Authorizes the President to present, on behalf of the Congress, a gold medal to Fred Waring, Louis L'Amour, and the widow of Joe Louis. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of each medal. Authorizes appropriations.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to establish in the Treasury the Social Security Reserve Trust Fund. Appropriates to the Trust Fund for each fiscal year 25 percent of the revenues from the windfall profit tax for such year. Limits the aggregate amount appropriated to the Trust Fund to $50,000,000,000 for all fiscal years. Directs the Secretary of the Treasury to transfer to the Trust Fund amounts so appropriated at least quarterly. Creates a Board of Trustees to hold and manage the Trust Fund and report to Congress annually on the operation of the Trust Fund and whenever the Trust Fund amount is too small. Sets forth requirements for investment by the Trust Fund in interest-bearing obligations of the United States or in federally guaranteed obligations. Directs the Secretary to transfer from the Trust Fund to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund such amounts as may be provided by appropriation Acts.

Expresses the support of the House of Representatives for the growing acceptance of principles of freedom and democracy in Poland. Commends the President for extending agricultural credits to Poland. Urges the President to extend additional credits to help relieve Poland's food shortages.

Hunger Prevention and African Food Security Act - Amends the Foreign Assistance Act of 1961 to require the President to use at least half of the funds available for development assistance to provide assistance for persons living in absolute poverty as defined by specified standards. Requires special emphasis to be placed on alleviating hunger in Sub-Saharan Africa and particularly on facilitating the participation of women in food production in that region. Amends the Agricultural Trade Development and Assistance Act of 1954 to specify a minimum aggregate value of all famine relief agreements. Requires famine relief agreements to provide that at least one-fifth of the commodities made available for famine relief or funds generated from the sale of those commodities in participating countries shall be used to strengthen food distribution systems in famine-prone countries, especially those in Sub-Saharan Africa. Requires each such agreement to specify the measures taken to ensure that such commodities and funds benefit primarily the poor.

Amends the Controlled Substances Act to establish in the Department of Health and Human Services the Office for the Supply of Internationally Controlled Drugs, to be responsible for regulating the domestic production of marihuana and the distribution of marihuana for medical, scientific, and research purposes. Establishes procedures for the production of medicinal marihuana. Permits the distribution of medicinal marihuana only to hospitals and pharmacies registered to dispense schedule II controlled substances for the purposes of treating glaucoma or the nausea of cancer patients or research approved under the Federal Food, Drug, and Cosmetic Act.

Amends the Magnuson Fishery Conservation and Management Act to declare that the United States shall assume exclusive fishery management authority over all fish within a specified fishery conservation zone (currently excludes highly migratory species).

United States Olympic Development Fund Checkoff Act of 1981 - Permits taxpayers to designate on their income tax returns an election to contribute one dollar of their income tax refunds or one dollar forwarded with returns to support the fund established by this Act. Establishes in the Treasury of the United States a United States Olympic Development Fund. Appropriates to the Fund an amount equivalent to the amount designated on tax returns to be available to the Fund. Directs the Secretary of the Treasury to pay amounts so transferred to the U.S. Olympic Committee for use in a program of expansion and improvement of amateur athletics. Sets forth reporting requirements with respect to the expenditure of such funds by the Committee.

Repeals provisions in the Economic Recovery Tax Act of 1981 regarding the windfall profit tax which: (1) increase the credit for royalty owners for 1981 and exempt royalty oil for 1982 and thereafter; (2) reduce the tax imposed on newly discovered oil; and (3) exempt independent producer stripper well oil.

Amends the Federal Property and Administrative Services Act of 1949 to direct the Administrator of the General Services Administration, upon recommendation of the Attorney General, to donate surplus Federal property to any State or municipality for the construction and modernization of criminal justice facilities, including correctional facilities.

