Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Pass-Through Technical Corrections Act This bill specifically extends the duration of pass-through status (i.e., additional payment) for certain radiopharmaceuticals under the Medicare prospective payment system for hospital outpatient department services. In particular, the bill provides that a radiopharmaceutical with an indication for certain PET imaging that is covered in relation to clinical studies (i.e., coverage with evidence development) continues to receive pass-through status until the applicable coverage review is complete, if such status initially expired on either December 31, 2017, or December 31, 2018.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Prevent Family Fire Act of 2019 This bill allows a new business-related tax credit for 10% of the amount of the first retail sale of a safe firearm storage device. The amount upon which the credit is based may not exceed $400. A "safe firearm storage device" is a device that (1) is designed and marketed to deny unauthorized access to, or rendering inoperable, a firearm or ammunition; and (2) is secured by a combination lock, key lock, or lock based on biometric information. This credit terminates after December 31, 2026.

This bill establishes additional requirements for prescription drug plan (PDP) sponsors that use formularies under the Medicare prescription drug benefit. Specifically, the bill requires PDP formularies to include covered generic drugs and biosimilars for which the wholesale acquisition cost is less than that of the reference (i.e., brand-name) product. PDP sponsors must also establish specific cost-sharing tiers that apply lower cost-sharing requirements for such covered generic drugs and biosimilars as compared to those for brand-name products. The bill also prohibits PDP sponsors from instituting certain requirements relating to access to such covered generic drugs and biosimilars that are more restrictive than those for brand-name products (e.g., prior authorization requirements).

Advancing Infrastructure Development in Appalachia Act or the AID in Appalachia Act This bill directs the Department of Transportation (DOT) to establish the Balance Exchanges for Infrastructure Program to improve highway infrastructure development in the Appalachian region of the United States. DOT must incentivize certain states within the Appalachian region to use unobligated balances of funding to improve highway infrastructure in the region.

General James N. Mattis Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to General James N. Mattis in recognition of his distinguished military career. Following the award, the medal shall be given to the Smithsonian Institution, where it shall be available for display as appropriate and made available for research. The U.S. Mint may strike and sell duplicates in bronze of the gold medal.

Healthy Start Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2024 the Healthy Start program, which provides grants that support interventions to improve women’s health before, during, and after pregnancy. Further, the bill requires the Health Resources and Services Administration to consider communities with high rates of infant mortality when awarding grants and requires the Government Accountability Office to evaluate the program’s health outcomes.

Opioid Prescription Verification Act of 2019 This bill requires the Department of Health and Human Services, in consultation with relevant agencies, to update pharmacist training materials to include information about how to verify the identity of individuals who pick up prescribed medications; it also permits the Centers for Disease Control and Prevention to give preference, in awarding grants to states for overdose prevention, to states that maintain a prescription drug monitoring program and require dispensers of certain controlled substances to verify the identity of individuals who pick up prescribed medications.

Cold War Service Medal Act This bill authorizes the Department of Defense (DOD) to issue a service medal to members of the Armed Forces who served during the Cold War. The medal may be awarded to service members who (1) served on active duty for at least 24 consecutive months during the Cold War, from September 2, 1945, to December 26, 1991; (2) were deployed outside the continental United States for at least 30 days during the Cold War; (3) were members of a reserve component of the Armed Forces and were called or ordered to active duty to participate in exercises or operations directly related to the Cold War ; or (4) performed such other service in the Armed Forces during the Cold War as DOD may prescribe.

Alice Cogswell and Anne Sullivan Macy Act This bill expands special education and related services for students who are deaf or hard of hearing, for students with visual disabilities, and for children and youth who are deaf-blind. The individualized education program for each child who is visually and/or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. In addition, a state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services. Among other provisions, the bill authorizes support, including grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities. The bill establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

Honest Elections Act This bill modifies registration requirements for foreign agents who engage in political activities, requires that certain disclosures be made in online political communications, and prohibits a state from receiving certain election assistance funds if the state allows ballot harvesting or voting by noncitizens.

