Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Violence Against Women Civil Rights Restoration Act of 2001 - Rewrites provisions of the Violence Against Women Act regarding remedies for civil rights violations. Makes a person who commits a crime of violence motivated by gender and thus deprives another of a prescribed right liable to the injured party where: (1) in connection with the offense, the defendant or the victim travels in interstate or foreign commerce, the defendant or the victim uses a facility or instrumentality of interstate or foreign commerce, or the defendant employs a weapon, a narcotic or drug listed under the Controlled Substances Act, or other noxious or dangerous substances that have traveled in interstate or foreign commerce; (2) the offense interferes with commercial or other economic activity in which the victim is engaged; or (3) the offense was committed with intent to interfere with the victim's commercial or other economic activity. Authorizes the Attorney General, whenever there is reasonable cause to believe that any State, political subdivision, official, employee, or agent thereof has discriminated on the basis of gender in the investigation or prosecution of gender-based crimes and that discrimination is pursuant to a pattern or practice of resistance to investigating or prosecuting gender-based crimes, to institute a civil action in U.S. district court for appropriate equitable relief.

Northern Rockies Ecosystem Protection Act of 2001 - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

Directs the Federal Election Commission (FEC) to establish a program to make grants to qualifying States to improve the accuracy, integrity, and efficiency of Federal election procedures by carrying out programs, projects, and other activities to bring the conduct of Federal elections into conformity with such standards.

Excellence and Accountability in Education Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to revise, and reauthorize appropriations for, certain ESEA programs. Revises and renames ESEA title I as Student Results programs, including: (1) the basic program for assistance to local educational agencies (LEAs) to help "low-achieving" (renamed from the current "disadvantaged") schoolchildren to achieve high standards; (2) education of migratory children; and (3) programs for neglected or delinquent youth (transfers to title V revised provisions relating to dropouts and dropout prevention). Establishes programs relating to: (1) financial incentives for comprehensive school reform; (2) academic achievement awards and improving State assessments; and (3) required qualifications for teachers and professionals. Revises and renames ESEA title II provisions as Smart Classrooms programs for teacher professional development, recruitment, and retention, including programs for: (1) qualified teachers in every classroom, with priority for professional development in mathematics and science and fully qualified teachers; (2) transition of career-changing professional to teaching, and troops-to-teachers; (3) class-size reduction; and (4) teacher compensation. Redesignates under title II the National Writing Project (currently under title X). Reauthorizes the Reading Excellence Act under ESEA. Amends the Higher Education Act of 1965 (HEA) to establish programs for student loan forgiveness for teachers. Revises ESEA title III (Technology for Education Act). Provides for: (1) a national long-range technology plan and activities; (2) State and local technology innovation and learning; and (3) a program for getting our girls ready for the 21st century (Go Girl) in mathematics, science, technology, and engineering. Revises ESEA title IV (Safe and Drug-Free Schools and Communities Act), including State grants for drug and violence prevention programs, and national programs. Sets forth programs for alternative education, resource staff for students, and comprehensive technical assistance grants. Revises and renames ESEA title V as Magnet Schools Assistance, Public School Choice, and National Priorities, including programs for magnet schools assistance and women's educational equity. Transfers to title V revisions of provisions currently under title X, including: (1) the Fund for the Improvement of Education; (2) gifted and talented children's programs (as the Jacob K. Javits Gifted and Talented Students Education Act of 2001); (3) public charter schools; (4) arts in education; (5) the inexpensive book distribution program; (6) civic education; (7) the Allen J. Ellender fellowship program; (8) 21st century community learning centers; (9) a rural education achievement program (but repeals provisions for urban education demonstration grants); and (10) physical education for progress. Transfers to title V revised provisions for coordinated services (currently title XI). Sets forth provisions for assistance to address school dropout problems, including an Office of Dropout Prevention and Program Completion. Revises ESEA title VIII provisions for Impact Aid. Revises and renames ESEA title VI as Innovative Education Program Strategies and School Capacity. Revises innovative educational strategies to add requirements for annual performance reporting. Sets forth a program for school construction and renovation grants. Revises and renames ESEA title VII as Education of Limited English Proficient Children and Emergency Immigrant Education, including: (1) instructional programs for limited English proficient children (Bilingual Instruction and Academic Achievement Act); and (2) the emergency immigrant education program. Revises ESEA title IX provisions for Indian, Native Hawaiian, And Alaska Native Education. Prohibits any services under ESEA from being provided through voucher or certificate. Prohibits State educational agencies (SEAs) and LEAs that receive ESEA funds from entering into agreements (or allowing schools under their supervision to do so) that allow any person or entity to monitor, gather, or obtain information used to advertise, sell, or develop a product from any student under 18 years of age unless such agreement requires the prior written permission of the parent. Requires SEAs to: (1) comply with standards for uniform data collection regarding school dropout rates; and (2) develop uniform, long-term suspension and expulsion policies for serious infractions. Repeals: (1) ESEA title XII, School Facilities Infrastructure Improvement (the Education Infrastructure Act of 1994); and (2) ESEA title XIII, Support and Assistance Programs to Improve Education. Amends the Education Amendments of 1978 with respect to education programs of the Bureau of Indian Affairs. Amends the Tribally Controlled Schools Act of 1988 to provide for a tribally controlled grant school endowment program. Amends the Stewart B. McKinney Homeless Act to reauthorize appropriations for homeless education programs and to prohibit States receiving such program funds from segregating a child or youth, either in a separate school, or in a separate program within a school, based solely on such child or youth's status as homeless.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Requires that such a program: (1) prohibit a law enforcement agency from releasing a person from custody, or transferring a person into the custody of another such agency, unless that agency first carries out a pre-release records check; (2) prohibit that agency from releasing or transferring a person with an unresolved warrant or charge unless that agency first notifies the law enforcement agency initiating that warrant or charge that the person is in custody, provides such agency with a reasonable opportunity to resolve that warrant or charge, and notifies the law enforcement agency to which the person is to be transferred of such warrant or charge; and (3) subject an official responsible for violating such prohibitions to administrative discipline. Prohibits a State that fails to implement such a program from receiving ten percent of the funds that would otherwise be allocated to the State under the Omnibus Crime Control and Safe Streets Act of 1968 and requires such funds to be reallocated to States that comply.

