Border Law Enforcement Enhancement Act - Authorizes the Secretary of Homeland Security to make grants to sheriff's offices and local and tribal police departments in jurisdictions within 25 miles of the U.S. southern border for: (1) law enforcement operations; (2) detention (including construction and operation of detention facilities) and transfer of illegal aliens to federal authorities; (3) enforcement of substance trafficking laws and other state and federal criminal laws; and (4) hiring, equipping, training, and overtime. States that nothing in this Act shall be construed to authorize state or local law enforcement agencies to exercise federal immigration law enforcement authority.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from properly functioning recreational marine engine, laundry, shower, and galley sink wastes from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other such materials discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Geriatricians Loan Forgiveness Act of 2007- Amends the Public Health Service Act to include each year of fellowship training in geriatric medicine or geriatric psychiatry required in order to obtain a certificate of added qualification in those fields as a year of obligated service under the National Health Service Corps Loan Repayment Program. Requires an individual to provide services in geriatric medicine or geriatric psychiatry during the period of obligated service upon completion of training.

Revises federal coin design requirements for $1 coins honoring each of the Presidents of the United States. Transfers from the edge of such a coin to either the obverse or the reverse face the inscription "In God We Trust."

Calls upon the government of Sudan to end the violence against the people of Darfur and enter into peace talks with those factions in Darfur that are non-signatories of the Darfur Peace Agreement. Encourages federal, state, municipal, university, corporate, and private citizen divestiture from companies that do business with Sudan.

Recommends that the People's Republic of China (PRC) be denied access to all U.S. capital markets until the PRC complies with the terms and conditions of the World Trade Organization (WTO) Agreement and fully honors repayment of its outstanding defaulted public debts owed to U.S. citizens consistent with the efforts of the American Bondholders Foundation.

Expresses: (1) concern over the emerging national security implications of the relationships between the leaders of Iran and regimes in the Western Hemisphere like Venezuela; and (2) support for the people of Iran and Venezuela as they strive for freedom, respect for human rights and civil liberties. Supports the existing counterterrorism efforts of Latin American countries. Emphasizes the importance of eliminating Hizbollah's financial network in the tri-border region of South America and throughout the Western Hemisphere. Recommends that the President of the United States create more mechanisms for joint counterterrorism operations and intraregional information sharing among supportive countries in the Western Hemisphere, especially in light of Iran's increased involvement in the region.

Extends through FY2007 the transitional medical assistance (TMA) program and the abstinence education program under titles V (Maternal and Child Health Services) and XIX (Medicaid) of the Social Security Act. Requires the use of tamper-resistant prescription pads under the Medicaid program.

Expresses the sense of Congress that: (1) the fatal radiation poisoning of Alexander Litvinenko raises significant concerns about the potential involvement of elements of the Russian government in Mr. Litvinenko's death, and about the security and proliferation of radioactive materials; (2) the use of such radioactive materials demonstrates a threat to the safety and security of the people of the Russian Federation, the United Kingdom, the United States, and other countries; and (3) the President of the United States and the Secretary of State should urge Russian President Vladimir Putin and other officials of the Russian government to cooperate fully with the British government in its investigation into Mr. Litvinenko's death and to ensure the security of the production, storage, distribution, and export of polonium-210 as a material that may become dangerous to large numbers of people if utilized by terrorists.

Recalls the essential role that transparency and the free flow of information play in creating democratic institutions and civil society. Recognizes the vital contribution made by independent journalists in Russia in bringing transparency and a free flow of information to readers after decades of Communist censorship and repression. Notes the disturbing trend of murders of independent journalists in Russia over the last decade. Encourages the President of the United States to offer Russian President Vladimir Putin and other officials of the Russian government law enforcement investigative assistance to help identify and bring to justice those responsible for the many unsolved murders of journalists in Russia.

Commission on the Accountability and Review of Federal Agencies Act - Establishes the Commission on the Accountability and Review of Federal Agencies to: (1) evaluate executive agencies and their programs; and (2) submit to Congress a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Requires the Commission to recommend: (1) realignment where a function performed by two or more agencies or programs can be consolidated; (2) realignment or elimination of any agency or program that has wasted federal funds; and (3) elimination of any agency or program that has completed its purpose, become irrelevant, or failed to meet objectives.

