Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.

Give Our Athletes Level Salaries Act or the GOALS Act This bill prohibits the use of funds for the 2026 World Cup until the U.S. Soccer Federation agrees to provide equitable pay to the members of the U.S. Women's National Team and the U.S. Men's National Team.

Help Oversee, Manage, and Evaluate Safe Treatment and Ensure Access without Delay Act of 2019 or the HOMESTEAD Act of 2019 This bill prohibits a detention facility from (1) preventing a Member of Congress from entering for the purpose of conducting oversight, or (2) making any temporary modification that alters what a visiting Member may observe. Further, a Member is not required to provide notice of intent to enter a detention facility for the purpose of conducting oversight. A detention facility is any facility used to detain or house aliens and operated by or for the Department of Homeland Security or the Department of Health and Human Services.

National Flood Insurance Program Reauthorization and Reform Act of 2019 This bill generally revises the National Flood Insurance Program (NFIP) and reauthorizes the program through FY2024. The bill addresses NFIP coverage, cost, and availability, including by generally prohibiting the Federal Emergency Management Agency (FEMA) from raising certain premiums, surcharges, and fees more than 9% a year for five years; revising flood insurance coverage limits; establishing the Affordability Assistance Fund to provide financial assistance to low income households through vouchers, grants, or premium credits; and revising standards and certification requirements for flood insurance rate maps. The bill also revises administrative provisions of NFIP, including by allowing for the continuous operation of NFIP during a lapse in appropriations, and prohibiting the Department of the Treasury from charging FEMA interest for NFIP debt for five years. The bill sets forth requirements for Write Your Own companies related to reimbursements, agent commissions, and penalties for underpayment of claims. (A Write Your Own company writes and services federal standard flood insurance policies in its own name.) The bill establishes a state revolving fund for flood mitigation activities and also provides for loans, grants, and other incentives regarding mitigation.

Hispanic Educational Resources and Empowerment Act of 2019 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as providing academic support to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

PrEP Access and Coverage Act This bill requires private health insurance plans to cover prescription drugs that prevent the acquisition of HIV, and any related screenings, diagnostic procedures, or clinical follow-ups, without any cost-sharing obligation for the plan holder. Further, insurance plans must not impose any preauthorization requirement for this coverage. These coverage requirements also apply to public health insurance programs, including, among others, Medicare, Medicaid, and the Children's Health Insurance Program. Additionally, the bill prohibits denying, limiting, or qualifying coverage or increasing premiums for disability insurance, long-term care insurance, or life insurance policies based on a person taking medication for HIV prevention. The bill further requires the Department of Health and Human Services to award grants to states, or directly to eligible local organizations, to provide uninsured individuals access to prescription drugs and related services that prevent HIV. The Centers for Disease Control and Prevention also must develop a public awareness campaign that focuses efforts in communities with a high need for HIV prevention treatment.

Reuniting Families Act This bill makes various immigration law changes, such as increasing the annual caps for certain immigrant visas and establishing that permanent partners are generally treated as spouses. The bill also expands which familial relationships are considered as immediate family and therefore not subject to annual limits, repeals specified bars from admission for unlawfully present aliens, and limits what constitutes a misrepresentation of citizenship status—a deportable offense—by requiring a willful misrepresentation.

Athletics Fair Pay Act of 2019 This bill addresses pay equity for amateur athletes. It requires amateur sports national governing bodies to provide equitable wages and other compensation for women where separate programs for male and female athletes are conducted on a national basis. The bill also requires a national governing body to report to Congress on the compensation of amateur athletes in the sport governed by such body for each of the two consecutive calendar years ending immediately before, and each calendar year beginning after, this bill's enactment. Each report shall include (1) the median compensation for amateur athletes, disaggregated by race and gender; and (2) the minimum and maximum compensation paid to amateur athletes, disaggregated by race and gender.

Correcting Hurtful and Alienating Names in Government Expression (CHANGE) Act This bill prohibits any executive agency from using the term alien to refer to an individual who is not a U.S. citizen or national, or il legal alien to refer to such an individual who is unlawfully present in the United States or lacks lawful immigration status. This prohibition does not apply when quoting certain texts. The bill (1) establishes a uniform definition for the term foreign national when used in acts of Congress and agencies; (2) replaces alien with foreign national in federal government documents, including statutes and regulations; and (3) replaces illegal alien with undocumented foreign national in such documents. Under the bill, a foreign national is any individual other than an individual (1) who is a citizen of the United States; or (2) though not a citizen of the United States, who owes permanent allegiance to the United States.

Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2019 This bill reauthorizes through FY2025, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.

This resolution states that immigrants and their descendants have made America stronger and naturalized citizens are just as American as those whose families have been in the United States for generations. It also expresses a commitment to keep America open to those who lawfully seek refuge from violence and oppression and those willing to work hard to achieve the American Dream, regardless of race, ethnicity, faith, or country of origin. The resolution strongly condemns as racist the President’s comments about immigrants and those who look to the President like immigrants and states that these have legitimized hatred of new Americans and people of color, including his reference to immigrants and asylum seekers as “invaders.”

EAGLES Act of 2019 This bill reauthorizes the National Threat Assessment Center (NTAC) within the U.S. Secret Service. It reauthorizes the functions of NTAC through FY2023 and expands them to include the establishment of a national program on targeted school violence prevention.

Accountability for Migrant Deaths Act of 2019 This bill requires the Department of Homeland Security or the Department of Health and Human Services to report to Congress within 24 hours of a death of a foreign national while in the respective department's custody. The House of Representatives shall hold a hearing within a week of receiving such a report. Executive privilege may not be asserted with respect to testimony before Congress about such a death.

Allied Health Workforce Diversity Act of 2019 This bill allows the Department of Health and Human Services to provide grants to accredited education programs to increase diversity in the physical-therapy, occupational-therapy, audiology, and speech-language pathology professions. Grants may be used to provide scholarships or to support recruitment and retention of students from underrepresented groups.

High Speed Gunfire Prevention Act This bill provides statutory authority for restrictions on the possession or transfer of bump-stock-type devices and other parts capable of converting a firearm to automatically shoot multiple rounds without manual reloading by a single function of the trigger. It also makes it a crime to import, manufacture, sell, ship, deliver, possess, transfer, or receive parts or accessories designed to accelerate the rate of fire of a semiautomatic firearm without converting it to a fully automatic firearm. An individual who violates this provision is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the nation as an athlete, activist, role model, and community leader.

Untraceable Firearms Act of 2019 This bill generally prohibits and penalizes the manufacture, sale, transfer, purchase, or receipt of a ghost gun. A ghost gun is a firearm that lacks a unique serial number.

Redistricting Reform Act of 2019 This bill requires that congressional redistricting be conducted in accordance with a plan developed by (1) a state-established independent commission; or (2) if such a commission fails to enact a plan, a three-judge panel from a U.S. District Court.

Stop Shackling and Detaining Pregnant Women Act This bill prohibits the Department of Homeland Security (DHS) from detaining a woman during pregnancy or postpartum recovery and must immediately release any detainee found to be pregnant, unless such woman presents an immediate and serious threat of hurting herself or others. A DHS detention facility may not use a restraint on a detainee who is known to be pregnant, including during labor, transport to a medical facility or birthing center, and delivery, or during postpartum recovery, except for medical or safety purposes. The bill requires DHS to use the least restrictive restraint necessary and prohibits certain specified restraint types, including four-point restraints and binding a detainee's hands behind her back. The bill prohibits DHS detention officers from being present during a pelvic exam of a detainee, labor, delivery, or treatment relating to a pregnancy, unless specifically requested by medical personnel. If a detention officer is requested by medical personnel, such officer shall be female, if practicable, and remain at a reasonable distance from the detainee. The bill requires that a pregnant detainee shall have access to health care services, including comprehensive services relating to reproductive health care and pregnancy.

End Purchase of Firearms by Dangerous Individuals Act of 2019 This bill addresses reporting systems and mental health records for certain individuals who are prohibited from receiving or possessing a firearm. Specifically, the bill requires each state to establish a reporting system through which mental health professionals may report information about an individual committed to a mental institution who poses a danger or an individual who communicates a serious threat of violence, provide mental health records to the National Instant Criminal History Background Check System for use in determining whether a person is disqualified from possessing or receiving a firearm, and establish a process related to the temporary involuntary commitment of individuals at mental health facilities. Beginning 10 years after the bill's enactment, the Department of Justice must reduce by 5% funds under the Edward Byrne Memorial Justice Assistance Grant program for a state that fails to comply with these requirements. The bill expands the categories of persons barred from receiving or possessing a firearm to include persons who communicate a serious threat of violence to a mental health professional. Finally, the bill replaces various statutory references to persons adjudicated as a mental defective with references to persons adjudicated as ineligible due to disqualifying mental status .

