Teacher Technology Training Act - Authorizes the Secretary of Education to make grants to State educational agencies (SEAs) to award grants to local educational agencies (LEAs) to provide classroom-related technology training to credentialed elementary or secondary school teachers, on the basis of the LEAs' demonstrated need. Requires an SEA to award at least one grant to an LEA that meets criteria established by the Secretary. Directs the Secretary to award one grant to each SEA that applies, if appropriations reach a certain level for a fiscal year. Allows LEA use of grant funds to provide such training by LEA personnel on school premises.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) entitle qualified World War II Filipino veterans who are either U.S. citizens or permanent residents to benefits under part A (Hospital Insurance) of SSA title XVIII (Medicare); and (2) make them eligible to enroll under Medicare part B (Supplementary Medical Insurance), subject to its deductible, premium, and coinsurance provisions.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Medicare Osteoporosis Measurement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to define a qualified individual, for purposes of coverage of bone mass measurement, as any individual (currently, estrogen-deficient women) at clinical risk of osteoporosis.

Leonard Kravitz Jewish War Veterans Act of 2001 - Directs the Secretary of each military department to review the service records of each Jewish American veteran (World War II or later) who was awarded the Distinguished Service, Navy, or Air Force Cross, or whose name is submitted for such purpose by the Jewish American War Veterans of the United States of America, in order to determine whether such veteran should be awarded the Medal of Honor. Authorizes such Medal to be awarded upon recommendation of the Secretary concerned.

Excludes the Civil Service Retirement and Disability Fund from the Federal and congressional budgets and exempts it from any general budget limitation imposed by statute on U.S. budget outlays and from certain orders issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Airline Customer Notification Act - Amends Federal aviation law to require an air carrier to include an explanation of the reason or reasons for the delay (including its expected length), cancellation, or diversion of a flight if there is: (1) a delay of two or more hours or cancellation of a flight (or a delay of one or more hours in deplaning following an aircraft's touchdown at an airport); or (2) a diversion of a flight to an airport other than the airport at which the flight is scheduled to land. Prohibits an air carrier from providing a false or misleading explanation.

Deposit Insurance Fairness and Economic Opportunity Act - Amends the Federal Deposit Insurance Act to set forth a schedule under which the Board of Directors of the Federal Deposit Insurance Corporation shall transfer annually to the Financing Corporation (FICO), for payment of FICO interest obligations, such amounts as exceed 1.40 percent of the total estimated deposits insured by the Bank Insurance Fund and the Savings Association Insurance Fund, respectively, when amounts in both Funds exceed that percentage.

Amends the Public Health Service Act, the Employee Retirement Income Security Act, and the Internal Revenue Code to require group health plans and health insurance issuers offering coverage in connection with such plans to provide coverage for scalp hair prostheses for participants or beneficiaries who have scalp hair loss as a result of alopecia areata, if the attending physician certifies the medical necessity of that proposed course of rehabilitative treatment. Provides that such coverage is not subject to dollar limits, deductibles, and coinsurance provisions that are less favorable than those for other prosthesis coverage under the plan; but authorizes the plan or issuer to pay for only 80 percent of the customary and usual costs of the prosthesis exclusive of any deductible. Amends the Public Health Service Act to apply this Act's requirement to health insurance coverage offered by a health insurance issuer in the individual market in the same manner as it applies to coverage offered in the small or large group market.

Preparedness Against Domestic Terrorism Act of 2001 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Act) to include snow droughts, acts of terrorism or other catastrophic events within its definition of "major disaster" for purposes of authorized disaster relief. Requires the President (current law authorizes the Director of the Federal Emergency Management Agency (FEMA Director)) to be responsible for carrying out Federal emergency preparedness plans and programs. Includes as a covered hazard a domestic terrorist attack involving a weapon of mass destruction. Requires the President to ensure that Federal response plans and programs are adequate to respond to the consequences of terrorism directed against a target in the United States. Includes the development of equipment, clothing, and facilities within authorized preparedness measures. Repeals provisions of the Act which: (1) allow State preparedness funds to be used to prepare for hazards and for providing emergency assistance in response to hazards; and (2) require the FEMA Director to establish emergency preparedness security regulations. Establishes the President's Council on Domestic Preparedness. Requires the Council to: (1) publish a Domestic Terrorism Preparedness Plan and an annual implementation strategy; (2) designate an entity to assess the risk of terrorist attacks against transportation, energy, and other infrastructure facilities; and (3) establish voluntary minimum guidelines for preparedness programs. Authorizes the Council to attend meetings of the National Security Council pertaining to domestic terrorist attack preparedness matters, subject to the direction of the President.

