Cancer Survivorship Research and Quality of Life Act of 2006 - Amends the Public Health Service Act to require the Director of the National Cancer Institute (NCI)) to establish and support demonstration, education, and other programs for cancer survivorship. Requires the Director of the National Institutes of Health (NIH) to: (1) expand and coordinate NIH cancer survivorship research activities; (2) establish a Division of Cancer Survivorship within NCI; and (3) provide for the expansion of cancer survivorship research activities at NCI-designated cancer centers. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) expand the National Comprehensive Cancer Control Program; (2) study the unique health challenges associated with cancer survivorship; and (3) carry out projects and interventions to improve the long-term health status of cancer survivors. Requires the Secretary to: (1) establish programs that demonstrate how to prevent and control cancer and improve access to quality cancer care among racial and ethnic minorities and medically underserved populations with disproportionate incidence of, or death from, cancer; (2) promote cancer education, prevention, and early detection of cancer; (3) award grants for cancer control and prevention; and (4) establish the National Commission on Cancer Survivorship. Requires the Secretary, acting through the Directors of CDC and NCI, to make grants to monitor and evaluate the quality of cancer care, develop information concerning the quality of care, and monitor cancer survivorship.

Veterans Mental Health Care Access Improvement Act of 2006 - Modifies requirements for appointment to positions in the Veterans Health Administration of the Department of Veterans Affairs (VA) by establishing eligibility requirements for licensed mental health counselors and marriage and family therapists.

Directs the President to make unemployment assistance available to eligible individuals under the Robert T. Stafford Disaster Relief and Emergency Assistance Act as a result of a disaster declaration for Hurricane Katrina or Rita for 52 weeks after the date of such declaration.

National Emergency Management Reform and Enhancement Act of 2006 - Amends the Homeland Security Act of 2002 to provide for the establishment within the Department of Homeland Security (DHS) of a Directorate of Emergency Management (DEM) (replacing the Directorate of Emergency Preparedness and Response). Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Establishes within DEM: (1) an Office of State, Local, and Tribal Government Coordination and an Office of Public and Community Preparedness; (2) a National Citizen Corps Council; (3) a National Incident Management System and National Response Plan Integration Center; and (4) a National Urban Search and Rescue Response System. Establishes in DHS Offices of Grants and Planning, Training and Exercises, Emergency Communications, Infrastructure Protection, and Cybersecurity and Telecommunications. Establishes the Emergency Communications Preparedness Center. Directs the Secretary of DHS to: (1) regularly update, revise, or replace essential capabilities for state, local, and tribal government emergency preparedness; (2) require any state or urban area that applies for federal homeland security assistance to maintain a catastrophic emergency plan; (3) establish the National Advisory Council on Emergency Management, a System Assessment and Validation for Emergency Responders Program, a Homeland Security Education Program in the National Capital Region, a Prepositioned Equipment Program, and a National Asset Inventory Program; (4) develop an integrated national public alert and warning system; and (5) establish within DHS a Gulf Coast Long-Term Recovery Office. Redesignates the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Requires the Secretary to: (1) ensure that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) annually certify that such controls are in place. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery.

Central Asia Democracy and Human Rights Promotion Act of 2006 - Authorizes the President to provide assistance for the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) to support democracy, human rights, and the rule of law. Authorizes additional FY2007-FY2008 appropriations for Voice of America and RFE/RL, Incorporated to expand radio broadcasting in languages spoken in Central Asia. Conditions assistance for foreign operations, export financing, and related programs to a Central Asian government upon certification by the Secretary of State to the appropriate congressional committees that such government meets specified requirements respecting: (1) democratization; (2) freedoms of speech and the press; (3) freedom of religion; (4) prevention of torture; and (5) rule of law. Authorizes: (1) a national security waiver; and (2) withheld amounts to be used for democracy assistance. Conditions assistance for foreign operations, export financing, and related programs to the government of Uzbekistan upon certification by the Secretary to the appropriate congressional committees that: (1) the government of Uzbekistan is making substantial progress in meeting its commitments under the Declaration on the Strategic Partnership and Cooperation Framework Between the Republic of Uzbekistan and the United States of America; and (2) a credible international investigation of the May 2005 shootings in Andijan is underway with the support of the government of Uzbekistan. Directs the Secretary to: (1) identify Uzbek officials, family members, and associates implicated in the Andijan massacre, or involved in other human rights violations in Uzbekistan; and (2) notify the Secretary of the Treasury, Attorney General, and the appropriate congressional committees of such identification. Provides for: (1) freezing of assets and visa bans for such individuals; and (2) export prohibition of United States Munitions List items to Uzbekistan.

