American Voting Standards and Technology Act - Amends the National Institute of Standards and Technology Act to direct the Secretary of Commerce to: (1) develop standard practices, codes, specifications, and voluntary consensus standards needed to assure the accuracy, integrity, and security of voting systems used in the United States; and (2) establish a program to accredit laboratories to test vote casting and counting devices for conformance with such standard practices, codes, specifications, and voluntary consensus standards. Authorizes the Secretary to make grants to the State agency responsible for administering elections in a State for the purpose of: (1) purchasing new or rehabilitated voting equipment that improves the ability of the public to cast a timely and accurate vote; and (2) implementing voter education campaigns.

Religious Communication Sanctity Act of 2001 - Amends the Federal criminal code to impose penalties upon persons who, under color of governmental authority, surreptitiously listen to or record any communication that is privileged because of its religious character. Authorizes any person aggrieved by a violation consisting of the recording of a communication to obtain, in a civil action, the prompt destruction of that recording and any copies or transcripts made from such recording.

Airport Congestion Relief Act of 2001 - Amends Federal aviation law to continue to limit, for a specified period, the number of slots at LaGuardia Airport (including slot exemptions) for scheduled commercial air carrier flights to 75 per hour, and the number of slots for general aviation flights to six per hour. Requires the Secretary of Transportation to continue to conduct a comprehensive study on remedies needed to alleviate concerns of aviation consumers and the community surrounding LaGuardia Airport associated with increasing the number of flights there.

Humanitarian Exports Leading to Peace Act of 2001 - Declares that certain sanctions prohibiting trade with Iraq under the Iraq Sanctions Act of 1990 or any other provision of law shall not apply with respect to the export of any food or other agricultural products (including fertilizer), medicines, medical supplies, medical instruments, or medical equipment, or with respect to travel incident to the sale or delivery of such items. Directs the Secretary of Commerce to exercise the authorities of the Export Administration Act of 1979 (as in effect pursuant to the International Emergency Economic Powers Act) to carry out this Act; except that the Secretary may not require a license for the export of humanitarian assistance, but shall require persons to notify the Secretary when exporting such assistance. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to repeal a specified section prohibiting the export to Iraq of agricultural commodities (including the financing of their sale), medicine, or medical devices, and travel (effectively allowing the export of such commodities and travel to such country). Expresses the sense of Congress that the U.S. Government should take all necessary steps to end the suffering of innocent populations, primarily children and the elderly, by allowing the free flow of humanitarian aid to Iraq without threat of prosecution. Urges the U.S. Government to use its position as a permanent member of the United Nations (UN) Security Council to lift the economic sanctions on Iraq so as to allow such exports and travel there, and to recommend a ban on transfers of weapons to such country by countries that are members of the UN.

Global Democracy Promotion Act of 2001 - Declares that, in eligibility determinations for certain assistance under the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be: (1) ineligible for such assistance solely on the basis of health or medical services (including counseling and referral services) provided by them with non-U.S. Government funds if such services do not violate the laws of the country in which they are being provided, and would not violate U.S. Federal law if provided in the United States; and (2) subject to requirements relating to the use of non-U.S. Government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance.

Mandatory IDEA Full Funding Act of 2001 - Amends the Individuals with Disabilities Education Act (IDEA) to require specified minimum levels of Federal grant payments to States for assistance for education of all children with disabilities.

Recognizes the importance of: (1) substantially increasing U.S. investment in international tuberculosis control within the foreign aid budget for FY 2002; and (2) supporting and expanding domestic efforts to eliminate tuberculosis in the United States. Calls upon local, national and global leaders, including the President, to commit to putting an end to the worldwide tuberculosis epidemic.

Conservation and Reinvestment Act - Establishes the Conservation and Reinvestment Act Fund (CRAF). Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Truthfulness, Responsibility, and Accountability in Contracting Act - Prohibits any Federal agency from making a decision to privatize, outsource, contract out, or contract for the performance of a function currently performed by the agency or to conduct a study to convert a function from Federal to contractor performance. Allows an agency to contract out a function not then performed by Federal employees if such function would be performed under contract by the blind or handicapped. Authorizes any agency to apply to the Director of the Office of Management and Budget for a waiver of such prohibition on specified grounds. Requires each agency to establish a centralized system for reporting on its contracting efforts during the preceding and current fiscal years. Requires any agency decision to privatize, outsource, or contract out for the performance of a function, after expiration of the prohibition enacted by this Act, to be based on the results of a public-private competition process meeting specified requirements. Requires an agency either to conduct a new public-private competition or to convert a function to performance by Federal employees if a report indicates that: (1) contracting out costs exceed costs of performance by Federal employees; or (2) contracting out fails to meet quality control standards. Directs the Secretary of Labor to survey and report to specified congressional committees on the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract.

