Small Business Partnership Protection Act - Provides that the application of provisions of the Internal Revenue Code concerning the definition of net earnings from self-employment of a limited partner shall be determined without regard to any regulation, ruling, or other guidance issued after January 9, 1997.

Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit the use of ESEA funds to promote teaching or using dialects peculiar to a region or group within the U.S. population. Allows teachers, notwithstanding such prohibition, to: (1) be trained in, use, and teach foreign languages; and (2) communicate in their own modes of speech, if no special effort is made to teach or encourage students to communicate in such modes of speech.

Directs the Secretary of Veterans Affairs to allocate amounts appropriated to the Secretary for FY 1998 and 1999 for medical care so that the amount allocated to each element of the Department of Veterans Affairs designated as a Veterans Integrated Service Network is not less than the amount allocated to that element from amounts appropriated for FY 1996. (Such elements are currently designated for an allocation reduction from FY 1996 amounts under the Veterans Equitable Resource Allocation System developed by the Secretary and submitted to the Congress in March 1997.) Provides an exception on a pro rata basis with respect to any general appropriations reductions. Directs the Secretary, effective with FY 2000, to ensure that each such Network is allocated an amount for medical care that is not less than 90 percent of the product of: (1) the number of veterans residing in the geographic area of that Network; and (2) the national medical services and administrative cost per veteran.

Historic Homeownership Assistance Act - Amends the Internal Revenue Code to allow a tax credit for 20 percent of the qualified rehabilitation expenditures made by a taxpayer with respect to a certified historic home which has been substantially rehabilitated and which is owned by the taxpayer and used as his or her principal residence. Allows the credit for such expenditures to be taken by a purchaser of the rehabilitated home. Permits, in lieu of the credit, a historic rehabilitation mortgage credit certificate, which shall be transferred to a lender in exchange for a reduction in the rate of interest on the loan secured by the building.

HIV Prevention Act of 1997 - Amends title XIX (Medicaid) of the Social Security Act to add certain requirements relating to prevention of the transmission of the HIV virus which State Medicaid plans must incorporate in order to receive Federal approval. Includes among such requirements: (1) mandatory confidential reporting of HIV positive results by the health professional or other entity performing HIV tests to the State public health officer; (2) informing of individuals who may have been exposed to HIV by the public health officer of the State (partner notification); (3) mandatory HIV testing of alleged rapists for which victims and their attorneys are notified of the results, with appropriate follow up tests upon the request of the victim; (4) subjection to mandatory HIV testing of prospective patients who are to undergo a medical procedure that would place the health professionals involved at risk of becoming infected with HIV, with the health professionals notified of the results; (5) affording applicants for health insurance who are required by the health insurance issuer to undergo HIV testing as a condition of issuance the opportunity to be informed by the issuer, upon request, of the applicant's HIV status; and (6) affording prospective adoptive parents the opportunity to be informed by the adoption agency, upon request, of the HIV status of the child which they wish to adopt. Expresses the sense of the Congress that with respect to health professionals with HIV disease: (1) the health professionals should notify their patients that they have the disease in medical circumstances that place the patients at risk of being infected with HIV by the health professionals; and (2) the States should encourage the medical profession to develop guidelines to assist the health professionals in so notifying patients. Expresses the sense of the Congress that: (1) States should have in effect laws providing that, in the case of an individual who knows that he or she has HIV disease, it is a felony for the individual to infect another with HIV if the individual engages in the behaviors involved with the intent of so infecting the other individual; and (2) strict confidentiality should be maintained in carrying out the requirements of this Act.

Domestic Violence Legal Services Eligibility Act - Amends the Legal Services Corporation Act to require the Legal Services Corporation, in establishing income levels to determine if a client who is the victim of domestic violence is eligible for assistance, to prescribe that only that client's income will be considered in making such determination.

