National Board-Certified Teachers in Low-Performing Schools Act of 2002 - Directs the Secretary of Education to establish a pilot program of stipends for teachers in low-income, low-performing schools who: (1) are certified by the National Board for Professional Teaching Standards; and (2) serve as resident facilitators at their schools and as liaisons with the Board to help encourage other teachers to become Board-certified. Authorizes base stipends and potential bonuses for up to 100 teachers annually under such five-year program.

Securing Access, Value, and Equality in Health Care Act - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Requires persons who receive payments for health insurance coverage of an individual to make certain information returns. Directs the Secretary of the Treasury to make advance payments to the provider of an individual's qualified health insurance equal to the Secretary's estimate of the amount of credit allowable for the eligible individual.

Expresses the sense of Congress that the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health, should conduct or support research on the effectiveness of medical screening techniques for ovarian cancer, including the use of proteomic patterns in blood serum in combination with other techniques. Requires a report to Congress and the inclusion of such technique in Federal health care programs and group and individual health plans if it proves effective.

Urges the President to: (1) end any embargo against Haiti and to no longer require, as a condition of providing humanitarian and development assistance to Haiti, the resolution of the political impasse in Haiti resulting from the legislative elections of May 2000; (2) direct the Secretary of State to intervene to mediate the political impasse, provide constructive guarantees to any resolution to the crisis, and recruit positive support from the Organization of American States (OAS) and other international bodies to sustain any negotiated settlement; and (3) direct the Secretary to review of U.S. policy toward Haiti. Calls on the United States Agency for International Development, the World Bank, the International Monetary Fund, and the Inter-American Development Bank to convene a meeting of all donors and potential donors to Haiti to launch a new and sustainable humanitarian initiative, including a lending program to bolster Haiti's economic base. Supports the expansion of the OAS mission to Haiti and calls on the President to urge that the mission work constructively with the Government and people of Haiti to advance their goals and aspirations.

Expresses the sense of Congress that (1) physicians should screen all adolescents and all adult women presenting with severe menorrhagia for von Willebrand's disease; (2) hysterectomy for excessive menstrual bleeding should not be performed without the consideration of a bleeding disorder; (3) referral of women with bleeding disorders to a federally sponsored hemophilia treatment center is critical to comprehensive treatment; (4) physicians should be encouraged to conduct clotting factor assays for carrier diagnosis and to facilitate genotyping of the disorder and patients should be referred for genetic counseling when appropriate; (5) patient advocate organizations and medical specialty societies should continue to collaborate on public education campaigns to educate women about bleeding disorders; (6) the Federal Government has a responsibility to further research on von Willebrand's disease and improve access to hemophilia treatment centers for all individuals with bleeding disorders; (7) the Director of the National Institutes of Health should develop a 5-year research plan concerning women with bleeding disorders; and (8) the Director of the Centers for Disease Control and Prevention should continue to improve outreach, treatment, and prevention of the complications of women's bleeding disorders.

American Dream Downpayment Act - Amends the Cranston-Gonzalez National Affordable Housing Act to: (1) authorize the Secretary of Housing and Urban Development to make grants to participating jurisdictions for downpayment assistance to low-income, first-time home buyers; and (2) make the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 inapplicable to such assistance. Amends the Housing Opportunity Program Extension Act of 1996 to authorize appropriations for the self-help housing provider program. Amends the United States Housing Act of 1937 to authorize appropriations for the public housing agency grant program for project demolition, revitalization, and replacement, and tenant-based assistance. Extends the program sunset date to September 30, 2003.

Affordable Housing Improvements Act - Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to transfer unused section 8 rental assistance amounts for use under the HOME investment partnerships and public housing Capital Fund programs. Limits such funds' availability to18 months. Amends the Cranston-Gonzalez National Affordable Housing Act respecting HOME investment program use of such funds to: (1) require use within the jurisdiction of the recipient public housing agency; and (2) target specified income-based families for rental and homeownership assistance.

