Parent's Right to Know Act of 2007 - Prohibits any funds appropriated for carrying out federal family planning programs from being made available to any family planning project if any service provider in the project knowingly provides contraceptive drugs or devices to a minor, unless: (1) such provider has given actual written notice to a custodial parent or legal guardian at least five business days prior to providing the drugs or prescription devices; (2) the minor has written consent of a parent or legal guardian; (3) the minor is emancipated; or (4) a court has directed that the minor may receive such drugs or prescription devices. Requires providers to certify to the Secretary of Health and Human Services compliance with this Act.

Thomas J. Manton Prostate Cancer Early Detection and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states to carry out: (1) prostate cancer prevention programs (including screening and referrals for treatment); and (2) demonstration projects to provide preventive health services with respect to prostate cancer (including blood pressure and cholesterol screenings). Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for prostate cancer under this Act and who need treatment for prostate cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Calls on Turkey to: (1) eliminate all forms of discrimination, particularly those based on race or religion, and grant the Ecumenical Patriarch appropriate international recognition and ecclesiastic succession; (2) safeguard religious and human rights; (3) continue the advancement of processes and programs to modernize and democratize its own society; (4) respect international law, European Union laws, and the basic tenets of human rights; and (5) prove that it is ready to meet the criteria set forth by the Copenhagen European Council prior to its accession into the European Union.

Empowering Our Local Communities Act of 2007 - Amends the federal criminal code to impose a minimum mandatory prison term of five years and a maximum term of 40 years on any illegal alien who commits manslaughter while operating a motor vehicle under the influence of alcohol. Amends the Immigration and Nationality Act to impose criminal penalties on individuals present in the United States in violation of immigration laws. Requires the Department of Homeland Security to continue to operate and implement the Institutional Removal Program for the identification and removal from the United States of criminal aliens. Requires such program to be extended to all states. Authorizes states to detain criminal aliens after the completion of their prison sentences to effectuate their transfer to federal custody. Authorizes appropriations for the training of state and local government officers or employees to perform certain functions of a federal immigration officer.

Free Flow of Information Act of 2007 - Prohibits a federal entity (an entity or employee of the judicial or executive branch or an administrative agency) from compelling a covered person (a person engaged in journalism, including their supervisor, employer, parent, subsidiary, or affiliate) to testify or produce any document unless a court makes specified determinations by a preponderance of the evidence. Requires the content of compelled testimony or documents to be limited and narrowly tailored. Applies this Act to communications service providers with regard to testimony or any record, information, or other communication that relates to a business transaction between such providers and covered persons. Sets forth notice requirements. Permits a court to delay notice to a covered person upon determining that such notice would pose a substantial threat to the integrity of a criminal investigation.

Public Prayer Protection Act of 2007 - Denies the Supreme Court and district courts jurisdiction to review any matter related to the alleged establishment of religion involving the expression of public prayer by any federal, state, or local government entity or a government officer or agent acting in an official capacity.

Education for All Act of 2007 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to increase the global commitment to achieving universal basic education by assisting: (1) developing countries to provide all children with a quality basic education; and (2) nongovernmental and multilateral organizations working in developing countries to provide all children with a quality basic education. Directs the President to develop a comprehensive U.S. strategy to promote universal basic education by 2015. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic education plans. Authorizes the United States Agency for International Development (USAID) to establish an education fellowship program to increase the expertise of USAID personnel in promoting universal basic education. Amends the State Department Basic Authorities Act of 1956 to establish within the Department of State a Coordinator of United States Government Activities to Provide Education for All in Developing Countries, who shall shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote universal basic education.

