Collegiate Housing and Infrastructure Act of 201 7 This bill amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property. A "collegiate housing and infrastructure grant" is a grant to provide, improve, operate, or maintain collegiate housing property that may involve more than incidental social, recreational, or private purposes. The grant must be for purposes that would be permissible for a dormitory or other residential facility of the college or university with which the collegiate housing property is associated. The grant may not be used to provide physical fitness facilities.

No Hero Left Untreated Act This bill requires the Department of Veterans Affairs (VA) to carry out a one-year pilot program to provide access to magnetic EEG/EKG-guided resonance therapy to treat veterans suffering from post-traumatic stress disorder, traumatic brain injury, military sexual trauma, chronic pain, or opiate addiction. The VA shall: (1) carry out the program at up to two VA facilities, and (2) provide access to such therapy to more than 50 veterans.

This bill amends the Federal Power Act with respect to the prohibition regarding mergers or consolidations by a public utility. Any merger or consolidation of a public utility whose value exceeds $10 million must first be authorized by the Federal Energy Regulatory Commission (FERC). In addition, FERC is required to promulgate a rule within 180 days that mandates any public utility seeking to merge or consolidate to notify FERC, within 30 days of transaction consummation, if the value of such merger or consolidation exceeds $1 million but is less than $10 million.

Taking Account of Institutions with Low Operation Risk Act of 2017 or the TAILOR Act of 2017 This bill requires federal financial regulatory agencies to: (1) tailor any regulatory actions so as to limit burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's tailoring requirement applies not only to future regulatory actions but also to regulations adopted within the last seven years.

Satisfying Energy Needs and Saving the Environment Act or the SENSE Act This bill modifies the Cross-State Air Pollution Rule as it applies to certain electric utility steam generating units (electric power plants) that convert coal refuse into energy. The Environmental Protection Agency (EPA) must maintain the existing limits for sulfur dioxide emissions from coal refuse utilities under the cap-and-trade system, instead of applying the more restrictive limits that are scheduled to go into effect in 2017. (Under the current system, a cap sets a limit on emissions. The cap is lowered over time to reduce the amount of pollutants released. Utilities may only emit as much carbon as permitted under their allowances, which may be traded with others.) Thus, EPA must allocate to coal refuse utilities in 2017 and subsequent years the same number of emissions allowances for sulfur dioxide that have been previously allocated to coal refuse utilities, instead of reducing allowances. After January 1, 2017, a coal refuse utility may not trade any unused sulfur dioxide allowances. Those allowances may be saved by the coal refuse utilities for use in future compliance periods. The EPA may not increase the total number of allowances for sulfur dioxide emissions from all sources that are allocated to each state. The bill eases emission limits for hazardous air pollutants from coal refuse utilities. The EPA must allow the utilities to meet compliance requirements by meeting the maximum achievable control technology standards for either hydrogen chloride or sulfur dioxide.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Furthering Access to Stroke Telemedicine Act of 2017 or the FAST Act of 2017 This bill specifies that, under Medicare, telehealth services include telehealth-eligible stroke services provided to an individual soon after the onset of acute-stroke symptoms. Certain originating-site requirements applicable to telehealth services under Medicare shall not apply with respect to such stroke services.

ACO Assignment Improvement Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to establish additional requirements for assigning Medicare fee-for-service beneficiaries to accountable care organizations (ACOs) under the Medicare shared savings program. Under current law, the program enables ACOs to receive payments for savings stemming from care coordination and management. The bill requires the basis for assignment to reflect beneficiaries' utilization of not only primary care services provided by ACO physicians, but also those provided by other ACO practitioners. Other ACO practitioners include physician assistants, nurse practitioners, clinical nurse specialists, certified registered nurse anesthetists, certified nurse-midwives, clinical social workers, clinical psychologists, and registered dieticians or nutrition professionals.