Unlawful Gun Buyer Alert Act This bill establishes a notification requirement following a firearms-related background check that results in a denial. Specifically, the bill requires the national instant criminal background check system to notify federal, state, and local law enforcement agencies if a firearms-related background check determines that an individual is ineligible to receive or possess a firearm. The notification requirement applies even if more than three business days have elapsed since the background check was initiated, and a firearm has already been transferred to the individual.

Bolstering Economies, Anglers, Coastal Habitats, Ecosystems and Security in Florida Act or the BEACHES in Florida Act This bill prohibits oil and gas exploration and leasing on the Outer Continental Shelf off the coast of Florida. Specifically, the bill establishes a moratorium through June 30, 2029, on oil and gas exploration and leasing in the (1) Straits of Florida Planning Area, and (2) South Atlantic Planning Area that is south of the northernmost lateral seaward administrative boundary of Florida. The bill also extends to June 30, 2029, the moratorium on oil and gas exploration and leasing in certain areas of the Gulf of Mexico off the coast of Florida.

Therapeutic Fraud Prevention Act of 2019 This bill prohibits commercial conversion therapy, which is a practice or treatment designed to change a person's sexual orientation or gender identity or otherwise change behaviors, thoughts, or expressions related to gender or sexual attraction. This prohibition does not apply to treatment that assists an individual undergoing a gender transition or facilitates identity exploration and development.

Achieving Lasting Electoral Reforms on Transparency and Security Act or the ALERTS Act This bill requires federal agencies and state and local governments to provide notification regarding election cybersecurity incidents. Specifically, federal entities must share information about an election cybersecurity incident with the Department of Homeland Security (DHS). If there is credible evidence that an unauthorized intrusion into an election system occurred that put voter information or other systems at risk, DHS must, with limited exceptions, share this information with relevant state and local offices and with appropriate members of Congress. State and local election offices must notify individuals possibly affected by this intrusion.

Improve Well-Being for Veterans Act This bill requires the Department of Veterans Affairs (VA) to award grants for a period of three years to eligible entities for the provision of suicide prevention services to veterans and their families. Under the bill, eligible entities include tribally designated housing entities, community-based organizations, and other private entities that meet certain requirements. Entities must submit an application to receive financial assistance that includes a description of the services they propose to provide, among other elements. The bill requires the VA to equitably distribute grants across geographic regions and areas with the most need. Additionally, the VA shall give preference to entities that are experienced in providing suicide prevention services. Entities receiving funding must notify service recipients that funding is wholly or partially from the VA.

Preventing Risky Operations from Threatening the Education and Career Trajectories of Students Act of 2019 or the PROTECT Students Act of 2019 This bill provides additional oversight of postsecondary education programs, including for-profit institutions of higher education (IHEs), and addresses protections for students and student loan borrowers from fraudulent or predatory practices. The bill sets forth a variety of provisions concerning oversight of for-profit IHEs. Specifically, the bill decreases the cap on the amount of revenue for-profit IHEs may receive from federal sources, including funds from the Department of Veterans Affairs and the Department of Defense. In addition, it establishes (1) a process for reviewing for-profit IHEs that convert to nonprofit or public status, and (2) a For-Profit Education Oversight Coordination Committee. The bill also sets forth provisions to address predatory practices in higher education. For instance, the bill requires career education programs to prepare students for gainful employment. In addition, it requires the Office of Federal Student Aid to have a unit that enforces compliance with laws governing student financial assistance programs. The office must also maintain a system that tracks reports of suspicious activity of IHEs or student loan servicers, including anonymous complaints. Lastly, the bill allows borrowers of student loans to seek loan forgiveness if IHEs mislead the students or engage in other misconduct. Finally, the bill prohibits IHEs that receive federal funding from limiting students' legal actions, providing incentive compensation, and using educational assistance funds for recruiting and marketing activities.

