Iran Counter-Proliferation Act of 2007 - States that nothing in this Act shall be construed as authorizing the use of force or the use of the U.S. Armed Forces against Iran. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Establishes specified additional import and export sanctions against Iran. Amends the Iran Sanctions Act of 1996 to require the imposition of procurement sanctions as part of the sanctions against a person contributing to Iran's petroleum resources. Directs the President to report every six months to the appropriate congressional committees (committees) respecting investment activity that could contribute to Iran's development of petroleum resources, and U.S. steps in response to such activity. Expands the definitions of "petroleum resources" and "person." Eliminates the national security waivers for imposition of sanctions. Directs the President to determine and report to the committees whether the the Islamic Revolutionary Guards Corps should be: (1) designated as a foreign terrorist organization; (2) placed on the list of designated global terrorists; and (3) placed on the list of weapons of mass destruction proliferators and their supporters. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Authorizes the President to carry out exchange programs with the people of Iran. Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Restricts nuclear cooperation with countries assisting Iran's nuclear program or transferring advanced conventional weapons or missiles to Iran. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." States that specified restrictions respecting Iran shall not have effect if the President determines and certifies to the committees that Iran: (1) has ended efforts to develop or acquire nuclear, chemical, or biological weapons, or ballistic missiles; (2) has been removed from the list of countries supporting international terrorism; and (3) poses no significant threat to U.S. national security, interests, or allies.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Next Generation Air Transportation System Financing Reform Act of 2007 - Authorizes appropriations for FY2008-FY2010 for: (1) Federal Aviation Administration (FAA) air traffic control services; (2) FAA safety and operations; and (3) civil aviation research and development (R&D). Makes funds available for FY2008-FY2010 for the airport planning and development and noise compatibility planning programs (earmarking amounts for the airport cooperative research program). Establishes certain user fees for aircraft owners or operators for FAA air traffic control and other related services. Amends the airport improvement program to expand eligibility requirements for airport-related projects financed by passenger facility charges (currently, fees) to include projects for: (1) capital costs of the airport or local airport system; and (2) capital costs of a local facility directly related to air transportation of passengers or property that is available for public use. Revises requirements authorizing the imposition of passenger facility charges. Increases passenger facility charge amounts that can be imposed by an eligible agency. Revises: (1) the federal share of costs for airport improvement projects; and (2) the formula for apportionment of airport development funds to specified airports. Eliminates the Secretary of Transportation's (Secretary) small airport fund. Authorizes the Administrator of the FAA to carry out a pilot program for certain airports to takeover operational responsibility for airport terminal area air navigation equipment. Authorizes the Secretary to carry out a pilot program for non-federal acquisition of Automatic Dependent Surveillance-Broadcast (ADS-B) ground stations. Establishes an Air Transportation System Advisory Board. Authorizes the Secretary to establish the Realignment and Consolidation of Aviation Facilities and Services Commission to provide recommendations for consolidation of FAA services and facilities. Sets forth requirements authorizing the Administrator to access criminal history records or data bases systems with regard to FAA employees. Directs the Secretary to establish a program to evaluate market-based pricing mechanisms for domestic flights which may be adopted at congested airports. Directs the Secretary to carry out an environmental mitigation demonstration pilot program to reduce the impact of aircraft in the vicinity of airports. Extends the Secretary's authority to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of a domestic or foreign aircraft. Revises eligibility requirements under the essential air service program. Terminates the Secretary's authority to set international mail rates. Revises requirements regarding prices, classifications, rules, and practices set for foreign air transportation. Amends the Internal Revenue Code to revise on or after October 1, 2008 the tax rates imposed on aviation fuels. Extends the tax on the air transportation of persons and property through September 30, 2008. Decreases, on and after October 1, 2008, the tax imposed on persons for air transportation beginning or ending in the United States. Extends the expenditure authority of the Airport and Airway Trust Fund through October 1, 2017.

Directs the President to publish in the Federal Register a list of all U.S. and foreign entities that have invested more than $20 million in Iran's energy sector (including an itemization of individual investments of such entities) between August 5, 1996, and the date of such publication. Requires managers of federal and private pension plans or thrift savings plans and managers of mutual funds sold or distributed in the United States to: (1) notify investors that their funds are invested in entities included on the list; and (2) take immediate steps, upon notification or publication of such list, to divest all investments of such plans or funds in such entities. Prohibits, upon such publication, future investment in any entity included on the list by managers of such plans or funds. Requires the Office of Global Security Risks within the Division of Corporation Finance of the U.S. Securities and Exchange Commission to issue a report on the entities identified on the list, including a determination of whether or not: (1) their operations in Iran constitute a risk to the United States; and (2) such entities face U.S. litigation, sanctions, or similar circumstances that may have a material adverse impact on their financial conditions or operations. Terminates this Act 30 days after which: (1) the President certifies to Congress that Iran has ceased support for international terrorism; and (2) Iran has permanently ceased acquisition and development of weapons of mass destruction.

