Teacher Incentive Fund Act - Amends the Elementary and Secondary Education Act of 1965 to create a Teacher Incentive Fund program of competitive grants to assist states, local educational agencies (LEAs), and nonprofit organizations to develop and implement, or improve, appraisal and performance-based compensation systems to reward teachers and principals who raise student academic achievement and close the achievement gap, especially in the highest-need LEAs. Increases required non-federal contributions to the program, on a graduated basis, from an amount equal 25% of the grant amount received in the first year to 50% of the grant amount received in the grant's fifth and final year. Allows the Secretary of Education to waive such matching requirement for high-need LEAs.

Curb Illegal Downloading on College Campuses Act of 2007 - Authorizes the Secretary of Education to use the Fund for the Improvement of Postsecondary Education to support efforts by institutions of higher education and other nonprofit institutions and agencies to establish pilot programs and initiatives on college campuses to reduce illegal downloading of copyrighted content, thereby improving the security and integrity of campus computer networks and saving telecommunications bandwidth costs, while ensuring the availability of such bandwidth for research and educational purposes.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation, on behalf of Congress, of a single gold medal of appropriate design in honor of the passengers and crew members, collectively, on board United Airlines Flight 93 in recognition of their heroic service to the Nation. Requires the gold medal, after such award, to be given to the Flight 93 National Memorial located in Stonycreek Township, Somerset County, in Pennsylvania, to be displayed as appropriate and made available for research.

Protecting Americans Fighting Terrorism Act of 2007 - Exempts individuals from civil liability for reporting suspicious behavior to federal, state, or local law enforcement agencies, if such reporting is made in good faith and with the reasonable belief that such behavior is suspicious.

Credit Union Regulatory Improvements Act of 2007 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

One-stop Student Financial Aid Information Act of 2007 - Amends the Higher Education Act of 1965 to direct the Secretary of Education to display a link to the federal student financial aid website of the Department of Education in a prominent place on the homepage of the Department's website. Authorizes the Secretary to use administrative funds available for the Department's operations and expenses to promote the availability of the financial aid website. Requires the Secretary to collect and provide parents and students with easy access via the federal student financial aid website to detailed information concerning student financial aid options provided by other federal departments and agencies. Requires such other departments and agencies to respond promptly to the Secretary's requests for student financial aid information.

Empowering Parents Through Choice Act - Amends the Elementary and Secondary Education Act of 1965 to require local educational agencies (LEAs) to provide students with Promise Scholarships, covering the cost of attending private elementary or secondary schools chosen by their parents, if their schools are subject to restructuring for failing to make adequate yearly progress (AYP) pursuant to state academic performance standards. Requires: (1) each scholarship to remain in effect until the student completes the grade that is the last grade taught at the school from which the student transfers; and (2) such students to be assessed in reading, language arts, mathematics, and science at the same grade levels as public school students to determine if the schools and LEAs are making AYP. Directs the Secretary of Education to award competitive grants to states, LEAs, or nonprofit organizations to support projects that enable students from low-income families that have been attending schools subject to restructuring, as well as their siblings, to receive: (1) Opportunity Scholarships to attend the private elementary or secondary school of their parents' choice or a public school of their parents' choice outside their school district, if allowed by state law; and (2) intensive, sustained supplemental educational services on an annual basis. Requires grantees to: (1) continue each scholarship until the student completes the grade that is the last grade taught at the school from which the student transferred, or the student's family income exceeds a specified poverty level higher than the level required for initial eligibility; and (2) fund the scholarships before funding supplemental educational services.

Peremptory Challenge Act of 2007 - Amends the federal judicial code to require: (1) reassignment to another appropriate judicial officer of any civil or criminal case to be tried in a federal district court, the United States Court of Federal Claims, or a bankruptcy court if all parties on one side file a reassignment request within 20 days (with certain exceptions) after initial assignment of a judicial officer; and (2) the chief judge of the court of appeals for the circuit in which the case is to be tried, or another judge designated by the chief judge, to determine any question arising as to which parties should be grouped together as a side for such purpose.

District of Columbia Personal Protection Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" to include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on possession of handgun restricted pistol bullets; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Repeals the definition of restricted pistol bullet as any bullet designed for use in a pistol which, when fired from a pistol with a barrel of five inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the District of Columbia Code to extend to firearms generally (currently, only to pistols) the prohibition against carrying such a weapon either openly or concealed within the District without a license issued pursuant to D.C. law. Specifies exceptions to the prohibition against carrying concealed weapons in the District.

