Haitian Immigrant Equitable Adjustment Act of 2002 - Amends the Cuban Adjustment Act to apply its provisions to citizens and nationals of Haiti.

Immigration Bond Fairness Act of 2002 - Amends the Immigration and Nationality Act to: (1) eliminate the prohibition on judicial review of the Attorney General's discretionary authority governing apprehension and detention of aliens; and (2) provide an alien in a removal or summary removal proceeding with the right to a bond hearing before an immigration judge, except where the alien is a threat to security, danger to society, or likely to abscond.

Haiti Economic Recovery Opportunity Act of 2002 - Amends the Caribbean Basin Economic Recovery Act to allow specified apparel articles that are imported directly into the customs territory of the United States from Haiti to enter free of duty if Haiti has satisfied the requirements of this Act. Declares that such articles include apparel articles that are wholly assembled or knit-to-shape in Haiti exclusively from fabric components and yarns formed in: (1) the United States; (2) a country that is party to a free trade agreement with the United States on January 1, 2002, that enters into a free trade agreement with the United States subject to trade promotion authority, or that has been designated as a beneficiary country; and (4) any country if the fabrics or yarns are designated as not being commercially available in the United States. Specifies the quantity of articles to which such preferential treatment shall extend. Declares that Haiti shall be eligible for such preferential treatment if the President determines and certifies to Congress that Haiti has met specified conditions, including: (1) establishing or making progress toward establishing a market-based economy that protects private property rights, the rule of law, the elimination of barriers to U.S. trade and investment, economic policies to reduce poverty, a system to combat corruption and bribery, and protection of internationally recognized worker rights; (2) not engaging in activities that undermine U.S. national security or foreign policy interests or gross violations of internationally recognized human rights; (3) not providing support for international terrorism; and (4) cooperating in international efforts to eliminate human rights violations and terrorist activities.

Declares that the House of Representatives: (1) supports the goals and ideals of the Thurgood Marshall Scholarship Fund; (2) salutes the Fund, and recognizes the efforts in support of equal opportunity in higher education of its president, its board of directors, and the presidents, faculties, staff, and trustees of its member institutions; and (3) commends the students who benefit from the Fund for their pursuit of academic excellence.

Children's Mental Health Screening and Prevention Act of 2002 - Directs the Secretary of Health and Human Services, the Secretary of Education, and the Attorney General (the "Secretaries"), in consultation with various other officials, to make a grant to one "demonstration facility" in each of ten areas to be selected by the Secretaries to implement screening to detect mental illness and suicidal tendencies in school-age youth. Defines "demonstration facility" as a facility serving at-risk youth or performing outreach to school-age youth. Requires the selected areas to include various areas, including one that has a shortage of mental health professionals and one located in an Indian reservation. Prohibits grants from going to applicants that do not agree to report certain information to the Secretaries, including on: (1) demographics of the youth in the project; (2) the outcomes of the screening; (3) referrals based on outcomes; (4) treatment based on referrals; (5) suicide, including suicide attempts and rates, to the extent practicable. Prohibits the Secretaries from discriminating against an applicant due to the applicant's inability to collect information on suicide. Directs the Secretaries to convene an advisory panel to advise each of the Secretaries regarding the use or improvement of the screening methods to detect mental illness and suicidal tendencies in school-age youth.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Liberation of the Iraqi People Resolution - Condemns Saddam Hussein's ongoing efforts to repress the freedoms of the Iraqi people. Calls on the President to: (1) exhaust all peaceful and diplomatic avenues for disarming the threat to U.S. interests before using military force against Iraq; (2) obtain allied support for any preemptive strike against Iraq through a United Nations Security Council resolution; and (3) consider that a military invasion will not achieve the desired results in the absence of a post-invasion plan for ensuring the democracy, security, and stability of Iraq. Expresses concern for the well being of the Iraqi people. Authorizes the President to use U.S. armed forces to defend U.S. national security interests against the threat posed by Iraq only after: (1) certifying to Congress that Iraq is continuing to attempt to obtain conventional, chemical, biological and nuclear weapons and carry out ballistic missile programs, that Iraq poses an imminent threat to the United States or its interests, and that the United States has used all appropriate diplomatic and other peaceful means to obtain Iraq's compliance with Security Council resolutions and has sought a resolution expressing dissatisfaction with Iraq's noncompliance; and (2) transmitting to Congress a comprehensive plan of action that contains a commitment that the war on terrorism will remain the highest U.S. priority, a plan for stabilization in a free Iraq, a U.S. commitment to protect the safety of the Iraqi people and of U.S. allies and interests, and a plan for the continued stabilization of Afghanistan. Declares that this Act is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress every 60 days on the status of efforts authorized under this resolution.

