Limousine Limitation Act - Prohibits government agencies from purchasing, hiring, leasing, operating or maintaining limousines in Federal Government motor pools, or employing the services of chauffeurs. States that government agencies may not maintain motor vehicles for transporting elected or appointed government officers and employees between their home and place of employment, with specified necessary exceptions. Exempts the President, the Vice President, the head of each executive department, the Chief Justice of the United States, the President pro tempore of the Senate, the Speaker of the House of Representatives, the majority and minority leaders of the Senate and of the House of Representatives, the majority and minority whips of the Senate and the House of Representatives, and the United States Representative to the United Nations from the provisions of this Act.

Public Debt Reduction Act - Permits taxpayers to designate that $10 or less of their income tax be used to reduce the public debt. Establishes on the books of the Treasury of the United States a fund to be known as the "Public Debt Reduction Fund". Authorizes to be appropriated to the fund for each fiscal year, out of amounts in the general fund of the Treasury not otherwise appropriated, an amount equal to amounts designated by taxpayers on their income tax returns. Stipulates that amounts in the Fund shall be available solely for reduction of the public debt.

Exempts .22 caliber ammunition from the recordkeeping requirements imposed on the specified types of firearms and firearm components under the Internal Revenue Code.

Directs the Comptroller General to audit annually the Federal Reserve Board, the Federal Advisory Council, the Federal Open Market Committee, and all Federal Reserve banks and branches. Requires the Comptroller General to report to the Congress within six months after the end of each fiscal year on the results of the audit. States that such report shall specifically indicate any program, financial transaction, or undertaking observed in the course of the audit which in the opinion of the Comptroller General has been carried out without legal authority.

Prohibits, except as provided in this Act, the inspection of tax returns and the disclosure of information contained in such returns. Authorizes the inspection of returns by or disclosure to (1) the taxpayer or his representative; (2) employees of the Internal Revenue Service and Department of Justice solely for purposes of enforcement of the tax laws; (3) State agencies charged with administration of the tax laws only for that purpose; (4) the President of the United States in the performance of his official duties; and (5) the Joint Committee on Internal Revenue Taxation for statistical purposes only. Increases the criminal penalties for unauthorized disclosure or receipt of information under this Act.

Provides that any grant funds under the Federal Water Pollution Control Act which were withheld from allotment by Presidential direction for fiscal years 1973, 1974, and 1975 shall be alloted among the States by the Administrator of the Environmental Protection Agency in accordance with a specified formula. Revises the distribution of such allotments to the States for fiscal years beginning with 1976.

Transfers all functions of the Secretary of Agriculture under the Food Stamp Act of 1964 to the Secretary of Health, Education, and Welfare. Requires such transfer to be implemented in accordance with such procedures and regulations as the Director of the Office of Management and Budget shall prescribe.

Prohibits any change in the status of any member of the uniformed services who is in a missing status as a result of service in Southeast Asia, until the provisions of the Paris Peace Accord of January 27, 1973, have been fully complied with by North Vietnam or the President has determined and reported to Congress that all reasonable actions have been taken to account for such members.

Provides that the use of any firearms to commit a felony with respect to which the district courts of the United States have original and exclusive jurisdiction shall be punishable by a term of imprisonment in addition to the punishment provided for the felony. Specifies the term to be served for such offense. Forbids the courts to suspend the sentence in the case of any person convicted under this provision or to give a porbationary sentence or to allow such sentence to run concurrently with imprisonment imposed for the conviction of such felony. (Amends 18 U.S.C. 924)

Provides that the total contribution of the United States to the United Nations for any calendar year after 1975 shall not exceed an amount which bears the same ratio to the United Nations budget as the total population of the United States bears to the total population of the United Nations member states.

Declares it to be the sense of the House of Representatives that: (1) the Government of the United States should maintain and protect its sovereign rights and jurisdiction over the canal and zone, and should in no way cede, dilute, forfeit, negotiate, or transfer any of these sovereign rights, power, authority, jurisdiction, territory, or property that are indispensably necessary for the protection and security of the United States and the entire Western Hemisphere; (2) that there be no relinquishment or surrender of any presently vested United States sovereign right, power, or authority or property, tangible or intangible, except by treaty authorized by the Congress and duly ratified by the United States; and (3) that there be no recession to Panama, or other divestiture of any United States-owned property, tangible or intangible, without prior authorization by the Congress (House and Senate), as provided in article IV, section 3, clause 2 of the United States Constitution.

Establishes in the House of Representatives the Committee on Internal Security. Authorizes the Committee to make investigations of the extent, character, objectives, and activities within the United States of organizations, whether of foreign or domestic origin, their members, agents, and affiliates, which seek to establish a totalitarian dictatorship within the United States, or to overthrow the form of government of the United States or of any State, by force, violence, treachery, espionage, sabotage, insurrection, or any unlawful means.

Prohibits any agency of the Federal Government, under the Equal Educational Opportunities Act, from requiring schools or other educational institutions, as a prerequisite to the receipt of Federal funds, to provide such agency with access to records concerning race, religion, sex, or national origin maintained by such schools, or other institutions, exept as provided in this Act.

Expresses the sense of the House of Representatives that the President and the Secretary of the State should take the necessary steps, including the renewal of negotiations between the parties, signatory to the Paris agreement and the agreement with the Lao Patriotic Front, to finally determine the fate of all United States servicemen and civilians missing in Southeast Asia. Directs the Speaker of the House of Representatives to transmit a copy of this resolution to the President who is requested to report to the House in 90 days on steps taken to implement this Act.

Expresses the sense of Congress that the President establish a Presidential task force on the missing in action and their families, to propose courses of action to achieve a full accounting, and to make recommendations concerning Federal policies relating to the missing in action.

Authorizes all unmarried individuals to use the same tax tables when computing their tax as are presently applicable to married individuals filing joint returns and to surviving spouses. Authorizes married individuals filing separately to use such table so long as such individual reports all income earned by him or her on the return.

Prohibits the Administrator of the Environmental Protection Agency from requiring, under the Clean Air Act, an indirect source emission review as a part of any applicable implementation plan. States that any rules or regulations with respect to the requirement of such review as a part of any such plan previously promulgated by the Administrator shall be void on the date of the enactment of this Act.

Expresses the sense of the Congress that the President should not impose any tariff or other import restriction on petroleum or petroleum products before April 1, 1975, so as to give the Congress a reasonable period of time in which to act legislatively on such matter if it determines such action is necessary.

Constitutional Amendment - States that with respect to the right to life, the word 'person' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, irrespective dependency including their unborn offspring at every stage of their biological development. Provides that no person shall be deprived of life by any person. Provides that this article shall not prohibit a law permitting only those medical procedures required to prevent the death of the mother.

Constitutional Amendment - Provides that the Government of the United States shall not engage in any business, professional, commercial, financial, or industrial enterprise except as specified in the Constitution and that any activities of the U.S. Government which violate the intent and purposes of this amendment shall, within a period of three years, be liquidated and the properties and facilities affected shall be sold. Stipulates that three years after the ratification of this amendment the sixteenth amendment shall stand repealed and thereafter Congress shall not levy taxes on personal incomes, estates, and/or gifts.