Breast Cancer Patient Protection Act of 2001 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Military Survivor Benefits Improvement Act of 2001 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2004; (3) 45 percent of such pay for months beginning after September 2004 and before October 2011; and (4) 55 percent of such pay for months after September 2011. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Bipartisan Patient Protection Act of 2001 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans, and health insurance issuers providing health insurance coverage, to conduct utilization review activities in connection with the provision of benefits under such plan or coverage only in accordance with an approved utilization review program. Requires health plans and insurers to offer consumers: (1) more care options; and (2) greater access to patient information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Requires health plans and insurers to comply with patient protection requirements of this Act. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Repeals Federal law that prohibits National Guard technicians from receiving compensation for irregular or overtime work. Directs the Secretary of the military department concerned to: (1) grant an equal amount of compensatory time off for such work; or (2) pay the technician for such work at a rate of one and one-half times their basic rate of pay.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

Fairness for National Guard Technicians Act - Requires National Guard military technicians (dual status) who are eligible, at the time dual status is lost, to an unreduced retirement annuity and are age 60 or older to be separated no later than 30 days after such status is lost. Requires such technicians who are not eligible to an unreduced annuity or who are not under age 60 at such time to be offered the opportunity to either reapply for a dual status position or apply for a civil service position that is not a technician position. States that a technician shall be considered to lose dual status upon: (1) being separated from the Selected Reserve; or (2) ceasing to hold the military grade specified for the technician position held.

Gifted and Talented Students Education Act of 2001 - Authorizes the Secretary of Education to make grants to State educational agencies to assist local educational agencies to develop or expand gifted and talented education programs through one or more of the following activities: (1) professional development programs; (2) technical assistance; (3) innovative approaches and curricula; and (4) emerging technologies, including distance learning.

Veterans' Right to Know Act - Directs the Secretary of Veterans Affairs to: (1) provide information concerning eligibility for Department benefits and health care services and application requirements when a veteran or his or her dependent first applies for any such benefit; and (2) prepare an annual plan for the conduct of outreach activities to provide such veterans and dependents with such information.

Filipino Veterans Equity Act of 2001 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

U.S. Employee, Family Unity, and Legalization Act - Amends the Immigration and Nationality Act to extend the admission date for permanent residence for certain aliens, including additional one-year extensions during specified time periods. Establishes fines for application-related violations of confidentiality and false statements. Revises specified restrictions respecting: (1) cancellation of removal; (2) deportability and admissibility; and (3) issuance of immigrant visas to certain spouses and children of lawfully admitted permanent resident aliens. Establishes a national task force on immigrant exploitation and trafficking, to be chaired by the Secretary of Labor and made up of Federal and State law enforcement officers.

Community Access to Health Care Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for the purpose of assisting the development of integrated health care delivery systems to: (1) serve communities of individuals who are uninsured and individuals who are underinsured; (2) expand the scope of services provided; and (3) improve the efficiency and coordination among the providers of such services. Authorizes appropriations.

Math and Science Teacher Recruitment Act of 2001 - Amends the Higher Education Act of 1965 to establish new programs of student guaranteed and direct loan forgiveness for middle and secondary school mathematics and science teachers in public or private nonprofit schools. Requires for eligibility: (1) at least three consecutive complete school years of such teaching; (2) an undergraduate or graduate degree in mathematics, life or physical sciences, technology, or engineering; and (3) State certification or license.

Blind Empowerment Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Campus Fire Safety Right-to-Know Act of 2001 - Amends the Higher Education Act of 1965 to require each eligible institution participating in any program under title IV (Student Assistance) to: (1) prepare, publish, and distribute to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report which discloses specified types of information about that institution's campus fire safety standards and practices; (2) make periodic reports to the campus community on fires and false alarms that are reported to local fire departments, to aid in preventing similar occurrences; and (3) submit annually to the Secretary of Education a copy of statistics on campus occurrences of fires and false fire alarms. Directs the Secretary to: (1) review such statistics; (2) make copies available to the public; (3) identify exemplary fire safety policies, procedures, and practices, and disseminate information concerning those policies, procedures, and practices that have proven effective in the reduction of campus fires; and (4) report to the Congress analyses of the current status of fire safety systems in college and university facilities, and of the appropriate fire safety standards to apply to these facilities, as well as cost estimates and recommendations.

