Dairy Herd Reduction Act - Directs the Secretary of Agriculture, acting through the Agricultural Stabilization and Conservation Service and the Commodity Credit Corporation, to make incentive payments to any qualified dairyman of 15 cents per pound with respect to: (1) any dairy cow which such person markets and delivers for slaughter; and (2) any bred dairy heifer or dairy cow exported. Limits the number of animals for which such payments may be made to those in excess of 12 percent but not more than 25 percent of the average number of dairy cows which the dairyman owns on April 1, 1978.

Amends the Trade Act of 1974, with respect to the authority of the President to negotiate trade agreements, to direct the President to reserve any article for which an agreement limiting agricultural imports has been entered into, from negotiations to reduce or eliminate customs duties or import restrictions.

Amends the Internal Revenue Code to provide identical income tax rates for single persons and married couples filing joint returns. Limits the earned income that must be reported by a married individual filing a separate return to the amount actually earned by that individual.

Amends the Buy American Act to require the heads of departments or independent establishments, before determining whether the bid or offered price of a foreign product is reasonable, to adjust such price in accordance with the instructions set forth in this Act. Sets such adjusted price at 150 percent of the bid or offered price excluding duty or 106 percent of such price including duty, whichever is greater.

Individual Housing Act - Amends the Internal Revenue Code to allow individuals an income tax deduction of up to $2,500 annually and $10,000 in a lifetime for contributions to an individual housing account. Makes such accounts tax exempt and allows distributions from such an account to be tax free if such distributions are used exclusively for the purchase of a principal residence for the distributee.

Upper Delaware River Protection Act - Designates a specified segment of the Delaware River in New York and Pennsylvania as a component of the National Wild and Scenic Rivers System. Requires the Secretary of the Interior to develop general guidelines for the land and water use control measures to be developed and implemented by appropriate State and Federal bodies. Requires that the Secretary provide for participation by all levels of State, county and local government as well as by private individuals and organizations in the development of such guidelines. Directs the Secretary to cooperate with and seek the advice of the Delaware River Basin Commission and the Upper Delaware Citizens Advisory Council. Directs that interested State, Federal, and private parties develop and submit a management plan to the Secretary within three years of the receipt of appropriations authorized by this Act. Specifies the components of such plan. Restricts the amount of land that may be acquired. Directs the Secretary to review all relevant local plans, laws, and ordinances to determine whether they substantially conform to the approved management plan. Requires the Secretary to give timely notice to the relevant parties concerning such review. Authorizes the Secretary to acquire lands managed in a manner not in conformance with the guidelines. Provides for the creation of an Upper Delaware Citizens Advisory Council to encourage the maximum public involvement in the development and implementation of the purposes of this Act. Directs the Council to report to the Secretary and the Commission concerning the development of the management plan. Requires the Council to meet annually after the creation of the management plan to make recommendations concerning land and water use in the Upper Delaware River region. Permits the expenditure of funds for projects in furtherance of the provisions of this Act without regard to the ownership of properties involved. Specifies that the provisions of this Act shall prevail where they conflict with the Wild and Scenic Rivers Act.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Title I: Amendments to the Small Business Investment Act of 1958 - Amends the Small Business Investment Act of 1958 to change the limitation on the amount of securities which the Small Business Administration (SBA) may purchase from various classes of small business investment companies. Authorizes small business investment companies to invest funds in certificates of deposit or savings accounts in institutions whose accounts are insured by the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation. Repeals certain requirements with respect to interest rates on debentures purchased by the SBA. Title II: Amendments to the Small Business Act - Amends the Small Business Act to authorize the SBA to let subcontracts or to arrange for the performance of its own government contracts to socially and economically disadvantaged small business concerns for construction work, services, and the manufacture, supply or assembly of articles. Defines socially and economically disadvantaged small business concerns for purposes of this Act. Exempts small businesses receiving such subcontracts from performance bond requirements under specified circumstances. Requires each public contract to be performed in the United States which exceeds $10,000 in amount to include a clause requiring that small business concerns owned and controlled by socially and economically disadvantaged individuals be given the maximum practicable opportunity to participate in such contracts. Requires each offering company to submit a summary subcontracting plan with its offer. Conditions the award of a contract to an apparently successful offering company upon a determinination by the procurement authority that the final subcontracting plan affords maximum practicable opportunity for participation by small businesses owned and controlled by disadvantaged individuals. Authorizes the SBA to appeal for modification of such a plan to the head of the procuring agency if determined that such standard is not met. Conditions the granting of Federal funds to be used for the procurement of articles, equipment, or construction work upon the applicant agreeing to utilize small business concerns for such procurement to the maximum extent practicable.

