Ensuring Medicaid Continuity for Children in Foster Care Act of 2021 This bill allows states to receive federal Medicaid payment for services provided to foster care children in qualified residential treatment programs (i.e., programs with trauma-informed treatment models that address the needs of children with serious emotional or behavioral disorders or disturbances).

Protecting Rural Telehealth Access Act This bill expands coverage of telehealth services under Medicare. Specifically, the bill permanently (1) removes geographic restrictions on originating sites (i.e., the location of the beneficiary), (2) allows the home of the beneficiary to serve as the originating site for all services, (3) allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner), and (4) expands coverage to include audio-only services for evaluation and management and behavioral health services.

Taliban Rare Earth Minerals Sanctions Act This bill requires the President to impose sanctions on foreign individuals and entities that knowingly engage in a significant transaction that concerns the rare earth mineral sector of Afghanistan. The President must impose property-blocking sanctions on such foreign individuals and entities, as well as visa-blocking sanctions on the individuals.

Meaningful Access to Federal Health Plan Claims Data Act of 2021 This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a program that allows clinician-led clinical data registries to access Medicare claims data for purposes of research, quality of care measurement, and reporting. (Clinician-led clinical data registries are data repositories operated by clinician organizations and that collect information about particular diseases and related medical procedures and therapies.) The new program must allow for various types of data queries, including provider, state, and nationwide claims data. Such data may be used for public reports about provider performance, specified nonpublic analyses (e.g., medical research), and fee-based data services. Registries must apply to the CMS for access. Additionally, registries and their authorized users must enter into data use agreements and are subject to monetary penalties for breaching such agreements. The bill also allows for Medicare coverage of new and emerging items and services for purposes of evidence collection in relation to such items and services.

Veteran's Electronic Transcript of Residency for Entering New Tenancies Act or the VET RENT Act This bill requires the Department of Defense to establish and implement a standard record of housing history for members of the Armed Forces who reside in housing provided by the United States.

Promoting Readiness and Ensuring Proper Active pharmaceutical ingredient Reserves of Essential medicines Act of 2021 or the PREPARE Act of 2021 This bill establishes the Strategic Active Pharmaceutical Ingredient Reserve. The Department of Health and Human Services (HHS) must annually publish a public list of essential generic medicines that are medically necessary to have available at all times. HHS must report and implement a plan to establish the reserve, which must be designed to minimize the impact of an interruption or reduction in imports of (1) key starting materials (including active pharmaceutical ingredients) for essential generic medicines, and (2) finished dosage forms of essential generic medicines for which key starting materials are not imported. The plan must also contain provisions to strengthen domestic capacity for active pharmaceutical ingredient production, storage, and conversion. Within one year of this bill's enactment, the plan must include at least 25 of the essential generic medicines on the required list. The plan must add at least 25 medicines each year until the full list is covered. HHS must prioritize domestically manufactured key starting materials for the reserve to the maximum extent possible. A manufacturer of an essential generic medicine that switches to an active pharmaceutical ingredient sourced through the reserve shall not have to update the approved application for that medicine. The Government Accountability Office must report to Congress on active pharmaceutical ingredient manufacturing, including the time and costs needed to develop domestic manufacturing capabilities.

This resolution requests that the President provide to the House of Representatives documents concerning certain aspects of U.S. Customs and Border Protection (CBP) operations. For example, the resolution requests information, starting from January 20, 2021, about (1) the number of individuals apprehended by CBP along the southern border and demographic information about such individuals, (2) CBP officers stationed along the southern border, (3) individuals who had unlawfully entered the United States and have been released from CBP custody, and (4) the amount of federal funds expended relating to the care of individuals who had unlawfully entered the United States.

This concurrent resolution expresses the sense of Congress that the men and women who undertook efforts in Afghanistan over the years have provided heroic service to the country and the peace experienced by our country is a direct result of the actions of our service members, diplomats, and humanitarians. The concurrent resolution also expresses that veterans who feel stress, anger, or disappointment over the end of operations in Afghanistan should seek resources and reach out to friends, mentors, and caregivers.