TABLE OF CONTENTS: Title I: Hemophilia Relief Fund Title II: Treatment of Certain Private Settlement Payments in Hemophilia-Clotting-Factor Suit under the Medicaid and SSI Programs Ricky Ray Hemophilia Relief Fund Act of 1997 - Title I: Hemophilia Relief Fund - Establishes in the Treasury the Ricky Ray Hemophilia Relief Fund. Authorizes appropriations. (Sec. 103) Specifies that any individual who has a human immunodeficiency virus (HIV) infection shall receive $125,000 from amounts available in the Fund if the individual meets one of the following conditions: (1) has a blood-clotting disorder and was treated with blood-clotting agents between July 1, 1982, and December 31, 1987; (2) is the lawful spouse of such individual or the former lawful spouse and was the lawful spouse of the individual at any time after a date within such period on which the individual was treated; or (3) acquired the HIV infection through perinatal transmission from a parent who is such an individual. Requires that the following conditions be met with respect to such individual: (1) the individual submit to the Secretary of Health and Human Services written medical documentation that the individual has an HIV infection; (2) a petition for payment be filed with the Secretary by or on behalf of such individual; and (3) that the Secretary determine that the claim meets the requirements of this Act. (Sec. 105) Specifies that any right under this Act shall not be assignable or transferable. Sets limits regarding the number of claims per victim. (Sec. 106) Prohibits the Secretary from making any payment with respect to any petition filed under this Act unless the petition is filed within three years after the enactment of this Act. Title II: Treatment of Certain Private Settlement Payments in Hemophilia-Clotting-Factor Suit under the Medicaid and SSI Programs - Prohibits a settlement payment from being considered income or resources in determining a class member's eligibility for, or the amount of: (1) medical assistance under the Medicaid program; or (2) benefits under the Supplemental Security Income program. Defines the terms: (1) "class member"; and (2) "settlement payment."

Constitutional Amendment - Requires that a bill to increase the internal revenue shall laws shall require for final adoption in each House the concurrence of two-thirds of the whole of the number of that House, unless the bill does not increase the internal revenue by more than a de minimis amount. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law.

Medicare Bone Mass Measurement Coverage Standardization Coverage Act of 1997 - Amends title XVIII (Medicare) of the Social Security Act to provide for standard national Medicare coverage of bone mass measurements (for early detection of potential osteoporosis).

Brownfields Remediation and Economic Development Act of 1997 - Directs the Administrator of the Environmental Protection Agency to certify and, where appropriate, provide technical assistance to any State program for brownfields (abandoned industrial sites in need of hazardous waste remediation before they may be returned to productive use) if the program: (1) covers only sites that have been contaminated prior to enactment of this Act and are not listed on the National Priorities List; (2) provides for public participation prior to a landowner's release from liability upon completion of site remediation (carried out under a certified program) under State law and under abatement and response provisions of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA); (3) provides for a reopening of a cleanup proposal under specified conditions; (4) contains standards for the sites that protect public health and the environment; and (5) includes coordination among State agencies for environmental protection and economic development. Provides (in addition to the release of landowners from liability described above) for the release from liability under State law and under CERCLA, upon completion of remediation, of lenders and developers (except with respect to pollution directly caused by them), prospective purchasers, and local governments not involved in the management of a site. Allows the Administrator to waive Federal permit requirements if the State program includes a waiver of State permit requirements. Amends the Internal Revenue Code to allow an income tax deduction for payments into a tax-exempt Hazardous Waste Remediation Reserve to be used exclusively to pay costs of the taxpayer to: (1) assess the extent of a site's environmental contamination and its expected remediation cost; and (2) remediate the contamination.

Northern Forest Stewardship Act - Authorizes the Secretary of Agriculture, at the request of the Governor of Maine, New Hampshire, New York, or Vermont, to: (1) provide technical assistance for sustainable forest management; (2) assist in coordinating ecological and economic research and implementation of interstate and Northern Forest Lands Council policies; (3) provide technical and financial assistance for State conservation land planning and acquisition (authorizes appropriations), and rural community assistance. Expresses the sense of the Congress regarding: (1) the need to address certain tax policies that work against Northern Forest conservation; (2) liability exemption for private landowners who permit public use of their land; and (3) nongame conservation funding. Authorizes the Administrator of the Environmental Protection Agency, at the request of the Governor of Maine, New Hampshire, New York, or Vermont, to provide technical and financial assistance for Northern Forest water quality assessment. Authorizes specified appropriations.