Pre-existing Conditions Protection Act of 2017 This bill sets forth amendments that would take effect in the case of the repeal of the Patient Protection and Affordable Care Act (PPACA) and the health care provisions of the Health Care and Education Reconciliation Act of 2010 and the restoration of the provisions amended by those provisions. If the amendments take effect, the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and Internal Revenue Code are revised to maintain PPACA consumer protections. Specifically, the bill would maintain the: requirement for health insurance to cover preexisting conditions, requirement for health insurers to accept every employer and every individual applying for coverage, prohibition against health insurers discriminating against individuals based on health status factors, prohibition against collecting genetic information in connection with issuing health insurance, and requirements for workplace wellness programs connected to health insurance.

Discouraging Frivolous Lawsuits Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise requirements concerning citizen suits. Litigation costs (including reasonable attorney and expert witness fees) must be awarded to the prevailing party, thus the bill removes a court's discretion to award the fees. A prevailing party is defined as the party that prevails on more than half of the claims at issue. The bill repeals the authority of the Environmental Protection Agency (EPA) to deny or restrict the use of any area as a disposal site for dredged or fill material when the discharge of those materials would have an unacceptable adverse effect on municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas. Current law requires compensatory mitigation to replace the loss of aquatic resource functions in a watershed when a permit to discharge dredged or fill materials into navigable waters has unavoidable impacts on aquatic resources. This bill prohibits government entities from carrying out compensatory mitigation in excess of existing regulatory requirements.

Commercial Vessel Incidental Discharge Act This bill requires the U.S. Coast Guard to: (1) address the regulation of discharges incidental to the normal operation of a commercial vessel into navigable waters, including ballast water discharges; and (2) preempt applicable state laws and federal regulations issued under the Federal Water Pollution Control Act (commonly known as the Clean Water Act). Ballast water is water and suspended matter taken on board a commercial vessel to control or maintain trim, draught, stability, or stresses of the commercial vessel. This bill requires commercial vessels to meet ballast water discharge standards established by the Coast Guard. By 2022, the Coast Guard must complete an effectiveness review to determine whether revising ballast water discharge standards will result in reducing the risk of introducing or establishing aquatic nuisance species. Further revisions to the standards must be considered every 10 years. If the standard would result in reducing the risk of introducing or establishing aquatic nuisance species, then the Coast Guard must conduct a practicability review to determine whether: (1) a ballast water management system that is capable of achieving the proposed standard is economically achievable and operationally practicable, and (2) testing protocols can accurately measure compliance. The Coast Guard must revise the standard if it meets practicability criteria. The Coast Guard must also issue rules establishing: (1) reasonable and practicable standards for reception facilities to mitigate adverse effects of aquatic nuisance species on navigable waters, and (2) best management practices for certain discharges for commercial vessels that are at least 79 feet in length and are not fishing vessels.

Alice Cogswell and Anne Sullivan Macy Act This bill amends the Individuals with Disabilities Education Act to require a state to identify, evaluate, and provide special education and related services to children who have visual or hearing disabilities (or both) and also are, or may be, classified in another disability category. A state must ensure that it has enough qualified personnel to serve children who have such disabilities and that a full continuum of alternative placements is available to meet the needs of disabled children for special education and related services. The individualized education program for each child that is either (or both) visually or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. Similarly, the individualized family service plan for an infant or toddler with a hearing disability must include specified components. A state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services for purposes of the prohibition against reducing state financial support for such services from one fiscal year to the next. The bill also: (1) authorizes grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities; and (2) establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

New Markets Tax Credit Extension Act of 201 7 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).

Synthetics Trafficking and Overdose Prevention Act of 2017 or the STOP Act of 2017 This bill amends the Tariff Act of 1930 to make the Postmaster General the consignee (i.e., the entity financially responsible for the receipt of a shipment) for merchandise, excluding documents, imported through the mail into the United States. The Postmaster General must designate licensed customs brokers to file required documents or information for such shipments. The bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to impose a customs user fee on postal shipments or any other item valued at $2,000 or less arriving at an international mail facility. The bill amends the Trade Act of 2002 to direct the Department of the Treasury to require the Postmaster General to provide for the advanced electronic transmission to the U.S. Customs and Border Protection of certain information for all postal shipments made by the U.S. Postal Service (USPS), including postal shipments it receives from foreign postal operators. The Postmaster General: shall be liable for civil penalties for postal shipment violations committed by a foreign postal operator or the USPS; may be directly or indirectly responsible for discrepancies resulting from omissions made or false information provided by a foreign postal operator or the USPS; and shall ensure that all costs and penalties associated with complying with this bill are recouped from foreign shippers, foreign postal operators, or U.S. ultimate consignees.

