Meth Mouth Prevention and Community Recovery Act - Requires the Director of the Center for Substance Abuse Prevention to make grants to enable public and private nonprofit entities to determine whether educating youth about meth mouth (oral decay that is commonly associated with methamphetamine use) is an effective strategy for preventing or reducing methamphetamine use. Reserves a portion of appropriated funds for Indian tribes and tribal organizations. Amends the Public Health Service Act to require the Secretary of Health and Human Services to expand and intensify the clinical research, health services research, and public health research on associations between substance use disorders, oral health, and the provision of dental care. Requires the Secretary to study the effect methamphetamine use has on the demand for, and provision of, dental care. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to support training and offer technical assistance to ensure that dentists and allied dental personnel are prepared to: (1) recognize signs of alcohol or drug addiction; (2) discuss the nature of substance abuse as it relates to their area of expertise; (3) understand how certain dental therapies can affect the relapse potential of substance dependent patients; and (4) help those affected by a substance use disorder find appropriate treatment for their conditions. Authorizes the Administrator to collaborate with professional accrediting bodies to develop and support substance abuse training courses for oral health professionals.

Community Choice Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require state Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced federal medical assistance percentage (FMAP) for ongoing activities of early coverage states that enhance and promote the use of community-based attendant services and supports; and (2) increased federal financial participation for certain expenditures incurred by the state for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible states which have established a Consumer Task Force to assist the state in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to dually eligible individuals.

Medical Economic Deferment for Students (MEDS) Act - Amends the Higher Education Act of 1965 with respect to the meaning of economic hardship under the Federal Family Education Loan or Perkins Loan and related loan insurance programs. Considers borrowers under such programs to be suffering economic hardship if they are working full-time, have a federal educational debt burden equal to at least 20% of their adjusted gross income, and the difference between their adjusted gross income minus such debt burden is less than 220% of the greater of: (1) the annual earnings of an minimum wage earner; or (2) 150% of the poverty line applicable to their family size.

International Megan's Law of 2009 - Requires registered sex offenders to notify appropriate jurisdictions of their intent to travel not later than 21 days before their departure or arrival in the United States. Imposes a fine and/or prison term of up to 10 years for failure to report such travel. Requires diplomatic or consular missions in each foreign country to establish and maintain a countrywide sex offender registry for sex offenders from the United States who temporarily or permanently reside in such country. Directs the Commissioner of U.S. Immigration and Customs Enforcement to issue directives for the assessment of sex offenders whose travel is reported to determine whether such offenders are high risk sex offenders. Directs the President to establish the International Sex Offender Travel Center to monitor the travel of high risk sex offenders. Authorizes the Secretary of State to rescind the passports of individuals awaiting trial for a sex offense against a minor or a permanent resident who has been convicted of such an offense. Amends the Immigration and Nationality Act to make convicted sex offenders inadmissible to the United States. Amends the Trafficking Victims Protection Act of 2000 to include in the annual report of the Secretary of State on the status of severe forms of human trafficking efforts of foreign countries to identify and provide notice of international travel by sex offenders. Encourages the President to use authorities under the Foreign Assistance Act of 1961 to assist foreign countries in identifying and providing notice of sex offenders traveling to the United States and other countries. Sets forth reporting requirements relating to the travel of international sex offenders and the implementation of this Act.

Early Treatment for HIV Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Veterans' Employment Transition Support Act of 2009 or the VETS Act of 2009- Amends the Internal Revenue Code to allow employers a general business tax credit for hiring certain veterans certified by designated local agencies as having served on active duty (other than for training) in the Armed Forces for a period of more than 180 days or having been discharged or released from active duty for a service-connected disability. Sets the amount of such credit at 40% of the first-year wages of such veterans and increases the percentage of such credit for disabled veterans based upon their disability ratings.