Proud to Be an American Citizen Act - Directs the Secretary of Homeland Security to make funds available annually to the Director of U.S. Citizenship and Immigration Services or to approved public or private nonprofit entities to support public ceremonies for administering oaths of allegiance to naturalizing legal immigrants. States that such ceremonies shall: (1) be held on a date that is on or near Independence Day; and (2) include appropriate outreach, ceremonial, and celebratory activities. Specifies: (1) ceremony fund limits ($5,000); and (2) permitted fund uses.

Security and Financial Empowerment (SAFE) Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic violence, dating violence, sexual assault, or stalking (domestic or sexual violence). Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes state use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for victims of domestic or sexual violence on emergency leave. Amends the Internal Revenue Code to prohibit denial of unemployment compensation to individuals separated from employment due to their experience of domestic or sexual violence. Amends the Social Security Act to require training of unemployment compensation and TANF personnel to provide necessary services to victims of domestic or sexual violence. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices against victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage (including termination of health insurance coverage) based on the status of the applicant or insured as a victim of domestic or sexual violence.

Urges: (1) municipalities to work with the U.S. Postal Service to adopt and implement effective dog bite injury prevention programs; and (2) communities to consider the many factors contributing to a dog's tendency to bite Postal employees and to enact model programs and legislation addressing those factors.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Condemns the April 2007 murders of the three Christian workers in Turkey. Supports the government of Turkey's efforts to investigate and prosecute those individuals responsible in order to underline the defense of all residents and citizens of Turkey from attacks by Islamic extremists. Urges the government of Turkey to: (1) take further steps to ensure that religious minority groups in Turkey are protected from such acts of terror by Islamic extremists; and (2) promote freedom of speech and peaceful religious expression in Turkey.

Parental Consent Act of 2007 - Prohibits federal funds from being used to establish or implement any universal or mandatory mental health, psychiatric, or socioemotional screening program. Prohibits federal education funds from being used to pay any local educational agency or other instrument of government that uses the refusal of a parent or legal guardian to provide consent to mental health screening as the basis of a charge of child abuse, child neglect, medical neglect, or education neglect until the agency or instrument demonstrates that it is no longer using such refusal as a basis of such charge. Defines a screening program under this Act as any mental health screening program in which a set of individuals is automatically screened without regard to whether there was a prior indication of a need for mental health treatment, including: (1) any program of state incentive grants to implement recommendations in the July 2003 report of the President's New Freedom Commission on Mental Health, the State Early Childhood Comprehensive System, grants for TeenScreen, and the Foundations for Learning Grants; and (2) any student mental health screening program that allows mental health screening of individuals under 18 years of age without the express, written, voluntary, informed consent of the parent or legal guardian of the individual involved.

Death Tax Repeal Permanency Act of 2007 - Makes the repeal of the estate and generation-skipping transfer taxes under the Economic Growth and Tax Reconciliation Act of 2001 permanent (under the Act, those taxes would be reinstated after December 31, 2010).

Voting Enhancement and Security Act of 2007 - Amends the Help America Vote Act of 2002 to direct the Technical Guidelines Development Committee to develop for the Election Assistance Commission specific guidelines, meeting certain criteria, for the operation of electronic voting equipment in federal elections. Requires states to comply with such guidelines. Requires states to: (1) administer audits of the results of federal elections held in the state in accordance with a state audit plan; and (2) develop and implement election security protocols for protecting the voting equipment and contingency plans for addressing voting system failures and other emergencies.

Education Begins at Home Act - Directs the Secretary of Health and Human Services (HHS) to: (1) allot grants to states, Indians, territories, and possessions for programs of early childhood home visitation; and (2) make competitive grants to local educational agencies and other eligible applicants for early home visitation for families with English language learners. Directs the Secretary of Defense to make competitive grants to eligible applicants for early home visitation for military families. Amends the Head Start Act to direct the Secretary of HHS to establish standards for home visitor staff in Early Head Start programs with respect to their training, qualifications, and conduct of home visits. Revises Early Head Start programs to provide for: (1) training in parenting skills and child development; (2) certain home-based and family support services; (3) procedures for transition into Head Start or other local early childhood education programs; (4) staff communication and program coordination; and (5) professional development and personnel enhancement. Directs the Secretary of HHS to develop and implement a public information and educational campaign to inform the public and new parents about the importance of proper care for infants and children under five years of age.