Iran Counter-Proliferation Act of 2007 - States that nothing in this Act shall be construed as authorizing the use of force or the use of the U.S. Armed Forces against Iran. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Establishes specified additional import and export sanctions against Iran. Amends the Iran Sanctions Act of 1996 to require the imposition of procurement sanctions as part of the sanctions against a person contributing to Iran's petroleum resources. Directs the President to report every six months to the appropriate congressional committees (committees) respecting investment activity that could contribute to Iran's development of petroleum resources, and U.S. steps in response to such activity. Expands the definitions of "petroleum resources" and "person." Eliminates the national security waivers for imposition of sanctions. Directs the President to determine and report to the committees whether the the Islamic Revolutionary Guards Corps should be: (1) designated as a foreign terrorist organization; (2) placed on the list of designated global terrorists; and (3) placed on the list of weapons of mass destruction proliferators and their supporters. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Authorizes the President to carry out exchange programs with the people of Iran. Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Restricts nuclear cooperation with countries assisting Iran's nuclear program or transferring advanced conventional weapons or missiles to Iran. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." States that specified restrictions respecting Iran shall not have effect if the President determines and certifies to the committees that Iran: (1) has ended efforts to develop or acquire nuclear, chemical, or biological weapons, or ballistic missiles; (2) has been removed from the list of countries supporting international terrorism; and (3) poses no significant threat to U.S. national security, interests, or allies.

Indian Health Care Improvement Act Amendments of 2007 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) expanded coverage for qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX; and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Requires the Indian Health Service to be administered by an Assistant Secretary of Indian Health (currently, it is administered by a Director). Directs the Secretary of Health and Human Services, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bipartisan Indian Health Care Commission to: (1) establish a study committee to study the extent of Indian health services needs; (2) review and analyze the study committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Provides for the confidentiality of medical quality assurance records created by or for any Indian Health Program or a health program of an urban Indian organization as part of a medical quality assurance program. Reauthorizes the Indian Health Care Improvement Act (as amended by this Act) through FY2017. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Amends related SSA provisions to conform with this Act.

Scott Gardner Act - Directs the Secretary of Homeland Security to share immigration information with the Attorney General. Requires a joint report from such officials to Congress on improving the performance of federal immigration databases to ensure the prompt entry of immigration information. Requires: (1) the director of each state and local law enforcement agency to collect and report to the Secretary all immigration and DWI (driving while intoxicated) information collected in the course of normal duties; (2) such information to appear as a flag on the wants/warrants page of the National Criminal Information Center (NCIC) database; and (3) state or local detention of an arrested flagged alien pending federal transfer. Amends the Immigration and Nationality Act to: (1) require the Secretary to reimburse the costs of training state and local law enforcement employees on federal immigration laws; and (2) authorize the apprehension and detention of an alien for DWI or a similar violation, as long as the alien is deportable on any other grounds or is an illegal alien. Requires each state motor vehicle administrator to share with the Secretary all information concerning aliens with records of DWI convictions or refusals to take sobriety tests. Directs the Secretary to submit to Congress a formula for the allocation of federal detention facilities for aliens.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Justice for Public Safety Officers Act - Amends the federal criminal code to prohibit and impose enhanced criminal penalties for: (1) killing (or attempting or conspiring to kill) a federally protected safety officer (or former officer) while such officer is engaged in official duties or on the account of the performance of such duties; and (2) interstate or foreign flight to avoid prosecution, custody, or confinement for killing a federally protected safety officer. Defines "federally protected safety officer" as a public safety officer for a public agency that receives annual federal assistance of more than $10,000. Includes within the definition of "federally protected safety officer" judicial officers, law enforcement officers, firefighters, chaplains, and members of a rescue squad or ambulance crew.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the nation.

Deleting Online Predators Act of 2007 - Amends the Communications Act of 1934 to require schools and libraries that receive universal service support to enforce a policy that: (1) prohibits access to a commercial social networking website or chat room unless used for an educational purpose with adult supervision; and (2) protects against access to visual depictions that are obscene, child pornography, or harmful to minors. Allows an administrator, supervisor, or other authorized person to disable such a technology protection measure during use by an adult, or by minors with adult supervision, to enable access for educational purposes. Directs the Federal Trade Commission (FTC) to: (1) issue a consumer alert regarding use of the Internet by child predators and the potential dangers to children because of such use, including the potential dangers of commercial social networking websites and chat rooms; and (2) establish a website resource of information for parents, teachers, school administrators, and others regarding potential dangers posed by the use of the Internet by children.