Recreational Lands Self-Defense Act of 2017 This bill prohibits the Army Corps of Engineers from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Corps of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located.

National Heritage Area Act of 2017 This bill establishes a National Heritage Areas System to recognize certain areas of the United States that tell nationally significant stories and to conserve, enhance, and interpret the areas' natural, historic, scenic, and cultural resources that illustrate significant aspects of U.S. heritage. Through such system, the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The system shall be comprised of: such areas designated by Congress under this bill; such areas designated after enactment of this bill, unless the law designating the area exempts it from inclusion in the system; and 49 specified areas; and any other national heritage areas designated before this bill's enactment. National heritage areas shall not be considered to be units of the National Park System. Interior shall: (1) undertake studies as directed by Congress to assess the feasibility of designating proposed national heritage areas, (2) approve or disapprove the management plan prepared by the local coordinating entity for an area, and (3) evaluate the accomplishments of an area every 10 years after its designation and submit a recommendation on whether federal funding for such area should be continued, reduced, or eliminated. The bill: (1) specifies the criteria that Interior shall apply to determine the suitability and feasibility of designating proposed national heritage areas, and (2) states that the designation of an area shall be by federal statute and contingent on the prior completion of a management plan and an affirmative determination by Interior that the area meets such criteria.

Removing Barriers to Colorectal Cancer Screening Act of 2017 This bill waives Medicare coinsurance requirements with respect to colorectal cancer screening tests, regardless of the code billed for a resulting diagnosis or procedure.

Title VIII Nursing Workforce Reauthorization Act of 2017 This bill amends the Public Health Service Act to extend through FY2022 support for nursing workforce programs and grants. Eligibility for advanced nursing education grants is expanded to include education programs for clinical nurse leaders and all combined registered nurse and graduate degree programs. (Clinical nurse leaders are advanced generalist clinicians who apply research and coordinate care in order to improve outcomes for patients.) To be eligible for these grants, clinical nurse specialist programs must provide registered nurses with full-time clinical nurse specialist education that qualifies the nurses to provide a full range of care. Programs for loan repayment and scholarships for nurses, loans for nursing faculty, and geriatric care education are extended through FY2022. Grants for increasing nursing workforce diversity are also extended through FY2022. Nurse education, practice, and quality grants are extended through FY2022 and eligibility is expanded to include nurse-managed health clinics. Grants for nursing career ladder programs are expanded to: (1) promote career advancement for individuals to become registered nurses or advanced education nurses; and (2) support internships and residency programs to encourage mentoring and the development of specialties.

Firefighter Cancer Registry Act of 2017 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) develop a strategy to maximize participation in the registry; (2) develop guidance for states and firefighting agencies regarding the registry; (3) encourage inclusion in the registry of data on minority, female, and volunteer firefighters; and (4) seek feedback on the registry from nonfederal experts. The CDC must develop a process for making registry data available for research without a fee if findings or publications from the research are made public or available to stakeholders.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Saracini Aviation Safety Act of 2017 This bill requires the Federal Aviation Administration to issue an order to require: (1) the installation of secondary barriers, other than the cockpit door, to prevent access to the flight deck of each covered aircraft; (2) such barriers on the aircraft with a cockpit door to remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) such barriers on the aircraft without a cockpit door to remain locked as determined by the pilot in command. "Covered aircraft" is defined as a commercial aircraft: (1) equipped with more than 75 passenger seats, and (2) with a maximum gross takeoff weight of more than 75,000 pounds.

Postal Employee Appeal Rights Amendments Act This bill extends federal employee protections against adverse personnel actions, including the right to appeal such actions to the Merit Systems Protection Board, to any officer or employee of the U.S. Postal Service who is not represented by a bargaining representative and is in a supervisory, professional, technical, clerical, administrative, or managerial position covered by the Executive and Administrative Schedule.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism.