Helping Americans Keep Their Homes Act of 2009 - Amends the Internal Revenue Code to: (1) increase from $10,000 to $15,000 the limit on penalty-free distributions from tax-exempt retirement plans for the purchase of a principal residence by a first-time homebuyer; (2) suspend the first-time homebuyer requirement for such distributions that are made before January 1, 2011; and (3) exempt loans from individual retirement accounts (IRAs) used to refinance a principal residence from certain prohibited transaction tax rules until 2011.

Fiscal Integrity through Transparency and Technology (FITT) Act of 2009 - Amends the Congressional Budget Act of 1974 to make it out of order in the House of Representatives or in the Senate to consider any budget resolution for any fiscal year if the percentage increase for the projected total outlays compared to the projected total outlays for the preceding fiscal year exceeds the allowable growth percentage, as determined according to a specified formula. Requires a super majority vote in either chamber to waive or suspend such prohibition. Requires federal departments and agencies to report annually to the Comptroller General, and federal intelligence departments and agencies and their intelligence-related divisions to report annually to the House Select Committee on Intelligence, on total department or agency operating costs for the year, with a separate statement detailing waste, fraud, and abuse during such year. Requires each federal department or agency to design and implement a plan to reduce its operational costs from $.36 to $.15 of every $1.00 appropriated to it (or reduce such costs by 41.67%) through the use of new technologies and standard management practices. Requires the Secretary of the Treasury to include, on each federal tax return, a statement of the aggregate dollar amount of waste, fraud, and abuse by all federal departments and agencies for the most recent year accounted for.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer. Denies such tax credit to any taxpayer whose modified adjusted gross income exceeds $200,000.

Directs the Secretary of Energy to: (1) conduct a five-year program of natural gas vehicle research, development, and demonstration; and (2) coordinate with the natural gas vehicle industry and with the Administrator of the Environmental Protection Agency (EPA) regarding streamlined certification of natural gas conversion systems to federal certification requirements and in-use emission standards.

Secure Access to Firearms Enhancement (SAFE) Act of 2009 - Amends the federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in different states by persons who are not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid state license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their state of residence.

Amends the Consumer Product Safety Improvement Act of 2008 to exempt off-highway vehicles from children's product lead limits. Defines "off-highway vehicle" as: (1) any motorized vehicle designed to travel on two, three, or four wheels and having a seat designed to be straddled by the operator and handlebars for steering control; and (2) a snowmobile. Allows the Consumer Product Safety Commission (CPSC) to exempt a specific product or material from the limits if it finds that lead in the product or material will not result in the absorption of lead (under current law, of any lead) into the human body, taking into account normal and reasonably foreseeable use and abuse of the product by a child.

Support for the Museum of the History of Polish Jews Act of 2009 - Requires assistance provided by the Bureau of Educational and Cultural Affairs of the Department of State to be made available to assist in the development of the permanent collection of the Museum of the History of Polish Jews in Warsaw, Poland. Authorizes the Secretary of State to provide a specified amount to the Museum to carry out such purposes.

Executive Bonus Repeal Act - Amends the Emergency Economic Stabilization Act of 2008 to repeal the exception to the general prohibition against payments of bonuses by companies receiving assistance under the Troubled Asset Relief Program (TARP) for bonus payments that were required by a written employment contract executed on or before February 11, 2009.

Pathway for Biosimilars Act - Amends the Public Health Service Act to allow a person to submit an application for licensure of a biological product based on its similarity to a licensed biological product (the reference product). Requires the Secretary of Health and Human Services to approve the application if: (1) the biological product is biosimilar to the reference product with respect to each condition of use for which the reference product is approved; and (2) the applicant consents to the inspection of the facility that is the subject of the application. Sets forth requirements for a determination by the Secretary that a biological product is interchangeable with a reference product. Prohibits a biological product from being evaluated against more than one reference product. Prohibits licensure under this Act of a biological product containing specified agents or toxins or a schedule I or II controlled substance unless the Secretary determines there would be no increased risk to the security or health of the public from licensing such a biological product. Prohibits the Secretary from making approval of an application under this Act effective until 12 yeas after the date on which the reference product was first licensed. Provides for confidentiality of information received pursuant to this Act. Sets forth provisions governing patent infringement actions related to this Act. Deems as patent infringement the submission of a statement under this Act by the applicant setting forth reasons why the making, use, or sale of the biosimilar product would not infringe the patent, or why the patent is invalid or unenforceable, if the purpose of such submission is to obtain approval to engage in the commercial manufacture, use, or sale before the expiration of such patent.