Restricted Explosives Control Act of 1997 - Prohibits the distribution or receipt of restricted explosives without a Federal permit. Defines "restricted explosives" to mean high explosives, blasting agents, detonators, and more than 50 pounds of black powder. Requires applications for such permits to include the applicant's photograph and fingerprints, which shall be taken and transmitted to the Secretary of the Treasury by the chief law enforcement officer of the applicant's place of residence.

Volunteer Protection Act of 1997 - Provides limited tort claim liability protection for nonprofit or governmental volunteers acting in good faith and within the scope of their duties. Sets forth discretionary State conditions and exceptions to such liability protection. Increases Social Services Block Grant Program allotments under title XX of the Social Security Act to a State that has adopted a similar measure within a specified time and conditions such increase upon an annual certification that the State law remains in effect.

Adoption Promotion Act of 1997 - Amends the Social Security Act with respect to State plans for foster care and adoption assistance to: (1) revise the requirements, as applied to cases of child abuse, for mandatory reasonable efforts under the plan to eliminate the need to remove a child from the child's home; and (2) make it possible for the child to return home, as a prerequisite to placing a child in foster care. (Sec. 3) Provides for earlier status reviews and permanency hearings, notice of reviews and hearings, and opportunity to be heard. (Sec. 5) Requires a State to initiate proceedings to terminate parental rights for children under age ten who have been in foster care under State responsibility for 18 months. (Sec. 6) Requires the Secretary of Health and Human Services to: (1) report and make recommendations to specified congressional committees on the extent to which children in foster care are placed in the care of a relative (kinship care); and (2) establish an advisory panel to review such report. (Sec. 7) Authorizes use of the parent locator service in termination of parental rights proceedings. (Sec. 8) Instructs the Secretary to: (1) develop a set of outcome measures to assess the performance of States in operating child protection programs; and (2) report annually to the Congress on the performance of each State on each outcome measure. (Sec. 9) Increases from 10 to 15 the authorized number of State child protection demonstration projects. (Sec. 10) Prescribes technical assistance guidelines for the Secretary to help States and local communities to reach their targets for increased numbers of adoptions and alternative permanent placements for children in foster care. (Sec. 11) Directs the Secretary to make bonus grants to States for the number of foster child adoptions and special needs adoptions that exceed the base number of such adoptions for the fiscal year. Authorizes appropriations.

Amends the Higher Education Act of 1965 to provide that any period during which a student was called or ordered to active duty in a reserve component of the armed forces shall not be included in determining the six-month grace period (after the student ceases to carry at least a half-time academic load) before repayment of a student loan must begin.

Child Support Enforcement Act - Prohibits construing this Act to affect: (1) the right of an individual or State to receive child support payments; or (2) the obligation of an individual to pay child support. Amends the Internal Revenue Code to require that taxable child support payments the taxpayer is required to pay and that are unpaid be treated as included in gross income by reason of discharge of indebtedness. Allows a taxpayer entitled to receive such payments a deduction for unpaid payments. Allows the deduction for those who do not itemize deductions. Requires that net revenues received in the Treasury under this Act be applied, as provided in appropriations Acts, solely to the retirement of outstanding public debt.

Amends the Internal Revenue Code to allow an individual to designate a specified portion (but not less than $1) of any income tax overpayment and any cash contributions to be used for the benefit of units of the National Park System. Establishes a National Parks Trust Fund into which appropriated or credited amounts are received. Authorizes the Secretary of the Treasury to pay, not less often than quarterly, specified expenditures from the Trust Fund to the Director of the National Park Service. Requires that expenditures from such Fund be used only for operations, maintenance, and construction within the units of the National Park System. Prohibits the use of such expenditures for the purposes of land acquisition.

Prison Security Enhancement Act of 1997 - Amends the Federal criminal code to direct the Bureau of Prisons to take care that prisoners under its jurisdiction do not engage in any activities designed to increase their physical strength or their fighting ability and that all equipment designed for this purpose be removed from Federal correctional facilities.

Repeals a Federal provision limiting salary increases for Federal judges or Supreme Court Justices to those specifically authorized by Act of Congress. Amends the Federal judicial code to make the cost of living adjustments in judicial salaries effective in the first pay period beginning on or after January 1 each year (currently, such adjustments are triggered by General Schedule adjustments).

