Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Military Fallen Heroes Protection Act of 2006 - Prohibits any person, except with permission, from using the name, image, or likeness of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, commercial, or political activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Expresses condolences to the people of India and the victims and their families for the July 11, 2006, terrorist attacks that occurred in Mumbai, and condemns these heinous attacks on the people of Mumbai. Expresses U.S. resolve to strengthen the newly-expanded relationship with India, a friend and democratic ally of the United States. Calls upon the international community to strengthen efforts to: (1) combat the social injustice, oppression, poverty, and extremism that breeds terrorism; (2) defeat terrorists in all countries by defeating the ideology and the terrorist networks that train and carry out attacks; and (3) increase international cooperation to advance human rights.

Congratulates the people and government of the Republic of Kazakhstan on the 15th anniversary of the closure of the world's second largest nuclear test site in the Semipalatinsk region of Kazakhstan. Commends Kazakhstan for advancing the cause of nonproliferation by dismantling its nuclear and biological weapons and facilities. Calls upon the Administration to establish a joint working group with the government of Kazakhstan to assess the environmental damage and health effects caused by nuclear testing in the Semipalatinsk region by the former Soviet Union.

Declares that the House of Representatives: (1) supports efforts to identify, track, and pursue suspected foreign terrorists and their financial supporters by tracking terrorist money flows and uncovering terrorist networks here and abroad in accordance with existing applicable law, but notes that the expression of such support in this resolution should not be construed as providing additional authority for such efforts; and (2) expresses concern that the unauthorized disclosure of classified information may have made efforts to locate terrorists and terrorist networks, and disrupt their plans, more difficult.

Empowerment Zone and Renewal Community Enhancement Act of 2006 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, enterprise communities, and renewal communities to: (1) extend the period of designation for empowerment zones and renewal communities through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; and (7) allow federal guarantees and tax exemptions for enterprise zone facility bonds.

Comprehensive Veterans' Data Protection and Identity Theft Prevention Act of 2006 - Places upon the Secretary of Veterans Affairs an affirmative obligation to protect from any data breach the sensitive personal information of veterans and any other individuals that the Department of Veterans Affairs possesses, creates, or maintains, as well as information or tools (including passwords and encryption keys) used to protect the integrity of such data. Requires the Secretary to: (1) implement and maintain reasonable security policies and procedures to protect such information; and (2) prescribe policies and procedures regarding employee and third party access to, and use of, such information which the Department receives, maintains, or transmits. Directs the Secretary, upon discovery of a data breach, to: (1) notify the United States Secret Service, the Department's Inspector General, the congressional veterans' committees, and the Federal Trade Commission (FTC); (2) notify each individual whose information was acquired or accessed by an unauthorized person; and (3) place a conspicuous notice on the Department's Internet website. Requires the Secretary, upon request of an affected individual, to: (1) include a fraud alert in the file of the individual with each nationwide consumer reporting agency; (2) apply a security freeze to the file of such individual; and (3) provide free damage mitigation services, including credit monitoring and annual copies of consumer credit reports. Establishes within the Department an Ombudsman for Data Security.

Warning, Alert, and Response Network Act - Establishes: (1) a voluntary National Alert System to provide a public communications system capable of alerting the public to emergency situations on a national, regional, or local basis; and (2) the National Alert Office within the National Telecommunications and Information Administration (NTIA) to administer, operate, and manage the System. Sets forth System functions and capabilities, including: (1) enabling federal, state, tribal, or local government officials with credentials issued by the Office to alert the public to imminent threats that present a significant risk of injury or death; and (2) incorporating multiple communications technologies without interfering with existing alerts or communications systems employed by emergency response personnel. Requires the Office to establish a process for issuing credentials to enable officials responsible for issuing safety warnings to access the System. Directs the Federal Communications Commission (FCC) to initiate proceedings to: (1) allow licensees providing commercial mobile service to elect to transmit System alerts to subscribers; and (2) require public broadcast television licensees to install necessary equipment to enable transmitters to receive and retransmit System alerts. Requires the Director of the Office to: (1) establish a National Alert System Working Group to develop recommendations for protocols, procedures, guidelines, and standards and to work with the operators of nuclear power plants and other critical infrastructure facilities to integrate emergency alert systems; and (2) establish an extramural research and development program to support the development of technology that will enable all existing and future providers of communications services and devices to be utilized effectively with the System.