Yellow Ribbon Reintegration Program Act of 2007 - Directs the Secretary of Defense to establish a national combat veteran reintegration program (to be known as the Yellow Ribbon Reintegration Program) to provide National Guard members and their families with information, services, referral, and outreach opportunities throughout the entire deployment cycle. Requires the Program to consist of informational events and activities for such members, their families, and community members through the following phases of the deployment cycle: (1) pre-deployment; (2) deployment; (3) demobilization; and (4) post-deployment-reconstitution. Requires the: (1) National Guard Bureau to establish the Office for Reintegration Programs to administer state National Guard reintegration programs; and (2) Bureau Chief to establish a Center for Excellence in Reintegration.

Expresses the sense of Congress that: (1) restrictions on U.S. visits by high-level elected and appointed officials of Taiwan, including the President of Taiwan, should be lifted; (2) the United States should allow direct Cabinet level exchanges in order to strengthen a policy dialogue with Taiwan; and (3) it is in the U.S. national interest to strengthen links with the democratically-elected government of Taiwan and demonstrate stronger support for democracy in the Asia-Pacific region.

Expresses the sense of Congress that, as the leaders of the United States and the Republic of India have expressed commitment to the values of human freedom, democracy, and the rule of law, it is in U.S. interests to address the treatment of the Dalits and Tribals in India by: (1) raising the issue of caste discrimination and untouchability; (2) inviting Dalit organizations to participate in the planning and implementation of U.S. development projects; (3) prioritizing funding for projects that positively impact Dalit and Tribal communities, especially women; (4) ensuring that anyone receiving U.S. government funds in India is aware that it is U.S. policy that caste discrimination is unacceptable; (5) ensuring that qualified Dalits are not discouraged from working with the U.S. government or U.S.-funded organizations in India; and (6) discussing the issue of caste in the context of congressional delegations.

Child Health Care Crisis Relief Act of 2007 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to establish programs related to mental health services for children and adolescents, to include: (1) entering into contracts with qualified individuals to pay educational loans in exchange for providing mental health services to children and adolescents; (2) awarding scholarships to students who agree to work as child and adolescent mental health service professionals after graduation or completion of residency or fellowship; (3) awarding competitive grants to higher education institutions to establish or expand internship or other field placement programs for students receiving specialized training or clinical experience in child and adolescent mental health; (4) awarding grants to state-licensed mental heath organizations to pay for programs for preservice or in-service training of paraprofessional child and adolescent mental health workers; and (5) awarding grants to higher education institutions to establish or expand graduate child and adolescent mental health programs. Amends title XVIII (Medicare) of the Social Security Act to adjust the graduate medical education program to: (1) exclude a reasonable number of residents or fellows in child and adolescent psychiatry when calculating the maximum number of residents in the field of allopathic or osteopathic medicine for which the hospital may be paid; and (2) extend the period of board eligibility for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution of, and need for, child mental health service professionals and on a comparison of such distribution and need on a state-by-state basis.

Plug-In Hybrid Electric Vehicle Act of 2007 - Directs the Secretary of Energy to: (1) conduct a program of research, development, demonstration, and commercial application of technologies needed for the development of plug-in hybrid electric vehicles; and (2) establish a competitive grant pilot demonstration program to provide up to 25 grants annually to state and local governments and metropolitan transportation authorities, or combinations of them, to implement demonstration projects for plug-in hybrid electric vehicles.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Good Samaritan Protection for Construction, Architectural, and Engineering Volunteers Act - Grants construction companies and architectural and engineering firms and their employees immunity from liability for negligence, except for gross negligence or willful misconduct, when providing emergency assistance on a voluntary basis in response to a declared emergency or disaster, in good faith, and without expectation of compensation.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Sudanese Diaspora Loan Forgiveness Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to establish education loan forgiveness programs for Sudanese citizens who have become naturalized U.S. citizens or who are lawfully residing in the United States if they commit to returning to Southern Sudan for five or more years to help repair damage to infrastructure caused by the Sudanese civil war.

