Amends the Abandoned Infants Assistance Act of 1988 with respect to infant abandonment prevention grants and family support programs for child abuse and neglect prevention. Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to direct the Secretary to research and report to the appropriate congressional committees about adoption outcomes and the factors affecting them. Amends the Family Violence Prevention and Services Act to: (1) revise requirements for State demonstration grants; (2) authorize an extended duration of a national domestic violence hotline grant; and (3) extend the authorization of appropriations for demonstration grants for community initiatives and for transitional housing assistance grants.

Pension Security Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to require individual account plans, including those with cash or deferred arrangements under IRC section 401(k), to furnish quarterly pension benefit statements to plan participants and beneficiaries with rights to direct investments. Requires individual account plan administrators to give 30 days notice (except in specified circumstances) to plan participants and beneficiaries before a period (lockdown, blackout) in which their ability to divest or diversify assets control over their account assets will be limited. Provides that, during such lockdown periods, employers are not exempt from liability for failing in fiduciary duty with respect to individual account plan investments; but states that this loss of exemption from liability is not triggered by any limitations or restrictions on employee ability to divest or diversify assets, if such limitations or restrictions are disclosed to participants and beneficiaries through summary plan description or materials describing specific investment alternatives under the plan. Amends ERISA and IRC to prohibit individual account plans from acquiring or holding employer securities with respect to which there is any restriction on divestment by a participant or beneficiary after the participant has completed three years of plan participation. Exempts employee stock ownership plans (ESOPS) from this prohibition. Allows ERISA prohibited transaction exemptions under specified conditions to: (1) a fiduciary adviser's providing certain investment advice to an employee benefit plan or to a participant or beneficiary of such plan; (2) sale, acquisition, or holding of securities or other property (including any lending of money or other extension of credit associated with these) pursuant to such advice; and (3) direct or indirect receipt of fees or other compensation by the fiduciary adviser or an affiliate in connection with providing such advice. Amends the Securities Exchange Act of 1934 to prohibit certain insider trading during pension plan transaction suspension periods.

Veterans Health-Care Items Procurement Reform and Improvement Act of 2002 - Requires any procurement of a health-care item by any element of the Department of Veterans Affairs to be made through the use of a Federal Supply Schedule contract or national contract that meets specified requirements, including the presence of pre-award and post-award audit clauses and a price reduction clause. Allows, in limited circumstances including the presence of a medical emergency at a Department medical center, the use of a contract other than the above contracts, as long as it meets such requirements. Requires, in the case of an emergency Department procurement of a health-care item, that the quantity procured not exceed that reasonably necessary to meet the emergency at the medical center concerned. Directs the Secretary of Veterans Affairs to establish annual goals for Department medical centers for the purchase of health-care items using the above contracts.

Provides for: (1) the education of health care personnel regarding recognition and identification of bioweapons; and (2) grants to train health professionals and register volunteers. Requires the maintenance of a national stockpile or stockpiles of drugs, vaccines and other biological products, medical devices, and other supplies adequate to meet the health security needs of the United States in the event of a bioterrorist attack or other public health emergency. Provides for countermeasure research, development, and evaluation. Provides for the waiver of certain Medicare, Medicaid, and SCHIP requirements during national emergencies. Provides for enhanced regulatory control of dangerous biological agents and toxins. Amends the Federal Food, Drug, and Cosmetic Act to provide for the protection of the food and drug supply against intentional adulteration. Amends the Safe Drinking Water Act to protect the water supply against terrorist and other intentional acts.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Authorizes such waiver or modification of requirements in order to provide relief from certain financial and administrative burdens to affected individuals who: (1) are serving on active duty during the emergency; (2) reside or are employed in a disaster area declared by any Federal, State, or local official in connection with the emergency; or (3) suffered direct economic hardship as a direct result of the emergency, as determined under a waiver or modification issued under this Act. Authorizes waiver or modification of certain reporting requirements for institutions of higher education, lenders, guarantee agencies, and other entities participating in such programs, if such entities are located in declared disaster areas connected to the emergency. Expresses the sense of Congress that institutions offering postsecondary education should provide refunds and waivers of certain requirements to students who are members of the Armed Forces serving on active duty during the national emergency.

