Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit entitlement to title II benefits in the case of an individual who is not a U. S. citizen or national if such individual: (1) is not a permanent resident of the United States; or (2) is outside the United States. Prohibits the payment of title II benefits to any dependent or survivor of such an individual on the basis of such individual's wages and self-employment income. Makes such prohibition inapplicable if the benefit involved is payable to such an individual as the dependent or survivor of: (1) a U. S. citizen or national; (2) a permanent resident of the United States; or (3) a U. S. citizen or national residing outside the United States if the relationship required for such individual's entitlement already existed at the time such national or citizen reached age 50. Authorizes the payment of title II benefits to an individual who is not entitled to benefits pursuant to this Act until the total amount of such benefits equals the total amount of any taxes paid on the wages and self-employment income on which the benefits are based.

Declares that if Israel or any other democratic state is denied its rights and privileges in the United Nations General Assembly the United States will suspend its participation in the General Assembly and will withhold its contribution to the United Nations until the action is reversed.

Amends the Higher Education Act of 1965 to direct the Secretary of Education, during FY 1983 through FY 1986, to increase the amount of a Pell grant to offset any reduction or elimination of child's insurance benefit payments to a postsecondary student under the Social Security Act as a consequence of specified provisions of the Omnibus Reconciliation Act of 1981. Directs the Secretary to consult with the Secretary of Health and Human Services and the Commissioner of Social Security in prescribing regulations to determine the amount of the increase on the basis of such reductions. Prohibits increasing any Pell grant to an amount exceeding the difference between expected family contribution and cost of attendance. Permits increasing the Pell grant to an amount exceeding the maximum dollar amount and the maximum percentage of cost of attendance established under such Act. Requires that funds for such increases be appropriated separately from other Pell grant funds. Provides for a ratable reduction in the amount of each increase if the funds so appropriated are not sufficient.

Home Recording Act of 1982 - Amends the copyright law to exempt from liability for infringement of copyright any individual who makes a single video recording of a motion picture or other audiovisual work, or a single audio recording of a musical work or sound recording, in his private home solely for the private use of his household. Requires the compulsory licensing of manufacturers and importers of video and audio recording devices and media. Directs the Chairman of the Copyright Royalty Tribunal to establish royalty fees to be paid by such manufacturers and importers. Sets forth a procedure for distributing such fees to the owners of copyright of audiovisual works included in television or radio transmissions or sold to the public on phonorecords. Sets forth penalties for violations of these requirements.

Civil Rights Act of 1982 - Title I: Equal Opportunity Provisions - Establishes uniform procedures for the enforcement by the Federal Government of civil rights laws, including title VII of the Civil Rights Act of 1964, the Fair Housing Act, the Age Discrimination in Employment Act, and numerous other discrimination laws and provisions. Continues to authorize individual Federal agencies to investigate, attempt to resolve, and monitor compliance with regard to discrimination complaints, but otherwise centralizes enforcement authority in the Equal Employment Opportunity Commission and the Attorney General. Permits an individual to bring a civil action directly in Federal court for an alleged act of discrimination. Requires an investigative agency to seek to develop a voluntary compliance agreement by informal methods of conference, conciliation, and persuasion. Authorizes the Attorney General to bring civil actions in court for patterns or practices of unlawful discrimination. Prohibits a Federal agency from issuing any regulation with regard to employment discrimination without the prior approval of the Equal Employment Opportunity Commission. Prohibits any Federal agency and the Commission from issuing any regulation without the approval of the Attorney General. Establishes a one-House congressional veto procedure for regulations under this Act issued by any Federal agency, the Commission, and the Attorney General. Makes any such regulation effective 45 days after its transmittal to Congress if it is not disapproved. Continues generally an "effects" standard for proving discrimination, but requires the effect to be "reasonably foreseeable" with regard to certain discriminatory acts, including denial of Federal benefits. Title II: Administrative Provisions - Requires the Director of the Office of Management and Budget to determine which personnel employed in connection with functions affected by this Act shall be transferred to the Department of Justice and the Equal Employment Opportunity Commission.

Technology Education Act of 1982 - Amends the Internal Revenue Code to increase for one year the maximum allowable charitable contribution income tax deduction for corporations which donate computers during 1983 to primary and secondary schools. Increases the income tax deduction from 10 to 30 percent of a corporation's taxable income.

