Safeguarding Access to Preventative Services Act of 2010 - Prohibits the Secretary of Health and Human Services (HHS) from using any recommendation of the Preventive Services Task Force to deny or restrict coverage of an item or service under a federal health care program (including Medicare, Medicaid, and the National Breast and Cervical Cancer Early Detection Program). Amends the Public Health Service Act (PHSA), the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to: (1) prohibit a group health plan from using any recommendation of that Task Force to deny or restrict coverage; (2) require the sponsor of a group health plan, in determining which preventive items and services to provide coverage for, to consult the medical guidelines and recommendations of relevant professional medical organizations of relevant practice areas, including those relating to the coverage of women's preventive services; and (3) require the plan administrator to disclose such guidelines and recommendations as part of a summary of benefits and coverage provided to participants. Amends PHSA to apply such requirements to health insurance coverage offered by a health insurance issuer in the individual market in the same manner it applies to coverage offered in the group market.

Requires such Strategy to: (1) set forth the strategy for preventing the illegal trafficking of drugs across the international border between the United States and Canada; (2) state the specific roles and responsibilities of the relevant National Drug Control Program agencies and the Office of Counternarcotics Enforcement of DHS for implementing such Strategy; (3) identify the specific resources required to implement such Strategy; and (4) set forth a strategy to end illegal drug trafficking through Indian reservations that straddle the international border between the United States and Canada.

Requires that: (1) the list of such persons required by this Act be made available to the public and posted on the Department of the Treasury and the Department of State websites; and (2) the President consider data obtained by other countries and nongovernmental organizations that monitor Iran's human rights abuses in preparing such list. Terminates sanctions upon presidential certification to Congress that: (1) the sanctioned persons have ceased complicity in human rights abuses; and (2) the government of Iran has released all political prisoners, ceased its killing and abuse of Iranian citizens engaging in peaceful political activity and prosecuted those responsible, committed itself to free elections and respect for human rights, and ceased broadcast interference.

Allows the President to authorize the detention of any unlawful enemy combatant until determining that the individual is no longer a threat to the United States or its allies.

Requires a two-thirds recorded vote of Members in the House and a roll call vote of at least two-thirds of the Members of the Senate before legislation increasing the statutory limit on the public debt may be considered as passed or agreed to in either chamber. Permits a successful appeal from the ruling of the Chair in the Senate on such prohibition, but only by an affirmative roll call vote of two-thirds of its Members. Repeals Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House, and known as the "Gephardt Rule," providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.

Keeping All Students Safe Act

Preventing Harmful Restraint and Seclusion in Schools Act - Directs the Secretary of Education (Secretary) to establish minimum standards that: (1) prohibit elementary and secondary school personnel from managing any student by using any mechanical or chemical restraint, physical restraint or escort that restricts breathing, or aversive behavioral intervention that compromises student health and safety; (2) prohibit such personnel from using physical restraint or seclusion, unless such measures are required to eliminate an imminent danger of physical injury to the student or others and certain precautions are taken; (3) require states and local educational agencies (LEAs) to ensure that a sufficient number of school personnel receive state-approved training and certification in first aid and certain safe and effective student management techniques; (4) prohibit physical restraint or seclusion from being written into a student's education plan, individual safety plan, behavioral plan, or individual education program as a planned intervention; and (5) require schools to establish procedures to notify parents in a timely manner if physical restraint or seclusion is imposed on their child. Authorizes the Secretary to award grants to states and, through them, competitive subgrants to LEAs to: (1) establish, implement, and enforce policies and procedures to meet such standards; (2) improve their capacity to collect and analyze data related to physical restraint and seclusion; and (3) implement school-wide positive behavior supports. Directs the Secretary to conduct a national assessment of this Act's effectiveness. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students. Directs the Secretary of Health and Human Services to establish standards for Head Start agencies that are consistent with the minimum standards for the management of elementary and secondary school students. Authorizes the Secretary to allocate funds to the Secretary of Health and Human Services to assist Head Start agencies in establishing, implementing, and enforcing policies and procedures to meet such standards.

Incentives to Increase Use of Renewable Biomass Act of 2009 - Amends the Farm Security and Rural Investment Act of 2002 to require the Secretary of Agriculture to: (1) establish a program to provide interest-free loans to eligible institutions (i.e., an institution of higher education, an elementary or secondary school, a hospital, a local government building, or a governmental, community, health, or educational building owned or leased and occupied by an Indian tribe, except any building used for gaming) for capital costs for converting existing equipment, or installing new equipment, to use renewable biomass for energy generation, heating, or cooling systems; and (2) ensure that an institution receiving such a loan will use renewable biomass for no less than 75% of the energy generation, heating, or cooling needs of the facility for which the loan is received. Establishes in the Treasury a revolving fund for such program. Requires the Secretary to: (1) deposit amounts received as payment on loans provided under such program into such revolving fund; and (2) make available $100 million of the funds of the Commodity Credit Corporation to such revolving fund.