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

HIPAA Recreational Injury Technical Correction Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer offering group health coverage from denying benefits or coverage otherwise provided under the plan for the treatment of an injury solely because it resulted from participation in a legal mode of transportation or recreational activity.

Security and Victory in Iraq Act of 2007 - Directs the President every 30 days to certify to the appropriate congressional committees the extent to which the government of Iraq: (1) is cooperating with U.S. stability efforts in Iraq; and (2) has made demonstrable progress toward achieving stability and security for its people, denying terrorists a sanctuary in Iraq, and ensuring equal access to resources. Directs the President every 30 days to report to the appropriate congressional committees respecting: (1) implementation of the Iraq "A New Way Forward" strategy; (2) the government of Iraq's progress in meeting specified benchmarks; (3) Iraqi Army progress and operations; (4) expenditure of funds for the Iraqi Army; (5) effectiveness of the police force in Baghdad; and (6) contributions by U.S. allies to support the government and people of Iraq. Directs the President to: (1) require all relevant U.S. departments and agencies to conduct an interagency assessment of the impact that U.S. military withdrawal from Iraq would have on U.S. national security and homeland security interests and on U.S. allies in the region; and (2) report to the appropriate congressional committees. Establishes in the House of Representatives the Select Bipartisan Committee to Monitor United States Policy and Strategy for Iraq.

English Language Unity Act of 2007 - Amends federal to declare English to be the official language of the United States. Requires: (1) official functions of the United States (meaning in this case the states and the District of Columbia) to be conducted in English; and (2) a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Declares that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the laws of the United States. Requires the Secretary of Homeland Security to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Pell Grant Equity Act of 2007 - Amends the Higher Education Act of 1965 to repeal the formula for calculation of an individual Pell Grant which includes, in part, the sum of the student's tuition. (Thus eliminates the "tuition sensitivity provision" which currently prohibits maximum Pell Grant awards to students attending low-tuition institutions of higher education even if their income is low enough to otherwise qualify for the maximum award.)

Small Business Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to small business to: (1) extend through 2008 the work opportunity tax credit: (2) qualify certain individuals between age 18 and 40 living in an empowerment zone, enterprise community, or renewal community for the work opportunity tax credit and expand the eligibility for, and amount of, such credit for certain disabled veterans; (3) increase to $125,000 (adjusted for inflation) the expensing allowance for small business assets and extend such increased allowance through 2010; (4) allow employers to claim a business tax credit for social security taxes paid with respect to employee cash tips without regard to any increase in the federal minimum wage rate; (5) allow a full credit against alternative minimum tax liability for the work opportunity tax credit and the employer credit for social security taxes paid with respect to employee cash tips; (6) treat certain businesses jointly owned by married couples as sole proprietorships for tax purposes; (7) deny preferential tax rates on capital gains and dividend income to certain dependents of taxpayers; and (8) grant the Internal Revenue Service with an additional four months to notify taxpayers of tax deficiencies before the suspension period for interest and penalties on underpayments takes effect. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase the estimated tax rate for corporations with assets of not less than $1 billion in the third quarter of 2012.

Emergency Farm Assistance Act of 2007 - Directs the Secretary of Agriculture (Secretary) to provide assistance: (1) to producers of specialty crops in disaster counties that suffered losses in 2005 or 2006; (2) to citrus producers in disaster counties that suffered losses in 2007; (3) to producers of other specialty crops in disaster counties that suffered losses in 2007; (4) to dairy producers in disaster counties that suffered losses in 2006; and (5) for livestock indemnity payments to producers in disaster counties that incurred losses in 2006 or 2007, or both. Directs the Secretary to make grants to California for an expedited disaster assistance program to qualified small businesses that suffered losses during the 2005, 2006, or 2007 crop year as a result of weather-related agricultural losses to the California specialty crop or livestock production sectors. Directs the Secretary to provide assistance to tree or fruit and tree nut producers in disaster counties that suffered losses in 2005, 2006, or 2007, or any combination of such years. Defines "tree" to include: (1) a tree (including a Christmas tree, ornamental tree, nursery tree, and potted tree); (2) a bush (including a shrub, nursery shrub, nursery bush, ornamental bush, ornamental shrub, potted bush, and potted shrub); and (3) a vine (including a nursery vine and ornamental vine). Directs the Secretary of Homeland Security to provide unemployment assistance and temporary mortgage rental assistance to California agricultural workers (including low-income migrant and seasonal farmworkers) who are unemployed due to disasters in 2007. Directs the Secretary to provide: (1) food coupons and surplus commodities to such workers; and (2) emergency grants for California low-income migrant and seasonal farmworkers who are unemployed due to disasters in 2007. Appropriates additional funds to the Secretary of Commerce for emergency disaster assistance to fishing communities, Indian tribes, and small businesses adversely affected by harvesting restrictions on Klamath River Fall chinook salmon.

