Fishing Safety, Conservation, and Productivity Improvement Act of 1992 - Requires: (1) a study of any market-oriented fishery management programs; (2) safety inspections of vessels of specified sizes; (3) fishing vessel stability and safety requirements and regular surveying of compliance; (4) a feasibility study on designating educational institutions as Coast Guard-approved fishing vessel safety campuses; (5) consultation with the fishing vessel insurance industry on improving safety; (6) compiling and making available to the public information received by the Coast Guard on fishing vessel casualties and incidents; (7) a study on participation by the Coast Guard in regional fishery management councils; and (8) a study on actual or apparent conflicts of interest on such councils. Establishes in the Coast Guard the Division of Fishing Vessel Safety. Amends the Merchant Marine Act, 1936 to modify the purposes of, and requirements for qualified withdrawals from, capital construction funds, including adding references to complying with vessel safety and seafood wholesomeness requirements. Authorizes related amendment of existing capital construction fund agreements.

Wenatchee River Fisheries and Recreational Protection Act - Amends the Wild and Scenic Rivers Act to designate a segment of the Wenatchee River, Washington, as a component of the national wild and scenic rivers system. Requires the Secretary of Agriculture to establish a Local Advisory Group to develop a management plan for the river. Sets forth limitations on the acquisition of scenic easements or land in relation to the wild and scenic river designation.

Supports the President's statement of August 6, 1992, and commends him for taking decisive steps to put pressure on Serbia to stop the conflict in Bosnia-Hercegovina, including through: (1) the diplomatic and political isolation of Serbia; (2) the strict enforcement of sanctions provided for in United Nations (UN) Security Council Resolution 757; (3) the implementation of the Security Council-endorsed plan to place heavy weapons belonging to all factions in Bosnia-Hercegovina under UN supervision; (4) the resumption of peace talks among all parties to the conflict; and (5) urging the Security Council to authorize measures, including the use of military force, necessary to ensure the provision of humanitarian relief to the people of Bosnia-Hercegovina. Urges the Security Council to consider means by which: (1) UN and International Committee of the Red Cross personnel shall be granted immediate, unimpeded, and continuous access to all refugee camps, prisoners-of-war camps, internment camps, and other places of detention in all of the republics of the former Socialist Federal Republic of Yugoslavia; and (2) civilians in Bosnia-Hercegovina shall be protected from the use of force and violations of the laws of war. Expresses the sense of the House of Representatives that an international tribunal should be convened to: (1) investigate allegations of war crimes and crimes against humanity committed within the territory of the former Socialist Federal Republic of Yugoslavia; and (2) accumulate evidence against, charge, and otherwise prepare the basis for trying any individual whom the tribunal has probable cause to believe is responsible for or committed such a crime.

Securities Private Enforcement Reform Act - Amends the Securities Exchange Act of 1934 to declare that a defendant may be liable jointly and severally for damages in an implied private action only if the trier of fact specifically determines that the defendant knowingly engaged in securities fraud. Sets forth a liability allocation scheme to determine the percentage of responsibility among the defendants if the trier of fact finds that the defendant did not engage in knowing securities fraud. Prescribes guidelines for the award of reasonable fees and expenses incurred by the prevailing party in any implied private action. Declares that in any implied right of action that is certified as a plaintiff class action: (1) the share that is awarded to the representative plaintiff shall be calculated in the same manner as the share awarded to all other members of the plaintiff class; (2) a party may not be represented by any attorney who owns or has a beneficial interest in the securities that are the subject of the litigation, or who is obligated to pay remuneration to a third party for assistance in obtaining the representation of any party to the action; and (3) funds disgorged as a result of Securities Exchange Commission action shall not be distributed as payment for attorneys' fees or expenses incurred by private parties seeking distribution of the disgorged funds. Sets a statute of limitations on private rights of action under this Act.