Unsolicited Commercial Electronic Mail Act of 2001 - Amends the Federal criminal code to provide criminal penalties for intentionally initiating the transmission of any unsolicited commercial electronic mail message (message) to a protected computer in the United States with the knowledge that any domain name or other initiator identifying information contained in or accompanying such message is false or inaccurate. Prohibits any person from sending such a message unless the message contains a valid e-mail address, conspicuously displayed, to which a recipient may send notice of a desire not to receive further messages. Prohibits a person from sending other unsolicited commercial e-mail messages after a reasonable period of time following such notice. Requires any such message to include information that: (1) identifies the message as unsolicited commercial e-mail; and (2) contains notice of the opportunity for the recipient to request to not receive further messages. Makes it unlawful for a person to initiate the transmission of such a message in violation of a policy regarding unsolicited commercial e-mail messages that complies with specified requirements. Directs the Federal Trade Commission (FTC) to notify violators under this Act, to prohibit further initiation of such messages, and to require the initiator to delete the names and e-mail addresses of the recipients and providers from all mailing lists. Requires the names and e-mail addresses of any children of the recipient to be included in such notification.

Directs the Director of the Centers for Disease Control and Prevention, through the LIFE Initiative program, to establish and carry out pilot programs for sub-Saharan Africa and India to prevent mother-to-child HIV/AIDS transmission through effective partnerships with nongovernmental organizations and university-based research facilities. Limits pilot programs to prenatal volunteer counseling, voluntary testing, and use of nevarapine and replacement feeding.

Teacher Recruitment and Retention Act of 2001 - Amends the Higher Education Act of 1965 to revise student guaranteed and direct loan forgiveness programs for teachers. Extends program eligibility to any borrower by eliminating requirements allowing only certain new borrowers to participate. Expands eligible teaching locations and subjects. Eliminates a service requirement that an individual teach at least five consecutive complete school years before being eligible for program benefits. Increases from $5,000 to $10,000 the aggregate amount of an individual teacher's student loan obligation which may be forgiven, and revises the rate of repayment.

Fair Minimum Wage Act of 2001 - Amends the Fair Labor Standards Act of 1938 to increase the Federal minimum wage to: (1) $5.75 an hour beginning 30 days after enactment of this Act; (2) $6.25 an hour during the year beginning on January 1, 2002; and (3) $6.65 an hour beginning January 1, 2003. Makes Federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the Federal minimum wage.

Teaching Children to Save Lives Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to State agencies to award grants to local agencies and targeted schools or school districts for cardiopulmonary resuscitation (CPR) training in targeted localities. Requires such training to use nationally recognized training courses, and to be in public schools which include students in any of grades six through 12. Requires such grants to be used to: (1) ensure, in conjunction with local efforts, that training sites have the ability to start up; and (2) foster community partnerships among public and private organizations to help provide such training.

National Student Dropout Prevention and Recovery Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to revise, reauthorize, and rename title V part C (Assistance to Address School Dropout Prevention Problems, also currently known as the School Dropout Assistance Act) as School Dropout Prevention Grant Programs. Requires the Director of the Office of Dropout Prevention and Program Completion (established by this Act in the Department of Education) to carry out provisions for: (1) a model school dropout prevention grant program; (2) a national school dropout prevention grant program; and (3) a national clearinghouse on effective school dropout prevention, intervention programs, and reentry programs. Amends the Department of Education Organization Act to establish an Office of Dropout Prevention and Program Completion, to be administered by the Director, who shall report directly to the Under Secretary of Education.

Veterans Comprehensive Hepatitis C Health Care Act - Directs the Secretary of Veterans Affairs, during the first year after the enactment of this Act, to provide a blood test for the Hepatitis C virus to: (1) each veteran who served on active military duty during the Vietnam era, or who is considered to be "at risk," and who is enrolled to receive veterans' medical care and requests such care or is otherwise receiving a physical examination or any other care or treatment from the Secretary; and (2) any other veteran who requests such test. Requires the Secretary, after such period, to provide such test to any veteran who requests it. Requires the Secretary to provide followup tests and appropriate treatment for any veteran who tests positive. Prohibits a copayment from being charged for such treatment. Provides funding for Department Hepatitis C detection and treatment programs, beginning with FY 2001. Directs the Secretary to: (1) develop and implement a standardized Department policy with respect to such virus; and (2) annually take appropriate outreach actions to notify untested veterans. Directs the Secretary to establish at least one and no more than three additional Hepatitis C centers of excellence within the Department health care network. Provides funding.

Persian Gulf War Illness Compensation Act of 2001 - Amends a veterans' benefits program of compensation for disabilities occurring in veterans of the Persian Gulf War to: (1) require such disabilities, to be compensable, to occur before December 31, 2011, or such later date as prescribed by the Secretary of Veterans Affairs; (2) define an "undiagnosed illness" in such veterans as one manifested by specified symptoms or signs the cause, etiology, or origin of which cannot be specifically and definitely identified; and (3) include an undiagnosed illness having such a symptom or sign within the presumption of being service-connected and therefore treatable as a service-connected disability.

Instructs the Secretary of Energy to request the National Academy of Sciences to study and report to Congress on: (1) the causes of recent natural gas price increases; (2) what Federal action would be necessary to improve the natural gas reserve supply for use in situations of shortages and price increases; and (3) Federal or State policies that may have contributed to such price increases.