Accuracy in Campus Crime Reporting Act of 1997 - Amends the Higher Education Act of 1965 (HEA) to revise campus security policy reporting and crime statistics disclosure requirements. Includes other campus officials (as well as campus security or law enforcement, or local law enforcement) among those officials that must report, for statistical disclosure purposes, if specified types of criminal offenses are reported to them. Specifies additions to the list of such offenses. Makes annual submission of campus crime statistics mandatory for all institutions participating in any student aid program under HEA title IV (participating institutions). (Currently such submissions are only required upon the request of the Secretary of Education). Directs the Secretary to report each set of such statistics, clearly identifying each institution and campus, not only to specified congressional committees but also to each participating institution and to the public via printed and electronic means. Requires each official charged with compiling such statistics to certify their accuracy. Repeals a disclaimer that nothing in certain provisions relating to institutional policy on prevention of sexual assaults and procedures after such an assault may be construed to confer a private right of action upon any person to enforce such provisions. Requires any participating institution which maintains a police or security department to keep a daily log of specified crime information open to public inspection. Requires any participating institution to develop and distribute a statement of its disciplinary practices and procedures with respect to crimes, including specified information and policies. Amends the General Education Provisions Act to exclude allegations of criminal activities from the education records subject to family access. Sets forth methods of enforcement of HEA campus security provisions. Directs the Secretary to terminate all assistance to an institution under an applicable program, or issue other specified orders the Secretary deems appropriate to achieve compliance, if any participating institution fails or refuses to comply with requirements for disclosure of campus security policy and campus crime statistics. Prohibits institutional retaliation against individuals for exercising rights or participating in proceedings under such campus security provisions. Requires, under student aid program agreements, that the campus security policies and crime statistics disclosed be comprehensive and accurate.

Officer Brian Gibson District of Columbia Police Protection Act - Amends the Federal criminal code to establish penalties, including the death penalty, for the killing or attempted killing of a law enforcement officer of the District of Columbia. Includes among aggravating circumstances for imposition of the death penalty that the defendant committed the offense against the officer: (1) while the officer was engaged in the performance of official duties; (2) because of the officer's performance of official duties; or (3) because of such officer's status as a public servant.

Constitutional Amendment - Requires the President to transmit to the Congress, before each fiscal year, a proposed statement of receipts and outlays for such fiscal year in which outlays (except those for repayment of debt principal) are not greater than receipts (except those derived from borrowing)(a proposed balanced budget). Requires the Congress to adopt, by law, a statement of receipts and outlays for such fiscal year in which outlays are not greater than receipts (a balanced budget). Authorizes the Congress to amend, by law, that balanced budget, provided revised outlays are not greater than revised receipts. Authorizes the Congress to provide in balanced budget for a specific excess of outlays over receipts by a vote directed solely to that subject in which two-thirds of the whole number of each House agree to such excess. Requires the Congress and the President to ensure that actual outlays do not exceed the outlays set forth in such balanced budget. Prohibits any increase in the limit on the debt of the United States, unless two-thirds roll call vote of each House provides by law for such an increase. Requires any bill that increases the internal revenue (except by a de minimis amount) to receive for final adoption the concurrence of two-thirds of each House. Permits the Congress to waive the requirements of this article when: (1) a declaration of war is in effect; or (2) the United States is engaged in military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution, adopted by a majority of each House, which becomes law. Makes any increase in the internal revenue enacted under such a waiver effective for only two years. Makes the internal revenue provisions of this Article effective upon ratification, and the remaining provisions effective on the later of FY 2002 or the second fiscal year beginning after ratification.

Amends the Internal Revenue Code to increase the unified credit against the estate tax and the gift tax. Requires an estate tax return in cases where the gross estate exceeds $1.2 million (currently $600,000). Revises the formula for the phaseout of graduated rates and the unified credit.

Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to provide an exception to food stamp and supplemental security income limited eligibility for totally and permanently disabled permanent resident aliens whose disability arose after U.S. admission.

Expresses the sense of the House of Representatives that studies are needed to further determine the benefits of screening women between the ages of 40 and 49 for breast cancer through mammograms and other emerging technologies and that the House urges the Advisory Panel for the National Cancer Institute to: (1) consider reissuing a specified guideline rescinded in 1993; or (2) direct the public to consider guidelines issued by other organizations until there is more definitive data.