Internet Gambling Study Commission Act - Establishes the Internet Gambling Study Commission to: (1) conduct a comprehensive study of Internet gambling, including the existing legal framework that governs such activities and transactions; (2) report to the President and Congress on study findings and conclusions; and (3) transmit a copy of such report to each state governor or chief executive officer and Native American tribal government.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require a House committee or subcommittee, whenever it receives a report on the following subject matters within its jurisdiction, to hold a hearing on the issues raised: (1) a Federal Office of Inspector General report documenting fraud, waste, abuse, or mismanagement in the government that results in a cost to the government of at least $1 million; or (2) a Government Accountability Office (GAO) report documenting waste, fraud, abuse, or mismanagement in federal programs, including high-risk government-operations. Amends Rule X (Organization of Committees) to require the House Committee on Government Reform to hold : (1) hearings to question heads of departments or agencies whenever their auditors issue disclaimers or restatements of financial statements; and (2) at least two hearings during each session on the Program Assessment Rating Tool recommendations of the Office of Management and Budget (OMB) to ensure a complementary relationship between the Administration and Congress to improve government performance.

Meeting Authorization Requirements for the Coast Act of 2006 - Authorizes the Secretary of the Army to carry out specified projects for hurricane and storm damage reduction and flood control in Louisiana. Amends the Flood Control Act of 1948 to increase the amount that the Secretary may allot for flood control for a small flood control project at any single locality. Amends the Water Resources Development Act of 1992 to: (1) authorize the Secretary to carry out specified projects to transport and place, and to develop plans for regional management of, sediment obtained in conjunction with water management projects associated with flood damage reduction, hurricane and storm damage reduction, aquatic plant control, and environmental protection and restoration; and (2) permit to be carried out at federal expense specified projects to protect, restore, or create aquatic and ecologically-related habitat located in a disadvantaged community or projects located in coastal communities impacted by 2005 hurricanes. Modifies specified projects and requires or authorizes the Secretary to carry out specified studies, programs, and projects in Louisiana and Mississippi. Directs the Secretary to submit to Congress: (1) reports recommending specified modifications to the Mississippi River-Gulf Outlet, near-term ecosystem restoration measures for the Chenier Plain, Louisiana, and a framework for developing a long-term program to protect, conserve, and restore specified wetlands, estuaries, and barrier islands; and (2) a feasibility study recommending a comprehensive long-term plan for the coastal Louisiana ecosystem. Establishes the Coastal Louisiana Ecosystem Protection and Restoration Task Force to make recommendations to the Secretary to protect, conserve, and restore the coastal Louisiana ecosystem. Sets forth requirements regarding project costs, monitoring, audits, and justification.

Science and Mathematics Education for Competitiveness Act - Amends the National Science Foundation Authorization Act of 2002 to modify provisions concerning the Robert Noyce Scholarship Program. Renames such Program as the "Robert Noyce Teacher Scholarship Program." Revises stipend and service obligation provisions. Rewrites provisions concerning mathematics and science education partnerships. Requires the Director to carry out a program of awarding grants to departments of science, mathematics, or engineering at institutions of higher education (or consortia thereof) to establish Centers for Undergraduate Education in Science, Mathematics, and Engineering. Requires the Director to enter into an agreement with an appropriate party to assess the impact of the Professional Science Master's degree. Requires the Director to submit a report on the impact of the broader impacts grant criterion used by the NSF. Directs the Secretary of Energy to carry out education programs and activities in fields related to the Department of Energy's mission. Requires the Secretary to transmit a report on the inventory and evaluation of existing education programs and activities at the Department of Energy and at the National Laboratories. Authorizes appropriations through FY2011.