Congressional Accountability and Line Item Veto Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the repeal of any congressional earmark or the cancellation (line item veto) of any limited tariff benefit or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed repeal or cancellation. Dedicates any repeal or cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed repeal or cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Decent Working Conditions and Fair Competition Act - Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good. Grants the President, for reasons of national interest, authority to recommend waiver of the applications set forth in this Act in connection with the goods of any country with respect to one or more of the principles and rights defined in this Act as a core labor standard. Sets forth procedures for consideration of such a waiver. Makes it unlawful for persons to introduce into commerce, sell, trade, or advertise in commerce, offer to sell or transport or distribute in commerce any sweatshop good. Requires the Federal Trade Commission (FTC) to enforce this prohibition as if it were an unfair or deceptive act or practice proscribed under the Federal Trade Commission Act. Allows specified persons with standing to bring a civil action in U.S. district courts against sellers of goods, wares, articles, or merchandise on grounds of a violation of such prohibition. Prohibits executive agencies and the Armed Forces from entering into procurement contracts for sweatshop goods. Prohibits anything in this Act from being construed to preempt a state from regulating labor standards required in the mining, production, or manufacture of merchandise purchased by the state.

Vaccine Safety and Public Confidence Assurance Act of 2007 - Amends the Public Health Service Act to establish the Agency for Vaccine Safety Evaluation in the Office of the Secretary of Health and Human Services. Requires the Director for Vaccine Safety Evaluation to: (1) conduct or support safety research and monitor licensed vaccines; (2) develop a vaccine safety research agenda; (3) evaluate means to promote compliance with federal adverse reaction reporting requirements; (4) provide a clearinghouse for vaccine studies; (5) ensure that functions relating to vaccine monitoring or research on adverse reactions are not carried out by anyone with a conflict of interest; (6) oversee the Vaccine Safety Datalink Project; and (7) resolve U.S. conflicts of interest related to international agreements, partnerships, and activities. Allows the Director to establish a program of awarding fellowships for research on vaccine safety. Requires the Commissioner of Food and Drugs to provide the Director, upon request, with complete access to all vaccine-related information submitted to the Food and Drug Administration (FDA) by vaccine manufacturers. Requires the Director to require vaccine manufacturers to: (1) provide for postmarketing surveillance and clinical testing for any acute or chronic adverse reactions associated with the vaccine; and (2) register in a qualified public registry each clinical trial conducted or supported by the manufacturer with respect to the vaccine. Transfers to the Agency Centers for Disease Control and Prevention (CDC) responsibilities for the Vaccine Safety Datalink Project, the Clinical Immunization Safety Assessment Centers, or any other post-licensure vaccine safety monitoring activities. Requires the Secretary to establish an advisory council in the Agency.

Birthright Citizenship Act of 2007 - Amends the Immigration and Nationality Act to consider a person born in the United States "subject to the jurisdiction" of the United States for citizenship at birth purposes if the person is born in the United States of parents, one of whom is: (1) a U.S. citizen or national; (2) a lawful permanent resident alien whose residence is in the United States; or (3) an alien performing active service in the armed forces.

Colon Cancer Screen for Life Act of 2007- Expresses the sense of the Congress with respect to the use of and reimbursement for colorectal cancer screening tests covered under the Medicare program under title XVIII of the Social Security Act (SSA). Amends SSA title XVIII to: (1) increase Medicare part B (Supplementary Medical Insurance) reimbursement for colorectal cancer screening and diagnostic tests; and (2) cover an outpatient office visit or consultation for the purpose of beneficiary education before a colorectal cancer screening test consisting of a colonoscopy, or in conjunction with the beneficiary's decision to obtain such a screening, regardless of whether the screening is medically indicated with respect to the beneficiary.