Motor Vehicle Theft Law Enforcement Act of 1981 - Title I: Improved Identification for Motor Vehicle Parts and Components - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to promulgate a Federal motor vehicle security standard, applicable to parts used in the manufacture of motor vehicles other than motorcycles after the effective date of such standard or manufactured as new replacement parts after such date. Directs the Secretary to conduct a cost-benefit analysis before promulgating such standard, which includes the effect on domestic motor vehicle production and sales. Stipulates that the standard shall not: (1) impose additional costs upon manufacturers in excess of $10 per motor vehicle; and (2) require the identification of more than 14 parts for any motor vehicle, nine parts for any truck, and four parts for any trailer. Declares that a Federal motor vehicle standard supercedes any State or local standard. Authorizes the Secretary to conduct studies on the development of security devices and systems. Directs the Secretary to report to Congress on such devices and systems within one year of enactment. Provides for repeal of this title on a specified date. Title II: Antifencing Measures - Amends the Federal criminal code to establish penalties for removing or altering any identification number of any motor vehicle or motor vehicle part required by regulation. Requires the forfeiture of any vehicle or part which has had such number removed, with specified exceptions. Applies to the seizure and forfeiture of motor vehicles and parts those provisions of law relating to the seizure and forfeiture of vessels and merchandise under the customs laws. Establishes penalties for anyone who buys, receives, possesses, or obtains control of, with intent to sell or otherwise dispose of, any motor vehicle or motor vehicle part knowing that such identification number has been removed or altered. Designates as nonmailable matter any manipulative type device which is designed or adapted to operate, circumvent, remove, or render inoperative the ignition switch or lock, or door or trunk lock of two or more motor vehicles, or any advertisement for the sale of such device. Title III: Importation and Exportation Measures - Establishes criminal and civil penalties for anyone who imports, exports, or attempts to import or export any self-propelled vehicle or vehicle part knowing that its identification number has been altered. Amends the Tariff Act of 1930 to require persons who export or attempt to export a used self-propelled vehicle to present to the appropriate customs officers the vehicle and a document describing that vehicle. Title IV: Reporting Requirements - Directs the Attorney General to establish a task force to study problems relating to the theft of off-highway mobile equipment. Directs the Secretary of Transportation to establish a task force to study problems relating to motor vehicle titling and controls over motor vehicle salvage which may affect the motor vehicle theft problem. Directs the Attorney General, in consultation with the Secretaries of the Treasury and Transportation and the Postmaster General, to report to Congress on the implementation of this Act.

Prohibits a State, or any of its political subdivisions, from imposing a tax with respect to natural gas which discriminates against any out-of-State producers, transporters, consumers, distributors, or users of natural gas or which applies only to gas produced outside the territory of such State. Deems any tax as discriminatory if it results in a greater tax burden on interstate natural gas than on intrastate gas.

Amends the Federal Food, Drug, and Cosmetic Act to state that a food intended for human consumption shall be deemed misbranded unless it is labeled to show the amount of sodium and potassium it contains when in excess of a certain amount of milligrams. Permits the Secretary of Health and Human Services to exempt a food from such requirement by requiring the information to be prominently displayed in close proximity to the place of display or sale of such food. Exempts from such labeling requirements any manufacturer of such foods whose total annual sale are less than a specified amount.

Postal Service Amendments of 1981 - Authorizes the United States Postal Service to issue written demands requiring access to books, records, documents, or other objects believed to relate to any postal offense or civil matter under investigation by the Postal Service. Provides for the enforcement of such a demand by the appropriate district court. Authorizes the Postal Service to issue an order requiring any person to cease and desist from conducting a lottery or scheme for obtaining money or property by false representations through the mail. Declares that the resumption of such an activity through the use of any instrumentality of interstate commerce shall be considered to be a failure to comply with such order. Permits the Postal Service, in investigating whether a person is conducting such an activity, to tender the price of any article or service that such person has offered for sale. Declares that failure by such person to provide such article or service, or failure to comply with a written demand of the Postal Service for access to materials, shall constitute probable cause to believe such person is engaged in such activities, warranting the detention of such person's incoming mail. Establishes a civil penalty to be assessed by the Postal Service, after an opportunity for an agency hearing, against any person who: (1) attempts to evade an order directing the postmaster to return mail addressed to such person; (2) fails to comply with a cease and desist; or (3) assists another person in evading such an order.

Expresses the sense of the Congress that the President should: (1) urge France and Italy not to sell sensitive nuclear technology or material to Iraq to replace the reactor and equipment destroyed by Israel; (2) strengthen the U. S. nuclear nonproliferation policy and improve restrictions on the export of nuclear technology or material which can be used to make atomic weapons; (3) veto any United Nations condemnation of Israel for the raid in Iraq; and (4) determine the adequacy of the international system of safeguards. Declares that Congress should impose no economic or military sanctions against Israel for the raid on Iraq's reactor.

