STEM Opportunities Act of 2019 This bill provides for guidance, data collection, and grants for groups historically underrepresented in science, technology, engineering, and mathematics (STEM) education at institutions of higher education (IHEs) and at federal science agencies. Specifically, the bill requires the Office of Science and Technology Policy (OSTP) to provide specified guidance related to such groups to federal science agencies and IHEs. Each federal science agency must collect comprehensive demographic data on recipients of merit-reviewed research and development grants given to IHEs and federal laboratories supported by that agency. Each agency must also implement recommendations from the OSTP report titled Reducing the Impact of Bias in the STEM Workforce . In addition, each agency must carry out a pilot program and implement policies and practices to minimize the effect of implicit bias in the grant review process. The National Science Foundation (NSF) must carry out and publish a survey to collect institution-level data on the demographics of STEM faculty, by broad fields of STEM, at different types of IHEs. The NSF must also carry out a variety of grant programs, including grants for increasing (1) the recruitment, retention, and advancement of individuals from underrepresented minority groups in STEM careers; (2) the recruitment and retention of minority students who are underrepresented in STEM fields; and (3) student participation in computer science and computational thinking education programs at tribal colleges and universities.

Tribal Heritage and Grizzly Bear Protection Act This bill provides for the management of grizzly bears ( Ursus arctos horribilis ) except for grizzly bears that (1) belong to a population that is listed as a threatened or an endangered species; (2) are taken, possessed, or transported in Alaska; or (3) are taken in self-defense or to save the life of another person in immediate danger. The Department of the Interior may issue a permit for taking (e.g., killing, harming, or capturing), possessing, or transporting grizzly bears, or their parts if such taking, possession, or transportation is for purposes of science, exhibition, tribal religion, agricultural protection, or public safety. Such permits must be compatible with the protection of the grizzly bear species or a population of grizzly bears occupying a geographically distinct area. In addition, Interior must establish (1) a Grizzly Bear Scientific Committee, and (2) a grant program for assisting livestock producers with issues of livestock predation. Finally, the bill provides for the reintroduction of grizzly bears on tribal land.

This resolution celebrates the 100th anniversary of the passage and ratification of the Nineteenth Amendment to the Constitution, providing for women's suffrage. The resolution also reaffirms the desire of Congress to continue strengthening democratic participation.

Protecting the Right to Organize Act of 2019 This bill amends the National Labor Relations Act and related labor laws to extend protections to union workers. Specifically, it revises the definition of "employee" and "supervisor" to prevent employers from classifying employees as exempt from labor law protections, expands unfair labor practices to include prohibitions against replacement of or discrimination against workers who participate in strikes, makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership, permits workers to participate in collective or class action litigation, allows injunctions against employers engaging in unfair labor practices involving discharge or serious economic harm to an employee, expands penalties for labor law violations, including interference with the National Labor Relations Board or causing serious economic harm to an employee, and allows any person to bring a civil action for harm caused by labor law violations or unfair labor practices.

Chemical Poisons Reduction Act of 2019 or Canyon's Law This bill prohibits the use of sodium fluoroacetate (i.e., Compound 1080) and sodium cyanide in a predator control device. It imposes criminal penalties—a fine, a prison term of up to two years, or both—on a violator. A predator control device is a dispenser, livestock collar, or gas cartridge that propels, releases, or emits sodium fluoroacetate or sodium cyanide for wildlife management or animal control purposes.

Gold Star Family Tax Relief Act This bill treats certain military survivor benefits that are received by children as earned income of the child for the purposes of the kiddie tax (the tax on the unearned income of children). This has the effect of exempting the benefits from such tax.

Not Invisible Act of 2019 This bill increases the coordination of efforts to reduce violent crime within Indian lands and against Indians. Specifically, the Department of the Interior must designate an official within the Bureau of Indian Affairs to coordinate prevention efforts, grants, and programs related to missing Indians and the murder and human trafficking of Indians. In addition, Interior and the Department of Justice (DOJ) must (1) establish an advisory committee on violent crime within Indian lands and against Indians, and (2) submit a written response to the recommendations developed by the advisory committee. The advisory committee must make recommendations to Interior and DOJ on actions to combat violent crime against Indians and within Indian lands, including strategies for identifying, reporting, and responding to instances of missing persons, murder, and human trafficking; and develop best practices for tribes and law enforcement officials in close proximity to Indian lands to follow, including practices to address any gaps in services for Indian victims.