Requires the Joint Committee on the Library to enter into an agreement with the Foundation of Hellenes under which the Foundation shall provide a statue of Constantino Brumidi to be displayed in the Capitol Visitor Center. Authorizes the Committee to delegate such requirement to the Architect of the Capitol (AOC).

Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to prohibit U.S. courts from recognizing, enforcing, or otherwise validating any assertion of rights by an individual (currently, by a designated Cuban national) of a mark, trade name, or commercial name that was used in connection with a business or assets that were confiscated by the Cuban government unless the original owner of such mark or name, or such owner's bona fide successor, has expressly consented. Applies such prohibition only if the individual asserting the rights knew or had reason to know at the time of acquiring the rights asserted that the mark or name was the same or substantially similar to the mark or name used in connection with the business or assets that were confiscated.

Access to Medicare Imaging Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to limitations on payments for physicians' imaging services. Renames the imaging services concerned advanced diagnostic imaging services. Eliminates X-ray and ultrasound (including echocardiography) services from payment limitations for such services. Confines existing payment limitations to diagnostic magnetic resonance imaging (MRI), computed tomography (CT), positron emission tomography (PET) (all specified under current law), plus nuclear cardiology procedures. Imposes a two-year moratorium, however, on the application of existing payment limitations for such services. Directs the Comptroller General to study and report to Congress and the Secretary of Health and Human Services on patient access and service issues relating to the availability and quality of advanced diagnostic imaging services in physician offices and freestanding clinics that would have resulted (but for the moratorium declared by this Act) from payment changes made under the Deficit Reduction Act of 2005.

Keeping Faith With the Greatest Generation Military Retirees Act - Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make certain technical corrections to the surface transportation program, including earmarking of public lands highway funds for forest highways and forest roads, defining "transportation systems management and operations," replacing "federal-aid system" with "federal-aid highways," and authorizing a state to expend unused funds for installation of protective devices at railway-highway crossings on highway safety improvement program projects. Increases funding for deployment of magnetic levitation (MAGLEV) projects through FY2009. Repeals the authority of a state to locate idling reduction facilities on Interstate System rights-of-way. Makes changes to specified high priority project authorizations, including certain project authorization increases and decreases. Revises the item descriptions to specified transportation improvement projects. Requires the deduction of a specified amount from state federal-aid highway apportionments for the future strategic highway research program. Increases: (1) funding for university transportation research through FY2009; and (2) the grant to establish a regional university transportation center for FY2009. Authorizes up to 15% of surface transportation program funds to be obligated on roads functionally classified as minor collectors in areas of less than 5,000 population through FY2009. Makes certain apportionments for fixed guideway modernization in urbanized areas through FY2009. Sets the minimum apportionment of federal funds to a state for highway safety programs at not less than three-quarters of 1%. (Current law requires not less than one-half of 1%.)

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Amends the Internal Revenue Code to permit: (1) federal civilian and military retirees to pay Federal Employees Health Benefits Program (FEHBP) and TRICARE supplemental premiums on a pretax basis (i.e., exclude premiums from gross income); and (2) a tax deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums or enrollment fees. Directs the Director of the Office of Personnel Management (OPM) and the Secretary of Defense to ensure that the option of paying FEHBP and TRICARE supplemental premiums on a pretax basis is available to federal civilian and military retirees for the first open enrollment period beginning not less than 90 days after the enactment of this Act.

Child Interstate Abortion Notification Act - Amends the federal criminal code to prohibit transporting a minor child across a state line to obtain an abortion (deems such transporting to be a de facto abridgment of the right of a parent under any law in the minor’s state of residence that requires parental involvement in the minor’s abortion decision). Makes an exception for an abortion necessary to safe the life of the minor. Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Resident Physician Shortage Reduction Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to increase, over five cost reporting periods, the Medicare caps on the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine (graduate medical education (GME) positions) for states with a shortage of residents. Requires the aggregate number of such increases for a state to be at least 15, but no more than the state resident cap increase.

Save Our Shores Act - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to extend the authorization of appropriations for research, education, and monitoring activities related to the prevention, reduction, and control of harmful algal blooms and hypoxia. Requires that all federal financial assistance for harmful algal bloom research be awarded on a competitive, peer reviewed basis.

Damaged Vehicle Information Act - Amends federal transportation law to direct the Secretary of Transportation to issue a regulation to require persons who terminate a motor vehicle contract due to flood or water damage, collision, fire damage, theft and recovery, or any circumstance that adversely affects the fair market value of the vehicle to disclose information of such vehicle damage to the public.

English Language Unity Act of 2007 - Amends federal to declare English to be the official language of the United States. Requires: (1) official functions of the United States (meaning in this case the states and the District of Columbia) to be conducted in English; and (2) a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Declares that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the laws of the United States. Requires the Secretary of Homeland Security to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Reduces the number of, and revises the calculation for, fiscal year family-sponsored immigrant entrants.