Protecting Seniors' Access to Medicare Act of 2017 This bill amends the Patient Protection and Affordable Care Act (PPACA) to terminate the Independent Payment Advisory Board (IPAB). Under PPACA, the IPAB is tasked with developing proposals to reduce the per capita rate of growth in Medicare spending.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Ozone Standards Implementation Act of 2017 This bill amends the Clean Air Act by revising the National Ambient Air Quality Standards (NAAQS) program, including by: (1) delaying the implementation of the ozone NAAQS that were published in 2015; (2) changing the review cycle for criteria pollutant NAAQS from a 5-year review cycle to a 10-year review cycle; and (3) prohibiting the Environmental Protection Agency (EPA) from completing its next review of ozone NAAQS before October 26, 2025. The EPA may consider, as a secondary consideration, likely technological feasibility in establishing and revising NAAQS for a pollutant if a range of air quality levels for such pollutant are requisite to protect public health with an adequate margin of safety. Prior to establishing or revising NAAQS, the EPA must obtain advice from its scientific advisory committee. The EPA must publish regulations and guidance for implementing NAAQS concurrently with the issuance of a new or revised standard. New or revised NAAQS may not apply to preconstruction permits for constructing or modifying a stationary source of air pollutants until those regulations and guidance have been published. The bill provides that in extreme ozone nonattainment areas, contingency measures are not required to be included in nonattainment plans. Technological achievability and economic feasibility must be taken into consideration in plan revisions for milestones for particulate matter nonattainment areas.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

Employer Participation in Student Loan Assistance Act This bill amends the Internal Revenue Code to extend the tax exclusion for employer-provided educational assistance to include payments of qualified education loans by an employer to either an employee or a lender.

Steel Industry Preservation Act This bill amends the Internal Revenue Code to extend and modify the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel which is: (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) The bill modifies the tax credit for steel industry fuel to: extend the credit period and the placed-in-service date, revise the definition of "steel industry fuel" to allow blends of coal and petroleum coke or other coke feedstock in the fuel, set forth ownership requirements, and specify requirements for treating an owner as producing and selling steel industry fuel. A taxpayer that produces steel industry fuel may elect to accept an increased tax credit in lieu of certain deductions for expenses in connection with the production of steel industry fuel. The bill specifies the treatment of the credit for the purpose of the alternative minimum tax. It also exempts transactions related to steel industry fuel from rules that restrict deductions and other tax benefits for activities that are not engaged in for profit or that do not have economic substance.

Postal Service Financial Improvement Act of 2017 This bill requires the Department of the Treasury to: (1) invest a specified percentage of the Postal Service Retiree Health Benefits Fund, using one or more qualified professional asset managers, in index funds modeled after those established for Thrift Savings Fund investments; and (2) ensure that the investment replicates the performance of the longest-term target date asset allocation investment fund established by the Federal Retirement Thrift Investment Board. The bill establishes the Postal Service Retiree Health Benefits Fund Investment Committee, which Treasury shall consult regarding such investments. The "specified percentage" to be invested is defined as 25% of the currently available portions of the fund as are not immediately required for payments from the fund, except that the committee may specify a higher percentage, not to exceed 30%, not earlier than five years after this bill's enactment and as appropriate thereafter. Treasury shall annually engage an independent qualified public accountant to audit the financial statements of such investments and shall submit an annual management report that includes: statements of financial position, operations, and cash flows; a statement on internal accounting and administrative control systems; the report resulting from the audit; and any other comments and information necessary to inform Congress about the operations and financial condition of the investments.

This joint resolution nullifies the “Implementation of the NICS Improvement Amendments Act of 2007 ” rule finalized by the Social Security Administration on December 19, 2016. The rule implements a plan to provide to the National Instant Criminal History Background Check System the name of an individual who meets certain criteria, including that benefit payments are made through a representative payee because the individual is determined to be mentally incapable of managing them. (Current law prohibits firearm sale or transfer to and purchase or possession by a person who has been adjudicated as a mental defective.)