Secret Ballot Protection Act - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board; and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 111th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Criminal Terrorism Improvements Act of 2007 - Amends the federal criminal code to impose the death penalty or life imprisonment on individuals who cause the death of a person while committing a terrorist act. Authorizes the death penalty for: (1) developing, possessing, or threatening to use radiological weapons against a person or against U.S. property; (2) causing the death of an individual by using missile systems designed to destroy aircraft, by using radiological dispersal devices, or by using the variola virus; and (3) use of atomic weapons with intent to injure the United States. Increases criminal penalties for: (1) attempting or conspiring to kill a U.S. national; (2) engaging in physical violence with the intent to injure a U.S. national; (3) financing terrorism or concealing assets to be used for terrorist activities; and (4) providing material support to terrorists or receiving military-type training from a foreign terrorist organization. Amends the crime of receiving military-type training from a foreign terrorist organization to include attempts or conspiracies to receive such training. Denies certain federal benefits to individuals convicted of a federal crime of terrorism. Expands the authorization for interception of communications (wiretapping) to include all federal crimes of terrorism.

National Language Act of 2007 - Makes English the official language of the U.S. government. Requires the government to: (1) conduct its official business in English, including publications, income tax forms, and informational materials; and (2) preserve and enhance the role of English as the official language of the United States of America. Provides that no person has a right, entitlement, or claim to have the government act, communicate, perform, or provide services or materials in any other language, unless specifically stated in applicable law. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, or in school programs designed to encourage students to learn foreign languages. States that this does not prevent the U.S. government from providing interpreters for persons over age 62. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt any state law.

Amends federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2007, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Southern California Desert Region Integrated Water and Economic Sustainability Plan Act - Amends the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior to participate in the design, planning, and construction of projects to implement the Mojave Water Agency's Integrated Regional Water Management Plan. Limits the federal cost share to 25%.

Lyme and Tick-Borne Disease Prevention, Education, and Research Act of 2007 - Requires the Secretary of Health and Human Services to establish the Tick-Borne Diseases Advisory Committee. Requires the Committee to advise the Secretary and the Assistant Secretary for Health regarding how officials can: (1) ensure interagency coordination and communication and minimize overlap regarding efforts to address tick-borne diseases; (2) identify opportunities to coordinate efforts with other federal agencies and private organizations addressing such diseases; (3) ensure interagency coordination and communication with constituency groups; (4) ensure that a broad spectrum of scientific viewpoints is represented in public heath policy decisions and that information disseminated to the public and physicians is balanced; and (5) advise relevant federal agencies on priorities related to Lyme and tick-borne diseases. Requires the Secretary, acting through the appropriate federal officials, to provide for the coordination of all federal programs and activities related to Lyme and other tick-borne diseases, including: (1) developing sensitive and accurate diagnostic tools and tests, (2) improving the efficient utilization of diagnostic testing currently available; (3) accurately determining the prevalence of such diseases; (4) evaluating the feasibility of creating a national uniform reporting system; (5) providing and promoting access to a clearinghouse of information on such diseases; (6) increasing public education related to such diseases; (7) creating a physician education program; (8) establishing epidemiological research objectives to determine the long term course of illness for Lyme disease; and (9) determining the effectiveness of different treatment modalities by establishing treatment outcome objectives

Marriage Protection Act of 2007 - Amends the federal judicial code to deny federal courts jurisdiction to hear or decide any question pertaining to the interpretation of, or the validity under the Constitution, of the provision of the Defense of Marriage Act declaring that no state shall be required to give effect to any marriage between persons of the same sex under the laws of any other state.

Transit System Flexibility Protection Act of 2007 - Authorizes the Secretary of Transportation to make public transportation formula grants for operating costs of equipment and facilities for use in public transportation in an urbanized area with a population of at least 200,000 if the state or regional authority providing public transportation for the area operates less than 100 buses in fixed-route service in the area during peak service hours.