Puerto Rico Democracy Act of 2007 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 111th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Criminal Terrorism Improvements Act of 2007 - Amends the federal criminal code to impose the death penalty or life imprisonment on individuals who cause the death of a person while committing a terrorist act. Authorizes the death penalty for: (1) developing, possessing, or threatening to use radiological weapons against a person or against U.S. property; (2) causing the death of an individual by using missile systems designed to destroy aircraft, by using radiological dispersal devices, or by using the variola virus; and (3) use of atomic weapons with intent to injure the United States. Increases criminal penalties for: (1) attempting or conspiring to kill a U.S. national; (2) engaging in physical violence with the intent to injure a U.S. national; (3) financing terrorism or concealing assets to be used for terrorist activities; and (4) providing material support to terrorists or receiving military-type training from a foreign terrorist organization. Amends the crime of receiving military-type training from a foreign terrorist organization to include attempts or conspiracies to receive such training. Denies certain federal benefits to individuals convicted of a federal crime of terrorism. Expands the authorization for interception of communications (wiretapping) to include all federal crimes of terrorism.

Appalachian Regional Development Act Amendments of 2007 - Limits the maximum Appalachian Regional Commission non-highway grant amount for designated at-risk counties to 70%. Directs the Commission to designate as "at-risk counties" those counties in the Appalachian region that are most at risk of becoming economically distressed. Authorizes additional appropriations to the Commission through FY2011 to carry out Appalachian regional development. Extends, for five years, the termination date of the Appalachian Regional Development Act of 1965 (with exceptions for the Appalachian development highway system and certain definitions).

Permanent Internet Tax Freedom Act of 2007 - Amends the Internet Tax Freedom Act to make permanent the ban on state and local taxation of Internet access and on multiple or discriminatory taxes on electronic commerce.

Amends federal provisions relating to the military Survivor Benefit Plan (SBP) to change from October 1, 2008, to October 1, 2007, the effective date on or after which no reduction may be made in the retired pay of an SBP participant for any month after the later of: (1) the 360th month for which such pay was so reduced; and (2) the month during which the participant attains 70 years of age.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires Congress, by appropriate legislation, to provide that outlays for natural disasters do not count as outlays under this Amendment.

Veterans Reassignment Protection Act - Prohibits a preference eligible federal employee (including a preference eligible serving in or under the U.S. Postal Service) from being involuntarily separated for failing to accept a directed reassignment to a position outside his or her commuting area or to accompany a position outside of such area pursuant to a transfer of function unless such preference eligible: (1) receives written notice of the reassignment at least 30 days before the effective date of the reassignment; and (2) is allowed to elect to have the selection of employees for release conducted in the same manner as would be required in the case of a reduction in force. Entitles a preference eligible involuntarily separated in the circumstances described above to appeal to the Merit Systems Protection Board any failure to comply with the requirements of this Act.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

American Veterans Disabled for Life Commemorative Coin - Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to the calendar year beginning on January 1, 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Expresses the sense of the House of Representatives that, if there is an ongoing criminal investigation into the activities of a Member of the House, the Member's congressional office may be subject to searches and seizures by appropriate executive branch officials in possession of a valid court order.

Recognizes: (1) the historical significance of the 100th anniversary of Glenn Hammond Curtiss' achievement of the record-breaking speed of 136.47 miles per hour while riding the first V-8 powered motorcycle; and (2) Curtiss' willingness to work for the common good and his contributions to motorcycle design and racing, naval aviation, and the American aircraft industry.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2007, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on April 1, 2006, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

States that Congress will not cut off or restrict funding for units and members of the Armed Forces that the Commander in Chief has deployed in support of Operations Iraqi Freedom and Enduring Freedom.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2010, except for self-employment taxes, Federal Insurance Contributions Act taxes, and Railroad Retirement taxes. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2010.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Seniors' Tax Simplification Act of 2007 - Directs the Secretary of the Treasury to make available a new Federal income tax Form 1040S (similar to Form 1040EZ) to individuals who have turned 65 as of the close of the taxable year. Allows the form to be used even if income includes: (1) social security benefits; (2) distributions from qualified retirement plans, annuities, or other such deferred payment arrangements; (3) interest and dividends; or (4) capital gains and losses.

Recognizes, on the 11th anniversary of that attack, the service and sacrifice of the 19 members of the U.S. Air Force who died in the terrorist bombing of the Khobar Towers U.S. military housing compound in Dhahran, Saudi Arabia. Calls upon every American to pause and pay tribute to those brave airmen. Extends the continued sympathies of Congress to the families of those who died. Assures the members of the Armed Forces serving anywhere in the world that their well-being and interests will at all times be given the highest priority.