Promoting Self-Reliance for the World's Poorest Act of 2002 - Amends the Foreign Assistance Act of 1961 to reauthorize sustainable poverty-focused microenterprise assistance programs through micro- and small enterprise development credits and microenterprise development grants for developing countries. Revises certain requirements with respect to such programs to require 50 percent of all microenterprise resources to be obligated and expended in support of programs or services under which 50 percent or more of the clients are initially very poor, that is, those persons living in the bottom 50 percent below the poverty line or those living on the equivalent of less than $1 per day. Requires the Administrator of the United States Agency for International Development (AID) to develop and implement certain interim methods to measure the level of poverty of clients of sustainable poverty-focused microenterprise programs under the Act.

Mercury in Dental Filling Disclosure and Prohibition Act - Amends the Federal Food, Drug, and Cosmetic Act to prohibit mercury from being used to make dental fillings as of January 1, 2007. Establishes that a device containing mercury intended for use in a dental filling shall be considered misbranded after July 1, 2002, unless it bears a label warning of the potential dangers of mercury, and stating that the consumer should be warned of the health risks it poses.

Domestic Violence Courts Assistance Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 (relating to grants to combat violent crimes against women) to allow such grants to be used to provide the resources to establish and maintain a court system dedicated to the adjudication of domestic violence cases. Requires a State to certify that at least five percent of grant funds shall be allocated for specialized domestic violence courts.

Multi-Cultural Domestic Violence Minority Education Campaigns Act - Authorizes the Attorney General to make grants to States and public or private nonprofit entities to carry out public information campaigns for the purpose of educating racial and ethnic minorities about domestic violence, including its effects, prevention or reduction methods, and victim services.

National Vaccine Authority Act - Amends the Public Health Service Act to establish within the Department of Health and Human Services the National Vaccine Authority, under the direction of the Assistant Secretary for Vaccines. Requires the Assistant Secretary to: (1) make the Authority the clearinghouse for Federal and private contracts for the purchase or distribution of vaccines; (2) oversee the identification of vaccine strains; (3) identify and ensure accountability for delays in vaccine production; (4) supervise vaccine distribution; (5) develop an emergency response and contingency plan regarding vaccines; and (6) establish a commission to determine the current state of juvenile vaccines.

Amends the Microenterprise for Self-Reliance Act of 2000 to make as one of its purposes encouraging the U.S. Agency for International Development (AID) to develop, assess, and implement effective outreach methods and tools to ensure that at least 50 percent of all microenterprise assistance authorized under such Act for developing countries be used to assist the poorest of the poor, that is, those persons living in the bottom 50 percent below the poverty line or whose average daily living expenses are equal to, or less than, the equivalent of one dollar per day. Directs the Administrator of AID to take certain actions to increase the involvement of the Peace Corps in microenterprise initiatives to assist the poorest of the poor. Amends the Foreign Assistance Act of 1961 to require that, in carrying out sustainable poverty-focused microenterprise development grant assistance programs under the Act, 50 percent of all microenterprise resources be targeted to very poor entrepreneurs. Declares that, in order to maximize the sustainable development impact of microenterprise development grant assistance authorized under the Act, the Administrator of the agency primarily responsible for administering such assistance shall establish a monitoring system that, among other things, adopts the widespread use of proven and effective poverty assessment tools to identify the poorest of the poor and ensure that they receive needed microenterprise credits, loans, and assistance.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Military Standards for Airport Security Screeners Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) require the Immigration and Naturalization Service, upon a Federal agency airport security screener-related inquiry, to verify whether an alien has an immigration status that would render such alien eligible to serve in the United States Armed Forces; and (2) state that such an alien's immigration status would not would make him or her ineligible for an airport security screener's position. Amends the Immigration and Nationality Act to provide for naturalization through active-duty service during: (1) Operation Joint Endeavor in Bosnia (such period to begin as of December 1995); (2) Operation Allied Force in Kosovo (such operation to begin as of March 1999); or (3) Operation Enduring Freedom in Southwest Asia (such period to begin as of September 2001).