Mine Affected Community Energy and Environment Act This bill allows a new tax credit for the production of electricity from a coal refuse facility. A "coal refuse facility" means any facility (1) that was originally placed in service prior to January 1, 2019, and combusts coal refuse or fuel composed of at least 75 percent coal refuse by BTU energy value; and (2) uses at a minimum, a circulating fluidized bed combustion unit or a pressurized fluidized bed combustion unit, equipped with a limestone injection system for control of acid gases, and a fabric filter particulate emission control system.

Fairness in Orphan Drug Exclusivity Act This bill limits which orphan drugs may be granted a market exclusivity period by the Food and Drug Administration (FDA). (Generally, an orphan drug is one that is not economically viable because of the rarity of the disease that it treats; the sponsor of an FDA-designated orphan drug may be granted various incentives, such as a seven-year period in which the FDA may not grant market approval to a different sponsor for the same drug to treat the same disease.) Specifically, when determining whether to grant an exclusivity period to a drug that has orphan status due to low expected sales, the FDA shall consider the sales of all drugs from the sponsor that have the same core molecule or ion that is responsible for the drug's physiological or pharmacological action.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on (1) specified officials of Turkey's government, such as the president and vice president of Turkey; (2) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; and (3) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces. The President may temporarily stop the application of such sanctions upon certifying to Congress that Turkey (1) is not operating in certain parts of Syria without U.S. support, and (2) has withdrawn its troops and Turkey-supported rebel groups from occupied areas. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology.

This resolution (1) disapproves of the actions led by the Speaker of the House, Nancy Pelosi, to conduct work related to matters of impeachment in a closed and classified setting; (2) requires all impeachment related matters to be done in an open setting and in public view; and (3) demands the Speaker and the chair of each committee engaged in an impeachment inquiry of any kind to give each Member of the House a minimum of 48-hours notice before conducting such matters.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Closing Loopholes for Orphan Drugs Act This bill amends the Public Health Service Act to revise the 340B Drug Pricing Program, which currently requires drug manufacturers to discount orphan drugs (i.e., drugs for rare conditions) for certain entities covered by the program. The bill discounts orphan drugs that are not being used to treat rare conditions for all entities covered by the program.

Appalachian Regional Energy Hub Initiative Act This bill authorizes the Appalachian Regional Commission to provide technical assistance and grants to individuals or entities in the Appalachian region for projects and activities (1) to conduct research and analysis regarding the impact of an ethane storage hub in the region, (2) with the potential to significantly contribute to the economic resilience of the area where the project is located, and (3) that will help establish a regional energy hub in the region for natural gas and natural gas liquids.

Rare Earth Cooperative 21st Century Manufacturing Act or the RE-Coop 21st Century Manufacturing Act This bill addresses the advancement of domestic refining of rare earth elements and the safe storage of thorium. The Department of Commerce must establish a privately funded, operated, and managed Thorium-Bearing Rare Earth Refinery Cooperative tasked with the creation of a fully integrated domestic rare earth value chain to serve U.S. national security needs and the critical advanced manufacturing industries. The Department of Energy must coordinate with other agencies to procure the issuance of a federal charter for the Thorium Storage, Energy, and Industrial Products Corporation which shall assume liability for and ownership of all thorium and mineralogically actinides and decay products contained within the rare earth element ores utilized by the cooperative.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