Sole Source Aquifer Protection Act of 1982 - Amends the Safe Drinking Water Act to provide a program for the protection of certain recharge areas overlying sole source underground water supplies. Authorizes municipalities within a sole source area to petition the Governor to designate a part of such area as a "special protection area." Requires that the petition propose boundaries for the special protection area and make certain evaluations. Directs the Governor to approve or disapprove the petition. Requires the Governor, if approving the petition, to: (1) propose the boundaries; (2) designate or establish an entity to develop a comprehensive management plan (the plan); (3) assure and encourage public participation; and (4) establish procedures for adoption and implementation of the plan. Requires the Governor, if approving the petition, to submit to the Administrator of the Environmental Protection Agency: (1) the proposed boundaries; and (2) a description of the planning entity. Directs the Administrator to approve or disapprove the Governor's submission. Authorizes the Administrator, if approving the Governor's submission, to provide such State a 50 percent matching grant for the costs of preparing the petition and developing the plan. Requires the plan to maintain the quality of the ground water recharged through the special protection area by maintenance, to the maximum extent possible, of the natural vegetative and hydrological conditions. Lists several requirements to be included in the plan. Directs the Governor to approve or disapprove the plan. Requires the Governor to consider certain factors in reviewing the plan. Requires the Governor to submit an approved plan to the Administrator. Directs the Administrator to approve the plan or to submit to the Governor the reasons for disapproving the plan. Allows the Governor 90 days after disapproval to resubmit a modified plan. Requires the Administrator to consult with the Secretary of Defense on the effect of the plan on military installations. Authorizes the Administrator, if approving the plan, to provide such State a 50 percent matching grant for the costs of implementing the plan. Prohibits such grant from exceeding $20,000,000. Authorizes appropriations: (1) for FY 1983 through FY 1985 for plan development; and (2) for FY 1984 through FY 1986 for matching grants for plan implementation. Restricts the use of such authorized funds to those activities specified in this Act.

Authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present, on behalf of Congress, a gold medal to Admiral Hyman George Rickover in recognition of his distinguished service and for his contributions to the development of safe nuclear energy and to the defense of the United States. Directs the Secretary of the Treasury to provide for a gold medal with suitable emblems, devices, and inscriptions. Authorizes appropriations to carry out such provision. Authorizes the Secretary to make available bronze duplicates of such medal for sale under regulations he prescribes and in accordance with provisions of this Act.

Emergency Youth Employment Tax Incentive Act - Amends the Internal Revenue Code to allow an increased income tax credit under the targeted jobs tax credit program for qualified youth employed between May 17, 1982, and September 17, 1982. Increases the rate of such credit from 50 to 85 percent. Defines "qualified youth" as an individual: (1) who is between 16 and 21 years old; (2) who has not displaced any other individual from employment; (3) who performs services on substantially a full-time basis; and (4) who is certified as being a member of an economically disadvantaged family. Provides that 15 percent of the youth hired by any one employer need not be economically disadvantaged. Exempts wages paid to a qualified youth from income tax, social security tax, and unemployment tax.

National Engineering and Science Manpower Act of 1982 - Authorizes each Federal agency and department to establish programs for training technical and engineering personnel and to cooperate with State and local governments on such programs. Creates a special Coordinating Council on Engineering and Scientific Manpower within the National Science Foundation to coordinate Federal efforts in science and engineering education. Establishes for five years a special Engineering and Science Manpower Fund administered by the chairman of the Council to develop manpower resources. Directs the Council to report to Congress biennially on the expenditures of the Fund. Authorizes appropriations for fiscal year 1983.

Orphan Drug Act - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services to promulgate regulations to exempt from such Act drugs intended solely for drug treatment investigations. Defines "drug treatment investigation" as an investigation of a drug which involves human participants with a rare disease or condition. Establishes in the Department of Health and Human Services an interagency committee known as the Committee on Orphan Drug Development. Makes it the function of such committee to promote the development of drugs for rare diseases or conditions (orphan drugs). Requires the Director of the National Institutes of Health (NIH) to submit to the Committee an annual report on the rare disease and condition research activities of NIH. Requires the Committee to report by June 1 of each year to the appropriate congressional committees on its activities and the results of its evaluations, including the report submitted by NIH. Amends the Internal Revenue Code to allow a tax credit for qualified experimental expenses incurred while researching orphan drugs.

Amends the Internal Revenue Code to allow individual taxpayers an income tax credit for 40 percent of their expenditures for qualified aircraft noise insulation. Limits the credit to $4,000 in a taxable year. Defines "qualified aircraft noise insulation expenditures" as any expenditure made after December 31, 1981, for aircraft noise insulation installed in the taxpayer's principal residence, provided its installation was substantially completed before the date of the enactment of this Act. Requires that the residence be located in an area designated by the Secretary of the Treasury to be an area where aircraft noise is a significant annoyance.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to establish a program under which States periodically furnish the Secretary with information on the death certificates officially filed with them so that necessary corrections may be made to the beneficiary records maintained under the social security program.

Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance. Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress. Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.