Condemns the failure of the government of Venezuela to stop criminal drug trafficking. Expresses the sense of Congress that: (1) it should continue to be U.S. policy to support cooperation between Venezuela and its partners in the Andean region to combat drug trafficking; (2) efforts to restore cooperation between Venezuela and the U.S. Drug Enforcement Administration should be continued; (3) it should continue to be U.S. policy to assist the international community in a review of security measures at the Simon Bolivar International Airport and to work with the Organization of American States (OAS) to bring Venezuela into compliance with OAS conventions and treaties to punish and eliminate narco-terrorism; (4) the Secretary of Transportation should report to Congress on actions taken by the government of Venezuela to restore airport security measures at Simon Bolivar International Airport; and (5) the Secretary of State should report to Congress on Venezuela's compliance with international counternarcotics treaties.

Reform of National Security Reviews of Foreign Direct Investments Act - Amends the Defense Production Act of 1950 to direct the President, upon receiving written notification by any party involved of a possible merger, acquisition, or takeover which could result in foreign control of any person engaged in interstate commerce in the United States (covered transaction), or upon a motion of a member of the Committee on Foreign Investment in the United States (CFIUS), to review the covered transaction to determine whether it threatens to impair U.S. national security and whether such threat can be mitigated. Requires CFIUS, if it determines that the covered transaction is a foreign government-controlled transaction, to conduct its own investigation. Requires the President, in his investigation, to take necessary action to protect national security with respect to the covered transaction. Makes any review final and complete only after its findings and report are approved and signed by both the Secretaries of the Treasury and Homeland Security. Requires the Director of National Intelligence to carry out an analysis of the threat to national security of any covered transaction. Makes CFIUS a statutory committee under the Defense Production Act of 1950, with a revised membership. Requires the consideration, as additional factors in determining whether it should be investigated, of whether a covered transaction: (1) has a security-related impact on critical infrastructure; and (2) is a foreign government-controlled transaction. Authorizes CFIUS to: (1) negotiate, impose, and enforce any agreement or condition with any party to a covered transaction in order to mitigate any threat to national security; (2) track withdrawn notifications; and (3) monitor the enforcement of any agreements. Requires reports to Congress by the President and CFIUS concerning investigations of covered transactions.

Alternative Energy Refueling System Act of 2006 - Amends the Solid Waste Disposal Act to require the Administrator of the Environmental Protection Agency (EPA) to establish a program to provide eligible entities (refueling vendors or owners or operators of a facility where an alternative energy refueling system is located), for FY2007-FY2011, reimbursement from the Leaking Underground Storage Tank Trust Fund for a portion of the costs of purchasing and installing one or more alternative energy refueling systems (systems used to refuel motor vehicles with an alternative fuel such as compressed natural gas or E-85 ethanol). Prohibits an entity that receives a federal tax credit for placing in service a qualified alternative fuel vehicle refueling property from receiving reimbursement under this Act if the system cost was taken into consideration in calculating the tax credit. Limits reimbursement to: (1) two systems for each facility owned by an eligible entity; and (2) the lesser of 30% of a system's cost or $30,000.

Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY2015. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation.

401Kids Family Savings Act of 2006 - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to extend through 2015 provisions allowing increased annual contributions to Coverdell education savings accounts. Amends the Internal Revenue Code to: (1) allow tax-free distributions from a Coverdell education savings account for first-time homebuyer expenses; (2) permit rollovers from Coverdell education savings accounts to Roth individual retirement accounts (Roth IRAs); and (3) rename Coverdell education savings accounts as 401Kids Savings Accounts.