Good Samaritan Health Professionals Act of 2021 This bill extends liability protection for harm caused by acts or omissions by volunteer health care professionals in the course of providing certain health care services during specified public-health or national emergencies or major disasters. However, such liability protection shall not apply if (1) the harm was caused by willful or criminal misconduct, gross negligence, reckless misconduct, or a conscious flagrant indifference to the rights or safety of the individual harmed; or (2) the health care professional provided services under the influence of alcohol or an intoxicating drug.

Curriculum Review of Teachings Transparency Act or the CRT Transparency Act This bill requires a local educational agency, in order to receive certain federal education grants, to post on a publicly accessible website the curriculum for each grade level of its elementary and secondary schools.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill expands and otherwise modifies the allowable uses of New Access Point grant funds. These grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Specifically, health centers may use funds to construct or renovate buildings or to set up mobile medical clinics. In addition, a mobile clinic may qualify for grant funding as a new delivery site regardless of whether it is associated with a permanent, full-time site.

Community Services Block Grant Modernization Act of 2021 This bill reauthorizes the Community Services Block Grant program through FY2031 and otherwise modifies the program. The program supports various antipoverty activities, primarily through formula-based allotments to states, Indian tribes, and territories. In particular, the bill makes changes to the program's administration and leadership; performance measurement; and allotments to states and territories. The bill also expands eligibility for services and activities funded by the program to 200% of the federal poverty line (FPL). Under current law, eligibility is generally set at the FPL.

This bill requires the Department of Defense (DOD) to report daily on the efforts to evacuate U.S. citizens and legal permanent residents from Afghanistan until the President certifies to Congress that all such individuals who sought evacuation have been evacuated. Until such certification is submitted, DOD may not use FY2021 funds for activity which would have the effect of reducing the total number of service members deployed to Afghanistan, except in specified circumstances.

Website for Economies of Business-friendly States Act of 2021 or the WEBS Act of 2021 This bill requires the Department of Commerce to establish a website that provides relevant information about the business environment of each state for a person considering establishing a business in the state or relocating a business to the state. The website must include information such as descriptions of (1) state business income and payroll taxes, (2) incentives for establishing or relocating a business to the state, (3) minimum wage requirements of the state, and (4) job training programs available in the state. Commerce must also promote the website to foreign persons who may be considering relocating a business to or otherwise investing in the United States.

Information Sharing And Advanced Communication Alerting Act or the ISAAC Alerting Act This bill requires the Technological Advisory Council of the Federal Communications Commission, in consultation with relevant stakeholders, to submit a report that identifies measures, barriers, and recommendations for implementing a 9–1–1 disability alerting system. The alerting system must allow an individual to register and create a profile associated with an individual who has a disability that includes information such as whether the individual is a wandering risk, nonverbal, or physically limited. The alerting system then transmits such information to public safety answering points to be conveyed to first responders.

Rare Earth Magnet Manufacturing Production Tax Credit Act of 2021 This bill allows a new tax credit for the domestic production of rare earth magnets manufactured in the ordinary course of a taxpayer's trade or business. The bill defines rare earth magnet as a permanent magnet comprised of (1) an alloy of neodymium, praseodymium, iron, boron, terbium, or dysprosium; or (2) an alloy of samarium, gadolinium, and cobalt.

Resources to Expand Partnerships for Opportunity and Workforce and Economic Revitalization Act or the RE-POWER Act This bill provides FY2022 supplemental appropriations to carry out Appalachian Regional Commission grant programs. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Treatment Court, Rehabilitation, and Recovery Act of 2021 This bill expands the Drug Court Discretionary Grant Program, which supports drug courts for nonviolent offenders with substance abuse issues. Among other changes to the program, the bill requires these courts to adhere to national best practice standards and provide evidence-based clinical assessments and services.