This resolution expresses support for (1) equal rights and protections for all people, regardless of actual or perceived sexual orientation or gender identity; and (2) the designation of LGBTQ Equality Day on June 26 to commemorate Supreme Court decisions handed down on that day in 2003, 2013, and 2015. The resolution also acknowledges the need for further legislation to ensure that people in the United States are free from all forms of discrimination on the basis of actual or perceived sexual orientation or gender identity.

Restore Honor to Service Members Act This bill requires the Department of Defense (DOD) to review the discharge characterization of a service member who was discharged on the basis of sexual orientation (i.e., on the basis of Don't Ask Don't Tell or a similar policy) if the service member requests such a review. If the service member's discharge is characterized as other than honorable, and if there were no aggravating circumstances that would have independently caused the discharge to be characterized as other than honorable, then DOD must change its characterization of the discharge to honorable.

LGBTQ Data Inclusion Act This bill requires federal agencies that collect information through a survey that includes demographic data (where subjects self-report information or a proxy provides information about the subject or responds for all persons in a household) to review existing data sets to determine in which data sets information about sexual orientation and gender identity is not included, and to assess needed changes in survey methods related to asking questions on sexual orientation and gender identity. Agencies that publish reports relying on survey demographic data must include information on sexual orientation and gender identity.

Save Affordable Housing Act of 2019 This bill amends the Internal Revenue Code, with respect to the low-income housing tax credit, to repeal the qualified contract option for a building that received its allocation of housing credit dollar amount before January 1, 2019, or received before that date, a determination from the bond issuer or housing credit agency of its eligibility to receive an allocation of a housing credit dollar amount. Under current law, properties subject to the low-income housing tax credit are subject to a 30-year affordability period, during which the value of properties is set at a below market rate. The qualified contract option allows property owners, in some cases, to convert to market rate after 15 years.

Fair Pay for All Act of 2019 This bill prohibits sex discrimination in the payment of the minimum wage to workers based on their gender identity, sexual orientation, sex characteristics, a sex stereotype, pregnancy, childbirth, or a related medical condition.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Help Separated Families Act of 201 9 This bill prohibits states from disqualifying a prospective adoptive or foster parent based on that person's immigration status. It also expands the requirements for state foster-care cases in which a parent has been detained or deported as the result of an immigration proceeding. Specifically, states may not initiate a proceeding to terminate the parental rights of a parent who has been detained or deported unless the state has made reasonable efforts to (1) locate the parent, (2) notify the parent about the proceeding, (3) provide the parent with appropriate services, and (4) reunify the parent and child. States also must (1) ensure that case managers can communicate in separated children's native language, (2) provide assistance for separated children to accompany their parent to the family's country of origin, (3) keep information about such children confidential, and (4) publish a list of legal services available to separated children. Further, case management plans must provide (1) the location of the child's parent who has been detained or deported, and (2) a written record of information about such child that is disclosed to government agencies or nonlegal guardians. The bill requires states to accept specified forms of foreign identification to complete background checks for prospective foster care placements. States also must notify prospective foster or adoptive relatives that such relatives' immigration status will not be requested except with respect to eligibility for certain social services.

Empowering Law Enforcement for Safer Firearm Transfers Act of 2019 This bill requires chief law enforcement officers (CLEOs) to be notified of pending firearm transfers and given an opportunity to object to such transfers. Specifically, the Department of Justice must notify the CLEO of the jurisdiction in which the individual resides that the individual has an application pending for a firearm transfer. The CLEO then has 90 days to (1) certify that there is no objection to the transfer; or (2) certify that the individual poses a danger to themselves or others, or there is a reasonable likelihood that the individual will use the firearm for unlawful purposes. (Prior to 2016, individuals were required to obtain a certification from the CLEO. Currently, individuals are only required to notify the CLEO that the individual is submitting an application to the Bureau of Alcohol, Tobacco, Firearms and Explosives.)

Hold Accountable and Lend Transparency on Campus Sexual Violence Act or the HALT Campus Sexual Violence Act This bill addresses dating violence, domestic violence, sexual assault, or stalking incidents on college campuses, including by expanding requirements governing the disclosure of such incidents and efforts to prevent them. The bill requires the Department of Education (ED) to develop a biennial sexual violence climate survey. Statistics from the survey must be included in the annual campus security report provided by institutions of higher education (IHEs) to current and prospective students and employees. The bill permits ED to impose civil penalties on IHEs that have violated a law under the jurisdiction of its Office for Civil Rights. It also directs ED, the Department of Health and Human Services, and the Department of Justice to create a campus sexual violence task force.