Cancer Screening, Treatment, and Survivorship Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make matching grants to states or Indian tribes for: (1) cancer screening and referrals; (2) developing and disseminating public information and education programs for the detection and control of certain cancers; (3) improving the education, training and skills of health professionals in detecting certain cancers; and (4) establishing mechanisms to monitor the quality of screening procedures. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide coverage under Medicaid for individuals not otherwise eligible who are under the age 65 and who: (1) have been screened for cancer and have been referred for treatment; or (2) have been diagnosed or treated for cancer. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute (NCI), to expand research programs to identify and improve cancer screening and testing protocols and tools, with particular emphasis on those cancers with the highest incidence of mortality and disability. Directs the Secretary to award grants for activities to raise public awareness to ensure widespread use of cancer screening programs and access to the best available screening and testing services. Requires the Director of NIH to: (1) expand cancer survivorship research activities at NCI-designated cancer centers; and (2) provide assistance to such centers for research to evaluate models of survivorship care.

Court and Law Enforcement Officers Protection Act of 2007 - Amends the federal criminal code to: (1) impose mandatory minimum terms of imprisonment for homicide, manslaughter, and kidnapping crimes against federal judges and law enforcement officers; (2) allow federal judges, U.S. attorneys, and Justice Department employees to carry firearms; (3) increase penalties for assaults against U.S. employees and officers and impose mandatory minimum terms of imprisonment for assaults against federal judges or law enforcement officers; and (4) impose mandatory minimum penalties for retaliating against a federal judge or law enforcement officer on account of the performance of official duties by murdering, kidnapping, assaulting, or threatening a family member. Places limits on the award of civil damages and attorney's fees against judicial officers for injuries incurred by an individual during the commission of a felony or crime of violence. Police Officer Daniel Faulkner Act of 2007 - Amends the federal judicial code to place limits on habeas corpus petitions for review of a state conviction for the murder of a public safety officer or judge engaged in the performance of official duties. Requires the Director of the Bureau of Prisons to make rules allowing correctional officers of the Bureau to carry firearms to and from work and to store them at work.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

Veterans' Employment Transition Support Act of 2007 or the VETS Act of 2007 - Amends the Internal Revenue Code to allow employers a general business tax credit for hiring certain veterans certified by designated local agencies as having served on active duty (other than for training) in the Armed Forces for a period of more than 180 days or having been discharged or released from active duty for a service-connected disability. Sets the amount of such credit at 40% of the first-year wages of such veterans and increases the percentage of such credit for disabled veterans based upon their disability ratings.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

Cyber-Security Enhancement Act of 2007 - Amends the federal criminal code to: (1) prohibit accessing a protected computer to obtain a unique identification number, address or routing code, or access device; (2) revise the definition of "protected computer" to include computers affecting interstate or foreign commerce or communication; (3) expand the definition of "racketeering" to include computer fraud; (4) redefine the crime of computer-related extortion to include threats to access without authorization (or to exceed authorized access of) a protected computer; (5) impose criminal penalties for conspiracy to commit computer fraud; (6) require forfeiture of property used to commit computer fraud; and (7) impose criminal penalties for damaging 10 or more protected computers during any one-year period. Directs the U.S. Sentencing Commission to review and amend its guidelines and policy statements to reflect congressional intent to increase criminal penalties for computer fraud. Authorizes additional appropriations in FY2007-FY2011 to the U.S. Secret Service, the Department of Justice, and the Federal Bureau of Investigation (FBI) to investigate and prosecute criminal activity involving computers.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Amends the Internal Revenue Code to repeal the prohibition against churches and other tax-exempt organizations participating in political campaigns or supporting or opposing candidates for public office. Expresses the sense of the House of Representatives that the Soviet Union's decades-long occupation of Estonia was illegal and a violation of Estonia's sovereignty. Expresses support for Estonia as a sovereign state and a member of the North Atlantic Treaty Organization (NATO) and the Organization of Security and Cooperation in Europe (OSCE). Condemns: (1) recent acts of violence and looting in Estonia; (2) attacks and threats against Estonia's embassies and officials in Russia and other countries; and (3) political efforts to exploit the memory of the victims of the Second World War. Urges all activists to express their views peacefully. Honors the sacrifice of all those, including Red Army soldiers, who gave their lives to defeat Nazism. Supports the government of Estonia's efforts to initiate a peaceful dialogue with the government of the Russian Federation. Urges the governments of all countries to: (1) condemn the violence that has occurred in Estonia, Moscow, and elsewhere in 2007, and to urge all parties to express their views peacefully; (2) assist the government of Estonia in its cyber-attacks investigation; and (3) fulfill their obligations under the 1961 Vienna Convention on Diplomatic Relations.