Amends the Internal Revenue Code to provide graduted income tax rates for corporations with a maximum rate of 45 percent on income in excess of $150,000 and a minimum rate of 18 percent on income not in excess of $25,000.

Career Criminals Prosecution Act - Authorizes the Administrator of the Law Enforcement Assistance Administration to provide grants and technical assistance to certain units of local government having populations of at least 250,000 for the establishment and operation of programs designed to identify and expedite the prosecution of career criminal offenders. Sets forth requirements for grant applications and limits on payments to any single local government.

Small Business Tax Reform Act - Amends the Internal Revenue Code to replace the corporate income tax rates with a graduated, five-tier rate schedule, imposing the uppermost (48 percent) marginal rate upon income in excess of $100,000.

Establishes an 11-member Commission on the Humane Treatment of Animals to study the treatment of animals. Requires that the membership include zoologists, veterinarians, and representatives from humane societies. Requires the Commission to determine if animals are caused needless pain or suffering as a result of their treatment on farms and in laboratory experimentation. Requires Commission investigation into domestic pet growth rates and the effectiveness of existing laws regarding the treatment of animals. Excludes the study of the treatment of animals occurring in connection with the exercise of any religion. Directs the Commission to report its findings to the Congress and the Commission 60 days after it submits its final report. Authorizes appropriations of $750,000 per year to carry out the provisions of this Act.

Corrections Construction and Program Development Act - Title I: Findings and Declaration of Purpose - States Congressional findings with regard to State and local corrections and declares the purpose of this Act to be to provide additional resources to State and local governments to upgrade correctional facilities and programs. Title II: Supplemental Grant Program under Part E of Crime Control Act - Authorizes the Law Enforcement Assistance Administration to make supplemental grants to States submitting approved applications for correctional facility grants under the Omnibus Crime Control and Safe Streets Act of 1968.

Amends the Wild and Scenic Rivers Act to designate a specified segment of the Delaware River located in Pennsylvania and New York as a component of the National Wild and Scenic Rivers System. Requires the Delaware River Basin Commission, in cooperation with the Secretary of the Interior, to develop a river management plan. Directs the Secretary to acquire necessary lands and to establish an Upper Delaware River Citizens Advisory Council when he determines that local units of government have established the land use and environmental control measures to implement such plan.

Declares it the sense of Congress that the sovereign rights of the United States in the Panama Canal Zone shall not be transferred, and that no Federal funds shall be made available for negotiation or implementation of any treaty or other agreement which may impair the sovereign rights of the United States in the Canal Zone.

Bridge Safety Act - Title I: Bridge Program - Authorizes the Secretary of Transportation to approve Federal participation in a State project to repair or replace unsafe highway bridges under a needs formula as established in this Act. Stipulates that the Federal share of any such project shall not exceed 90 percent of its cost. Amends the Highway Safety Act of 1976 to authorize appropriations out of the Highway Trust Fund of $180,000,000 for the period beginning July 1, 1976 and ending September 30, 1976 and $720,000,000 for each of the fiscal years beginning October 1, 1976 and ending September 30, 1980. Title II: Extension of Highway Trust Fund and Certain Related Provisions - Amends the Highway Revenue Act of 1956 to extend appropriations for the Highway Trust Fund through fiscal year 1990. Amends the Land and Water Conservation Fund Act to extend the fund through fiscal year 1990. Postpones specified excise tax reductions under the Internal Revenue Code of 1954.

Authorizes a two year extension of the delimiting period for any eligible veteran receiving or entitled to receive educational benefits from the Veterans' Administration for a continuation of the last program of education such veteran commenced but did not complete before the expiration of the normal ten-year period.

Expresses the sense of the House of Representatives that the Secretary of the Department of Housing and Urban Development should not implement the proposed reorganization of the field and insuring offices of the Department of Housing and Urban Development prior to the time when the appropriate committees of the Congress have had an opportunity to hold hearings on such reorganization.

