Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Amends the Federal Reserve Act, the Home Owners' Loan Act, and the Federal Deposit Insurance Act to repeal the prohibition against the payment of interest on demand deposits. Amends the Federal Reserve Act to require the Board to survey biennially and report biennially to Congress on bank fees and certain services. Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989, and the Riegle-Neal Interstate Banking and Branching Efficiency Act of 1994, to repeal certain reporting requirements. Cites practices which shall not be treated as payment or receipt of interest if they relate to an escrow account maintained at a depository institution in connection with a real estate transaction.

Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Older Americans Act Amendments of 2006

Older Americans Act Amendments of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, supportive, nutrition, and disease prevention and health promotion services, family caregiver support, nutrition grants to American Indians, Alaskan Natives, and Native Hawaiians, the Native Americans Caregiver Support Program, and vulnerable elder rights protection activities. Reduces each state's guaranteed share of any increase in state allotments for such services above the state's FY2006 allotment. Authorizes the Assistant Secretary for Aging to: (1) designate a person to have responsibility for elder abuse prevention and services; (2) designate an employee to administer mental health services; and (3) establish a National Center on Senior Benefits Outreach and Enrollment. Requires the Assistant Secretary to: (1) implement in all states Aging and Disability Resource Centers; and (2) assist entities in integrated health promotion and disease prevention programs. Repeals the authorization for the Assistant Secretary to provide staff and assistance to the Federal Council on Aging. Requires the Secretary of Health and Human Services to establish an Interagency Coordinating Committee on Aging. Adds state eligibility requirements for grants for programs on aging, including assuring that particular attention will be given to services to older individuals with limited English proficiency. Revises requirements for area plans. Authorizes area agencies to assess preparedness for change in the number of older individuals over the next ten years. Adds state eligibility requirements for grants for programs on aging. Limits nutrition allotments to the purchase of agricultural commodities and other foods. Requires: (1) states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects; and (2) the Assistant Secretary to contract with the Institute of Medicine of the National Academy of Sciences Food and Nutrition Board to establish an independent panel to study nutrition projects. Requires the Assistant Secretary to provide information on methods of improving indoor air quality in buildings where older individuals congregate. Amends the National Family Caregiver Support Act to include within the definition of "child" individuals with disabilities, decrease the specified age for relative caregivers, and require priority for services to family caregivers of older individuals with Alzheimer's. Requires area agencies to encourage using trained volunteers and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to prepare communities for the aging of the population, support the use of health monitoring and technology, improve transportation for seniors, conduct activities of national significance to support caregivers, and build public awareness of cognitive impairments. Requires the Assistant Secretary to award grants for projects for multigenerational and civic engagement activities, mental health programs, and model aging in place projects. Redesignates the Older American Community Service Employment Act as the Community Service Senior Opportunities Act and revises provisions concerning the community service employment program. Authorizes the Assistant Secretary to award grants for elder justice programs and collection of data regarding elder abuse, neglect, and exploitation. Tom Osborne Federal Youth Coordination Act - Establishes the Federal Youth Development Council to provide advice and recommendations on federal programs designed to serve youth.

Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Instructs the Secretary of the Interior to transfer to the Administrator: (1) at least 200 full-time equivalent positions from the U.S. Geological Survey; and (2) at least 100 full time equivalent positions of an administrative nature from the Department of the Interior. Sets forth the duties of the Administrator, including: (1) implementation of a Mineral Commodity Data and Information Program; (2) continuance of the Mineral Commodity Data Time Series; (3) projections of usage patterns; (4) publication of mineral commodity reports; and (5) analyses of the foreign and domestic mineral commodities that will be required by the United States to sustain the energy supply, demand, and prices projected by the Annual Energy Outlook analysis. Directs the Administrator to establish the Mineral Commodity Advisory Committee.

