the Social Security account number of a person who is deceased, too young to work, or not authorized to work; or (4) otherwise engaged in a violation of the immigration laws. Declares inadmissible to receive visas and to be admitted to the United States any alien who falsely represents himself or herself to be a U.S. national for any purpose or benefit under immigration and nationality or any other federal or state law.