E-85 Investment Act of 2006 - Amends the Internal Revenue Code to modify the tax credit for alternative fuel vehicle refueling property by: (1) increasing to 75% the rate of such credit for property using 85% ethanol fuel; (2) reducing the maximum dollar amount of such credit in 2013 and 2014 for ethanol-related refueling property; and (3) extending such credit through 2016 for ethanol-related refueling property.

Shoulder-Fired Missile Threat Reduction Act of 2006 - Defines "MANPADS" as: (1) a surface-to-air missile system designed to be man-portable and carried and fired by a single individual; or (2) any other surface-to-air missile system designed to be operated and fired by more than one individual acting as a crew and portable by several individuals. States that it is U.S. policy to assist foreign governments to secure, remove, or eliminate stocks of MANPADS and other conventional weapons that pose a proliferation, security, or humanitarian threat. Authorizes the Secretary of State to carry out an accelerated global program to secure, remove, or eliminate stocks of MANPADS and other conventional weapons that pose a proliferation, security, or humanitarian threat. States that it should be U.S. policy to hold foreign governments accountable for knowingly transferring MANPADS to state-sponsors of terrorism or terrorist organizations. Directs the President, upon a determination that a foreign government which has repeatedly supported acts of international terrorism knowingly transfers MANPADS to a foreign government or a terrorist organization, to: (1) report such information to the appropriate congressional committees; and (2) impose specified foreign assistance and military assistance sanctions on the transferring government. Exempts humanitarian assistance from such prohibition. Authorizes a national security waiver. Expresses the sense of Congress that the U.S. government should pursue strengthened international diplomatic efforts to: (1) limit the availability and proliferation of MANPADS; and (2) exert diplomatic pressure to influence member country compliance with such efforts. Directs the Secretary to report to the appropriate congressional committees respecting MANPADS and conventional weapons threat reduction.

Condemns the actions of the Catholic Patriotic Association of China in their coerced ordination of priests Joseph Ma Yinglin and Joseph Liu Xinhong. Extends deepest sympathy to the Catholic population of China and the Catholic Church for this insult. Reaffirms the right of all religious organizations to choose their leaders free of intimidation or terror in accordance with the Uniform Declaration of Human Rights. Urges the government of China to end its repression of religious organizations, recognize the ecclesiastical authority of religious leaders to provide spiritual leadership to their followers, and end the practice of only allowing religious worship through state-sanctioned patriotic religious associations. Insists that China refrain from additional ordinations of Catholic bishops until and unless their elevation is approved by the proper ecclesiastical authorities.

States that it shall be U.S. policy to: (1) undertake measures to deny the Cuban regime the financial resources to engage in activities that threaten U.S. national security and other interests, threaten the environment and natural resources of northern Cuba and Florida, and prolong the dictatorship that oppresses the Cuban people; and (2) deter foreign investments that would enhance the Cuban regime's ability to develop its petroleum resources. Amends the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 to exclude from U.S. entry an alien who: (1) is an officer or principal of an entity, or a shareholder who owns a controlling interest in an entity that makes an investment (as defined by this Act) of $1 million or more (or any combination of investments that equals or exceeds $1 million in any 12-month period), that significantly contributes to Cuba's ability to develop petroleum and natural gas resources off its north coast; or (2) is a spouse, minor child, or agent of such person. Exempts on a case-by-case basis entries: (1) for medical reasons or property-related litigation; or (2) where a transition government is in place. Defines "investment" for purposes of this Act. Directs the President to impose two or more specified export, procurement, financial institution, loan, or Export-Import Bank sanctions if the President determines that a person has made an investment of $1 million or more (or any combination of investments that in the aggregate equals or exceeds $1 million in any 12-month period) that contributes to the enhancement of Cuba's ability to develop petroleum resources of the submerged lands of Cuba's northern coast.

National Labor Relations Board Reform Act - Amends the National Labor Relations Act to establish certain deadlines for the National Labor Relations Board to render decisions with respect to complaints filed questioning union collective bargaining representation or alleging unfair labor practices by an employer. Authorizes a Board member to continue to serve on the Board after the expiration of such member's term until a successor has been appointed.