Civil Rights Act - Prohibits any person engaged in commerce, any person conducting a program which receives Federal assistance, a Federal contractor or subcontractor, or holder of an interest in Federal property from discriminating with respect to employment, housing, credit, or participation in benefits which make such prohibitions applicable, on the basis of race, color, national origin, sex, religious affiliation or belief, age, handicap, political affiliation or belief, marital status, parental status, or lack of citizenship. Exempts from such prohibitions denial of medical treatment where such denial does not occur because of characteristics of individuals of the above listed status groups. Exempts from such prohibitions (1) employment near Indian reservations in which preference is given to Indians; (2) employment classification or referral by an employer or labor union when the above listed characteristics constitute a bona fide occupational qualification (3) employment by educational institutions with respect to religion under specified circumstances; (4) employment discrimination based on religion when an employer would suffer undue hardship in accommodating religious practices of the individual; (5) age discrimination required by law in order to benefit children or to achieve statutory objectives, or the comply with a bona fide seniority system or employee benefit plan; (6) handicapped discrimination when the handicapped individual could not perform essential job functions without undue hardship to the employer or when the individual does not meet essential eligibility requirements for services, programs, or activities; (7) political discrimination in employment when such individual is elected or appointed to policy making levels of political offices; (8) age discrimination in housing resulting from designation of a certain area for adults; and (9) certain employers with fewer than 15 employees. Authorizes the Attorney General to investigate and enforce complaints of such discrimination. Limits the ability of an individual to institute civil suit based upon such discrimination. Imposes a civil fine for knowing violation of this Act. Imposes a civil fine or imprisonment for willful, repetitions violations of this Act. Repeals nondiscrimination provisions of specified Federal statutes. Supersedes Executive Order 11063 and specified portions of Executive Order 11246. Declares that nondiscrimination and equal opportunity requirements shall not be required under specified statutes and Federal programs. Directs the Attorney General to prescribe regulations for enforcement of this Act. Transfers to the Attorney General the assets of any agency of which all powers, functions, and duties are terminated by this Act.

Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to permit owners of farmland condemned for use by the Federal Government to elect to have any building on such land moved to any location within reasonable proximity of such farmland in lieu of being paid for such building. Requires the Government to find and offer to any such displaced farmland owner an option to buy suitable replacement property in lieu of other compensation for land taken under the Act. Requires any person displaced from any business or farm operation he or she owns to be compensated for closing costs and increased interest costs incurred in replacing such property. Requires 50 percent of the compensation offered by the Government to any owner under the Act to be paid to such owner pending any condemnation proceeding if the only issue in such proceeding is the adequacy of the compensation offered.

Sets forth limitations on the amount of such grants. Authorizes the appropriation of $196,927,000 to carry out this Act.

Declares that the President should establish a Commission on Domestic and International Hunger and Malnutrition which should: (1) collect and generate information and resources on food, hunger, malnutrition and related concerns; (2) assess current programs affecting domestic and international hunger and malnutrition; (3) analyze and report its findings and recommendations to the President, the Congress, and the public; and (4) assist the President and the Congress in implementing its recommendations.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.

World War I Pension Act - Requires the Administrator of Veterans' Affairs to pay (in addition to any already paid) a monthly pension of $150 to each veteran of World War I who meets specified service requirements, or to the surviving spouse of each such veteran, or when there is no surviving spouse, to the child or children of each such veteran.

Amends the Regional Rail Reorganization Act of 1973 to authorize the Secretary of Transportation to guarantee securities and obligations issued by a railroad in reorganization to State and local taxing authorities to secure the railroad's tax obligations when the Consolidated Rail Corporation, the United States Railway Association, or the Federal Government asserts a superior interest in payment out of the estate of such railroad during reorganization or liquidation proceedings under the Bankruptcy Act. Directs the Secretary, if sufficient funds are unavailable to discharge such guarantees, to issue notes or other obligations to the Secretary of the Treasury. Authorizes the Secretary of the Treasury to sell such olbigations. Authorizes appropriations in such amounts as may be necessary to discharge all of the Secretary of Transportation's obligations under this Act.

Postal Reform Act - Repeals the Postal Reorganization Act. Reenacts provisions relating to the postal service which were in effect immediately prior to the enactment of such Act. Reenacts without substantial change those portions of the of the Postal Reorganization Act pertaining Postal Reorganization Act pertaining to employee-management agreements.