Patient Health and Real Medication Access Cost Savings Act of 2009 or the PHARMACY Bill - Declares that a consumer shall have the right to choose to purchase prescription drugs from any domestic pharmacy that meets all applicable federal and state license and permit requirements. Directs the Secretary of Health and Human Services (HHS) to issue regulations that: (1) prohibit a pharmacy benefit manager (PBM) from providing incentives to, encouraging, or requiring pharmacy benefit plan enrollees to use certain pharmacies or from excluding an eligible pharmacy from a plan's pharmacy network; (2) require a PBM to ensure that pharmacy benefit plan enrollees pay a specified copayment for brand name drugs; (3) require a PBM to reimburse a pharmacy in the network of a pharmacy benefit plan that is federally funded, at specified rates, for brand-name drugs, generic drugs, and additional professional services; (4) require a PBM to be reimbursed by a pharmacy benefit plan sponsor for adjudicating and processing claims; (5) limit the amount that a PBM charges a pharmacy benefit plan sponsor for a drug that is dispensed to enrollees to the amount the PBM paid the pharmacy for such drug; (6) require a manufacturer of prescription drugs to pay all rebates directly to the pharmacy benefit plan sponsor and not to a PBM; and (7) require a pharmacy benefit plan sponsor to provide a list of the wholesale acquisition costs of the top 500 most frequently prescribed drugs to physicians in a plan any insurance-related charge of which is underwritten by a federal, state, or local government. Amends title XVIII (Medicare) of the Social Security Act to include pharmacist services as "medical and other health services" under Medicare. Directs the Secretary, by January 1, 2011, to establish a pharmaceutical access program to provide affordable prescription drugs to individuals who receive drug benefits under federal programs (except Medicaid). Requires: (1) a pharmacy that dispenses prescription drugs in the United States to remit to the Secretary 50 cents for each brand name prescription and $1.00 for generic drug prescription dispensed; and (2) the sponsor of a pharmacy benefit plan that is not federally funded to increase the professional dispensing fee paid to pharmacies by the same amounts. Requires the use of funds generated from such fees to provide affordable access to prescription drugs to low-income individuals who have enrolled in the program.

Calls on the President to: (1) not enter into or extend any arms control agreement with the Russian Federation that may jeopardize the ability of the United States to ensure a credible strategic deterrent with regard to the People's Republic of China (PRC) or other countries that are deemed capable of deploying a strategic nuclear arsenal; (2) report to Congress on any plans or steps taken to enter into any bilateral arms control agreement with the Russian Federation; (3) report to Congress on the PRC's capabilities and intentions regarding the future deployment of a major strategic nuclear arsenal; and (4) refuse to enter into any strategic nuclear arms agreement with the Russian Federation or any other country that would require the United States to limit or suspend its efforts to create missile defense systems for itself and its allies. Urges the President to refrain from negotiating any follow-on agreement to START I until the Nuclear Posture Review is completed and the President, Congress, and all relevant U.S. government departments and agencies have had an opportunity to evaluate the Nuclear Posture Review.

Provides the maximum amount of coverage ($400,000) under Servicemembers' Group Life Insurance for any member killed in such shootings, as well as any member who dies of wounds sustained in the shootings, notwithstanding that the member elected to be insured in a lesser amount. Excludes from the above provisions members whose wounds or death is the result of willful misconduct.

Foreign Language Education Partnership Program Act - Amends the Elementary and Secondary Education Act of 1965 to replace the program providing incentive payments to public elementary schools for foreign language instruction with a partnership program in foreign languages that provides matching incentive payments to partnerships composed of state or local educational agencies and institutions of higher education. Requires such partnerships to establish, improve, or expand model programs of foreign language learning from kindergarten through grade 12 that increase the number of high school graduates who attain advanced proficiency in at least one foreign language. Requires each model program to have a dimension allowing the student to gain an understanding of the historic, geographic, cultural, economic, and other contextual factors of countries whose people speak the language studied. Conditions a partnership's continued funding for two additional five-year periods, after an initial four-year funding period, on its demonstrating its program's effectiveness based on nationally recognized standardized foreign language assessments. Directs the Secretary of Education to collect and analyze data on such programs annually and disseminate aggregated program data nationally, as well as information on successful programs and practices.