9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.

Love America Act of 2021 This bill places restrictions on federal funding to local and state educational agencies and elementary and secondary schools. Specifically, the bill prohibits an educational agency or school from receiving federal funds if the agency or school (1) does not require students to read specified texts at certain grade levels, or (2) teaches that certain documents (e.g., the Constitution) are products of white supremacy or racism.

National Discovery Trails Act This bill amends the National Trails System Act to include national discovery trails as part of the national trails system. Such trails (1) shall be extended, continuous, interstate trails located to provide for outstanding outdoor recreation and travel and to connect representative examples of America's trails and communities; (2) shall provide for the conservation and enjoyment of significant natural, cultural, and historic resources and be so located as to represent metropolitan, urban, rural, and back country regions of the Nation; and (3) may be designated on federal lands and, with the owner's consent, on nonfederal lands. The 6,000-mile American Discovery Trail extending from Cape Henlopen State Park in Delaware, to Point Reyes National Seashore in California, splitting into northern and southern routes near Cincinnati, Ohio, and rejoining at Denver, Colorado, is designated as a national discovery trail. The bill sets forth requirements for designation of a trail as a national discovery trail. The appropriate federal department for each national discovery trail shall (1) administer the trail in cooperation with at least one competent trailwide volunteer-based organization; and (2) submit a comprehensive plan for the trail's protection, management, development, and use.

Veterans' Prostate Cancer Treatment and Research Act This bill requires the Department of Veterans Affairs (VA) to establish in its National Surgery Office an interdisciplinary clinical pathway for all stages of prostate cancer. Clinical pathways are health care management tools designed around research and evidence-based practices that provide direction for the care and treatment of a specific condition. The clinical pathway must include specified elements, such as a diagnosis pathway and a treatment pathway. The VA must consult with and incorporate feedback from (1) veterans who have received prostate cancer care at its medical facilities, and (2) experts in multidisciplinary cancer care and clinical research. Additionally, the VA must publish the clinical pathway on a public VA website and annually update the pathway as needed based on medical literature and evidence-based guidelines. The bill also requires the VA to submit a plan to establish a prostate cancer program using the comprehensive prostate cancer clinical pathway.

Net-Negative Carbon Dioxide Baseload Power Act This bill requires the Department of Energy (DOE) to establish a net-negative carbon dioxide baseload power development and commercialization program. Under the program, DOE must (1) facilitate the redevelopment of existing coal-fueled power plant sites with certain technologies that enable them to generate power with net-negative carbon dioxide emissions, and (2) lessen the economic impact from climate change policies on communities dependent upon coal-fueled power plants.

Promoting Access to Diabetic Shoes Act This bill allows a nurse practitioner or physician assistant to fulfill documentation requirements for coverage, under Medicare, of special shoes for diabetic individuals. Under current law, such requirements may be satisfied only by a physician.

No CRT for our Military Kids Act This bill prohibits funding for the Department of Defense Education Activity from being used to (1) teach critical race theory in any school operated by the activity, or (2) develop or distribute any curriculum that incorporates critical race theory.

Steel Industry Preservation Act This bill extends and modifies the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel that is (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) Specifically, the bill modifies the tax credit to (1) extend the credit period and the placed-in-service date for steel industry fuel producing facilities, (2) revise the definition of steel industry fuel to allow blends of coal and petroleum coke or other coke feedstock in the fuel, and (3) specify requirements for treating an owner as producing and selling steel industry fuel. The bill also allows a taxpayer that produces steel industry fuel to elect to accept an increased tax credit in lieu of certain deductions for expenses in connection with the production of steel industry fuel.

UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or engaged in the dissemination of anti-American, anti-Israel, or anti-Semitic ideologies. Additionally, the State Department must certify that the UNRWA is subject to comprehensive financial audits by an independent auditing firm and is unaffiliated with any financial institutions that the United States considers to be complicit in money laundering or terror financing. The bill also requires the State Department to implement a plan to encourage other countries to align their activities and efforts regarding the UNRWA with U.S. policy objectives, including the phase out of the UNRWA by resettling Palestinian refugees in countries other than Israel and in territories not controlled by Israel. The State Department must report to Congress on this plan.

Global Malnutrition Prevention and Treatment Act of 2021 This bill sets out programs and otherwise directs the U.S. Agency for International Development (USAID) to carry out activities to prevent and treat malnutrition globally. Specifically, the USAID must leverage resources to address malnutrition through the Global Nutrition Coordination Plan (an interagency effort to strengthen the impact of U.S. investments in nutrition) and its role on the board of directors of the International Development Finance Corporation. The USAID must also select countries based on specified malnutrition-related indicators for purposes of targeting malnutrition prevention and treatment programs and update the selection within five years. Additionally, the USAID may establish the Nutrition Leadership Council to coordinate activities to prevent and treat malnutrition across the agency; target resources and nutrition interventions to the populations most susceptible to severe malnutrition and otherwise support efforts to prevent and treat malnutrition globally; and coordinate activities among partner countries, United Nations agencies, civil society, private sector actors, and others to, for example, build capacity in partner countries to sustain nutrition interventions. The bill also requires the USAID to provide to Congress an implementation plan and annual reports concerning its programs for treating and preventing malnutrition. The bill's provisions terminate seven years after its enactment.

Veterans' Culturally Competent Care Act This bill requires the Department of Veterans Affairs (VA) to establish standards and requirements for the provision of mental health care by non-VA providers in the Veterans Community Care Program (VCCP). The established standards must be the same as the standards applicable to VA employees who provide mental health care. The VA must require non-VA mental health care providers to complete training courses on military culture, core competencies for health care professionals, suicide evaluation and management, post-traumatic stress disorder, traumatic brain injury, and military sexual trauma after the provider becomes approved under the VCCP. The VA must also (1) identify additional training areas for which to develop courses, and (2) require the non-VA providers to complete such courses.

Resilient Federal Forests Act This bill modifies and sets forth provisions regarding forest management activities on National Forest System, public, and tribal lands. The bill provides for, among other things the Departments of Agriculture (USDA) and Interior to conduct fireshed management projects in fireshed management areas, certain categorical exclusions for various purposes, the balancing of the short- and long-term effects of forest management activities while considering injunctive relief, USDA and Interior to establish their own discretionary arbitration pilot programs as an alternative dispute resolution process for forest management activities, increasing the maximum term for a stewardship end result contract to 20 years, demonstration projects to support the development and commercialization of biochar on Indian forest lands or rangelands and in nearby communities by providing reliable supplies of feedstock from federal lands, the decommissioning of certain Forest Service Roads within designated high fire-prone areas, repealing of the Eastside Screens requirements on National Forest System lands, making the Northwest Forest Plan Survey and Manage Mitigation Measure Standards and Guidelines inapplicable to any National Forest System lands or public lands, development of a protection plan for giant sequoia trees on National Forest System lands and public lands, and permanent rights of access to the Oregon and California Railroad grant lands and the Coos Bay Wagon Road grant lands for private landowners issued reciprocal road rights-of-way.

Steel Upgrading Partnerships and Emissions Reduction Act or the SUPER Act of 2021 This bill requires the Department of Energy (DOE) to establish programs to reduce greenhouse gas emissions from the production of iron, steel, and steel mill products. Specifically, DOE must establish a program of research, development, demonstration, and commercial application of advanced tools, technologies, and methods for low-emissions steel manufacturing. DOE, in collaboration with industry partners, institutions of higher education, and DOE's national laboratories, must also support an initiative for the demonstration of low-emissions steel manufacturing.

United States Call Center Worker and Consumer Protection Act of 2021 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.