Family Farm Emergency Energy Assistance Act of 2001 - Directs the Secretary of Agriculture to provide assistance to agricultural producers who have experienced qualifying energy cost increases. States that such assistance shall not depend upon emergency designation or the existence of a natural disaster in the affected farm's county.

Amends the Elementary and Secondary Education Act of 1965 to establish a grants program for Resource Staff for Students. Direct the Secretary of Education to make such grants to local educational agencies for recruiting, training, and hiring 100,000 individuals to serve as school-based resource staff who have documented competence and training in mental health, as well as other specified minimum qualifications. Requires such resource staff to work with students to: (1) reduce the student-to-counseling ratios nationally, in grades 6-12, to an average of one such staff member for every 250 students; (2) help address the mental, emotional, and developmental needs of public school students; and (3) support other school staff and teachers in reaching students early before problems arise, conducting behavioral interventions to improve school discipline, and developing the awareness and skills to identify early warning signs of violence and the need for mental health services.

Veterans Outpatient Care Access Act of 2001 - Directs the Secretary of Veterans Affairs to provide needed medical services from sources outside the Department of Veterans Affairs when veterans are informed that the waiting period for such services in a Department outpatient clinic will be six months or longer.

Directs the Secretary of Defense to provide transportation on Department of Defense aircraft, on a space-available basis, for veterans with service-connected disabilities rated at 50 percent or more, and for their dependents, on the same basis that such transportation is provided to former military personnel entitled to retired or retainer pay.

Pipeline Safety Enhancement Act of 2001 - Directs the Secretary of Transportation to implement the oil and gas pipeline safety improvement recommendations in the Department of Transportation (DOT) Inspector General's Report (RT-2000-069). Amends Federal pipeline safety law to require, under regulations prescribed by the Secretary, each operator of a natural gas transmission pipeline and of a hazardous liquid pipeline, or, in the case of an intrastate pipeline facility operator, the appropriate State regulatory agency, to submit to the Secretary a program designed to enhance the qualifications of pipeline personnel and reduce the likelihood of accidents and injuries. Requires the Secretary to issue regulations requiring operators of such pipelines to: (1) conduct an analysis of the risks to their pipeline facilities in environmentally sensitive areas and high-density population areas; and (2) adopt and implement an integrity management program for such facilities that reduces the risk of incident in those areas. Revises the public education program requirements for gas pipeline facility owners or operators, including specified items. Applies such requirements to owners or operators of a hazardous liquid pipeline facility. Requires an operator of a gas transmission or hazardous liquid pipeline facility to maintain liaison with the State emergency response commissions, and local emergency planning committees in the areas of pipeline right-of-way, established under the Emergency Planning and Community Right-To-Know Act of 1986 (or, in the absence of a committee, local firefighting, police, and other emergency response agencies) in each State in which it operates. Establishes a program for making grants to State, county, and local governments in high consequence areas (as designated by the Secretary) for emergency response management, training, and technical assistance. Increases from $25,000 to $500,000 the civil penalty for each facility operator failure to: (1) mark accurately the location of pipeline facilities in the vicinity of a demolition, excavation, tunneling, or construction; or (2) comply with safety standards, prepare and carry out an inspection and maintenance plan, allow access to records, or allow required entries or inspections. Increases the maximum civil penalty for a related series of violations from $500,000 to $1 million. Subjects an owner, operator, or person in charge of a hazardous liquid pipeline in which a hazardous liquid has been discharged to a civil penalty of at least $1,000 per barrel of oil or other hazardous liquid discharged, with a specified exception. Authorizes the Secretary, if a State pipeline safety program certification is accepted, to enter into an agreement authorizing a State authority to: (1) participate in the oversight of interstate pipeline transportation, including a plan for the State authority to participate in special investigations involving incidents or new construction, as well as other activities involving interstate pipeline transportation; or (2) assume additional inspection or investigatory duties. Requires any owner or operator of a hazardous liquid pipeline facility to report to the Secretary each release to the environment greater than five gallons of the hazardous liquid or carbon dioxide. Requires the DOT research and development program to include research directed toward the development of alternative technologies to: (1) expand the defect detection capabilities of internal inspection devices; (2) inspect pipelines that cannot accommodate internal inspection devices available on the date of enactment; and (3) develop innovative techniques measuring the structural integrity of pipelines. Requires the Secretary to develop and implement a strategic plan to reduce the annual number of accidental releases from pipelines caused by damage by outside force by 25 percent below the number for the year in which this Act is enacted. Sets forth whistle blower protections prohibiting discrimination by pipeline operators or contractors or subcontractors against employees who: (1) provide information, directly or indirectly, to the employer or the Federal Government about any alleged violation of Federal law or regulations relating to pipeline safety; (2) file a related Federal proceeding; or (3) testify or otherwise assist or participate in such a proceeding. Directs the DOT Inspector General to analyze and report to specified congressional committees on whether DOT assessment of pipeline fines and penalties are an effective deterrent for reducing pipeline safety risks. Authorizes the Secretary to study how best to preserve environmental resources in conjunction with maintaining pipeline rights-of-way. Requires the Secretary to study land use practices and zoning ordinances that affect pipeline rights-of-way. Repeals the requirement that the Secretary, when issuing pipeline safety standards, consider the reasonably identifiable or estimated benefits and costs expected to result from implementation or compliance with such standards.