Natural Disaster Relief Act - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest) with respect to which a natural disaster declaration has been made. Requires a producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax. Requires a livestock producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide indemnity payments to poultry producers in hurricane-affected counties. Directs the Secretary to provide: (1) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or related conditions, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (2) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (3) assistance to specialty and nursery crop producers in hurricane-affected counties; (4) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines), and fruit and nut tree producers in hurricane-affected counties; (5) assistance to dairy producers for production and spoilage losses in hurricane-affected counties; (6) assistance to producers and first handlers of cottonseed; (7) emergency watershed protection and emergency conservation program activities; and (8) assistance for additional conservation-related technical assistance in each state that has a disaster or hurricane-affected county. Authorizes the Secretary to provide financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Defines "hurricane-affected county" as: (1) a county covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma, or related condition; and (2) a contiguous county.

Early Career Research Act - Requires the Director of the National Science Foundation to carry out a program of awarding grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct research in fields relevant to the mission of the National Science Foundation (NSF). Permits the existing Faculty Early Career Development (CAREER) Program to be designated as the mechanism for awarding such grants. Requires reports describing the: (1) distribution of the institutions of the awardees of such program since FY2001 among specified categories of institutions of higher education; and (2) impact of such program on the ability of young faculty to compete for NSF research grants. Requires the Undersecretary for Science of the Department of Energy to carry out a program of awarding grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct research in fields relevant to the mission of the the Department of Energy (DOE). Requires submission of a report on efforts to recruit and retain young scientists and engineers at the early stages of their careers at the DOE laboratories. Requires the Director of the National Institute of Standards and Technology (NIST) to report on efforts to recruit and retain young scientists and engineers at the early stages of their careers at the National Institute of Standards and Technology laboratories and joint institutes.

Reform of National Security Reviews of Foreign Direct Investments Act - Amends the Defense Production Act of 1950 to direct the President, upon receiving written notification by any party involved of a possible merger, acquisition, or takeover which could result in foreign control of any person engaged in interstate commerce in the United States (covered transaction), or upon a motion of a member of the Committee on Foreign Investment in the United States (CFIUS), to review the covered transaction to determine whether it threatens to impair U.S. national security and whether such threat can be mitigated. Requires CFIUS, if it determines that the covered transaction is a foreign government-controlled transaction, to conduct its own investigation. Requires the President, in his investigation, to take necessary action to protect national security with respect to the covered transaction. Makes any review final and complete only after its findings and report are approved and signed by both the Secretaries of the Treasury and Homeland Security. Requires the Director of National Intelligence to carry out an analysis of the threat to national security of any covered transaction. Makes CFIUS a statutory committee under the Defense Production Act of 1950, with a revised membership. Requires the consideration, as additional factors in determining whether it should be investigated, of whether a covered transaction: (1) has a security-related impact on critical infrastructure; and (2) is a foreign government-controlled transaction. Authorizes CFIUS to: (1) negotiate, impose, and enforce any agreement or condition with any party to a covered transaction in order to mitigate any threat to national security; (2) track withdrawn notifications; and (3) monitor the enforcement of any agreements. Requires reports to Congress by the President and CFIUS concerning investigations of covered transactions.

Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006 - Amends the Voting Rights Act of 1965 to revise requirements for: (1) the use of election examiners and observers; (2) declaratory judgment on the issue of voting qualifications or standards intended to diminish the ability of U.S. citizens to elect preferred candidates; and (3) award of attorney fees in enforcement proceedings to include expert fees and other reasonable costs of litigation. Extends bilingual election requirements through August 5, 2032. Revises the requirements for determining states and political subdivisions covered by them to require use of 2010 American Community Survey census data. Amends the Voting Rights Act of 1965 with respect to the prohibition against the use of tests or devices to deny the right to vote in any federal, state, or local election. Extends both the prohibition and the date for mandatory congressional reconsideration of it.

Diabetes Prevention Access and Care Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Federal Locks and Lock and Dam Facilities Act of 2006 - Declares that: (1) water and navigational resource projects and facilities are national critical infrastructures and the operation and maintenance of locks and lock and dam facilities constitute inherently governmental functions that require performance by federal employees; and (2) the transfer of such functions to a different agency shall not change such determination. Permits the Army Corps of Engineers to continue to contract: (1) for private sector performance of such functions that were performed under contracts with the private sector in effect on March 1, 2006, but permits the Corps to use federal employees to perform such functions in the future; and (2) with the private sector to construct new locks and lock and dam facilities.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor of a prescription drug plan to display on the prescription drug card the name, brand, or trademark (co-branding) of any pharmacy. Requires each PDP sponsor to charge not less than the minimum dispensing fee, $14, adjusted annually for inflation, for generic covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Revises requirements for a covered medication therapy management service, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Tax Return Choice Act of 2006 - Prohibits the Internal Revenue Service from providing individual taxpayers with free electronic tax preparation and filing services except through the Free File program and the Internal Revenue Service's Taxpayer Assistance Centers, Tax Counseling for the Elderly, and volunteer income tax assistance programs. Repeals the provision of the Internal Revenue Service Restructuring and Reform Act of 1998 directing the Secretary of the Treasury to develop a return-free tax system.