Disabled Veterans Service Dog and Health Care Improvement Act of 2001 - Authorizes the Secretary of Veterans Affairs to provide: (1) service dogs to veterans enrolled in the veterans' patient enrollment system who are hearing impaired or have a spinal cord injury or dysfunction; and (2) related travel and incidental expenses. Requires maintenance of the capacity to provide for the specialized treatment and rehabilitative needs of disabled veterans in each geographic service area of the Veterans Health Administration. Revises the threshold used to determine a veteran's eligibility for health care to reflect locality cost-of-living variations. Directs the Secretary to carry out a pilot program: (1) to improve access to and coordinate inpatient care of eligible veterans; and (2) under which veterans receiving fee basis and contract hospitalization shall be provided such hospitalization through a managed care coordinator. Recodifies certain veterans' health-related authorities. Directs the Secretary to provide consultation, counseling, training, and mental health services to family members in connection with a veteran receiving treatment for a service-connected disability, and authorizes the Secretary to provide such services in connection with a veteran receiving treatment for a non-service-connected disability. Authorizes related travel and transportation expenses. Authorizes the Secretary to provide: (1) bereavement counseling to family members of veterans who die in the line of duty or veterans who were participating in a hospice program; and (2) humanitarian hospital or medical care in emergency cases (for a charge). Extends through FY 2007 the Secretary's authority to charge certain medical care copayments.

Colorado River Quantification Settlement Facilitation Act - Directs the Secretary of the Interior, in order to satisfy the requirements of the Endangered Species Act of 1973 for whatever actions relating to the Salton Sea may be required as a result of the Quantification Settlement Agreement (the agreement among the Imperial Irrigation District, the Metropolitan Water District of Southern California, the Coachella Valley Water District, and the State of California) water transfers, to provide for the construction of the Habitat Enhancement Projects benefitting species using the Salton Sea area, including projects that provide facilities for hunting, fishing, bird watching, boating, and camping. Requires the Secretary to approve the Habitat Conservation Plan and to issue related incidental take permits and all other approvals required so as to provide for compliance with such Act for covered activities within the Plan area. Directs the Secretary to exercise existing authority to operate and maintain the Colorado River front work and levee system to provide for the construction of off-stream water management reservoirs and associated facilities near the All-American Canal. Requires the reservoirs to be constructed on lands owned by the Imperial Irrigation District. Requires the Secretary to enter into an operating agreement with such District to arrange for operation of such reservoirs to provide for regulating river flows, furthering water conservation and hydropower generation, preventing the loss of Lake Mead storage, and facilitating any arrangements with Mexico in addressing its Colorado River water supply management needs. Provides for the termination of this Act, including such permits and approvals, after December 31, 2002, unless the Agreement is in effect on or before such date and remains in effect.

Date Certain Tax Code Replacement Act - Prohibits the imposition of any tax by the Internal Revenue Code: (1) for any taxable year beginning after December 31, 2005; and (2) in the case of any tax not imposed on the basis of a taxable year, on any taxable event or for any period after December 31, 2005. Excepts the: (1) tax on self-employment income (chapter 2 of the Code); (2) Federal Insurance Contributions Act (chapter 21 of the Code); and (3) Railroad Retirement Tax Act (chapter 22 of the Code). Establishes the National Commission on Tax Reform and Simplification to review: (1) the present structure and provisions of the Code; (2) whether the tax systems of other countries could provide more efficient and fair methods of funding government revenue requirements; (3) whether the income tax should be replaced with a tax imposed in a different manner or on a different base; and (4) whether the Code can be simplified, absent wholesale restructuring or replacement. Requires a Commission report to Congress on review results, with recommendations for Code reform and simplification. Terminates the Commission 90 days after such report. Authorizes appropriations (with interim funding). Declares that any new Federal tax system should be approved by Congress in its final form before July 4, 2005, and, if not, Congress should be required to vote to reauthorize the Code.

Homeless Veterans Comprehensive Assistance Act of 2001

Homeless Veterans Assistance Act of 2001 - Expresses the sense of Congress urging Federal agencies to cooperate more fully to address the problem of homelessness among veterans. Directs the Secretary of Veterans Affairs, through FY 2003, to make grants for establishing programs, and for expanding or modifying existing programs, to furnish the following services to homeless veterans: outreach, rehabilitation, vocational counseling and training, and transitional housing assistance. Directs the Secretary to provide to grant recipients per diem payments for such services (authorizes the Secretary to provide in-kind assistance in lieu thereof). Directs the Secretary of Labor to conduct programs of job training, counseling, and placement services to expedite the reintegration of homeless veterans into the labor force. Amends the United States Housing Act of 1937 to direct the Secretary of Labor to set aside specified amounts for providing, through a supported housing program administered in conjunction with the Department of Veterans Affairs, rental housing assistance to homeless veterans with chronic mental illness or substance abuse disorders. Directs the Secretary of Veterans Affairs to enter into contracts with community agencies to provide representative payee services for veterans unable to manage their own personal funds. Directs each Secretary to: (1) establish a joint methodology to monitor results of services furnished to homeless veterans; and (2) carry out a demonstration program to determine costs and benefits of providing referral and counseling services to certain veterans. Directs the Secretary of Veterans Affairs to carry out a demonstration program of grants for independent group homes for veterans recovering from alcohol or other substance abuse disorders.