Prescribes guidelines governing: (1) FERC response to certain State petitions regarding such unjust rates; (2) FERC establishment of maximum electricity prices; (3) mandatory refunds of prices paid in excess of such maximum; and (4) civil penalties for violations of this Act.

Title II: Credit for Employer Expenses for Providing Appropriate Environment on Business Premises for Employed Mothers to Breastfeed or Express Milk for Their Children - Amends the Internal Revenue Code (IRC) to allow a limited credit to employers for expenses incurred in enabling employed nursing mothers to breastfeed. Title III: Safe and Effective Breast Pumps - Safe and Effective Breast Pumps Act - Directs the Secretary of Health and Human Services: (1) to put into effect a performance standard for breast pumps irrespective of the class to which the breast pumps have been classified under the Federal Food, Drug, and Cosmetic Act; and (2) to issue a compliance policy guide which will assure that women who want to breastfeed a child are given full and complete information respecting breast pumps. Title IV: Definition of Medical Care in Internal Revenue Code Expanded to Include Breastfeeding Equipment and Services - Expands the IRC definition of medical care to include qualified breastfeeding equipment and services.

Amends the Department of Energy Organization Act to direct the Secretary of Energy to impose an interim regional price limitation, or cost-of-service based rate, upon sales of electric energy at wholesale rate in interstate commerce subject to the jurisdiction of the Federal Energy Regulatory Commission (FERC) whenever: (1) FERC determines that the pertinent rate, charge, or classification is unduly preferential, unjust, or unreasonable, or the Secretary determines that it exceeds significantly the marginal cost of electric energy production; and (2) the continued existence of such rate, charge, or classification threatens public health and safety or regional economy, and FERC has otherwise failed to act to improve the situation. Authorizes the Governor of any State within such affected region to waive application of the price limitation. Exempts from the interim price limitations of this Act sales of electric energy generated by certain small power production or cogeneration facilities under the purview of the Public Utility Regulatory Policies Act of 1978.

Child Safety Lock Act of 2001

Child Safety Lock Act of 2001 - Amends the Brady Handgun Violence Prevention Act to define a firearm "locking device." Makes it unlawful for a licensed manufacturer, importer, or dealer to sell, deliver, or transfer a handgun without a locking device and specified warnings to any person other than a licensed manufacturer, importer, or dealer, with exceptions for law enforcement officers and governmental entities. Sets forth civil penalties, including suspension or loss of license, for related violations. Directs the Secretary of the Treasury to: (1) prescribe such regulations governing the design, manufacture, and performance of trigger lock devices as are necessary to reduce or prevent the unintentional discharge of handguns, including setting a minimum safety standard to prevent children who have not attained age 18 from operating a handgun; and (2) in developing the standard, to consider such devices that are not detachable. Authorizes the Secretary to issue an order prohibiting the manufacture, sale, transfer, or delivery of a trigger lock device which the Secretary finds has been designed, manufactured, transferred, or distributed in violation of this Act. Grants the Secretary specified authority regarding: (1) recall, repair, replacement, or refund with respect to such devices; and (2) inspections. Authorizes the Secretary to: (1) assess a civil penalty of up to $10,000 per violation; and (2) revoke a Federal firearms license for a violation of this Act. Imposes criminal penalties for knowingly violating this Act. Directs that a portion of firearms tax revenue be used for public education programs on the safe storage and use of firearms.