Expresses the sense of the Congress that effective follow-up to achieve the goals of the agreements reached at the United Nations Conference on Environment and Development (UNCED) will depend on the following actions by the President and the U.S. Government: (1) adoption of a national strategy for environmentally sustainable development, based on an extensive process of nationwide consultations with all interested organizations and individuals; (2) the Government encouraging and facilitating means for adopting individual Agenda 21 plans of action, including the establishment of local, county, State, business, and other boards and commissions for achieving sustainable development; (3) the President establishing an effective mechanism to plan, initiate, and coordinate U.S. policy for implementing Agenda 21; and (4) policies being formulated for foreign policy and assistance to help developing countries, and for domestic actions to assure appropriate action to implement Agenda 21. Supports: (1) pursuing the research and policy initiatives urged in Agenda 21, including research on sustainable consumption and production patterns, creation of a policy framework for sustainable consumption patterns, identification of a strategy to eliminate or reduce subsidies for unsustainable natural resource exploitation, and improving pricing policies; (2) the Congress adopting a plan to reallocate an appropriate amount of savings from reduced defense spending to achieve its goals of global environmental protection and sustainable development over the next decade; and (3) the effective establishment of a high-level United Nations (UN) Commission on Sustainable Development. Urges the United States to call for periodic international meetings to continue the process toward developing and advancing international agreement to facilitate sustainable economic development. Calls on the President to: (1) urge and actively participate in multilateral efforts aimed at creating a more favorable international economic climate for developing countries to practice sustainable development; (2) affirm strong U.S. commitment to the Commission by appointing a high-level representative to the Commission and by encouraging the UN Secretary General to appoint an Under Secretary General for Sustainable Development; (3) submit and encourage all UN members to submit a national report to the Commission on activities the United States has undertaken to implement Agenda 21 both domestically and internationally, on progress made toward fulfilling other commitments undertaken at UNCED, and on other relevant environmental and developmental issues; and (4) submit an annual report to the Congress on the steps taken by the United States to implement Agenda 21 and the recommendations made by this Act and make information regarding such steps available to Members of the Congress upon request.

Information Services Fair Competition Act of 1992 - Amends the Communication Act of 1934 to make it unlawful for any common carrier or its affiliate engaged in the provision of information services to include in its charges for telephone exchange service any operating expenses, costs, depreciation charges, or other expenses determined by the Federal Communications Commission (FCC) to be properly associated with the provision of information services by such carrier or affiliate. Directs the FCC to adopt regulations to ensure that these provisions are not evaded by carriers subject to this Act. Directs a common carrier or its affiliate engaged in the provision of information services to meet requirements such as: (1) book maintenance in a specified manner; (2) interconnection to its network that is equal in price, quality, and type to the interconnection that the carrier provides to itself or to its affiliate; (3) information concerning the network interface specifications that allows such information service provider to connect to that carrier's network; (4) public disclosure of the specifications for any new or changed type of network interface for information services that the carrier or its affiliate provides or may provide; and (5) response, on a nondiscriminatory basis, to a bona fide request for a new type of basic service necessary to support an information service within 120 days after receipt of such request, and offer such service on an unbundled basis if it is technically feasible and if the marketing and economic demand forecast support such offering. Authorizes the FCC, upon application of a carrier which shows that it is technically unable to meet one or more of the requirements mentioned above, to grant a waiver to such carrier only if the public interest would be served thereby. Requires the FCC to adopt regulations that specify the form and manner in which the network disclosure information shall be made by common carriers. Requires common carriers, subject to this Act, to comply with any relevant regulations already in effect until such regulations are adopted and published in the Federal Register. Prescribes guidelines for the release of network disclosure information. Makes it unlawful for a common carrier or its affiliate to use, in connection with the provision of such carrier's information services, customer proprietary network information that the carrier has collected in the course of providing telephone exchange service unavailable to unaffiliated providers of information services unless prior consent of the customer has been obtained or in cases where the FCC has determined that the use of disclosure of such information serves the public interest. Prohibits: (1) any common carrier or affiliate from engaging in the provision of a burglar alarm service until ten years after the enactment of this Act unless such service was provided to a customer by the carrier or affiliate on July 1, 1992; and (2) a Federal agency or State from regulating the rates, terms, or conditions for the provision of information services. Authorizes the FCC to impose any remedy, without limitation, to ensure that the costs of providing information services are not borne by subscribers to telephone exchange service.

Calls on the Secretary of Defense to ensure that the ongoing Department of Defense investigation of such misconduct is full and uncompromising. Urges the Secretary of the Navy to recommend and initiate full disciplinary procedures against any culpable individuals. Recognizes the importance of equality of opportunity for women and men in the armed forces to achieving mutual respect between the sexes. Urges the Secretary of Defense to make available to female military personnel the same opportunities available to male personnel, to the extent consistent with the protection and security of the United States.

Requires that all surcharges from the sale of such coins be paid to the Greater Buffalo Athletic Corporation to support amateur athletic programs, erect facilities for the use of such athletes, and to underwrite the cost of sponsoring the World University Games.

Urban Entrepreneurial Opportunities Act - Amends the Internal Revenue Code to allow a deduction for equity contributions made by a corporation to an urban entrepreneurial opportunity financing subsidiary of such corporation. Requires the subsidiary to use such contribution in making qualified enterprise zone business loans to qualified small business concerns. Establishes an overall program limitation among the contributing corporations to be allocated by the Secretary of Housing and Urban Development.