Stephanie Tubbs Jones Collegiate Housing and Infrastructure Act of 2009 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Congenital Heart Futures Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC) in collaboration with appropriate congenital heart disease patient organizations and professional organizations, to conduct, support, and promote a comprehensive public education campaign to increase awareness regarding congenital heart disease, including the need for lifelong treatment. Authorizes the Secretary to: (1) award a grant to one entity to enhance and expand infrastructure to track the epidemiology of congenital heart disease and to organize such information into a comprehensive National Congenital Heart Disease Registry with the purpose of facilitating research into the types of health services patients use and identifying possible areas for educational outreach and prevention; and (2) establish an Advisory Committee on Congenital Heart Disease. Authorizes the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate research and related activities of the Institute regarding congenital heart disease.

Consumer Assistance to Recycle and Save Act of 2009 - Establishes in the Department of Transportation the Consumer Assistance to Recycle and Save (CARS) Program. Directs the Secretary of Transportation, for FY2009-FY2011, to: (1) encourage a dealer, dismantler, and scrap recycler to participate in the Program; (2) authorize the issuance of a redeemable voucher by a participating dealer to the registered owner of a high polluting automobile for the purchase of a new fuel efficient automobile upon transfer of the eligible automobile title to a participating dealer, dismantler, or scrap recycler; (3) require participating dealers to accept such vouchers as partial payment for the purchase of a new fuel efficient automobile; and (4) electronically transfer funds to a participating dealer upon receipt of a voucher and relevant certifications from the dealer. Requires any dealer receiving a certificate of title to any eligible high polluting automobile in exchange for a CARS voucher to certify to the Secretary that: (1) such title has been retired or otherwise extinguished and not re-issued; and (2) the dealer has received from a dismantler or recycler a certification that such automobile, engine, and drive train will be crushed or shredded within a certain period, will be processed prior to crushing or shredding to ensure removal and appropriate disposition of specified products, and has not been, and will not be, registered, sold, leased, exchanged, distributed, or otherwise operated at any time as an automobile in the United States or in any foreign country. Requires the Secretary to promulgate regulations that allow operators of bus and rail public transit systems to redeem the allowable value of properly issued vouchers to offset the purchase price of annual or monthly transit passes or any other form of individual transit fare credit designated by the transit system operator. Sets forth civil penalties for violations of this Act. Directs the Secretary, for model year 2011, to revise the Program to provide for the issuance of vouchers to offset the purchase of a new battery electric automobile or a new plug-in electric drive automobile.

Directs the Secretary of the Treasury to transmit to the House of Representatives copies of all Department of the Treasury documents, records, and communications referring or relating to: (1) any negotiation concerning the controlled break-up of the American International Group, Inc. (AIG) into at least three government-controlled divisions; (2) any negotiation concerning any additional assistance under title I of the Emergency Economic Stabilization Act of 2008, or other program administered by the Secretary to such corporation; or (3) any government communication or authorization for payment of any pre-existing bonus contract with any AIG executive.