Medigap Amendments of 1997 - Amends title XVIII (Medicare) of the Social Security Act with respect to certification of Medicare supplemental health insurance (Medigap) policies, particularly coverage for pre-existing conditions, providing for additional consumer protections for certain individuals whose enrollment with an eligible organization ceases for one or more specified reasons. Prohibits a Medigap policy issuer from denying or conditioning a policy to such an individual, from imposing preexisting condition exclusions, and from discriminating in pricing because of the individual's health, claims experience, or disability in the case of such an individual who has had continuous coverage (with no break longer than 63 days), if the policy in which the individual wishes to enroll has a comparable or less generous benefits package. Revises the prohibition against an insurer's excluding benefits based on a pre-existing condition during the initial six-month enrollment period after an individual first becomes eligible for Medicare. Extends the six-month initial enrollment period to non-elderly Medicare beneficiaries. Authorizes the Secretary of Health and Human Services to provide grants to private, independent, nonprofit consumer organizations and State agencies applying to conduct programs to prepare and make available to Medicare beneficiaries comprehensive and understandable information on enrollment in health plans with a Medicare managed care contract and in Medigap policies in which they are eligible to enroll. Requires any eligible organization with a Medicare managed care contract or any issuer of a Medigap policy to: (1) conduct a consumer satisfaction survey of the enrollees under such contract or such policy; and (2) make the survey results available to the Secretary and the State Insurance Commissioner of the State in which the enrollees are so enrolled. Requires each organization which provides a Medicare managed care contract or issues a Medigap policy to pay to the Secretary its pro rata share of the estimated costs to be incurred by the Secretary in providing the grants. Makes necessary appropriations.

Animal Welfare Act Amendments of 1997 - Amends the Animal Welfare Act to redefine "dealer," including delineation of auction operators and shelters or other facilities operated by or for a governmental entity. Revises licensing (and exception) provisions. Prohibits license issuance or renewal to a person who: (1) loses a license for a violation of such Act or failure to pay a related civil penalty; or (2) has violated another animal welfare or species protection law or treaty. Directs the Secretary of Agriculture to promulgate humane standards and recordkeeping requirements for animal auctions. Sets forth enforcement and injunction provisions.

Patient Right to Know Act - Prohibits any contract or agreement, or the operation of any contract or agreement, between an entity operating a health plan (including any partnership, association, or other organization that enters into or administers such a contract or agreement) and a health care provider (or group of health care providers) from prohibiting or restricting the provider from engaging in medical communications with his or her patient. Requires that each State shall enforce this Act with respect to health insurance issuers that sell, renew, or offer health plans in the State. Provides for enforcement of this Act by the Secretary of Health and Human Services if the Secretary, after consultation with the chief executive officer of a State and the insurance commissioner or chief insurance regulatory official of the State, determines that the State has failed to substantially enforce the requirements. Mandates a civil money penalty. Allows State requirements equal to or more protective of medical communications than the requirements of this Act. Defines "medical communication" as a communication between a provider and a patient (or the patient's guardian or legal representative) regarding the patient's health status, medical care, or treatment options.

Women's Health and Cancer Rights Act of 1997 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to require certain group health plans, and health insurance issuers providing coverage under a group plan, to ensure specified minimum coverage regarding: (1) breast cancer mastectomies, lumpectomies, and lymph node dissections; (2) post-mastectomy breast reconstruction on both breasts; and (3) secondary consultations by specialists. Prohibits: (1) changing coverage terms and conditions based on a participant's or beneficiary's decision to request less than the minimum coverage; and (2) certain penalties or incentives to providers or specialists. Amends: (1) the Public Health Service Act to apply the same requirements to health insurance issuers in the individual market; and (2) the Internal Revenue Code to apply those requirements to group health plans.

Bear Protection Act - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, purchasing, or possessing it with intent to sell or barter, transporting, acquiring, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Requires the Secretary of the Interior and the United States Trade Representative to discuss issues involving such trade with representatives of countries that are the leading importers, exporters, or consumers of such products. Requires the Secretary to report to the Congress on the progress of efforts to end illegal trade in bear viscera.