Domestic Violence Screening and Treatment Act of 2002 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require that health benefits provided include coverage of domestic violence screening and treatment. Amends Federal civil service law to require the Office of Personal Management to require all contracted carriers of health coverage for Federal employees to include coverage for domestic violence screening and treatment services. Amends SSA title V (Maternal and Child Health Services) to require States to set aside a reasonable portion of maternal and child health services block grant funds to provide for domestic violence screening and treatment services. Authorizes the Secretary of Health and Human Services, with respect to such funds retained for certain projects, to provide preference to State applicants who include training of providers in how to screen for, and treat, domestic violence. Requires the Secretary to allot funds to States to provide for a separate program for domestic violence screening and treatment.

Votes for Women History Trail Act of 2002 - Directs the Secretary of the Interior to establish an auto tour route, to be known as the Votes for Women History Trail, to link properties in New York State which are historically and thematically associated with the struggle for women's suffrage in the United States. Requires the National Park Service to administer the Trail through the Women's Rights National Historical Park. Requires the Secretary to: (1) produce and disseminate educational materials regarding the Trail; (2) coordinate the management, planning, and standards of the auto route in partnership with participating properties, other Federal agencies, and State and local governments; and (3) adopt an official symbol or device to mark the Trail and issue guidelines for its use. Authorizes the Secretary to designate as official stops on the Trail: (1) all Park units and programs that pertain to the struggle for women's suffrage; (2) other Federal, State, local, and privately owned properties that have a verifiable connection to such struggle; and (3) other related governmental and nongovernmental facilities and programs of an educational, commemorative, research, or interpretive nature. Allows the Secretary to enter into cooperative agreements with, and provide technical and financial assistance to, other Federal agencies, New York State, localities, regional governmental bodies, and private entities to coordinate such stops.

Long-Term Care Support and Incentive Act of 2002 - Amends the Internal Revenue Code to: (1) allow a tax deduction in an amount equal to the applicable percentage of the amount of eligible long-term care premiums paid during the taxable year for coverage for the taxpayer, his spouse, and dependents under a qualified long-term care insurance contract, including accelerated deduction percentages for individuals 65 and older; (2) permit qualified long-term care insurance contracts to be offered under cafeteria plans and flexible spending arrangements under certain conditions; and (3) allow a tax credit limited by income for the taxable year for the number of applicable individuals with long-term care needs with respect to whom the taxpayer is an eligible caregiver for the taxable year. Revises specified requirements for qualifying long-term insurance contracts.

Better Screening Test for Women Act - Amends the Public Health Service Act to authorize appropriations for FY 2003 through 2007 for the National Cancer Institute to support clinical research concerning early detection for breast cancer, including treatments as well as the link between such detection and reduction of mortality rates.

Community Economic Development Expertise Enhancement Act of 2002 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development.

Expresses the sense of Congress that the United States should condemn the practice of execution by stoning and should call upon the international community to recognize such practice as a gross violation of human rights. Calls for the President to: (1) formally communicate this sense of Congress to governments imposing such punishment; and (2) urge Nigerian President Obasanjo to suspend the sentence of death by stoning imposed on Safiya Hussaini and take steps to ensure that Nigeria acts in accordance with international human rights standards.

Declares that Congress supports the Secretary General of the United Nations (UN) in condemning the sexual exploitation of children by humanitarian aid workers. Urges the UN Office of Investigative Oversight Services to investigate sexual exploitation of refugees by such workers of both non-governmental organizations and government-sponsored agencies. Urges the President to: (1) affirm the U.S. commitment to protecting the well-being and human rights of women and girls; and (2) instruct the Administrator of the U.S. Agency for International Development and the Secretary of Agriculture to review the distribution of food assistance to refugee communities to ensure that the provision of U.S. humanitarian assistance is respectful of the human rights of women and girls and supports young girls identified as victims of sexual exploitation.

