An amendment to eliminate the provisions of the bill related to education and training funding. The amendment would require employers of over 200 employees to certify and agree to provide at least 100 hours of education and training for U.S. workers or students in order to be allowed to bring certain foreign workers into the country. Charitable organizations, government agencies and employers of fewer than 200 but more than 49 employees would be required to provide 50 hours of education and training.

An amendment to prohibit the Secretary under certain provisions of the National Housing Act from denying insurance to eligible mortgages on the basis of their involving two or three family dwellings or on the basis of their being used to finance substantial rehabilitation rather than new construction. The amendment also requires that those who receive such insured mortgages may not discriminate against prospective tenants on the basis of their receipt of federal or state housing assistance. Also the rental units may not be rented to persons whose income exceeds by 100 percent the area median income.

An amendment earlier today setting liability for certain damages. The amendment permits individuals who have been exposed to hazardous substances from facilities where disposal has occured to bring action for damages against those who 1) owned or operated the facility at the time of the disposal, 2) generated the hazardous substance in question, 3) transported the substance to the facility in question. The amendment sets out what those who bring the suit must prove. It also sets out exceptions to this liability: 1) act of God, 2) act of war, 3) certain third parties. The exposure must have occured within five years prior to enactment of this bill.