Medicare Academic Anesthesiology and CRNA Payment Improvement Act of 2007- Amends title XVIII (Medicare) part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of the Social Security Act to set forth a special payment rule for teaching anesthesiologists (TAs) and teaching certified registered nurse anesthetists (CRNAs). Requires payment of 100% of the fee schedule amount otherwise applicable for anesthesia services personally performed by the TA alone when the TA is training physician residents or student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases, if: (1) the TA is present during all critical or key portions of the anesthesia service or case involved; and (2) either the TA or an anesthesiologist or a CRNA with whom the TA has made special arrangements is immediately available to furnish anesthesia services during the entire case. States that this special payment rule shall not apply in the case of physician services furnished by an anesthesiologist who medically directs a CRNA involved in the training of student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases. Applies to a CRNA medically directed or medically supervised by a physician in the performance of anesthesia services the current fee schedule amount of one-half of the amount for a physician's medical direction of the performance of such services, regardless of whether or not the CRNA is involved in the training of student nurse anesthetists in a single case or two concurrent cases. Requires payment, however, of 100% of the fee schedule amount otherwise applicable for anesthesia services personally performed by a teaching CRNA alone when the teaching CRNA is not medically directed but is involved in the training of student nurse anesthetists in a single anesthesia case or two concurrent anesthesia cases, if: (1) the teaching CRNA is present during all critical or key portions of the anesthesia service or case involved; and (2) the teaching CRNA (or other CRNA or anesthesiologist with whom the CRNA has made special arrangements) is immediately available to furnish anesthesia services during the entire case.

States that the President and the Secretary of Homeland Security should: (1) use every tool available to them to secure the borders against illegal entry; (2) seek state and local law enforcement assistance in enforcing immigration laws; and (3) warn Mexico that any further actions it takes to encourage illegal immigration to the United States will be viewed as interference with our domestic laws in violation of the Vienna Convention on Consular Relations. States that the President should announce that he will oppose any proposal to grant legal status or amnesty to illegal aliens.

Librarian Incentive to Boost Recruitment and Retention in Areas of Need Act of 2007 or the LIBRARIAN Act - Amends the Higher Education Act of 1965 to permit the cancellation of Federal Perkins Loans for students who perform public service as full-time librarians, if the librarian has a master's degree in library science and is employed in: (1) an elementary school or secondary school that is eligible for assistance under title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965; or (2) a public library that serves a geographic area that contains one or more schools eligible for assistance under title I of such Act.

Public Safety Act - Prohibits funds provided by the federal government to a state or local government for the purpose of providing core correctional services from being used to contract with private contractors or vendors to provide such services. Defines "core correctional services" as the housing, safeguarding, protecting, and disciplining of persons charged with or convicted of an offense. Amends the federal criminal code to require the Bureau of Prisons to provide that: (1) any penal or correctional facility or institution, except a facility for nonprofit community correctional confinement (such as halfway houses), confining any person convicted of any offense against the United States shall be under the direction of the Director of the Bureau and shall be managed and maintained by federal, state, or local government employees; and (2) the housing, safeguarding, protection, and disciplining of any person charged with or convicted of any offense against the United States (with that exception) shall be conducted and carried out by federal, state, or local government employees.

National Health Service Corps Improvement Act of 2007 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas; (2) the National Health Service Corps Scholarship Program; and (3) the National Health Service Corps Loan Repayment Program.

Expanding the Promise for Individuals With Autism Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) convene, on behalf of the Interagency Autism Coordinating Committee, a Treatments, Interventions, and Services Evaluation Task Force to evaluate evidence-based biomedical and behavioral treatments and services for individuals with autism; (2) establish a multi-year demonstration grant program for states to provide evidence-based autism treatments, interventions, and services. (3) establish planning and demonstration grant programs for adults with autism; (4) award grants to states for access to autism services following diagnosis; (5) award grants to University Centers of Excellence for Developmental Disabilities to provide services and address the unmet needs of individuals with autism and their families; (6) make grants to protection and advocacy systems to address the needs of individuals with autism and other emerging populations of individuals with disabilities; and (7) award a grant to a national nonprofit organization for the establishment and maintenance of a national technical assistance center for autism services and information dissemination. Directs the Comptroller General to issue a report on the financing of autism services and treatments.