Water Quality Financing Act of 2002 - Amends the Federal Water Pollution Control Act (FWPCA) to authorize the Administrator of the Environmental Protection Agency to make grants to nonprofit organizations to provide technical and information assistance for rural and small treatment works. Requires establishment of procedures for the competitive award of grants. Extends funding for State- and interstate-managed pollution control programs. Revises State water pollution control revolving fund provisions concerning: (1) agreements for treatment works capitalization grants; (2) project eligibility; (3) loan payments, subsidization, and administrative expenses; (4) technical and planning assistance for small treatment works; (5) funding allotments; (6) priorities and intended use plans; and (7) Federal oversight review procedures. Increases the limit on amounts authorized for grants for development of management plans and construction of publicly owned treatment works to serve Indians. Waives application of the Federal Reports Elimination and Sunset Act to various water pollution-related reporting requirements, thereby leaving them in place. Amends the Internal Revenue Code to exempt from the private activity bond volume cap bonds issued as part of an issue whose proceeds are to be used to provide water or sewage facilities. Revises arbitrage bond rules to exclude from consideration as proceeds of an issue any amounts derived from a Federal grant or related State contribution made in connection with a FWPCA or Safe Drinking Water Act State revolving loan fund.

Expresses the sense of Congress that the United States should use its influence with the Government of Turkey and as a permanent member of the United Nations Security Council to suggest that the Turkish Government: (1) assure that steps are taken to reopen the Theological School of Halki; (2) provide for the protection and safety of the Ecumenical Patriarch, Patriarchate personnel, and visitors; and (3) establish conditions to ensure that the Patriarchate is free to carry out its religious mission.

Federal Employees Paid Parental Leave Act of 2002 - Amends Federal Civil Service provisions to require that, of the 12 weeks of leave available to a Federal employee during any 12-month period based on the birth of a child or the placement of a child with the employee for adoption or foster care, up to one-half of that time (as the employee may designate) shall be with pay, in addition to any annual or sick leave which the employee may otherwise elect to use as part of the same12-week period.

Encourages the President to: (1) affirm his commitment to pursue policies to protect the health and rights of women and girls; and (2) issue a proclamation calling upon the people of the United States to observe International Women's Day.

Rediscover Your State Resolution of 2002 - Expresses the sense of Congress that: (1) people should be encouraged to rediscover the attractions, events, and venues in their State and to resume normal activities; (2) increased travel and tourism is needed to help stimulate the economy; (3) people should contribute to their local economies by resuming normal recreational and entertainment activities; and (4) the establishment of special initiatives to encourage tourism at the local level could help revitalize the economy.

Russian Federation Debt Reduction for Nonproliferation Act of 2002 - Establishes within the Department of the Treasury the "Russian Nonproliferation Investment Facility" for the purpose of providing for the administration of Soviet-era debt reduction. Authorizes the President to: (1) reduce the amount of outstanding Soviet-era debt owed by the Russian Federation to the United States (including any credits extended under the Agricultural Trade Development and Assistance Act of 1954); (2) sell to eligible purchasers outstanding Soviet-era debts for the purpose of facilitating debt-for-nonproliferation exchanges; and (3) sell any related loan or credit to the Russian Federation itself (debt buyback). Conditions any debt reduction on an agreement with the Russian Federation concerning the use of funds saved by that country as a result of debt relief, including devotion of a significant proportion to nonproliferation programs and projects. Prohibits the exercise of any debt reduction authority under this Act unless and until the President certifies to Congress that the Russian Federation has made material progress in stemming the flow of sensitive goods, technologies, material and know-how related to the design, development, and production of weapons of mass destruction to countries that have provided support for acts of international terrorism. Authorizes the President to institute discussions with the Paris Club of creditor states to negotiate debt-for-nonproliferation exchanges with the Russian Federation.

Battered Immigrant Family Relief Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make qualifying battered alien spouses and children eligible for specified public benefits. Redefines "qualified alien" for such purposes. Amends the Immigration and Nationality Act to modify procedures and provide special rules for battered aliens with respect to: (1) public charge inadmissibility (2) immigrant petitions, including self-petitioning petitions; (3) implementation of immigration provisions in the Violence Against Women Act (VAWA); (4) fiancee conditional residency requirement; (5) removal and inadmissibility; (6) adjustment of status; and (7) access to VAWA for visa waivers. Amends the Departments of Commerce, Justice, and State, the Judiciary and Related Agencies Appropriations Act, 1998 to provide that requirements and restrictions placed upon Legal Services Corporation funding shall not be construed to prohibit a recipient from providing related legal assistance to certain aliens who have been battered or subjected to extreme cruelty. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Violence Against Women Grants Office in the Department of Justice to report on services for underserved populations. Amends the Family Violence Prevention and Services Act to include alienage status within the scope of underserved populations.