Lady Liberty Act of 2019 This bill sets a floor of 110,000 for the maximum number of refugees who may be admitted into the United States each fiscal year. Under current law, the President sets the annual cap on refugee admissions at the beginning of each fiscal year. (The cap for FY2020 is 18,000, and the cap for FY2019 was 30,000.)

Defending All Veterans In Education Act or the DAVIE Act This bill requires a for-profit institution of higher education (IHE), in order to participate in federal student-aid programs, to derive at least 20% of its revenue from sources other than federal funds. Current law requires a for-profit IHE to derive at least 10% of its revenue from sources other than federal funds. The bill also expands the definition of federal funds to include GI education benefits, with an exception for the monthly housing stipend provided under the Post-9/11 Educational Assistance Program.

Humanitarian Standards for Individuals in Customs and Border Protection Custody Act This bill imposes requirements and standards related to the care of aliens in U.S. Customs and Border Protection (CBP) custody. CBP shall conduct an initial health screening of each alien in custody to identify those with acute conditions and high-risk vulnerabilities and to provide appropriate healthcare. CBP shall conduct the screening within 12 hours of each alien's initial detention, and within 3 hours for certain priority individuals such as children, pregnant women, and those with disabilities. The bill imposes various requirements related to the services, personnel, and infrastructure for providing such screenings, such as providing interpreters, chaperones, and mental health treatment when necessary. CBP shall ensure detainees have access to drinking water, toilets, sanitation facilities, hygiene products, food, and shelter. The bill imposes certain standards relating to such requirements, such as the minimum amount of drinking water and space for each detainee. The Department of Homeland Security (DHS) shall enter into memoranda of understanding with various emergency government relief agencies to address instances when surge capacity is necessary. The Inspector General of DHS shall conduct unannounced inspections of ports of entry, border patrol stations, and detention facilities and report the results to Congress. The Government Accountability Office shall assess CBP's management of such facilities and whether CBP and DHS processes are in compliance with this bill's requirements.

No Federal Funds for Public Charge Act of 2019 This bill prohibits the use of federal funds to implement, administer, enforce, or carry out the proposed Department of Homeland Security rule entitled Inadmissibility on Public Charge Grounds . The rule makes aliens who are likely at any time to become a public charge and receive certain public benefits inadmissible.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Burma Unified through Rigorous Military Accountability Act of 2019 or the BURMA Act of 2019 This act imposes sanctions, limits security assistance, authorizes assistance, and requires the establishment of various programs and strategies related to Burma (Myanmar). The President shall impose sanctions against current or former officials who are responsible for or who supported serious human rights abuses in Burma, as well as against entities controlled by such officials and military-linked entities that provide such officials significant financial benefits. The sanctions shall include asset blocking and visa blocking. The bill authorizes humanitarian aid for Burma, Bangladesh, and the surrounding region for various purposes, including aid for ethnic minorities targeted by Burma's military and support for voluntary resettlement of displaced persons. The bill also prohibits security assistance for or security cooperation with Burma's military and security forces, with exceptions for certain existing programs related to training, research, and reconciliation. The Department of State shall maintain a publicly available website listing entities in Burma's gemstone sector that meet certain transparency and due-diligence requirements related to ownership, control, and supply-chain standards. The State Department shall also issue guidance for U.S. companies as to best practices for supply-chain due diligence when dealing with Burmese gemstone entities. The State Department shall report to Congress on topics including (1) accountability for war crimes in Burma, (2) a strategy for promoting economic development in Burma, and (3) a strategy for U.S. engagement with Burma's military and security forces.

Equal Access to Justice for Victims of Gun Violence Act This bill removes limitations on the civil liability of gun manufacturers and the disclosure of gun trace data in civil actions. Specifically, the bill repeals the Protection of Lawful Commerce in Arms Act, which prohibits civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for damages resulting from the criminal or unlawful misuse of a firearm. Additionally, the bill states that firearms trace data maintained by the Bureau of Alcohol, Tobacco, Firearms and Explosives is not immune from legal process. Such data is subject to discovery; is admissible as evidence; and may be used, relied on, or disclosed in a civil action or administrative proceeding.