Ethiopia Freedom, Democracy, and Human Rights Advancement Act of 2007 - States that is U.S. policy to: (1) support human rights, democracy, independence of the judiciary, freedom of the press, peacekeeping capacity building, and economic development in the Federal Democratic Republic of Ethiopia; (2) collaborate with Ethiopia in the Global War on Terror; (3) seek the release of all political prisoners and prisoners of conscience in Ethiopia; (4) foster stability, democracy, and economic development in the region; and (5) strengthen U.S.-Ethiopian relations. Directs the Secretary of State to take specified actions to support human rights and democratization in Ethiopia. Prohibits until the President makes specified congressional certifications: (1) security assistance to Ethiopia, with exceptions for peacekeeping or counter-terrorism assistance; and (2) U.S. entry of any Ethiopian official involved in giving orders to use lethal force against peaceful demonstrators or accused of gross human rights violations, government security personnel involved in specified shootings of demonstrators, and Ethiopian civilians involved in specified killings of Ethiopian policemen. Directs the President to provide assistance for the rehabilitation of Ethiopian torture victims. Expresses the sense of Congress that the U.S. government should: (1) encourage the government of Ethiopia to enter into discussions with the Oromo Liberation Front to bring them into full participation in Ethiopia's political and economic affairs; and (2) provide necessary assistance to help achieve such goal. Directs the President to provide Ethiopia with: (1) economic policy assistance; (2) financing for U.S.-Ethiopian commercial ventures; and (3) resource policy assistance.

Geriatric Assessment and Chronic Care Coordination Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare part B (Supplementary Medical Insurance) coverage of geriatric assessments and chronic care coordination services for eligible individuals. Directs the Secretary of Health and Human Services to conduct outreach activities to inform likely eligible individuals of such assessments and services. Directs the Secretary to contract for a study and report to Congress and the Secretary on: (1) the effectiveness of such coverage in improving the quality of care provided to Medicare beneficiaries with chronic conditions; and (2) the impact of such assessments and services on reducing Medicare expenditures. Directs the Secretary to study and report to Congress on: (1) the effectiveness of pay-for-performance programs to serve Medicare beneficiaries with multiple conditions; (2) the cost-effectiveness of chronic care coordination under Medicare; and (3) whether the quality measures used for making Medicare part B payments improve the quality of care provided to Medicare beneficiaries with multiple chronic illnesses.

Disabled Veterans Tax Fairness Act of 2007 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than 15 years before the date of a disability determination.

Coal Liquid Fuel Act - Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy to enter into: (1) standby loan agreements with up to six qualifying CTL projects, at least one of which shall be owned by two or more small coal producers; and (2) a profit-sharing agreement with the project at the time the standby loan agreement is executed. Defines "qualifying CTL project" as: (1) a commercial-scale project that converts coal to liquid or gaseous transportation fuels; or (2) not more than one project at a facility that converts petroleum refinery waste products, including petroleum coke, into liquids or gaseous transportation fuels, and demonstrates the capture, sequestration, or disposition of carbon dioxide produced in the conversion process.

Requires the Director of the Office of National Drug Control Policy to study and report to Congress on prescription drug disposal programs in which individuals return unused prescription drugs to pharmacies or other locations, focusing on certain issues including: (1) best practices of such programs; (2) affects of such programs on pharmacies; and (3) training and infrastructure needed to ensure the success of such programs. Requires the Administrator of the Environmental Protection Agency (EPA) to conduct a study identifying the environmental impacts of current prescription drug disposal programs and methods.

Mental Health Security for America's Families in Education Act of 2007 - Amends the Family Educational Rights and Privacy Act of 1974 to allow an educational agency or institution of higher education to disclose to a parent or legal guardian of a student who is a dependent (as defined in the Internal Revenue Code) information related to any conduct of, or expression by, the student that demonstrates that the student poses a significant risk of harm to himself or herself or to others, including a significant risk of suicide, homicide, or assault. Requires, for the disclosure of any such information not otherwise authorized to be disclosed: (1) consultation with an approved mental health professional; and (2) a written certification from such professional that the student poses a significant risk of harm to himself or herself or to others, including a significant risk of suicide, homicide, or assault and that possession of such information by the parent or legal guardian my protect the student's, or others', health or safety. Permits disclosure under this Act as long as the student is a dependent, regardless of whether the student has attained 18 years of age or is attending an institution of postsecondary education. Provides protections of educational agencies and institutions from liability for disclosure.