Senior Independence Act of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for FY2007-FY2011 for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, specified services under such Act, and older American community service employment-based training. Revises the definition of "information and assistance service" for purposes of such Act to include such a service to older individuals at risk for institutional placement. Adds as duties and functions of the Administration on Aging: (1) assisting service providers to inform certain older individuals of the eligibility requirements for specified benefits; and (2) assisting states to support the provision of disease prevention and health promotion services. Repeals the authorization for the Assistant Secretary for Aging to provide staff and assistance to the Federal Council on Aging. Requires the Assistant Secretary to assist entities that serve older individuals in integrated health promotion and disease prevention programs. Includes among state eligibility requirements for grants for programs on aging: (1) assuring that preference will be given to providing services to older individuals, including low-income minority individuals, individuals with limited English proficiency, and individuals living in rural areas; and (2) promoting the development of a comprehensive, coordinated system for providing long-term care in home and community-based settings. Requires area plans to: (1) provide that the area agency on aging shall facilitate the development and implementation of such system; and (2) determine the extent of need for services and senior centers by considering low-income minority older individuals, older individuals with limited English proficiency, older individuals residing in rural areas, and older individuals at risk for institutional placement. Authorizes area agencies to: (1) include in such plan an assessment of how prepared the area is for change in the number of older individuals; and (2) make recommendations to government officials on actions that build the area's capacity to meet needs of older individuals. States as the purpose of the nutrition projects grant program to promote socialization and the health and well-being of older individuals by assisting such individuals to gain access to disease prevention and health promotion services to delay the onset of health conditions resulting from poor nutritional health or sedentary behavior. Requires states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects. Requires area agencies to encourage using trained volunteers for services and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to assess the aging population and facilitate planning and coordination between state and local agencies. Rewrites provisions concerning the older American community service employment program as the Older American Community Service Employment-Based Training Act. Repeals requirements for review and public comment on training projects. Requires the Secretary of Labor to use funds for demonstration, pilot, and evaluation projects for the purpose of developing approaches and demonstrating the effectiveness of methods in addressing older workers' employment and training needs. Requires a state's chief executive officer to submit a plan that outlines a strategy for the statewide provision of training and related activities (currently, the governor submits the plan). Includes among uses of state allotments for the prevention of elder abuse, neglect, and exploitation promotion of financial literacy to prevent identity theft and financial exploitation of older individuals.

Reiterates support for restoration of multiparty democracy in Nepal and reconciliation between King Gyanendra of Nepal and the opposition political parties. Condemns the Maoist insurgency in Nepal which has engaged in civilian atrocities. Recognizes the difficulties the Royal Nepalese Army (RNA) faces in countering the Maoist threat, but deplores RNA human rights violations. Regrets the loss of life and injuries that occurred during the nearly three weeks of pro-democracy demonstrations. Urges the government of Nepal and the political parties to provide the necessary food, medical care, and infrastructure necessary to rebuild the country. Expresses the sense of the House of Representatives that King Gyanendra should: (1) restore multiparty democracy; (2) prevent a Maoist takeover of Nepal; and (3) restore security, government services, and political and human rights.

Acknowledges the strong relationship between the United States and Ukraine, and reaffirms support for Ukraine's independence, territorial sovereignty, and full integration into the international community of democracies.

Expresses sympathy to the families of those killed, tortured, and imprisoned as a result of their participation in the democracy protests of June 3-4, 1989, in Tiananmen Square, Beijing, in the People's Republic of China (PRC), and to all the people of China who lack fundamental human rights. Commends all persons who are peacefully advocating for democracy and human rights in China. Condemns the ongoing human rights abuses by the government of the PRC, and calls on that government to: (1) reevaluate the official verdict on the Tiananmen pro-democracy activities and order formal investigations into the reported killing, torture, and imprisonment of democracy activists; (2) release all prisoners of conscience; (3) end censorship of free speech on the Internet and persecution of Internet dissidents; (4) end persecution of Falun Gong; (5) end organ harvesting that is not voluntary; (6) end the coercive one-child policy; (7) grant the United Nations High Commission on Refugees access to all refugees, and end forcible repatriations of refugees, particularly to North Korea; (8) close "re-education through labor" camps; and (9) release Dr. Yang Jianli.

