American Recovery and Reinvestment Rescissions Act - Rescinds all unobligated balances remaining available as of November 15, 2010, of the discretionary appropriations provided by division A of the American Recovery and Reinvestment Act of 2009 (ARRA) (P.L. 111-5). Prohibits federal agencies administering ARRA funds from providing funding or reimbursement to any entity awarded such funds for the cost associated with physical signage or other advertisement indicating that a project is funded by the ARRA.

Supports the goal of ensuring that all Holocaust survivors in the United States are able to live with dignity, comfort, and security in their remaining years. Applauds the nonprofit organizations and agencies that work tirelessly to honor and assist Holocaust survivors in their communities. Urges the Administration and the Department of Health and Human Services (HHS), in conjunction with the Administration on Aging (AoA), to provide Holocaust survivors with needed social services through existing programs. Encourages the AoA to expeditiously develop and implement programs that ensure Holocaust survivors are able to age in place in their communities and avoid institutionalization during their remaining years.

Extended TRICARE Coverage for Military Families Now Act - Prohibits terminating the eligibility of an individual who qualifies for treatment as a dependent under TRICARE (a Department of Defense [DOD] managed care program) solely by reason of exceeding the age limit of 21 years, or 23 years if enrolled in a full-time course of study at an approved institution of higher learning and is, or was at the time of the member's or former member's death, in fact dependent on the member or former member for over one-half of the child's support. Requires the continuation of such coverage for the period beginning on the date of enactment of this Act and ending on the earlier of September 30, 2011, or the effective date of the extension of dependent coverage under TRICARE to individuals up to the age of 26. Provides for the reenrollment of individuals whose eligibility ceased during the period beginning on June 1, 2010, and ending on the date of enactment of this Act by reason of exceeding such age limit.

Amends the Water Resources Development Act of 2000 to authorize the Secretary of the Army to accept and expend funds contributed by non-federal public entities to expedite the evaluation of permits of such entities related to projects for a public purpose under the jurisdiction of the Department of the Army through December 31, 2016. Directs the Secretary to ensure that the evaluation of permits carried out using such funds: (1) is reviewed by the District Commander of the Corps District in which the project or activity is located, unless the evaluation of the permit is initially conducted by the District Commander in which case the review shall be conducted by the Commander of the Corps Division in which the District is located; and (2) utilizes the same procedures for decisions that would otherwise be required for the evaluation of permits for similar projects or activities not carried out using such funds. Prohibits such funds from being used to carry out such review. Directs the Secretary to ensure that all final permit decisions carried out using such funds are made available to the public, including on the Internet.

Makes continuing appropriations for FY2011. Appropriates amounts for continuing projects or activities which were conducted in FY2008-FY2010 and for which appropriations, funds, or other authority were made available in section 101 of division A of P.L. 110-329 (Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009) in specified FY2008 appropriations Acts. Provides that, if the amount provided for a project or activity would be higher than the amount provided in appropriation Acts for FY2010, such project or activity shall be funded at the lower amount. Enacts into law: (1) the Department of Defense Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Defense of the House Committee on Appropriations; (2) the Department of Homeland Security Appropriations Act, 2011, as reported in the 111th Congress by the Subcommittee on Homeland Security of the House Committee on Appropriations; and (3) the Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2011, as passed in the 111th Congress by the House. Makes appropriations, funds, and authority granted pursuant to this joint resolution available through FY2011, unless otherwise provided for in the applicable appropriations Act. Authorizes continuation of other specified activities (including activities for entitlements and other mandatory payments) through such date. Prohibits the use of funds made available in this joint resolution: (1) to carry out any program under, promulgate any regulation pursuant to, or defend against any lawsuit challenging any provision of the Patient Protection and Affordable Care Act, the Health Care and Education Reconciliation Act of 2010, or any amendment made by either Act; or (2) for a congressional earmark.

Recognizes the shootings that occurred at Fort Hood, Texas, on November 5, 2009, as a tragic event in the history of the Army and the United States. Extends the deepest sympathies of Congress to the families and friends of the shooting victims. Honors the civilian law enforcement personnel of the Department of Defense (DOD) for implementing their training to eliminate the threat promptly, thereby limiting additional loss of life or injury. Commends the Fort Hood command team for its timely response and situational control. Expresses gratitude to the Fort Hood communities, military personnel stationed at Fort Hood, military service organizations, and the American people for promptly extending comfort and assistance to the victims of the shootings and their families.