National Amniotic and Placental Stem Cell Bank Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and maintain the National Amniotic and Placental Stem Cell Bank to obtain, store, and make available for research and treatment human stem cells derived from amniotic fluid or placenta. Requires the Bank to maintain not fewer than 100,000 samples of human stem cells. Allows the Bank to obtain a stem cell only if the woman providing the amniotic fluid or placenta makes a written statement of informed consent.

NAFTA Trucking Safety Act of 2007 - Prohibits a Mexico-domiciled motor carrier from being granted authority to operate beyond U.S. municipalities and commercial zones on the U.S.-Mexico border until one or more of the following officials as specified (the Secretaries of Transportation and of Homeland Security and the Department of Transportation Inspector General) certify to Congress that they have met conditions pertaining to: (1) the identification of federal motor carrier safety regulations and acceptance of compliance with Mexican safety regulations; (2) safety enforcement tools; (3) effective and regular monitoring and enforcement of immigration and customs regulations regarding international traffic under the North American Free Trade Agreement; (4) penalties for violation of immigration and customs laws or regulations concerning transportation by Mexico-domiciled carriers; (5) driver records databases used in Mexico; (6) compliance with conditions listed in the Department of Transportation and Related Agencies Appropriations Act, 2002 concerning cross-border trucking safety; and (7) English language proficiency requirements applicable to drivers.

Managing Arson Through Criminal History (MATCH) Act of 2007 - Requires jurisdictions (i.e., states, the District of Columbia, U.S. territories and possessions, and federally recognized Indian tribes) to establish and maintain jurisdiction-wide arsonist registries and make such registries available on the Internet. Requires a criminal arsonist to register in each jurisdiction in which such arsonist resides, is an employee, or is a student. Sets forth other registration requirements and the information required to be provided in a registry by the criminal arsonist and jurisdictions. Allows jurisdictions to exempt from disclosure certain information about an arsonist, including the arsonist's employer and enrollment at an educational institution. Requires the Attorney General to maintain a national database at the Federal Bureau of Investigation (FBI) (to be known as the National Arsonist Registry) and a national arsonist Internet site containing information on each criminal arsonist registered in a jurisdiction's registry or listed on a jurisdiction's Internet site, respectively. Directs the Attorney General to establish a Criminal Arsonist Management Assistance program for awarding grants to jurisdictions to offset the costs of implementing this Act.

William H. Frist Gift of Life Congressional Medal Act of 2007 - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families. Requires the Secretary of Health and Human Services to direct the entity holding the Organ Procurement and Transplantation Network to contract to establish an application procedure and determine eligibility. Allows the Secretary of Health and Human Services or the Network contractor to provide duplicates of the medal to any recipient. Allows the Secretary of the Treasury to enter into an agreement with the Network contractor to collect funds to offset expenditures relating to the issuance of medals, which the Secretary shall deposit in the Numismatic Public Enterprise Fund.

Save Our Small and Seasonal Businesses Act of 2007 - Amends the Immigration and Nationality Act to exempt certain returning H-2B aliens (temporary nonagricultural worker) from annual numerical limitations.

Fairness in Firearm Testing Act - Amends the Homeland Security Act of 2002 to direct the Bureau of Alcohol, Tobacco, Firearms, and Explosives to make a video recording of the entire process of its examination and testing of an item for the purpose of determining whether the item is a firearm (and if so, the type of firearm) or ammunition. Bars the Bureau from editing or erasing any such recording. Directs the Bureau to make available a digital video disc that contains a copy of the recording: (1) at the request of a person who claims an ownership interest in such item; and (2) to a defendant in a criminal proceeding involving such item. Provides that an item which the Bureau has determined is a firearm or ammunition shall not be admissible as evidence unless: (1) the Bureau has complied with the requirements of this Act to make its digital video disc available; or (2) such compliance has been waived in writing by the person against whom the item is offered as evidence.