Expresses the sense of the House of Representatives that: (1) the Department of Veterans Affairs (VA) should take full responsibility for financing the health-care benefits earned by veterans with service-connected disabilities; (2) the purchase of supplemental health insurance by a veteran should not be grounds for reducing the federal government's obligation to such veteran; and (3) the VA should not implement policies that discourage disabled veterans from purchasing supplemental health insurance coverage for themselves and their families.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide, to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Cell Tax Fairness Act of 2009 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Multinational Species Conservation Funds Semipostal Stamp Act of 2009 - Requires the United States Postal Service to issue and sell, at a premium, a Multinational Species Conservation Funds Semipostal Stamp. Requires proceeds from the sale of such stamp to be: (1) transferred to the United States Fish and Wildlife Service (USFWS) to help fund the operations supported by the Multinational Species Conservation Funds; and (2) divided equally among the African Elephant Conservation Fund, the Asian Elephant Conservation Fund, the Great Ape Conservation Fund, the Marine Turtle Conservation Fund, and the Rhinoceros and Tiger Conservation Fund. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the USFWS or such Funds. Requires the stamp to: (1) be made available to the public for at least five years; and (2) depict images of flagship multinational species.

Child Protection Improvements Act of 2009 - Amends the National Child Protection Act of 1993 to direct the Attorney General to: (1) establish policies and procedures for a program for national criminal history background checks for child-serving organizations; (2) assist such organizations in obtaining access to nationwide background checks; (3) establish procedures for insuring the accuracy of criminal history records; (4) identify individuals convicted of serious misdemeanors or felonies involving children; and (5) collect demographic data relating to individuals and organizations covered by this Act and make reports to Congress on such data. Limits the liability of a child-serving organization for failure to conduct criminal background checks or to take adverse action against employees with a criminal history. Imposes limitations on the disclosure or use of criminal history records. Amends the PROTECT Act to provide for an extension of the Child Safety Pilot Program.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2009 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease (ESRD) beneficiaries. Amends title XVIII (Medicare ) of SSA to apply special rules to kidney transplant recipients receiving additional coverage for immunosuppressive drugs. Deems such individual to be enrolled under Medicare part B and makes the individual responsible for the full amount of the applicable premiums. Applies deductible and coinsurance requirements to the provision of such drugs. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs for kidney transplant patients.

TARP and ARRA Reporting and Waste Prevention Act - Requires each public or private entity to provide a detailed report to the Secretary of the Treasury upon either: (1) receipt or redistribution of any funds under title I (Troubled Asset Relief Program [TARP]) of the Emergency Economic Stabilization Act of 2008 (EESA) or the American Recovery and Reinvestment Act of 2009 (ARRA); or (2) entering into a contract for projects or services funded by TARP or ARRA. Requires a public or private entity that redistributes any TARP or ARRA funds to another public or private entity to give the redistributee notice that: (1) such funds are a redistribution of either TARP funds or ARRA funds; and (2) the redistributee may be required to report to the Secretary. Instructs the Secretary to: (1) establish a database to hold all such reported information; (2) make the database information available to the public on the website recovery.gov; and (3) establish a national toll-free telephone hotline number for the public to report waste, fraud, or abuse related to either TARP or ARRA funds. Sets forth whistleblower protections. Amends ARRA to require the Recovery Accountability and Transparency Board, if it requests that an inspector general conduct or refrain from conducting an audit investigation, to make such request available to the public on the website recovery.gov.

Recognizes the threat to international security and basic human dignity posed by the decline of economic, humanitarian, and human rights conditions in the Republic of Zimbabwe. Deplores the undemocratic practices and failed policies of the Robert Mugabe regime in Zimbabwe. Urges all nations to join the United States in providing humanitarian relief to the Zimbabwean people. Demands that: (1) nongovernmental organizations engaged in humanitarian relief be given sufficient space to operate; and (2) political prisoners be released.