Amends the Comprehensive Drug Abuse Prevention and Control Act of 1970 to require a judicial officer, in setting conditions for pretrial release for any person charged with certain narcotics offenses, to consider which conditions will reasonably assure the safety of the community, the personal safety of persons in the community, and the prevention of similar offenses by such person. Requires a judicial officer to deny release to any person charged with a narcotics offense who: (1) has previously been convicted of a felony narcotics offense under Federal, State, or foreign law; (2) is on parole, probation, or other conditional release for a felony offense under Federal or State law; (3) is an illegal alien; (4) was arrested in possession of a false passport; or (5) has been convicted of being a fugitive from justice. Requires the Government to provide clear and convincing evidence that the person charged falls within any such category and to establish that there is substantial probability that the person committed the offense . Permits the judicial officer to grant release to a person who has not been previously convicted of a felony narcotics offense upon a finding of special mitigating factors. Requires that the case of a person who is denied release be placed on an expedited calendar.

Condemns the violence in Northern Ireland. Urges the exploration of all possible steps to avoid further deaths in the hunger strike and to achieve an immediate and humanitarian resolution of the strike issues. Urges Great Britain to exercise greater flexibility in administering prison rules in Northern Ireland and to invite the European Commission on Human Rights or other appropriate independent parties to participate in settling the strike. Urges the political leaders in Great Britain, Northern Ireland, and the Republic of Ireland to seek the earliest possible settlement in Northern Ireland through a negotiated agreement. Requests the President to express to the Prime Minister of Great Britain American concern for an immediate hunger strike settlement and a lasting settlement of the conflict in Northern Ireland.

Missing Children Act - Directs the Attorney General to collect and preserve information which would assist in: (1) the identification of any deceased individual who has not been identified within 30 days of his or her death; and (2) the location of any missing child who is under the age of 17, does not have a history of running away, and has been missing for at least 48 hours.

Amends the Internal Revenue Code to revise requirements for the exclusion of interest on mortgage subsidy bonds. Repeals provisions which allow tax-exempt status for such bonds if 95 percent of the mortgages financed by such issues are in compliance with stated requirements. Provides that a showing that the issuing authority has tried in good faith to satisfy all requirements will cure a failure to meet any particular requirement if such failure is corrected within a reasonable time after its discovery. Allows bondholders to rely upon an issuer's good faith covenant as to a compliance. Revises the new homeowner requirements to allow eligibility for bond-financed mortgages for persons who are residing in substandard housing or who have lost their homes because of natural disasters or governmental action. Changes the method of determining the average area purchase price for purposes of the purchase price requirements for bond-financed mortgages. Specifies that the average area purchase price shall not include residences which are not typically financed through normal real estate mortgage loans and that such price may be determined separately for new and previously occupied homes. Revises the arbitrage requirements to increase the amount by which interest rates on tax-exempt mortgage subsidy bonds may exceed the interest rates on mortgages financed with such bonds. Changes the method of determining the yield on an issue. Specifies that issuers are not required to dispose of any investment and realize a loss in order to satisfy arbitrage restrictions. Allows two or more qualified mortgage bond issues of a single issuer to be combined for purposes of determining compliance with arbitrage requirements. Permits issuers to maintain a reasonable reserve against investment losses and to allocate credits or payments between eligible mortgagors. Exempts mortgages insured by the Federal Housing Administration or guaranteed by the Veterans Administration from certain mortgage assumption requirements. Includes energy impacted areas within the definition of targeted areas for purposes of the special treatment of targeted area residences. Repeals the requirement that the designation of areas of chronic economic distress be approved by the Secretary of Housing and Urban Development. Limits the designation of areas of chronic economic distress to 25 percent of the geographic area within a State. Redefines statistical areas to include two or more statistical areas combined. Repeals the registration requirements for bond issues.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to prohibit assistance to any public agency unless there is in effect with respect to such agency a law enforcement officers' bill of rights which includes, at a minimum, the following: (1) allowing off-duty officers' to engage in political activities; (2) granting officers specified procedural rights in connection with investigations of their conduct on duty which may lead to a personnel action; (3) requiring officer representation on any policy complaint review board established in the jurisdiction; and (4) prohibiting mandatory disclosure of officers' finances.