Condemns the terrorist attacks on Dahab and Northern Sinai, Egypt and other terrorist attacks directed against Egypt. Expresses condolences to the families and friends of those killed in the attacks and expresses sympathies to those who were injured. Joins with President George W. Bush in expressing the solidarity of the people and government of the United States with the people and government of Egypt. Expresses readiness to support the Egyptian authorities' efforts to bring to justice those persons responsible for such attacks and to pursue and dismantle the responsible networks.

Expresses the sense of the House of Representatives (the Senate concurring) that: (1) Joey Cheek is a great American who espouses the principles of democracy and support for human rights; and (2) Joey Cheek represents the best that the United States has to offer in its citizenry through his accomplishments as an athlete and through his principles and respect for human life. Recognizes: (1) the difficulties the displaced and orphaned children of the Darfur region of Sudan encounter and supports the actions of Joey Cheek in bringing their suffering to the attention of the international community; and (2) the need to work with international partners to help bring an end to the ongoing genocide in Darfur and the suffering of children in Chad.

Veterans Certification and Licensure Act of 2006 - Establishes within the Department of Labor the Veterans Advisory Committee on Certification, Credentialing, and Licensure to carry out a national program to: (1) facilitate the transition of members of the Armed Forces from active-duty service to employment in the private sector through credentialing; (2) collect and disseminate data on certification, licensing, and credentialing programs of the states and of the Departments of Defense, Labor, and Veterans Affairs; and (3) advise the Secretary of Labor on certification, licensing, and credentialing issues related to converting the skills acquired by veterans while serving in the Armed Forces to skills relevant to civilian occupations.

Amends the the Foreign Assistance Act of 1961 to require that U.S. foreign assistance to a nongovernmental organization or contributions to an international organization may be provided only if the organization and each subrecipient submits to the U.S. government a certification that the assistance or contributions will not be used to: (1) intentionally traffic in goods or services that contain counterfeit marks; and (2) provide goods or services that are unauthorized by the owner or holder of the intellectual property rights (including trademarks, copyrights, and trade secrets) in such goods or services. Directs the President to suspend or terminate assistance or contributions for violations of such prohibitions.

Pet Safety and Protection Act of 2005 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Revises provisions to prohibit federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Revises provisions to prohibit dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Independence from Oil with Agriculture Act of 2006 - Amends the Internal Revenue Code to delete provisions that terminate tax credits after a certain time (thus extending such credits) for: (1) alcohol fuels; (2) biodiesel fuels; (3) alcohol fuel mixtures; (4) biodiesel mixtures; (5) electricity produced from wind and open-loop or close-loop biomass facilities; and (6) alternative fuel vehicle refueling property. Amends the Clean Air Act to: (1) increase the applicable volume of renewable fuel for calendar years 2008-2012 that must be part of gasoline in the United States (except in noncontiguous states or territories); and (2) increase the number of gallons of renewable fuel in the calculation used to determine the required volume of renewable fuel in gasoline for calendar years 2013 and thereafter.

Securing America's Energy Independence Act of 2006 - Amends the Internal Revenue Code to extend through 2015: (1) the investment tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential photovoltaic, solar water heating, and fuel cell property expenditures. Modifies the maximum amounts for such residential credits based upon kilowatt of capacity. Allows such credits to be taken against the alternative minimum tax.

Small Business Trade Promotion Enhancement Act of 2006 - Amends the Export Enhancement Act of 1988 to establish in the Executive Office of the President the Office of Trade Promotion. (Currently, there exists a Trade Promotion Coordinating Committee (TPCC), which the Office shall replace.) Requires the Office to perform duties currently assigned to the TPCC, as well as advise the President and others within the Executive Office on matters relating to trade promotion policies and programs of the U.S. Government. Requires the President to appoint an Office Director. Authorizes the President to appoint up to two Associate Directors. Directs the President to establish the Advisory Board on Trade Promotion to advise the Office Director. Amends the Small Business Act to establish in the Small Business Administration (SBA) an Associate Administrator for International Trade.