Veterans' Memorials, Boy Scouts, Public Seals, and Other Public Expressions of Religion Protection Act of 2007 - Amends the Revised Statutes of the United States to limit the remedy, in a civil action against a state or local official for deprivation of civil rights, to injunctive and declaratory relief and deny attorneys' fees where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, including violations relating to: (1) religious words or imagery in veterans' memorials, public buildings, or official seals of states or their subdivisions; and (2) the chartering of Boy Scout units by states or their subdivisions and the Boy Scouts' using public buildings. Imposes the same limits regarding such an action against the United States or any U.S. agency or official acting in his or her official capacity.

Affirmation of the United States Record on the Armenian Genocide Resolution - Calls upon the President: (1) to ensure that U.S. foreign policy reflects appropriate understanding and sensitivity concerning issues related to human rights, ethnic cleansing, and genocide documented in the U.S. record relating to the Armenian Genocide and the consequences of the failure to realize a just resolution; and (2) in the President's annual message commemorating the Armenian Genocide to characterize the systematic and deliberate annihilation of 1.5 million Armenians as genocide, and to recall the proud history of U.S. intervention in opposition to the Armenian Genocide.

Pledge Protection Act of 2007 - Amends the federal judicial code to deny jurisdiction to any federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Dependence Reduction through Innovation in Vehicles and Energy Act or DRIVE Act - Directs the Director of the Office of Management and Budget to publish in the Federal Register an oil savings target and action plan for specified calendar years. Directs the Secretary of Energy to conduct a national media campaign to decrease oil consumption in the United States over the next decade. Directs the Secretary of Transportation to develop: (1) a fuel efficiency program for passenger car and light truck tires; (2) a program to designate Transit-Oriented Development Corridors; and (3) pilot projects to save oil by reducing vehicle miles traveled. Directs the Administrator of the Environmental Protection Agency to: (1) develop a testing and assessment program to determine the fuel economy of heavy duty vehicles; (2) establish a near-term electric transportation deployment program; and (3) implement a fuel and technology neutral program to reduce tailpipe emissions. Directs the Secretary of Transportation to prescribe average heavy duty vehicle fuel economy standards. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to make loan guarantees for eligible projects to improve hybrid technologies or to encourage production of efficient hybrid and advanced diesel vehicles. Requires a specified graduated percentage of passenger cars manufactured by light-duty motor vehicles manufacturers to be fuel choice enabling motor vehicles or alternative fuel automobiles. Amends the Internal Revenue Code to: (1) allow an advanced technology motor vehicles manufacturing tax credit; (2) allow a flexible fuel vehicle tax credit; (3) extend the alternative vehicle tax credit for new qualified hybrid motor vehicles; (4) allow a fuel-efficient tax credit for private fleets; (5) subject heavy vehicles to the depreciation limitation for certain luxury automobiles; (6) increase the alternative fuel vehicle refueling property tax credit; (7) provide a graduated tax credit for plug-in hybrid electric passenger and light truck vehicles; and (8) allow an idling reduction tax credit for heavy-duty diesel-powered on-highway vehicles. Establishes the Alternative Fueling Infrastructure Trust Fund. Authorizes the Secretary of Energy to obligate sums from the Fund for the Clean Cities grant program to increase the availability to consumers of ethanol, biodiesel, and other alternative fuels. Amends the Clean Air Act to prescribe minimum annual quantities of renewable fuel from cellulosic biomass. Directs the Secretary of Energy to: (1) require at least a 20% reduction in the federal fleets' petroleum consumption (including that at least 30% of federal vehicles required to be alternative fuel vehicles be flexible fuel hybrid or flexible fuel plug-in hybrid vehicles); (2) submit to Congress an action plan calling for a specified graduated percentage of the nation's ground fuel demand to be supplied by fuels derived from sources other than oil; and (3) carry out a plug-in hybrid electric vehicle prize program.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Home Oxygen Patient Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to restore Medicare treatment of ownership of oxygen equipment that existed prior to the enactment of the Deficit Reduction Act of 2005. Repeals the limitation of Medicare payment to the supplier for such equipment (including portable oxygen equipment) to 36 months of continuous use.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Home Ownership for America's Veterans Act of 2007 - Amends the Internal Revenue Code to: (1) extend the eligibility period of veterans for mortgage financing; and (2) require annual inflation adjustments after 2010 to limits on state veteran bond amounts based on the Conventional Mortgage Home Price Index (compiled by Freddie Mac).