Health Care Access and Rural Equity (H-CARE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2); payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) extension of the Medicare rural hospital hold harmless provision under the prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services under Medicare; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of interests of rural areas on the Medicare Payment Advisory Commission; and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and disregarding hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for purchase and enhanced utilization of qualified health information technology systems; (2) establish a capital infrastructure revolving loan program and a Rural Health Quality Advisory Commission; and (3) provide for delta rural disparities and health systems development.

Amends the Reclamation Safety of Dams Act of 1978 to authorize the Secretary of the Interior to make modifications that are reasonably required to preserve the site security of Bureau of Reclamation dams and related facilities. Provides for specified reimbursement for costs incurred for building and site security activities. Requires dam safety and site security costs allocated to irrigation, municipal, and industrial water service for the Central Valley Project, California, to be collected by the Secretary exclusively through inclusion of such costs in operation and maintenance rates, capital water rates, or both, not segregated from other project costs for separate allocation or repayment. Directs the Secretary, during site security-related construction, to consider cost containment measures. Prohibits the obligation of funds exceeding a specified amount for carrying out actual construction to modify an existing dam, the cause of which results from new hydrologic or seismic data or changes in the state-of-the-art criteria deemed necessary for site security or structural safety purposes, prior to 30 calendar days after the Secretary has transmitted a report on such existing dam to Congress. Requires the Secretary to: (1) report annually to Congress on building and site measures undertaken (including a summary of expenditures and information relating to a five-year plan for security measures detailed to show pre- and post-September 11, 2001 costs); (2) provide written notice to project beneficiaries upon identifying a Bureau facility for a site security measure; and (3) include in required reports the Secretary's response when a modification is the result of new data deemed necessary for structural safety purposes. Authorizes the Secretary to waive reporting requirements that could adversely impact site security.

Western Hemisphere Traveler Improvement Act of 2006 - Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend the implementation date for the Western Hemisphere Travel Initiative. Authorizes the Secretary of State (Secretary) to develop a Passport Card for U.S. citizen travel from the United States to Canada, Mexico, the Caribbean countries, and Bermuda. States that such Card shall be deemed to be a U.S. passport for U.S. passport laws and valid for the same period as a U.S. passport. Sets forth related fee and technology requirement provisions. Directs the Secretary of Homeland Security and the Secretary to enter into an enrollment demonstration program with at least one state under which: (1) an individual's citizenship status shall be included on a driver's license; (2) there will a communication method with a participating state to verify the citizenship status of an applicant who voluntarily seeks to have citizenship status included on his or her driver's license; (3) an individual's information shall be managed in the same manner as passport application information with no further distribution of such information; and (4) a complying driver's license shall be sufficient to permit the bearer to enter the United States from Canada through at least one designated international border crossing in each participating state. Authorizes the Secretaries to work with Canadian authorities to certify identification issued by the government of Canada, including a driver's license, as meeting U.S. security requirements. Requires that more U.S. states than Canadian provinces are program participants. Directs the Secretary of Homeland Security to expand expedited processing for repeat travelers to all ports of entry. States that such travelers' identities should be entered into a database of known travelers who have been subjected to in-depth background and watch-list checks to permit border control officers to focus on unknown travelers, potential criminals, and terrorists. Directs the Commissioner of Customs and Border Patrol to conduct and expand trusted traveler and pilot programs to facilitate expedited processing of U.S. citizens returning from pleasure craft trips in Canada, Mexico, the Caribbean, or Bermuda. Requires one such program to be conducted in Florida and modeled on the Canadian Border Boat Landing (I-68) program. Directs the Secretary to establish: (1) a program to permit U.S. citizens lacking appropriate travel documents to cross the international border and return to the United States for up to 72 hours; or (2) a process to make admissibility determinations respecting such persons. Authorizes the Secretary to waive travel document requirements for groups of six or more children under adult supervision traveling to Canada or Mexico. Directs the Secretary to implement an outreach plan to inform U.S. citizens about the Western Hemisphere Travel Initiative, facilitate acquisition of appropriate travel documentation, and educate U.S. citizens about the requirements for such travel.

Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Extends the thanks of Congress and the nation to the personnel of those offices, commands, and laboratories and the Socialist Republic of Vietnam for their efforts to achieve the fullest possible accounting of Americans who remain unaccounted for as a result of the Vietnam War. Encourages and recognizes the efforts of the U.S. government, POW/MIA families and veterans, and host nations in supporting such mission. Recognizes and honors eight Americans and nine Vietnamese who paid the ultimate sacrifice in supporting such mission. Thanks Vietnam for continued assistance and cooperation in the humane recovery, identification, and repatriation of the remains of American personnel remaining unaccounted for from the Vietnam era. Recognizes that the efforts and involvement of POW/MIA families contribute significantly to the success of the JPAC.

Stormwater Enforcement and Permitting Act of 2006 - Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency (EPA) to require the owner or operator of any point source to provide information necessary to address an imminent and substantial endangerment to public health or welfare or the environment. Requires the Administrator to provide an operator a reasonable opportunity to correct a violation of a permit condition for a site with residential construction activity before initiation of an enforcement action, if such violation has not resulted in a discharge of stormwater. Prohibits more than one opportunity to correct violations of the same condition. Prohibits the Administrator from requiring a permit for stormwater runoff from such a site if: (1) the runoff enters a municipal separate storm sewer system that is covered by a permit and the operator is in compliance with runoff requirements; and (2) such site has minimal potential for soil erosion. Prohibits the Administrator from exercising enforcement authority with respect to a state permit that authorizes stormwater discharge from such a site unless: (1) such a discharge flows across a state line or onto a federal facility or Indian tribal lands; (2) such permit was issued under a state program that the Administrator has suspended or withdrawn; or (3) a discharge results in imminent and substantial endangerment to public health or welfare or the environment. Prohibits the Administrator from paying any state penalty for a violation of a permit for such a discharge. Requires the Administrator to establish a program that will develop and distribute to site operators a pamphlet that explains permitting requirements for stormwater discharges. Authorizes the Administrator or the state to issue a general permit for no more than five years on a state, regional, or nationwide basis to cover any category of discharges, sludge use, disposal practices, or facilities. Declares that the Administrator or state is not required to review, approve, or provide an opportunity for public comment on any application for a discharge under a general permit.

Strengthening America's Innovation and Competitiveness Act - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to award competitive grants to states and to partnerships of institutions of higher education and high need local educational agencies (LEAs) to implement strategies to increase the number of teachers qualified to teach advanced placement and pre-advanced placement courses in mathematics, science, and critical foreign languages. Replaces the Robert C. Byrd Honors Scholarship program with the Robert C. Byrd Mathematics and Science Honors Scholarship program. Authorizes the Secretary of Education to award funds to a private nonprofit organization to administer, through a public-private partnership, a Mathematics and Science Honors Scholarships program for postsecondary and graduate students who commit to five consecutive years of service in a science, engineering, or mathematics field. Authorizes the Secretary to cover the student loan interest obligations of mathematics, science, or engineering professionals and elementary and secondary school teachers who make such an obligation. Authorizes grants to states for: (1) activities promoting the professional development of elementary and secondary school teachers; and (2) state mathematics and science education coordinating councils where education, business, and community leaders collaborate to improve teacher recruitment and training and student performance in science, technology, engineering, and mathematics. Authorizes grants to LEAs and public or private educational organizations to recruit and train individuals outside of the elementary and secondary education system who have expertise in mathematics, science, and critical foreign languages to teach such subjects at secondary schools on an adjunct basis. Authorizes the Secretary to award grants to partnerships of institutions of higher education and LEAs to: (1) establish elementary and secondary school critical foreign language teacher recruitment and preparation programs; and (2) provide innovative critical language learning opportunities for students.