Prescription Reimportation, Improvement, Correction, and Enhancement Act - Amends Federal Food, Drug, and Cosmetic Act provisions concerning the importation by pharmacists and wholesalers of certain prescription drugs with respect to: (1) testing and labeling; (2) nondiscrimination; and (3) a study and report. Authorizes appropriations.

Directs the Secretary of Health and Human Services to conduct a multistate comparative study for a report to Congress on mortality and adverse outcome rates of Medicare patients by providers of anesthesia services and by type of such providers. Requires the Secretary to revise any regulations establishing conditions of Medicare participation for hospitals and ambulatory surgical centers relating to anesthesia services to provide that nurse anesthetists may furnish such services under: (1) the medical direction of an immediately available anesthesiologist; (2) the supervision of an immediately available physician; or (3) a written collaboration agreement with an immediately available physician or physician group experienced in anesthesia administration and credentialed by the hospital and ambulatory surgical center to participate in such collaboration.

Authorizes appropriations.

Firearms Safety and Consumer Protection Act of 2001 - Directs the Secretary of the Treasury to prescribe regulations governing the design, manufacture, and performance of, and commerce in, firearm products as reasonably necessary to reduce or prevent unreasonable risk of injury. Allows individuals to petition the Secretary to take certain actions with respect to such products. Grants the Secretary authority to issue orders, require recalls, and conduct inspections. Prohibits failure by: (1) a manufacturer to test and certify firearm products or to provide notice to the Secretary of new types of firearm products; (2) a manufacturer or dealer to label firearm products; and (3) an importer, manufacturer, or dealer to maintain, or permit inspection of, records. Prohibits: (1) the importation and exportation of uncertified firearm products; (2) the manufacture, offer for sale, distribution in commerce, importation, or exportation of a firearm product in violation of this Act; and (3) the manufacture, purchase, or import of a firearm product at a rate that is significantly greater than during a base period (prescribed by the Secretary) before the applicable regulation is prescribed under this Act. Sets forth civil and criminal enforcement provisions. Directs the Secretary, in coordination with the Secretary of Health and Human Services, to: (1) collect, investigate, analyze, and share with other appropriate government agencies circumstances of death and injury associated with firearms; and (2) conduct continuing studies and investigations of firearm-related deaths and injuries and the resulting economic costs and losses.

Domestic Partnership Benefits and Obligations Act of 2001 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend the tax exemption for employer contributions to accident and health plans to domestic partners under this Act.

Amends Federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2002, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Personal Watercraft Responsible Use Act of 2001 - Directs the Secretary of Commerce to withhold up to ten percent of grants made to a coastal State for development and administration of a management program for the land and water resources of its coastal zone in each fiscal year unless such State implements certain enforceable policies prohibiting a person from operating a personal watercraft in excess of no-wake speed in its coastal waters. Requires a coastal State's management program to include provisions that designate sensitive areas of its coast with respect to the enforcement of such policies in such areas. Directs the Secretary of Transportation to establish certain guidelines and standards for the operation of personal watercraft, consistent with the enforceable policies, in the national boating safety program. Authorizes the Secretary of Transportation, subject to the availability of appropriations, to make recreational boating law enforcement grants to States that have: (1) implemented a recreational boating safety program incorporating the national guidelines and standards for personal watercraft; and (2) adopted the enforceable policies under this Act, if the State is a coastal State. Authorizes the Secretary of Transportation, subject to the availability of appropriations, to make grants to States to support the activities of collaborative task forces to minimize conflicts between personal watercraft and other recreational and commercial users.

Second Chance for Ex-Offenders Act of 2001 - Amends the Federal criminal code to allow an individual to file a petition for expungement of a record of conviction for a nonviolent criminal offense if such individual has: (1) never been convicted of another violent offense; (2) fulfilled all requirements of the sentence of the court in which conviction was obtained; (3) remained free from dependency on or abuse of alcohol or a controlled substance for a minimum of one year and has been rehabilitated, to the court's satisfaction, if so required by the terms of supervised release; (4) obtained a high school diploma or completed a high school equivalency program; and (5) completed at least one year of community service. Authorizes an individual convicted of a felony or a misdemeanor to file an expungement petition. Directs the court, in ruling on such petition, after determining petitioner eligibility, to weigh the petitioner's interests against the best interests of justice and public safety. Authorizes the Department of Justice to maintain a nonpublic manual or computerized index of expunged records, to be made available only to Federal and State law enforcement personnel who have custody of such records for limited disclosure purposes. Requires the restoration of expunged records of individuals subsequently convicted of any Federal or State offense.

Foreign Truck Safety Act - Amends Federal transportation law to prohibit foreign commercial motor vehicles that enter the United States along the U.S.-Mexico border from operation in the United States by a foreign motor carrier or a foreign motor private carrier unless such vehicles have passed, in the 12-month period preceding entry into the United States, a federally-ordered safety equipment inspection. Authorizes the Secretary of Transportation or a State to impose and collect a fee on such carriers to cover the costs of such inspections.

Clean Water Infrastructure Financing Act of 2001 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Provides for an extended repayment period and additional subsidization with respect to loans made to financially distressed communities from revolving funds. Reauthorizes appropriations for FY 2002 through 2006 for the revolving fund program.

Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.