Housing Preservation Matching Grant Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States (including the District of Columbia and U.S. commonwealths, territories, and possessions) for low-income housing preservation. Sets forth requirements for projects: (1) with Department of Housing and Urban Development-insured mortgages; (2) with section 8 assistance; or (3) purchased by the residents.

Violence Against Women Civil Rights Restoration Act of 2001 - Rewrites provisions of the Violence Against Women Act regarding remedies for civil rights violations. Makes a person who commits a crime of violence motivated by gender and thus deprives another of a prescribed right liable to the injured party where: (1) in connection with the offense, the defendant or the victim travels in interstate or foreign commerce, the defendant or the victim uses a facility or instrumentality of interstate or foreign commerce, or the defendant employs a weapon, a narcotic or drug listed under the Controlled Substances Act, or other noxious or dangerous substances that have traveled in interstate or foreign commerce; (2) the offense interferes with commercial or other economic activity in which the victim is engaged; or (3) the offense was committed with intent to interfere with the victim's commercial or other economic activity. Authorizes the Attorney General, whenever there is reasonable cause to believe that any State, political subdivision, official, employee, or agent thereof has discriminated on the basis of gender in the investigation or prosecution of gender-based crimes and that discrimination is pursuant to a pattern or practice of resistance to investigating or prosecuting gender-based crimes, to institute a civil action in U.S. district court for appropriate equitable relief.

Northern Rockies Ecosystem Protection Act of 2001 - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect State regulation of bear population or to affect the lawful hunting of bears under State law.

Amends Federal aviation law to prohibit the Administrator of the Federal Aviation Administration, solely by reason of a person's age if under 65, from: (1) refusing to issue to, or renew for, such person an airman certificate for the operation of a commercial aircraft; or (2) requiring an air carrier to terminate the employment of, or refuse to employ, such person as a pilot on such aircraft.

Transparency and Responsibility for United States Trade Health Act of 2001 (or Truth Act of 2001) - Requires a U.S. national that employs one or more individuals in a foreign country, either directly or through subsidiaries, subcontractors, affiliates, joint ventures, partners, or licensees (including any security forces of such national), to take necessary steps to provide transparency and public disclosure in all its operations. Sets forth certain information to be included in such disclosure.

Federal Election Standards Act of 2001- Establishes the National Advisory Commission on Federal Election Standards to: (1) examine and report to the President, the Congress, and the chief election official of each State regarding the accuracy, integrity, and efficiency of Federal election procedures in the States; (2) develop standards for the conduct of Federal elections and make recommendations with respect to the periodic review and updating of such standards; and (3) make additional recommendations to Congress with respect to procedural and administrative aspects of Federal elections over which Congress may exercise legislative authority under the Constitution. Directs the Federal Election Commission (FEC) to establish a program to make grants to qualifying States to improve the accuracy, integrity, and efficiency of Federal election procedures by carrying out programs, projects, and other activities to bring the conduct of Federal elections into conformity with such standards.