Recognizes that National POW/MIA Recognition Day is one of the six days specified by law as a day on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Extends the gratitude of the House of Representatives and the nation to those who have served the United States in captivity to hostile forces as prisoners of war. Recognizes and honors the more than 84,000 members of the Armed Forces who remain unaccounted for and their families. Recognizes the untiring efforts of national POW/MIA organizations in ensuring that America never forgets the contribution of the nation's prisoners of war and unaccounted for military personnel. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command, the Armed Forces Identification Laboratory, the Life Sciences Equipment Laboratory, and the military departments for continuing their mission of achieving the fullest possible accounting of all Americans unaccounted for as a result of the previous conflicts of the United States.

Javits-Wagner-O'Day Act of 2010 - Establishes as an independent federal entity the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. (Effectively replacing the Committee for Purchase From People Who Are Blind or Severely Disabled.) Requires the Committee to establish and publish in the Federal Register a list of products and services suitable for federal government procurement which are provided by qualified nonprofit agencies for people who are blind or for people with other significant disabilities. Requires federal agencies to procure from such qualified nonprofit agencies, at a Committee-established price, products (except prison-made products) or services essentially the same as those on the procurement list. Requires the Committee to designate a tax-exempt central nonprofit agency or agencies for people who are blind and one or more for people with other significant disabilities, which shall evaluate their respective nonprofit agencies and recommend suitable products or services to add to the procurement list. Authorizes the Committee to conduct pilot or demonstration projects on methods to increase the use of: (1) such products or services by the federal government; as well as (2) people who are blind and people with other significant disabilities. Amends the Inspector General Act of 1978 to require the Committee Chairman to: (1) appoint an Inspector General for the Committee; and (2) establish a Panel on the Committee for Purchase From People Who Are Blind or People With Other Significant Disabilities. Establishes in the general fund of the Treasury in a separate account a Committee for Purchase Fund for the collection and deposit of fees from each central nonprofit agency. Repeals the Javits-Wagner-O'Day Act.

Declares that: (1) it is Congress's responsibility to determine the regulatory authority of the Federal Communications Commission (FCC) with respect to broadband Internet services; and (2) the FCC should suspend any further action on its proceeding to extend its traditional communications regulatory authority to include such services until Congress delegates such authority to the FCC.

Endangered Species Compliance and Transparency Act of 2010 - Requires the Administrator of each of the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to: (1) include in monthly billing statements sent to customers estimates of each customer's share of such Administration's direct and indirect costs for compliance with the Endangered Species Act of 1973; and (2) submit an annual report estimating such costs (on a project-by-project basis for the Western Area Power Administration and on a system-wide basis for the other Administrations) to the House Committee on Natural Resources and the Senate Committee on Environment and Public Works.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Amends title VIII (Impact Aid) of the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to complete Impact Aid payments to eligible local educational agencies (LEAs) within three fiscal years of their appropriation. (The Impact Aid program compensates LEAs for the financial burden of federal activities affecting their school districts.)

Prohibits the withdrawal of public lands or National Forest System lands from location and entry under the Mining Law of 1872 pursuant to a notice published in the Federal Register on July 21, 2009. Prohibits segregation of such lands from location and entry under such Law as specified in the notice and bars such notice from having any other force or effect.

Meaningful End to Defensive Medicine & Aimless Lawsuits (MedMal) Act of 2010 - Sets forth provisions regulating lawsuits for health care liability claims related to the provision of health care goods or services. Sets a statute of limitations of three years after the date of the manifestation of injury or one year after the claimant discovers the injury, with certain exceptions. Caps the amount of noneconomic damages at $350,000 if a claimant rejects a settlement that meets certain criteria. Prohibits a provider of collateral source benefits from recovering any amount from an award in a health care lawsuit involving injury or wrongful death. Makes a benevolent gesture or admission of fault that is made by a health care provider or employee to the claimant or the claimant's relative or representative inadmissible as evidence of an admission of liability or an admission against interest. Makes each party liable only for the amount of damages proportional to such party's percentage of responsibility. Authorizes the award of punitive damages only where: (1) it is otherwise permitted by applicable state or federal law; (2) it is proven by clear and convincing evidence that the defendant acted with malicious intent to injure the claimant or deliberately failed to avoid unnecessary injury the claimant was substantially certain to suffer; and (3) compensatory damages are awarded. Provides for periodic payment of future damages. Prohibits a health care provider from being named as a party to a product liability lawsuit for prescribing or dispensing a Food and Drug Administration (FDA)-approved medical product. Prescribes qualifications for expert witnesses.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Calls on the government of Iran to reform its textbooks and educational system to promote peace, tolerance, equality, and the development of civil society. Urges the President, regarding the conduct of Iran, to consider the harmful and disturbing content propagated by the Iranian education system.