Requires DEM to be headed by an Under Secretary for Emergency Management and to include Deputy Under Secretaries for: (1) Emergency Preparedness and Mitigation; and (2) Emergency Response and Recovery. Directs the Under Secretary to serve as a Cabinet Officer during an Incident of National Significance. Establishes within DEM: (1) an Office of State, Local, and Tribal Government Coordination and an Office of Public and Community Preparedness; (2) a National Citizen Corps Council; (3) a National Incident Management System and National Response Plan Integration Center; and (4) a National Urban Search and Rescue Response System. Establishes in DHS Offices of Grants and Planning, Training and Exercises, Emergency Communications, Infrastructure Protection, and Cybersecurity and Telecommunications. Establishes the Emergency Communications Preparedness Center. Directs the Secretary of DHS to: (1) regularly update, revise, or replace essential capabilities for state, local, and tribal government emergency preparedness; (2) require any state or urban area that applies for federal homeland security assistance to maintain a catastrophic emergency plan; (3) establish the National Advisory Council on Emergency Management, a System Assessment and Validation for Emergency Responders Program, a Homeland Security Education Program in the National Capital Region, a Prepositioned Equipment Program, and a National Asset Inventory Program; (4) develop an integrated national public alert and warning system; and (5) establish within DHS a Gulf Coast Long-Term Recovery Office. Redesignates the Directorate for Information Analysis and Infrastructure Protection as the Office of Intelligence and Analysis. Requires the Secretary to: (1) ensure that all programs within DEM administering federal assistance maintain proper internal management controls to prevent and detect fraud, waste, and abuse; and (2) annually certify that such controls are in place. Provides for the establishment within DHS of a Deputy Inspector General for Response and Recovery.

Senior Independence Act of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for FY2007-FY2011 for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, specified services under such Act, and older American community service employment-based training. Revises the definition of "information and assistance service" for purposes of such Act to include such a service to older individuals at risk for institutional placement. Adds as duties and functions of the Administration on Aging: (1) assisting service providers to inform certain older individuals of the eligibility requirements for specified benefits; and (2) assisting states to support the provision of disease prevention and health promotion services. Repeals the authorization for the Assistant Secretary for Aging to provide staff and assistance to the Federal Council on Aging. Requires the Assistant Secretary to assist entities that serve older individuals in integrated health promotion and disease prevention programs. Includes among state eligibility requirements for grants for programs on aging: (1) assuring that preference will be given to providing services to older individuals, including low-income minority individuals, individuals with limited English proficiency, and individuals living in rural areas; and (2) promoting the development of a comprehensive, coordinated system for providing long-term care in home and community-based settings. Requires area plans to: (1) provide that the area agency on aging shall facilitate the development and implementation of such system; and (2) determine the extent of need for services and senior centers by considering low-income minority older individuals, older individuals with limited English proficiency, older individuals residing in rural areas, and older individuals at risk for institutional placement. Authorizes area agencies to: (1) include in such plan an assessment of how prepared the area is for change in the number of older individuals; and (2) make recommendations to government officials on actions that build the area's capacity to meet needs of older individuals. States as the purpose of the nutrition projects grant program to promote socialization and the health and well-being of older individuals by assisting such individuals to gain access to disease prevention and health promotion services to delay the onset of health conditions resulting from poor nutritional health or sedentary behavior. Requires states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects. Requires area agencies to encourage using trained volunteers for services and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to assess the aging population and facilitate planning and coordination between state and local agencies. Rewrites provisions concerning the older American community service employment program as the Older American Community Service Employment-Based Training Act. Repeals requirements for review and public comment on training projects. Requires the Secretary of Labor to use funds for demonstration, pilot, and evaluation projects for the purpose of developing approaches and demonstrating the effectiveness of methods in addressing older workers' employment and training needs. Requires a state's chief executive officer to submit a plan that outlines a strategy for the statewide provision of training and related activities (currently, the governor submits the plan). Includes among uses of state allotments for the prevention of elder abuse, neglect, and exploitation promotion of financial literacy to prevent identity theft and financial exploitation of older individuals.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Respect for America's Fallen Heroes Act

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.