Recognizes September 11 as both a day to remember those taken from their families and a day for Americans to recommit to the Nation, to their freedom, and to each other. Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, or watershed protection areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for: (1) Federal enforcement; and (1) a private right of action.

Northeastern North Carolina Heritage Area Study Act of 2002 - Requires the Secretary of the Interior to study and report on the suitability and feasibility of establishing the Northeastern North Carolina Heritage Study Area in North Carolina (to be comprised of Beaufort, Bertie, Camden, Chowan, Currituck, Dare, Gates, Halifax, Hertford, Hyde, Martin, Northampton, Pasquotank, Perquimans, Tyrrell, and Washington counties).

Authorizes the Ukrainian Congress Committee of America to establish a memorial on Federal land in the District of Columbia to honor the victims of the Ukrainian famine-genocide of 1932-1933. Prohibits the U.S. Government from paying any expense for the establishment of the memorial or its maintenance.

Aviation Security Enhancement Act of 2002 - Amends Federal aviation law to direct the Under Secretary of Transportation for Security of the Transportation Security Administration to notify the owner or operator of each U.S. airport of the number and type of explosive detection systems that will be required to be deployed at the airport in order to screen all checked baggage without imposing unreasonable delays on the passengers. Requires each owner or operator to: (1) notify the Under Secretary by a specified date if they are not able to make modifications to the airport's terminal buildings that are necessary to accommodate the explosive detection systems; and (2) develop a plan, if notice is given, by a specified date for making necessary modifications to the terminal buildings so as to deploy and fully utilize explosive detection systems to screen all checked baggage. Requires the Under Secretary to carry out demonstration projects for the installation and testing of alternative explosive detection systems at not less than five U.S. airports. Sets forth certain plan and demonstration requirements.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Early Intervention Improvement Act - Amends the Individuals with Disabilities Education Act (IDEA) to revise provisions for early intervention programs for children under age three (infants and toddlers with disabilities, part C). Directs the Secretary of Education to reserve certain funds for incentive grants to reward States meeting performance objectives under part C, as follows: (1) 75 percent of such grants for high-quality programs in general; and (2) 25 percent for high-quality programs that make at-risk infants and toddlers eligible and that provide such services to at least three and one-half percent of children under age three in the State. Revises provisions for transition from part C to part B (Assistance for Education of All Children with Disabilities). Makes permanent the authorization of appropriations for part C. (The current authorization ends after FY 2002). Revises part C eligibility conditions to include those in families where there is diagnosed serious maternal depression, confirmed parental substance abuse, or documented family violence (including child abuse). Requires all abused or neglected children under age three to be referred to the State's child find system for evaluation and, if appropriate, receipt of early intervention services. Includes parent-child and family therapy among part C services. Includes early intervention personnel training and professional development among State and national activities. Directs the Secretary to make grants for such pre- and in-service training and development. Requires the Federal Interagency Coordinating Council under IDEA to study and report on mechanisms for providing service coordination from birth through age five for infants, toddlers, and children served under part C and preschool grant provisions.

Medicare Modernization and Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages for FY 2005. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Amends the Federal Food, Drug, and Cosmetic Act to add requirements for interstate Internet sellers of prescription drugs. Establishes within the Office of the Director of the National Institutes of Health the Office of Rare Diseases. Amends the Public Health Services Act with respect to promotion of the pharmacist profession.