Quiet Communities Act of 1997- Directs the Administrator of the Environmental Protection Agency to reestablish an Office of Noise Abatement and Control, which shall be responsible for coordinating Federal noise abatement activities, updating or developing noise standards, providing technical assistance to local communities, and promoting research and education. Requires the Administrator, with funds provided for the Office, to conduct a study of airport noise, examining the Federal Aviation Administration's selection of noise measurement methodologies, health impact thresholds, and abatement program effectiveness. Authorizes appropriations.

Downed Animal Protection Act - Amends the Packers and Stockyards Act, 1921 to make it unlawful for any stockyard owner, market agency, or dealer to buy, sell, give, receive, transfer, market, hold, or drag any nonambulatory livestock unless such livestock has been humanely euthanized. Imposes civil and criminal penalties for violations.

Breast Cancer Early Detection Act of 1997 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of an annual screening mammography under Medicare part B (Supplementary Medical Insurance) for women age 65 or older.

Breast-Cancer Research Stamp Act - Requires the U.S. Postal Service to establish a special rate of postage for first-class mail that is one cent higher than the regular rate as an alternative that patrons may use voluntarily to contribute to funding for breast-cancer research. Authorizes the Service to design and sell special stamps. Requires the Service to pay amounts attributable (additional revenues minus costs) to the one-cent differential to the National Institutes of Health as mutually agreed.

Subsidy Termination for Overdue Payments Act of 1997 - Prohibits a Federal agency or instrumentality from providing financial assistance, with specified exceptions, without certification that the applicant is: (1) not more than 60 days delinquent in the payment of a child support payment order; or (2) in compliance, if so delinquent, with an agreement regarding support collection with the person to whom payment is to be made or a State providing collection services to that person.

TABLE OF CONTENTS: Title I: Retirement Savings Incentives Subtitle A: Restoration of IRA Deduction Subtitle B: Nondeductible Tax-Free IRAs Title II: Penalty-Free Distributions Savings and Investment Incentive Act of 1997 - Title I: Retirement Savings Incentives - Subtitle A: Restoration of IRA Deduction - Amends the Internal Revenue Code, with respect to the deduction for individual retirement accounts (IRAs), to increase the income limits applicable to active participants. Removes limitations on a spouse's participation. (Sec. 102) Provides an inflation adjustment for the deductible amount. (Sec. 103) Revises provisions concerning the allowance of certain coins and bullion as IRA investments. Subtitle B: Nondeductible Tax-Free IRAs - Permits individuals to establish IRA Plus accounts which shall be treated similarly to an IRA plan. Prohibits deductions for contributions to such accounts. Sets forth distribution rules (including the exclusion of qualified distributions from gross income). Title II: Penalty-Free Distributions - Permits distributions without penalty for qualified: (1) first home purchases; (2) higher education expenses; and (3) unemployed individuals.

Prostate Cancer Diagnosis and Treatment Act of 1997 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of services for the early detection of prostate cancer and certain drug treatments for such cancer. Requires the Secretary of Health and Human Services to establish fee schedules for such services. Amends Federal law to cover such detection and treatment services for veterans as a preventive health service. Amends the Public Health Service Act to authorize appropriations for certain public health programs related to prostate cancer research and education. Directs the Administrator of the Agency for Health Care Policy and Research to: (1) conduct and support research on prostate cancer health services and procedures; and (2) provide for the development, periodic review, and updating of clinically relevant guidelines, standards of quality, performance measures, and medical review criteria.

Calls for: (1) the United States to use its influence with the Turkish Government and as a permanent member of the United Nations Security Council to suggest that the Turkish Government ensure the proper protection for the Patriarchate and all Orthodox faithful residing in Turkey, assure that positive steps are taken to reopen the Halki Patriarchal School of Theology, provide for the proper protection and safety of the Ecumenical Patriarch and the Patriarchate personnel, establish conditions that would prevent the recurrence of past terrorist activities and vandalism and other personal threats against the Patriarchate, establish conditions to ensure that the Patriarchate is free to carry out its religious mission, and do everything possible to find and punish the perpetrators of any provocative and terrorist acts against the Patriarchate; and (2) the Administration to report to the Congress the status and progress of such concerns on an annual basis.