The All Savers Act of 1981 - Amends the Internal Revenue Code to exclude from gross income $1,000 ($2,000 for joint returns) of the interest earned on an All Savers Certificate in taxable years 1981, 1982, and 1983.

Directs the Postmaster General to issue a commemorative postage stamp to honor Roberto Clemente. Provides that such stamp shall be issued in the denomination used for first-class mail up to one ounce in weight and shall be placed on sale during the month of August.

Directs the Secretary of the Interior to permit the National Committee of American Airmen Rescued by General Mihailovich to construct and maintain a monument to General Draza Mihailovich in recognition of the role he played in saving the lives of approximately 500 United States airmen in Yugoslavia during World War II. Provides that such monument shall be located on Federal public land within the District of Columbia. Directs that private funds shall be the sole source for the construction and maintenance of such monument.

Sales Representatives Protection Act - Title I: Contracts Between Sales Representatives and Principals - Requires a principal who enters into a contract with a sales representative for the solicitation of orders for merchandise of the principal to furnish specified information to the representative, including monthly commission statements. Enumerates items to be included in any written contract between a principal and sales representative in order to conform with this Act. Title II: Indemnification - Exempts principals who have entered into a written contract in conformity with title I from the indemnification requirements of this title. Requires any principal to indemnify a sales representative in accordance with this title if such principal: (1) without good cause terminates a representative's assignment or reduces the geographical territory assigned to a representative; (2) reduces the rate of commission paid to a representative; or (3) reduces the number of accounts assigned within a geographical territory. Sets forth a formula for the indemnification of such representatives. Title III: Miscellaneous - Permits actions to be brought in Federal district court to enforce the rights or liabilities of this Act.

Amends the Federal Aviation Act of 1958 to authorize the Secretary of Transportation to: (1) temporarily suspend the airman certificate of anyone indicted for a violation of the Controlled Substances Import and Export Act if operation of an aircraft is an element of the offense charged; and (2) revoke the airman certificate of anyone convicted of a violation of such Act if operation of an aircraft is an element of the offense for which the holder was convicted. Sets forth criminal penalties for the use or sale of fraudulent certificates with the intent or knowledge that such certificates will be used in connection with a violation of the Controlled Substances Import and Export Act. Provides criminal penalties for any person who: (1) while navigating an aircraft, knowingly and willfully violates such Act; and (2) is the owner of an aircraft and knowingly allows any person to use such aircraft in violation of such Act. Requires that such penalties shall be in addition to, and not in lieu of, any other penalty imposed under such Act.

Declares the sense of the Congress that the President shall take steps to: (1) call upon the Soviet Union to permit the resurrection of the Ukrainian Orthodox and Catholic Churches; (2) contact the officials of the Soviet Union to secure freedom of worship in the Ukraine and (3) bring to the attention of national and international religious councils Soviet violations of basic human rights.

Coastal Barrier Resources Act - Declares the findings and intentions of Congress in regard to the fish, wildlife, and other natural resources associated with the coastal barriers along the Atlantic and gulf coasts of the United States. Establishes the Coastal Barrier Resources System (System) which shall consist of specified undeveloped coastal barriers on the Atlantic and gulf coasts. Requires that certain coastal barrier maps shall be available for public inspection through the United States Fish and Wildlife Service. Directs the Secretary of the Interior to provide copies of such maps to the chief executive officer of: (1) each State and political subdivision in which a System unit is located; and (2) each affected Federal agency. Directs the Secretary to make necessary modifications to such maps and to notify specified Congressional committees of same. Limits, to specified projects, Federal expenditures on or financial assistance for purposes within the System. Lists those projects eligible for financial assistance. Requires the Director of the Office of Management and Budget to certify annually to Congress that the Federal agencies concerned have complied with the provisions of this Act. Sets forth the contents of reports to be filed by the Secretary with specified Congressional committees. Authorizes appropriations to the Department of the Interior for fiscal years 1982 through 1986 for the purposes of this Act.

Amends the Federal Reserve Act to authorize the Federal Reserve Board: (1) to impose reserve requirements, in amounts which the Board shall determine, on the assets of money market mutual funds; and (2) to promulgate such other requirements as the Board determines are reasonably necessary to implement and maintain monetary policy.