Mortgage Warehousing Facility Act of 1981 - Authorizes the Federal Deposit Insurance Corporation and the Federal Savings and Loan Insurance Corporation to issue variable-rate debentures to eligible institutions in exchange at par for residential mortgages which were made or acquired prior to December 1, 1979, and which provide a return not in excess of seven and one-half percent per annum. Requires such institutions to demonstrate the ability to continue as a safe and sound financial institution after the issuance of debentures. Prohibits an eligible institution from exchanging more than 75 percent of the mortgages held by it for such debentures. Requires each eligible institution, beginning in the third year following the issuance of any debentures, to allocate each year an amount equal to 50 percent of any increase in its net operating income after interest and dividends over the net operating income after interest and dividends during the next preceding year to the repurchase of mortgages at par from such corporations and the pro rata retirement of any debentures still outstanding. Requires the Federal Deposit Insurance Corporation or the Federal Savings and Loan Insurance Corporation, as the case may be, within ten years after the issuance of any such debenture, to recall such debenture and return any mortgage acquired from it to the eligible institution. Authorizes such corporations to issue nonmarketable debentures to eligible institutions. States that such debentures shall have maturities not in excess of ten years and bear interest rates prescribed by such corporations. Directs that the rates be established and adjusted monthly to equal the average yield on 30 month obligations of the United States. Requires an eligible institution which exchanges a mortgage pursuant to this Act to continue to service such mortgage. Limits the difference between the interest paid on all mortgages received by such corporations and the interest paid on all debentures issued by such corporations to not more than $700,000,000 per annum. Authorizes appropriations.

Two-Way Street Act - Imposes an import parity fee, in addition to other fees already imposed, on automobiles imported into the United States from Japan. Establishes a Parity Fee Commission to determine the size of the parity fee. Permits persons who build cars in the United States to import one car from Japan without paying the parity fee for each car built by such a person in the United States. Sets forth the powers and duties of the Commission. Authorizes appropriations.

Constitutional Amendment - Requires Congress, prior to each fiscal year, to adopt a statement of receipts and outlays for that year in which total outlays are no greater than total receipts. Permits Congress in such statement to provide for a specific excess of outlays over receipts by a three-fifths vote directed solely to that subject. Prohibits total receipts for any fiscal year set forth in such statement from increasing by a rate greater than the rate of increase in national income in the last calendar year ending before such fiscal year, unless Congress passes a bill directed solely to approving specific additional receipts and such bill has become law. Permits Congress to waive the provisions of this Act with respect to any fiscal year in which a declaration of war is in effect. Prohibits the Congress from requiring that the States engage in additional activities without compensation equal to the additional costs. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing and total outlays shall include all outlays of the United States except those for repayment of debt principal.

Taxpayer's Court Costs and Fees Act of 1981 - Amends the Internal Revenue Code to permit reasonable court costs, including attorneys' fees, to be awarded to the prevailing party (other than the United States or a creditor of the prevailing party) in a civil action brought by the United States in any court of the United States for the determination, collection, or refund of any tax, interest, or penalty imposed under the Internal Revenue Code. Prohibits such an award where the court finds that the position of the United States was substantially justified or that special circumstances make an award unjust. Includes within the definition of "attorney's fees" amounts paid to an individual who is not an attorney but who is authorized to practice before the Tax Court. Defines "prevailing party" as a party who substantially prevails with respect to the amount in controversy or the most significant issue or set of issues.

Acid Rain Research Implementation Act of 1981 - Declares it to be the policy of the United States to strengthen specified research and development programs relating to acid precipitation pollution and to establish a process for cooperative decisionmaking on strategies to control such pollution. Directs the the Administrator of the Environmental Protection Agency ("the Administrator"), the Secretary of Agriculture, and the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to ensure that the comprehensive research plan prepared under the Acid Precipitation Act of 1980 satisfies such policy. Directs the Administrator of NOAA, as director of task force research under such Act, to provide the Administrator with a status report within 12 months of enactment of this Act and once every 24 months thereafter. Directs the Administrator, within specified periods, to: (1) determine whether new measures are necessary; (2) report, with recommendations to Congress; and (3) issue proposed rules requiring measures that may help prevent, limit, and remedy the harmful effects of acid precipitation. Directs the Administrator, in order to prepare such reports and proposed rules, to: (1) contract with the National Academy of Science for specified services; (2) work with the task force, State, local, and foreign governments, and private industrial, environmental, scientific, and international organizations in establishing and strengthening monitoring networks to determine the sources and effects of acid precipitation and other long-range pollutants; and (3) arrange, with such entities, for information exchange and cooperative data analysis to ensure that remedial measures may be planned and implemented cooperatively, with minimum social and economic dislocation and maximum environmental protection. Directs the Administrator, working within the plan and in cooperation with other programs, to: (1) ensure that adequate analysis and comparative consideration is given to institutional arrangements (including cost sharing and capital formation approaches that will minimize unforseen or inequitable economic impacts on particular regions or economic sectors) necessary to implement new measures specified in such reports; and (2) include in the task force's annual report a description of actions taken to ensure such analysis and consideration, as well as any recommendations for legislative or administrative action concerning such institutional arrangements. Directs the Administrator, in consultation with the Secretary of Agriculture and the Administrator of NOAA, to include in the annual task force report a statement concerning the adequacy of task force resources to carry out this Act.