RETAIN Teachers Act or the Reducing Extra Teaching Authentication Impacting New Teachers Act This bill requires the Department of Education to recommend how to create a single, electronic form whereby a teacher who makes use of specified financial assistance programs may provide certification that they have completed the requirements to benefit from such programs.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Clean Industrial Technology Act of 2019 or the CIT Act of 2019 This bill provides incentives for the nonpower industrial sector to reduce nonwater greenhouse gas emissions to the atmosphere. Specifically, the bill requires the Department of Energy (DOE) to establish an industrial emissions reduction technology research, development, demonstration, and commercial application program. Under the program, DOE must award grants and fund demonstration projects to develop and evaluate technologies designed to increase (1) the industrial competitiveness of the United States, and (2) the emission reductions of nonpower industrial sectors. DOE may also enter into contracts and cooperative agreements for these purposes. In addition, DOE must establish an Industrial Technology Innovation Advisory Committee to provide advice to DOE and the Office of Science and Technology Policy about the program. Finally, DOE must establish a technical assistance program to promote the commercial application of emission reduction technologies in nonpower industrial sectors.

Broadband Deployment Accuracy and Technological Availability Act or the Broadband DATA Act This bill requires the Federal Communications Commission (FCC) to change the way broadband data is collected, verified, and reported. Specifically, the FCC must collect and disseminate granular broadband service availability data (broadband maps) from wired, fixed-wireless, satellite, and mobile broadband providers. To do this, the FCC is required to establish the Broadband Serviceable Location Fabric (a dataset of geocoded information for all broadband service locations, atop which broadband maps are overlaid) as the vehicle for reporting broadband service availability data. Additionally, the FCC must put forth specified requirements for service availability data collected from broadband providers, and it must create a challenge process to enable the submission of independent data challenging the accuracy of FCC broadband maps.

Mapping Accuracy Promotes Services Act or the MAPS Act This bill makes it unlawful to willfully, knowingly, or recklessly submit inaccurate broadband coverage information or data (mapping data) to the Federal Communications Commission.

Regulations From the Executive in Need of Scrutiny Act of 2019 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

Medicare Audiologist Access and Services Act of 2019 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.

Promoting Interagency Coordination for Review of Natural Gas Pipelines Act This bill expands the authority of the Federal Energy Regulatory Commission (FERC) to act as the lead agency for the purpose of coordinating all applicable federal authorizations and environmental reviews under the National Environmental Policy Act of 1969 (NEPA) with respect to authorizing a natural gas pipeline project under the Natural Gas Act. Federal, state, and local agencies involved in the environmental review process must defer to FERC's approved scope for a NEPA review. FERC must invite and designate the other participating agencies involved in the authorization process; track and publicly display on its website specific information related to the actions required to complete an authorization; and with respect to an authorization, consult with the Transportation Security Administration regarding pipeline infrastructure security, pipeline cybersecurity, pipeline personnel security, and other pipeline security measures. The bill establishes a 90 day deadline to complete an authorization application for other authorizing agencies and requires concurrent reviews when multiple agencies are involved in the authorization process. If a federal or state agency considering an aspect of an application for authorization requires the person applying for such authorization to submit data, the agency must consider any such data gathered by aerial or other remote means that the person submits.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Energy Savings and Industrial Competitiveness Act of 2019 This bill revises a variety of programs to encourage energy efficiency in buildings, industry, and the federal government, including by encouraging energy efficiency in residential, commercial, federal, or school buildings; energy-efficient technologies and processes for industrial applications; sustainable manufacturing; energy-efficient electric motors or transformers; or federal use of energy-efficient and energy-saving information technologies.

Workforce Development Through Post-Graduation Scholarships Act of 2019 This bill modifies the requirements for calculating taxable income to exclude post-graduation scholarship grants from gross income in the same manner as scholarships are currently excluded. A "post-graduation scholarship grant" is a grant provided by a program that is established by certain tax-exempt organizations, is designed to encourage individuals to serve in occupations of unmet needs or in areas of unmet need, and that repays any portion of an education loan incurred by an individual.

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.

PDMPs Help Patients Act of 2019 This bill directs the Department of Health and Human Services (HHS) to establish a grant program to test the feasibility of integrating substance use disorder and behavioral health treatment locator tools into prescription drug monitoring programs. HHS may award grants to up to five states.