Clean Water Infrastructure and Security Improvement Act of 2002 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Allows a recipient of assistance from a State revolving fund to use the design-build project delivery (single contract) method. Reauthorizes appropriations for FY 2003 through 2007 for the revolving fund program.

Clean, Learn, Educate, Abolish, Neutralize, and Undermine Production (CLEAN-UP) of Methamphetamines Act of 2002 - Authorizes the Secretary of Agriculture and the Secretary of the Interior to carry out environmental cleanup and remediation programs involving specified lands that are contaminated with hazardous substances associated with illegal methamphetamine manufacture. Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Urges General Pervez Musharraf of Pakistan to repeal: (1) the Blasphemy Law; (2) Martial Ordinance XX; and (3) the Eighth Amendment to the Constitution of Pakistan declaring Ahmadis "not Muslims" under the law. Appeals to General Musharraf to release prisoners jailed under Ordinance XX and the Blasphemy Law. Encourages the General to eliminate the requirement to declare one's religion when applying for a passport or swear to exclusive statements regarding religion, admission to an educational institution, obtaining the national identity card, or employment. Calls upon the President and the Secretary of State to: (1) raise violations of the freedom of thought, conscience, religion, or belief, at every appropriate level with representatives of the Government of Pakistan; and (2) include experts on religious liberty on U.S. delegations to Pakistan and to appropriate regional and international meetings.

Bainbridge Island Japanese-American Memorial Study Act of 2002 - Directs the Secretary of the Interior to carry out a special resource study regarding the national significance, suitability, and feasibility of designating the Eagledale Ferry Dock located at Taylor Avenue in Bainbridge Island, Washington, as a unit of the National Park System (Japanese American residents of the Island who were sent to internment camps in 1942 boarded a ferry to those camps from such Dock).

Domestic Violence and Sexual Assault Victims' Housing Act - Increases a specified authorization of appropriations under the Stewart B. McKinney Homeless Assistance Act to be used to provide housing assistance for individuals or families victimized by domestic violence, stalking, or adult or child sexual assault.

Community Beaches Protection Act - Amends the Water Resources Development Act of 1986 to prohibit the Secretary of the Interior from soliciting or accepting contributions from non-Federal interests for costs of constructing projects or measures for shore protection in excess of the non-Federal share assigned to flood control, nonstructural flood control measures, and certain other project purposes. Provides that such prohibition shall not limit the Secretary's authority to require non-Federal interests to pay the full cost of work performed outside the authorized scope of a project.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Calls for: (1) recognition of private organizations and health care providers for promoting awareness and research of scleroderma; (2) greater awareness of the symptoms of scleroderma and contributions to the fight against it; (3) the Government to promote awareness, to adequately fund scleroderma research projects, and to continue to consider ways to improve the quality of health care services for scleroderma patients; (4) the National Institutes of Health to continue to play a leadership role in the fight against scleroderma; and (5) the Centers for Disease Control and Prevention to give priority to establishing a national epidemiological study to better track and gather information about scleroderma.

No Substitute for Quality Teaching Demonstration Act - Directs the Secretary of Education to establish a competitive demonstration grant program to provide grants for a single academic year directly to between 50 and 100 local educational agencies, or to regional consortia of such agencies acting together, that vary geographically and socioeconomically, to enable them to experiment with ways to alleviate the substitute teacher shortage.

Authorizes the Secretary of Health and Human Services to make grants to eligible nonprofit community based pregnancy help medical clinics to purchase ultrasound equipment to provide free examinations to pregnant women, under the direction and supervision of a licensed medical physician. Conditions eligibility on a clinic agreeing to provide each examined woman a visual image, the age, and a physical description of the fetus and information on abortion and alternatives.