Expresses the sense of Congress that, as a matter of economic and national security, the U.S. Government should provide America's currency with the protection and support necessary to defend its integrity throughout the world, effectively deter counterfeiting, and preserve the status of the dollar as the world's reserve currency.

Journey Through Hallowed Ground National Heritage Area Act of 2006 - Establishes the Journey Through Hallowed Ground National Heritage Area comprising the 175 miles of historic transportation routes through Pennsylvania, Maryland, West Virginia, and Virginia. Designates the Journey Through Hallowed Ground Partnership as the management entity for the Area. Directs the Secretary of the Interior to enter into a compact with the Partnership to carry out this Act's purposes. Requires the Partnership to develop a management plan for the Area that presents strategies and recommendations for conservation, funding, management, and development of the Area. Prohibits the Partnership from using federal funds received under this Act to acquire real property or any interest in real property.

Communities Building Access Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to public or nonprofit private entities to carry out demonstration projects for the purpose of making health care coverage available, on a cost-sharing basis, to: (1) employees through employers that have not contributed to health care benefits for employees during the prior 12 months; and (2) self-employed individuals who have been without such coverage during the prior 12 months. Requires the Secretary to make matching grants to public or nonprofit private entities to carry out demonstration projects for the purpose of forming and maintaining networks composed of health care specialists who volunteer health services to eligible individuals. Directs the Secretary to make an award of a grant or contract for the establishment and operation of a clearinghouse for information on demonstration projects under this Act and similar projects that are community initiated. Allows the Secretary to carry out a program to encourage public and private entities that plan or operate such projects to submit information to the clearinghouse.

Truth in Accounting Act of 2006 - Amends federal law to require the Secretary of the Treasury to include in his audited financial statement of the previous year a calculation of the net present value of the overall liabilities and commitments of the U.S. government.

Amends the Public Health Service Act to: (1) include physical therapy within the definition of "primary health services;" and (2) make physical therapists eligible for the National Health Service Corps Loan Repayment Program (to assure an adequate supply of physical therapists among other health professionals).

