National Science Foundation Authorization Act of 2002 - Authorizes appropriations to the National Science Foundation (NSF) for FY 2003 through 2005. Requires the NSF Director to: (1) carry out specified scientific research activities, including information technology, science, mathematics, and engineering, and plant genome research; (2) carry out the Experimental Program to Stimulate Competitive Research; (3) award grants for mathematics and science education partnership programs and for recruiting and training mathematics and science teachers; (4) award grants to establish Centers for Research on Learning and Education Improvement; (5) take steps to avoid NSF duplicative programs; (6) award grants to expand previously implemented reforms of undergraduate science, mathematics, engineering, or technology education; (7) assess gender differences in the careers of science and engineering faculty; and (8) assess any increases in the number and quality of students completing degrees in science, mathematics, engineering, and technology education. Instructs the Committee on Equal Opportunities in Science and Engineering to describe NSF policies and activities to encourage the full participation of women, minorities, and persons with disabilities in science, mathematics, and engineering fields. Directs NSF and the National Aeronautics and Space Administration to jointly establish an Astronomy and Astrophysics Advisory Committee. Authorizes the Director to establish a program to award grants to certain minority-serving institutions to enhance the quality of undergraduate science, mathematics, and engineering education. Requires the Director to provide for a study to determine discrepancies in Federal reports on obligations and actual expenditures of Federal research and development spending.

Expressing the sense of Congress with respect to the recent sniper attacks in the Washington, D.C., area.

Commends: (1) members of the task force that investigated the October sniper attacks in the Washington, D.C. area and specified others who assisted in that investigation; (2) the unprecedented coordination among local, State, and Federal government in working collectively to capture two alleged snipers; and (3) local officials, especially school principals and teachers, for their role in providing counseling and remaining calm. Declares that Congress expresses its condolences to the families and friends of the ten victims who died and its prayers for the recovery of the three victims who were wounded in the attacks.

Federal Employees, Uniformed Service and Foreign Service Members Humanitarian Travel Act of 2002 - Authorizes the head of an agency to pay the travel expenses of family and agency representatives to support the needs of certain employees traveling on official business who abandon or interrupt their travel assignments prior to completion because of an incapacitating illness or injury. Authorizes an agency head, the Secretary of Defense or the military department concerned, or the Secretary of State with regard to members of the Foreign Service to pay the travel expenses of employees involved in a disaster or other catastrophic event, their family representatives, and agency representatives to, from, and at the site of such disaster or such catastrophic event, the site of a memorial service related to such disaster or event, and any other location as determined by the appropriate official.

To designate the Federal building located at 324 Twenty-Fifth Street in Ogden, Utah, as the "James V. Hansen Federal Building".

Amends the Federal Food, Drug, and Cosmetic Act to require license applications for new drugs and biological products to assess such drug's or product's safety and effectiveness for relevant pediatric subpopulations, including dosage. Permits extrapolation from adult studies where the course of the disease and the effects of the drug are sufficiently similar in all populations. Permits deferral of such assessments if adult studies are completed earlier and the applicant submits a plan for or a description of planned or ongoing pediatric studies. Permits full waiver of such assessments if: (1) studies are highly impractical or impossible; (2) the evidence strongly suggests that the drug or product would be ineffective or unsafe in all pediatric age groups; (3) there is no meaningful therapeutic advantage or benefit in the pediatric population; or (4) the drug or product is not likely to be used in a substantial number of pediatric patients. Permits partial waivers at the request of an applicant for a specific pediatric subpopulation if any of the full waiver grounds apply to that subpopulation or reasonable attempts for a pediatric formulation for that subpopulation have failed. Requires labels to provide indication in cases in which a waiver has been granted due to evidence a product would be unsafe or ineffective in pediatric populations. Authorizes the Secretary of Health and Human Services to specify a date for submission of pediatric assessments if: (1) the drug or biological product would represent a meaningful therapeutic benefit for pediatric patients for one or more claimed indications and the absence of adequate labeling could pose significant risks to pediatric patients; or (2) it is used for a number of pediatric patients for the labeled indications and the absence of adequate labeling could pose significant risks to pediatric patients. Sets forth criteria for full waiver and partial waivers of such requirement. Requires labels to provide indication in cases in which a waiver has been granted due to evidence a product would be unsafe or ineffective in pediatric populations. Requires the Secretary to issue a written request for related pediatric studies under the Public Health Service Act before requiring an assessment for a drug. States that drugs or products with delayed assessments may be deemed misbranded and subject to seizure and injunctive proceedings, though not penalties.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Court Services and Offender Supervision Agency Interstate Supervision Act of 2002 - Amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to require the Director of the Court Services and Offender Supervision Agency for the District of Columbia to arrange for the supervision of: (1) District of Columbia (DC) offenders on parole (current law), probation, and supervised release who seek to reside in jurisdictions outside DC; and (2) offenders on parole, probation, and supervised release from jurisdictions outside DC who seek to reside in DC. Authorizes the Director authority to enter into offender supervision agreements, including the Interstate Compact for Adult Offender Supervision, with any State or group of States.

To amend chapter 84 of title 5, United States Code, to provide that certain Federal annuity computations are adjusted by 1 percent relating to periods of receiving disability payments, and for other purposes.