This joint resolution nullifies the Stream Protection Rule finalized by the Department of the Interior's Office of Surface Mining Reclamation and Enforcement on December 20, 2016. The rule addresses the impacts of surface coal mining operations on surface water, groundwater, and the productivity of mining operation sites.

Ensuring Access to Quality Complex Rehabilitation Technology Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to establish a separate Medicare benefit category for complex rehabilitation technology (CRT) items that: (1) are designed or configured to meet an individual's unique needs and capacities; (2) are primarily used to serve a medical or functional purpose; and (3) require certain services to ensure appropriate design, configuration, and use. The Centers for Medicare & Medicaid Services (CMS) shall designate CRT items and establish eligibility criteria with respect to such items, in accordance with specified exclusions and other requirements. The CMS must also establish: (1) a payment system applicable to CRT items, subject to clinical conditions and other specified requirements; (2) quality standards for suppliers of CRT items; and (3) a formal process for the submission of certain CRT code-set modification requests by stakeholder groups. If specified requirements are met, Medicare payment must be made for the replacement of a CRT item (or item part), without regard to certain continuous-use or useful-lifetime restrictions applicable to items of durable medical equipment. In addition, Medicare payment may be made for the temporary rental of a CRT item if such an item owned by a qualified enrollee is undergoing necessary repairs.

This joint resolution nullifies a Department of Health and Human Services rule regarding subrecipients of family planning grants. (Under the rule, grant recipients may prohibit an entity from receiving a subaward only for reasons related to the entity's ability to provide family planning services.)

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.

Streamlining Energy Efficiency for Schools Act of 2017 This bill amends the Energy Policy and Conservation Act by directing the Department of Energy's Office of Energy and Renewable Energy to establish a clearinghouse for disseminating information regarding available programs and financing mechanisms that may be used to help initiate, develop, and finance energy efficiency, distributed generation, and energy retrofitting projects for schools. The office must: (1) consult with appropriate agencies to develop a list of programs and financing mechanisms that are, or may be, used for the projects; and (2) coordinate with appropriate agencies to develop a collaborative education and outreach effort to streamline communications and promote the programs and financing mechanisms.

Stopping EPA Overreach Act of 2017 This bill amends the Clean Air Act to exclude carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride pollution from the scope of that Act. The bill declares that current law does not authorize or require the regulation of climate change or global warming and nullifies certain final rules relating to: (1) greenhouse gas and volatile organic compounds emissions, including methane emissions, from the oil and natural gas sector; and (2) carbon pollution emissions from the utility power sector. Before proposing or finalizing regulations or policies, the Environmental Protection Agency must analyze the net and gross impact of those regulations and policies on employment. Regulations and policies may not take effect if they have a negative impact on employment, unless they are approved by Congress and signed by the President.

This bill revises the requirements for passenger vessels that are exempt from fire-retardant materials standards. Vessels in operation before January 1, 1968, that operate within inland waterways are exempt from the new requirements until December 1, 2028. Exempt vessel operators must follow certain requirements including notifying prospective passengers in writing prior to the sale of any ticket for boarding and making annual structural alterations to at least 10% of areas of the vessel that are not constructed of fire-retardant materials. Additionally, the Department of Transportation (DOT) must conduct an annual inspection of any vessel that is exempted from fire-retardant materials standards. DOT may withdraw a certificate of inspection for any vessel that does not comply with requirements under this bill.

Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (now Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Conscience Protection Act of 2017 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Lieutenant Osvaldo Albarati Correctional Officer Self-Protection Act of 2017 This bill amends the federal criminal code to require the Bureau of Prisons (BOP) to allow a correctional officer at a federal prison or correctional institution to: (1) store firearms on BOP premises in a secure storage area outside the security perimeter of the institution or in a vehicle lockbox, and (2) carry a concealed firearm on BOP premises outside the security perimeter of the institution.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Health Care Safety Net Enhancement Act of 2017 This bill amends the Public Health Service Act to deem a hospital or an emergency department and a physician or physician group of a hospital or emergency department to be an employee of the Public Health Service with liability protection provided by the United States for purposes of any civil action that may arise due to providing emergency or post-stabilization services on or after January 1, 2016.