Firearms Freedom on Federal Lands Act - Prohibits the Secretaries of Agriculture and the Interior from promulgating or enforcing any regulation or executive order, including presidential declarations authorized by the Antiquities Act of 1906, that prohibit an individual from possessing firearms in any unit administered by the U.S. Forest Service (USFS) or the Bureau of Land Management (BLM), if such individual is not otherwise prohibited by law from possessing firearms and the possession of such firearms complies with the law of the state in which the unit of the USFS or BLM is located. Declares that nothing in this Act shall be construed as affecting the authority, jurisdiction, or responsibility of states to manage, control, or regulate fish and resident wildlife or as limiting access for hunting, fishing, trapping, or recreational shooting.

Children of Fallen Warriors AMT Relief Act - Amends the Internal Revenue Code to treat annuity payments to a surviving child of an eligible participant under the military's Survivor Benefit Plan as the earned income of such child, for purposes of exempting such payments from the alternative minimum tax (AMT).

America Stands with Israel Act - Expresses the sense of Congress that the United States: (1) supports Israel's right to defend itself; (2) supports Israel's naval blockade of Gaza; and (3) should oppose any investigation by the United Nations (U.N.) into the flotilla incident (involving the May 2010 Israeli interception of ships carrying supplies to Gaza). Requires the Secretary of State to direct the U.S. Permanent Representative to the United Nations to cease U.S. participation in and membership on the United Nations Human Rights Council (UNHRC). Prohibits the Secretary from contributing any funds to the United Nations for an investigation into the flotilla incident. Directs the Secretary to ensure that no U.S. contributions to the United Nations are used for any such investigation, including by withholding from U.S. contributions to the regularly assessed biennial budget of the United Nations amounts equal to any amounts so expended.

Birth Defects Prevention, Risk Reduction, and Awareness Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and implement a birth defects prevention and public awareness program, which includes: (1) a nationwide media campaign to increase awareness among health care providers and at-risk populations about pregnancy and breastfeeding information services; (2) grants for the provision of, or campaigns to increase awareness about, pregnancy and breastfeeding information services; and (3) grants for the conduct or support of surveillance of or research on maternal exposures and maternal health conditions that may influence the risk of adverse pregnancy outcomes and maternal exposures that may influence health risks to a breastfed infant, or of networking to facilitate such surveillance or research.

Service Members Permanent Change of Station Relief Act - Sets at the business standard mileage rate of the Internal Revenue Service the monetary allowance for a member of the Armed Forces for travel by privately owned vehicles in lieu of government transportation in the case of: (1) a change of permanent station; (2) travel to the first station upon call to active duty; and (3) travel from a last duty station upon separation from service. Sets the monetary allowance for authorized travel by a member's dependent at the rate per mile established by the Administrator of General Services instead of the actual expenses for such transportation. Revises requirements allowing the transport at government expense of one motor vehicle owned or leased by a member (or member's dependent) to the new station of the member who has been ordered to make a change of permanent station. Authorizes the transport at government expense of one additional motor vehicle of a member (or member's dependent) if: (1) the member is ordered to make a change of permanent station to or from a nonforeign area outside the continental United States and the member has at least one dependent of driving age who will use the motor vehicle; or (2) the Secretary of the military department concerned determines that a replacement for the transported motor vehicle is necessary for reasons beyond the member's control and is in the interest of the United States.

Reform Americans Can Afford Act of 2010 - Repeals the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, effective as of their enactment. Restores provisions of law amended by such Acts. Enacts the Common Sense Health Care Reform and Affordability Act (H.R. 4038), as introduced in the House of Representatives on November 9, 2009.

Perkins Loan Extension Act of 2010 - Amends the Higher Education Act of 1965 to delay from October 1, 2012, to October 1, 2013, the date after which institutions of higher education must begin distributing late Perkins Loan collections to the Secretary of Education.

Requires the Administrator of the Environmental Protection Agency (EPA), within 30 days after this Act's enactment, to finalize the proposed rule entitled "Oil Pollution Prevention; Spill Prevention, Control, and Countermeasure Rule Requirements--Amendments" to exempt certain milk containers and associated piping and appurtenance from the Spill Prevention, Control, and Countermeasure program. Prohibits the Administrator from taking regulatory action against dairy and dairy product producers, processors, handlers, and distributors related to such exemption until the effective date of the finalized rule.

Stop the Federal Exchanges from Destroying States Act or the STOP the FEDS Act - Amends the Patient Protection and Affordable Care Act to authorize a state to elect not to establish any required Exchanges for the state (or to cease the operation of all required Exchanges for the state) if the state enacts a law that provides for such election. Authorizes a state to repeal such a law and provide for the establishment of an Exchange for the state.

Directs the Secretary of the Interior to transmit to the House of Representatives copies of all Department of the Interior documents, maps, records, communications, and other information dating from July 1, 2009, and later referring or relating to a specified document concerning the potential designation of national monuments under the Antiquities Act, including such document, all attachments, and all iterations of that document, and related similar documents.