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Job Creation Incentive Act of 2006 - Amends the Internal Revenue Code to allow certain small employers (i.e., employers of not more than 100 employees) a business-related tax credit for 5% of wages paid to non-replacement employees whose employment results in an increase in the employer's workforce.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to the next of kin or personal representative of each passenger or crew member on board United Airlines Flight 93 who is identified by the Attorney General as having aided in the effort to resist the hijackers on board the plane, in recognition of heroic service to the Nation. Directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions. Authorizes the Secretary to strike and sell bronze duplicates of such gold medal. Declares such medals to be national medals. Requires that proceeds from the sale of duplicate bronze medals be deposited into the United States Mint Public Enterprise Fund.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Great Lakes Collaboration Implementation Act - National Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements, measurable numeric ballast water discharge standards, and civil and criminal penalties for violations; (3) require federal agencies to restrict the importation of live aquatic organisms of species not in trade that have a high or moderate probability of undesirable impacts; and (4) declare importation of such species to be unlawful and prescribe civil and criminal penalties for violations. Directs the Assistant Secretary of the Army for Civil Works to: (1) upgrade and make permanent the Chicago sanitary and ship canal dispersal barrier in Chicago, Illinois; and (2) construct dispersal barriers as necessary. Renames the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as the Nonindigenous Aquatic Invasive Species Prevention and Control Act of 1990. National Invasive Species Council Act - Prohibits federal agencies from authorizing, funding, or carrying out any action that would promote the introduction or spread of invasive species unless the benefits of the action outweigh the harm. Establishes the National Invasive Species Council (NISC) as an independent entity in the executive branch to lead and coordinate efforts to minimize the negative effects caused by invasive species and to reduce the threat of further invasions. Requires NISC to develop a National Invasive Species Management Plan and to establish an Invasive Species Advisory Committee. Reauthorizes and modifies the Great Lakes Fish and Wildlife Restoration Act of 1990. Amends the Federal Water Pollution Control Act to: (1) authorize the Administrator of the Environmental Protection Agency (EPA) to provide funding for wastewater assistance to certain municipalities and small publicly-owned treatment works; (2) authorize states to provide additional subsidization to benefit certain municipalities or state agencies that already receive assistance from the water pollution control revolving fund or to implement certain alternative techniques; (3) replace each reference to "navigable waters of the United States" with a reference to "waters of the United States"; (4) require the Great Lakes National Program Office to provide grants to reduce the quantity of mercury in the Great Lakes; and (5) require the President include a joint Great Lakes research plan in the annual budget submitted to Congress. Requires: (1) the National Oceanic and Atmospheric Administration (NOAA) to provide grants for Great Lakes research and monitoring activities; (2) the President to establish a system that detects and predicts changes in the ocean, coastal, and Great Lakes environment that impact certain U.S. systems; and (3) the National Ocean Research Leadership Council to establish an interagency program office to be known as OceanUS to be responsible for program planning and coordination of such observing system. Amends the Federal Water Pollution Control Act to require the Program Office to develop specified science-based indicators of water quality and related environmental factors in the Great Lakes. Authorizes the Secretary to: (1) provide financial assistance for certain restoration or remediation projects; and (2) restore and remediate waterfronts and related areas. Establishes: (1) the Great Lakes Interagency Task Force, as established by Executive Order 13340, as a task force within EPA; (2) a Great Lakes Regional Collaboration Executive Committee to hold meetings and make recommendations and reports on Great Lakes restoration goals and progress; and (3) the Great Lakes Regional Collaboration to develop a restoration and protection strategy for use in Great Lakes program implementation and funding decisions, to serve as a forum for addressing regional issues relating to ecosystem restoration and protection of the Great Lakes, and to establish an oversight forum to coordinate and enhance implementation of Great Lakes programs. Provides funding for a variety of Great Lakes programs.

Calls for: (1) the United States to not complete agreements relating to accession of the Russian Federation to the World Trade Organization (WTO) until the Russian Federation takes steps to address widespread intellectual property violations; (2) the People's Republic of China to change its intellectual property rights enforcement model by significantly increasing the application of criminal sanctions against major copyright pirates and imposing effective deterrent penalties; (3) Mexico, Canada, India, and Malaysia to cooperate with the U.S. government and U.S. industries to address piracy problems within their borders; and (4) the President to use all effective remedies and solutions for the protection of U.S. intellectual property rights and to maintain policies that vigorously respond to the failure by other countries to abide by international standards of protection or to adequately protect intellectual property.

Military Spouses Employment Act of 2006 - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

Lewis and Clark National Historic Trail Extension Act of 2006 - Amends the National Trails System Act to extend the Lewis and Clark National Historic Trail to include: (1) the route followed by Meriwether Lewis and William Clark in the preparation phase of their expedition, starting at Monticello, near Charlottesville, Virginia, and traveling to Wood River, Illinois, and in the return phase from Saint Louis, Missouri, to Washington, D.C.; and (2) designated Lewis and Clark sites in Virginia, Washington, D.C., Maryland, Delaware, Pennsylvania, West Virginia, Ohio, Kentucky, Tennessee, Indiana, and Illinois. Directs the Secretary of the Interior to complete a suitability and feasibility study to include the extended route within one year from the date funds are first made available for that purpose.

Taxpayer Privacy Protection Act of 2006 - Amends the Internal Revenue Code to prohibit a tax return preparer from requesting a taxpayer to consent to the disclosure or use of tax return information.

Amends the Internal Revenue Code to allow: (1) taxpayers making charitable contributions of real property for conservation purposes (qualified conservation contributions) to deduct up to 50% (currently, 30%) of their income for such contributions (100% for certain farmers or ranchers); and (2) a 15-year carryover of excess tax deduction amounts for such contributions.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.