National Science Education Act - Amends the National Science Foundation Act of 1950 (NSFA) to establish and expand programs relating to science, mathematics, engineering, and technology education. Establishes in NSF a working group to review and coordinate regular and supplemental curricula in kindergarten through the 12th grade for science, mathematics, engineering, and technology. Requires the NSF Director to: (1) make grants to State or local educational agencies (SEAs or LEAs) or private elementary or middle schools to hire master teachers to provide support for teachers of mathematics, science, engineering, or technology programs, and in-classroom assistance and oversight of hands-on inquiry materials, equipment, and supplies; (2) subject to appropriations, make demonstration project grants to eligible LEAs; (3) with the Secretary of Education, compile and disseminate information on standard prerequisites for middle school and high school students who seek to enter a course of study at an institution of higher education in science, mathematics, engineering, or technology education to teach in an elementary or secondary school, and State licensing requirements for such teachers; (4) make an agreement for National Academy of Sciences compilation and evaluation of studies on the effectiveness of technology in the classroom on learning and student performance; (5) establish a program under which grants may be made for instruction of teachers for grades kindergarten through the 12th grade in the use of technology in the classroom; (6) convene a National Science Education Forum; and (7) make available through the Internet a complete field-test version of any curricular program developed with NSF funds. Authorizes the Director to award grants to: (1) secondary school and college students working with university faculty, software developers, and experts in educational technology, or to such faculty, developers, and experts working with such students, to develop high-quality educational software and Internet web sites, with priority given to mathematics, science, engineering, and technology software and sites; (2) States for assisting middle school teacher training in technology, to help reach the goal of making all middle school graduates technology-literate; and (3) SEAs or LEAs or private elementary, middle, or secondary schools, under any NSF education and human resources grant program, for distance learning integration into the education process in kindergarten through the 12th grade. Directs the President, acting through the NSF, to provide scholarships to teachers at public and private schools in kindergarten through the 12th grade to participate in Federal, State, or private research programs. Requires the Director to establish an Internet web site for use by students and teachers participating in such program.

Requires State agencies to use such grants to enter into contracts with local child care resource and referral agencies to: (1) provide payments for eligible early learning program and other child care providers, on the basis of local needs, to make books available; and (2) promote child literacy and improve children's access to books at home and in early learning and other child care programs. Allows State agencies to reserve a portion of grant funds to support a public awareness campaign relating to program activities. Amends Federal law relating to the U.S. Postal Service (USPS) to require USPS to establish special postage stamps for child literacy, at the regular first-class rate plus a differential amount, for voluntary use by patrons. Requires USPS to pay certain amounts raised by stamp sales to HHS for child literacy promotion activities.

Revises ESEA provisions for the allocation and use of funds for the Clearinghouse. Requires such funds to be used to: (1) solicit and gather qualitative and evaluative materials and programs, review their evaluation, rank their effectiveness, and distribute results of reviews, as well as excerpts of materials and links to Internet sites and information on-line communities of users to teachers; and (2) establish an Internet site offering a search mechanism to assist site visitors in identifying information on science, mathematics, engineering, and technology education instructional materials and programs, including electronic links to information on classroom demonstrations and experiments, teachers who have used materials or participated in programs, vendors, curricula, and textbooks. Directs the Clearinghouse to give particular attention to the effective use of materials and technology in science, mathematics, engineering, and technology education. Directs the National Academy of Sciences to study and report on the Clearinghouse. Authorizes the Secretary of Education to make grants for summer professional development institutes for teachers. Includes providing technology training software and instructional materials to teachers among local uses of ESEA school technology resource grants. Requires a portion of each ESEA 21st Century Community Learning Centers program grant to be used to provide after-school day care services that focus on science activities. Amends the Higher Education Act of 1965 (HEA) to treat technology training, tutoring teachers in the uses of classroom technology, as community service by college students under the work-study program. Increases funding for such program and reserves the amount of such increase to compensate students employed in technology training or tutoring teachers in the uses of classroom technology. Directs the Secretary of Commerce to study and report to Congress on specified aspects of a comprehensive approach to providing technologically competent teachers for U.S. schools.

Anti-Gunrunning Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit any licensed firearms importer, manufacturer, or dealer from selling, delivering, or transferring: (1) two or more handguns to any single person (other than a licensed importer, manufacturer, or dealer) during any 30-day period; or (2) a handgun knowing or having reasonable cause to believe that the transferee has already received one or more handguns within the previous 30 days. Prohibits an unlicensed individual from receiving more than one handgun within any 30-day period. Specifies exceptions. Provides for imprisonment for up to five years (currently, one year) of a licensed dealer, importer, manufacturer, or collector knowingly making any false statement in connection with required firearms records. Extends the deadline for the destruction of records relating to handgun transfers subject to the waiting period from 20 business days to 35 calendar days after the date the transferee made the statement on the basis of which notice of the transaction was provided to the chief law enforcement officer of the transferee's place of residence. Requires the national instant criminal background check system, if receipt of a firearm would not violate Federal or State law, to destroy records relating to the person or the transfer within 35 calendar days after the system provides the licensee with the identification number unique to the transfer.