No Cost Stimulus Act of 2009 - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 issued by the Secretary of the Interior approved as a final oil and gas leasing program under the Outer Continental Shelf Lands Act (OCSLA). Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases. Authorizes the Secretary to conduct commercial lease sales of federally-owned resources to: (1) produce renewable energy; or (2) cultivate marine organisms in their natural habitat. Amends OCSLA to direct the Secretary to develop: (1) a plan to address streamlining the process of making payments to states; and (2) a procedure to provide expedited funding to projects. Amends the Submerged Lands Act to extend from three geographical miles to 12 nautical miles a coastal state's allowable seaward boundary. Authorizes the leasing of land within the 1002 Coastal Plain Area of Alaska to any person qualified to obtain a lease for deposits of oil and gas under the Mineral Leasing Act. Prescribes procedures for lease sales and grants of leases. Directs the Secretary to administer the leasing program, with respect to Coastal Plain environmental protection, according to the No Significant Adverse Effect Standard. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to finance local government impact aid and community service assistance. Establishes an Arctic National Wildlife Refuge (ANWR) Alternative Energy Trust Fund. Amends the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005 to require the Secretary to conduct related lease sales in any state during any period for which there is sufficient support and interest in the state in the development of tar sands and oil shale resources. Amends the Atomic Energy Act of 1954 to repeal the requirement of 30 days' public notice before a hearing on each application for a construction permit for a new new nuclear power plant. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to hear all causes and claims arising from any covered project of federal land leasing for exploitation of oil, natural gas, or any other source or form of energy. Amends NEPA to require completion and review of environmental impact statements within 270 days after their commencement or the action concerned shall be considered a final agency action with no significant environmental impact. Amends the Clean Air Act to declare that carbon dioxide, methane from agriculture or livestock, or water vapor are not air pollutants. Amends the Endangered Species Act of 1973 (ESA) to require the Secretary concerned, upon the declaration of an emergency by a state governor, for the duration of the emergency, to exempt from the prohibition against taking, and against adverse modification of critical habitat, any action reasonably necessary to avoid or ameliorate the impact of the emergency, including the operation of any water supply or flood control project by a federal agency. Prohibits consideration of the impact of greenhouse gas on any species of fish or wildlife or plant for any purpose in the implementation of the ESA.

Adds Parkinson's disease (manifested to a degree of disability of 10% or more) to the list of diseases presumed to have been incurred in or aggravated by military service in Vietnam (and therefore compensable under veterans' disability compensation), notwithstanding that there is no evidence of the disease during the period of service, provided a veteran served between specified dates and was exposed to a herbicide used in military operations during that period.

Calls on Turkey to: (1) eliminate all forms of discrimination, particularly those based on race or religion, and grant the Ecumenical Patriarch appropriate international recognition and ecclesiastic succession; (2) safeguard religious and human rights; (3) continue the advancement of processes and programs to modernize and democratize its own society; (4) respect international law, European Union laws, and the basic tenets of human rights; and (5) prove that it is ready to meet the criteria set forth by the Copenhagen European Council prior to its accession into the European Union.

Adam Walsh Child Protection and Safety Reauthorization Act of 2009 - Amends the Adam Walsh Child Protection and Safety Act of 2006 to extend through FY2014 funding under such Act for: (1) the Sex Offender Management Assistance (SOMA) program; (2) federal assistance to states for enforcing sex offender registration requirements; (3) pilot programs for monitoring sex offenders; (4) grants to combat sexual abuse of children; (5) the Jessica Lunsford address verification grant program; and (6) the program for safe surrender of fugitives. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY2014 funding for: (1) sex offender apprehension grants; and (2) juvenile sex offender treatment grants.

Honors the men and women of Crete who, during World War II, fought an oppressive invader to preserve the ideals of freedom, democracy, and the pursuit of happiness. Commends the PanCretan Association of America for preserving and promoting the history of Crete and its people.

Iran Sanctions Enabling Act of 2009 - States that it is the policy of the United States to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons that have investments of more than $20 million in Iran's energy sector. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit the investment of assets they control in, such persons, including financial institutions which extend them credit to so invest. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by such persons. Expresses the sense of Congress that a fiduciary of an employee benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA) may divest plan assets from, or avoid investing plan assets in, a person that has investments of more than $20 million in Iran's energy sector without breaching his or her fiduciary duties under ERISA, if such determination is based on credible information and in accordance with federal law.