Health Care Account Act of 2001 - Amends the Internal Revenue Code to provide for the exclusion from income of an employee of both the amounts contributed by the employee's employer to any health care expenditure account of such employee and amounts contributed by the employee to such an account. Limits contributions and requires employers to make comparable contributions. Provides for the creation of such accounts and permits expenditures from such accounts for qualified medical expenses which are not compensated for by insurance. Amends the Employee Retirement Income Security Act of 1974 (ERISA) with respect to ERISA coverage of such accounts.

National Uniformity for Food Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit any State or political subdivision from establishing or continuing in effect as to any food in interstate commerce any requirement for food that is not identical to specified FDCA provisions. Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Requires the domain to be available for voluntary use as a location only of material suitable for minors and the plan to establish a process for soliciting and selecting an operator of the new domain. Requires: (1) full operation of the new domain within six months after contract award; and (2) new domain approval by ICANN. Provides liability protections for any person or entity that operates or maintains the new domain with respect to information provided by a domain registrant. Directs the Secretary to carry out a program to publicize the availability of the new domain and to educate parents of minors regarding the process for utilizing the domain in combination with hardware and software technologies that filter or block unsuitable materials.

Repeals as a purpose the development of renewable energy resources as a primary source of energy for hydrogen production. Instructs the Secretary of Energy to: (1) report annually to Congress on programs and activities authorized under the Act; (2) conduct a hydrogen technology transfer program designed to accelerate wider application in foreign countries, increase the global market for hydrogen technologies, and foster global economic development without harmful environmental effects; and (3) enter into arrangements with the National Academy of Sciences to establish an advisory board to replace the current Hydrogen Technical Advisory Panel. Amends the Hydrogen Future Act of 1996 to repeal the program relating to the integration of fuel cells with hydrogen production systems.

Trade Promotion Authority Act of 2001 - Sets forth the overall trade negotiating objectives of the United States for trade agreements (generally similar to the objectives of the Omnibus Trade and Competitiveness Act of 1988 (OTCA)), including to: (1) further strengthen the system of international trading disciplines and procedures, including dispute settlement; and (2) foster economic growth, raise living standards, and promote full employment in the United States and to enhance the global economy. Sets forth the principal U.S. negotiating objectives (generally similar to the principal OTCA negotiating objectives) regarding trade barriers and other trade distortions, trade in services, foreign investment, intellectual property, transparency, improvement of the World Trade Organization (WTO) and other multilateral and bilateral trade agreements, foreign regulatory practices, electronic commerce, reciprocal trade in agriculture, and WTO extended negotiations. Requires the United States Trade Representative (USTR) to consult closely with Congress during trade negotiations. Sets forth the authority of the President (generally similar to the authority under OTCA) to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. States that a trade agreement may be entered into (before June 1, 2005; or June 1, 2007, if trade authorities procedures (or fast-track procedures) are extended under this Act) only if it makes progress in meeting the overall and principal trade negotiating objectives, and the President satisfies certain notification and consultation requirements set forth in this Act, including submission of the agreement for assessment by the International Trade Commission. Applies trade authorities procedures to bills implementing trade agreements if they consist of: (1) a provision approving a trade agreement entered into under this Act, and approving any statement of administrative action; and (2) if changes in existing laws or new statutory authority are required to implement such agreements, provisions necessary to implement them, either repealing or amending existing laws or providing new statutory law. Authorizes both Houses of Congress to adopt, within 60 days of each other, a procedural disapproval resolution denying trade authorities procedures to any trade agreement if the President has failed or refused to notify or consult with Congress about it. Exempts from the notice and consultation requirements of this Act any tariff or nontariff agreement which results from negotiations commenced before enactment of this Act, and which: (1) is entered into under the auspices of the WTO regarding the rules of origin work program; (2) is entered into with Chile or Singapore; or (3) establishes a Free Trade Area for the Americas. Requires the appointment of a Congressional Oversight Group to serve as advisor to the U.S. delegation after the President notifies Congress of his intention to enter into the negotiation of any tariff or nontariff trade agreement. Requires the President to submit an implementation and enforcement plan at the same time a final text of any tariff or nontariff trade agreement is submitted to Congress.