Kinship Caregiver Support Act - Authorizes the Assistant Secretary for Children and Families of the Department of Health and Human Services to make grants to eligible entities to pay for the federal share of the cost of carrying out kinship navigator programs. Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize all states to opt to enter agreements to provide kinship guardianship assistance payments on behalf of children to grandparents and other relatives who have assumed legal guardianship of children for whom they have cared as foster parents and have committed to care for on a permanent basis. Provides that adoptive parents of children with special needs remain eligible for adoption assistance, even if they receive kinship guardianship assistance. Authorizes the use of foster care independence program funds to provide independent living services and education and training vouchers for children who exit foster care to kinship guardianship or adoption after age 14. Directs the Secretary to enter into agreements with eligible entities to conduct demonstration kinship guardianship assistance projects. Requires states to: (1) notify all adult grandparents and other adult relatives (with exceptions due to family or domestic violence) when a child is removed from custody of a parent or parents; and (2) explain the options the relative has to participate in the child's care and placement. Allows state agencies to establish separate standards for foster family homes in which a foster parent is a relative of the foster child. Expands the definition of family support services to include assisting kinship caregivers or guardians in locating and accessing needed services. Requires that states inform case workers and families considering guardianship of all permanency options and service eligibility.

Commonsense Consumption Act of 2007 - Prohibits new, and requires dismissal of pending, civil actions by any person against a manufacturer, marketer, distributor, advertiser, or seller of food, or a trade association, for any injury related to a person's accumulated acts of consumption of food and weight gain, obesity, or any associated health condition. Subjects to such prohibition: (1) any action brought by a person other than the person on whose weight gain, obesity, or health condition the action is based; and (2) any derivative action brought by or on behalf of any person or any representative, spouse, parent, child, or other relative of that person. Excludes from this prohibition any actions alleging: (1) a breach of express contract or express warranty provided that the grounds of recovery are unrelated to a person's weight gain, obesity, or related health condition; (2) a knowing violation of a federal or state statute applicable to the marketing, advertisement, or labeling of food with intent for a person to rely on that violation, where such person relied on that violation, and where such reliance was the proximate cause of injury related to that person's weight gain, obesity, or related health condition; or (3) a violation brought by the Federal Trade Commission (FTC) under the Federal Trade Commission Act or by the Food and Drug Administration (FDA) under the Federal Food, Drug, and Cosmetic Act.

Volunteer Pilot Organization Protection Act of 2007 - Amends the Volunteer Protection Act of 1997 to exempt from liability a nonprofit volunteer pilot organization (or its referring agency) that flies for public benefit, its staff members, and its volunteers for harm caused by a volunteer while flying, in furtherance of the organization's purpose, an aircraft for which the volunteer was properly licensed and insured.

Sunshine in the Courtroom Act of 2007 - Authorizes the presiding judge of a U.S. appellate court or U.S. district court to permit the photographing, electronic recording, broadcasting, or televising to the public of court proceedings over which that judge presides except when such action would constitute a violation of the due process rights of any party. Directs: (1) a district court, upon the request of any witness in a trial proceeding other than a party, to order the face and voice of the witness to be disguised or otherwise obscured to render the witness unrecognizable to the broadcast audience of the trial proceeding; and (2) the presiding judge in a trial proceeding to inform each witness who is not a party of the right to make such request. Authorizes the Judicial Conference of the United States to promulgate advisory guidelines to which a presiding judge may refer in making decisions regarding the management and administration of photographing, recording, broadcasting, or televising described in this Act.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Safe Nursing and Patient Care Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to place limitations on mandatory overtime for nurses, prohibit retaliation against them in any manner with respect to any aspect of employment, and establish civil money penalties for violations of this Act. Directs the Secretary of Health and Human Services to study and report to Congress on standards to establish for the maximum number of hours that a nurse may work without compromising the safety of patients. Requires the Director of the Office of Management and Budget to study and report to Congress on the extent to which federally operated medical facilities have in effect practices and policies for overtime requirements for nurses that are inconsistent with the requirements added by this Act.