Great Ape Protection Act of 2009 - Prohibits: (1) conducting invasive research on great apes; (2) knowingly breeding, possessing, renting, loaning, donating, purchasing, selling, housing, maintaining, leasing, borrowing, transporting, moving, delivering, or receiving a great ape for the purpose of conducting such research; or (3) using federal funds to conduct such research. Defines "invasive research" as research that may cause death, bodily injury, pain, distress, fear, injury, or trauma to great apes, including drug testing or exposure to a substance that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) and other appropriate federal authorities to provide for the permanent retirement of all great apes that are owned or under the control of the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act.

First Responders Fighting Terrorism Protection Act of 2009 - Grants qualified immunity from civil liability for a first responder who: (1) takes reasonable action to prevent an act of terrorism; or (2) observes or receives a report of, and takes reasonable action to respond to, any suspicious transaction, activity, or occurrence that indicates that an individual may be engaging, or preparing to engage, in a violation of law relating to a terrorist act. Makes a first responder not entitled to assert the defense of qualified immunity nevertheless immune from civil liability under federal, state, and local law if such responder acted in good faith and on objectively reasonable suspicion. Entitles a first responder found to be immune from liability under this Act to recover from the plaintiff all reasonable costs and attorney fees.

National MS and Parkinson's Disease Registries Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Agency for Toxic Substances and Disease Registry, to: (1) develop a system to collect data on multiple sclerosis (MS) and a system to collect data on Parkinson's disease; (2) establish a national surveillance system for the collection and storage of data for each such disease, including population-based registries of U.S. cases of MS and Parkinson's disease; (3) provide analysis regarding expansion of national disease surveillance systems for other neurological diseases and disorders; and (4) establish the Advisory Committee on Neurological Disease Registries. Allows the Secretary, acting through the Director, to provide for the collection, analysis, and reporting of data on MS and Parkinson's disease. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to Parkinson's disease and MS data. Requires the Secretary to ensure that epidemiological and other types of information collected are made available to agencies such as the National Institutes of Health (NIH), the Food and Drug Administration (FDA), the Department of Veterans Affairs (VA), and the Department of Defense (DOD).

Adds Rule XXIX (Time to Read Legislation Before Voting) to the Rules of the House of Representatives to prohibit voting by the House on legislation between the chambers unless: (1) the text of the measure has been available to all Members and their staffs in both printed and electronic format for at least 10 days; and (2) any manager's amendment or other amendment which makes substantive changes to the legislation has been made available in such format for at least 72 hours before such vote. Exempts from such prohibition: (1) the intelligence authorization bill, appropriations, or other legislation containing classified information, or its conference report, if Members have at least seven days to study the measure's contents; and (2) congressional declarations of war or authorization of military force to respond to attacks on the United States. Allows any citizen who is eligible to vote and who is not an employee of the federal executive or judicial branch to petition the board of the Office of Congressional Ethics to investigate allegations that a Member voted for any measure that violated this Rule. Amends Rule XIII (Calendars and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order waiving Rule XXIX.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

Veterans' Memorials, Boy Scouts, Public Seals, and Other Public Expressions of Religion Protection Act of 2009 - Amends the Revised Statutes of the United States to limit the remedy, in a civil action against a state or local official for deprivation of civil rights, to injunctive and declaratory relief, and deny attorneys' fees, where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, including violations relating to: (1) religious words or imagery in veterans' memorials, public buildings, or official seals of states or their subdivisions; and (2) the chartering of Boy Scout units by states or their subdivisions and the Boy Scouts' using public buildings. Imposes the same limits regarding such an action against the United States or any U.S. agency or official acting in his or her official capacity.

Constitutional Amendment - Requires marriage in the United States to consist only of a legal union of a man and a woman. Prohibits any federal or state court from having jurisdiction to determine whether the Constitution or any state constitution requires the legal incidents of marriage to be conferred upon any union other than a legal union between one man and one woman. Prohibits requiring any state to give effect to any public act, record, or judicial proceeding of any other state concerning a union between persons of the same sex that is treated as a marriage, or as having the legal incidents of marriage, under the laws of such other state.