Expresses the sense of Congress that it: (1) recognizes the importance of preserving the constitutional right to vote of citizens displaced by Hurricane Katrina and other natural disasters or states of emergency; and (2) asserts that every election in Louisiana must be fair, free, transparent, and satisfy the requirements of the Voting Rights Act. Encourages the state of Louisiana and the Department of Justice to establish satellite voting outside the state of Louisiana for the New Orleans elections scheduled for April 22, 2006.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Emergency Agricultural Disaster Assistance Act of 2006 - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to flooding in California and Hawaii that occurred prior to the date of enactment of this Act and for which a petition for a disaster designation has been filed with the Secretary. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.

Respect for America's Fallen Heroes Act - Prohibits a person from carrying out a demonstration: (1) at a cemetery under the control of the National Cemetery Administration or at Arlington National Cemetery, unless the demonstration has been approved by the cemetery superintendent or director; or (2) within 500 feet of a cemetery at which a funeral or memorial service is to be held, for a period beginning 60 minutes before and ending 60 minutes after the funeral or service, if such demonstration includes any individual making noise or a diversion that disturbs the peace or good order of the funeral or service. Amends the federal criminal code to provide criminal penalties for violations of such prohibitions. Expresses the sense of Congress that each state should enact legislation to restrict demonstrations near any military funeral.

Congratulates the National Aeronautics and Space Administration (NASA) on the 25th anniversary of the first flight of the Space Transportation System. Honors Commander John Young and Pilot Robert Crippen who flew the Space Shuttle Columbia on April 12-14, 1981, on its first orbital test flight. Commends the men and women of NASA and all those supporting America's space program for their accomplishments and their role in inspiring the American people.

American Fisheries Management and Marine Life Enhancement Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to revise contents of fishery management plans to include a mechanism for specifying the total allowable catch limit for each fishery that is based on the best scientific information available and that does not exceed acceptable biological catch levels recommended by a Regional Fishery Management Council. Requires a Council to also develop multi-year research priorities for fisheries, fisheries interactions, habitats, and other research areas that are necessary for purposes of fishery management. Requires periodic regional assessments of stocks of fish for use by Councils in managing fisheries. Sets forth requirements on the use and confidentiality of state recreational catch data. Revises certain Council operations and authorities to require certain Council member training. Authorizes a Council for a fishery that is managed under a limited access system to establish a limited access privilege program to harvest fish if certain program requirements are met. Authorizes a state through a joint fisheries enforcement agreement to deputize and fund state officers with marine fisheries responsibilities to perform duties of the Secretary of Commerce relating to fisheries enforcement. Establishes the Fishery Observer Fund to cover the cost of an observer program to monitor fisheries managed by the Secretary, including the Northern Pacific halibut fishery. Prohibits the sale or purchase of recreational fish. Makes grants for the development of fishing gear that will minimize bycatch and seabird interactions, including adverse fishing gear impacts on habitat areas. Reauthorizes the Act.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Homeowners Preservation of Equity Act of 2006 - Directs the Secretary of the Treasury, in consultation with federal banking agencies, the National Credit Union Administration, and the appropriate state bank supervisors of each state contained in whole or in part in the GO Zone (as defined by the Internal Revenue Code), to establish a program to provide temporary emergency mortgage payments on behalf of an eligible individual whose principal residence was significantly damaged or made uninhabitable by Hurricane Katrina or related flooding.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.

Military Retirees' Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after December 31, 2005, in: (1) a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) after December 31, 2005, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Conquer Childhood Cancer Act of 2006 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.