Copyright Alternative in Small-Claims Enforcement Act of 2019 or the CASE Act of 2019 This bill creates the Copyright Claims Board, a body within the U.S. Copyright Office, to decide copyright disputes. Damages awarded by the board are capped at $30,000. Participation in board proceedings is voluntary with an opt-out procedure for defendants, and parties may choose instead to have a dispute heard in court. If the parties agree to have their dispute heard by the board, they shall forego the right to be heard before a court and the right to a jury trial. Board proceedings shall have no effect on class actions. The board shall be authorized to hear copyright infringement claims, actions for a declaration of noninfringement, claims that a party knowingly sent false takedown notices, and related counterclaims. The bill provides for various procedures, including with respect to requests for information from the other party and requests for the board to reconsider a decision. The board may issue monetary awards based on actual or statutory damages. The parties shall bear their own attorneys' fees and costs except where there is bad faith misconduct. A board's final determination precludes relitigating the claims in court or at the board. Parties may challenge a board decision in federal district court only if (1) the decision was a result of fraud, corruption, or other misconduct; (2) the board exceeded its authority or failed to render a final determination; or (3) in a default ruling or failure to prosecute, the default or failure was excusable.

Puppy Protection Act of 2019 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Water Infrastructure Sustainability and Efficiency Act or the WISE Act This bill requires each state to use a certain percentage of funds it receives for capitalization of its clean water state revolving fund for projects to address green infrastructure, water or energy efficiency improvements, or other environmentally innovative activities.

What You Can Do For Your Country Act This bill revises the Public Service Loan Forgiveness (PSLF) program, including by allowing borrowers with loans under the Federal Family Education Loan program to be eligible for the PSLF program, allowing borrowers to receive loan forgiveness on half of their total loans after satisfying 60 qualifying payment obligations, revising provisions related to loan consolidation, revising the types of payments that count toward qualifying payment obligations, defining full-time employment as 30 hours per week, requiring the Department of Education (ED) to provide certain notices to borrowers, revising the process for certification of employment, requiring ED to establish a database of qualifying employers, providing a process for borrowers to satisfy past monthly payment obligations, requiring lenders to provide to ED necessary borrower repayment history information, and requiring ED to establish a dispute resolution process.

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Director of the Institute of Museum and Library Services shall establish and carry out specified grant programs and a scholarship program, including a grant program to promote the understanding of the Latin American diaspora in the United States. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

Women's Suffrage Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

Nicaragua TPS Act of 2019 This bill establishes that Nicaragua shall be treated as a designated temporary protected status (TPS) country for 18 months from the enactment of this bill. (TPS is available to nationals of certain designated countries, and such aliens shall have work authorization and not be removed from the United States while the status is in effect.) A Nicaraguan national shall be eligible for such status under this bill if the individual has been continuously physically present in the United States since the bill's enactment, meets the admissibility standards generally applicable to TPS aliens, and registers for such status with the Department of Homeland Security (DHS). DHS shall grant a TPS alien prior consent to temporarily travel abroad for emergency and extenuating consequences beyond the alien's control, and the alien shall retain such status upon return.

Tobacco to 21 Act This bill prohibits the sale of tobacco products to (1) anyone under the age of 21, or (2) anyone under the age of 30 without photo identification of the purchaser's age. The Food and Drug Administration must enforce this prohibition by, for example, conducting undercover compliance checks, performing retailer inspections, and initiating enforcement actions for noncompliance. The bill establishes penalties for violations.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day, consistent with the practice of the previous administration; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

This resolution expresses the sense of the House of Representatives that only a two-state solution to the Israeli-Palestinian conflict can ensure Israel's survival as a secure Jewish and democratic state and fulfill the legitimate aspirations for a Palestinian state. It also expresses the sense that any U.S. proposals that fail to expressly endorse a two-state solution will likely put a peaceful end to the conflict further out of reach.

House Intern Pay Act of 2019 This bill addresses the compensation of interns for Members of the House of Representatives. The bill modifies a capped allowance for compensating interns who serve in the offices of Members of the House during a calendar year. The Committee on House Administration must establish an equivalent allowance for each Member's office for that purpose. An unused portion of the allowance may be reallocated to another Member's office, depending on specified circumstances. Furthermore, the bill requires that the hourly rate for interns be at least $15 per hour for the first year and provides for inflationary adjustments in subsequent years.

Marine Oil Spill Prevention Act This bill address issues related to preventing and responding to oil spills. Among other things, the bill requires the Department of the Interior to consult with the National Oceanic and Atmospheric Administration (NOAA) before approving an oil and gas lease program; authorizes the Department of Commerce to make grants to states to ensure sufficient oil spill planning and response capabilities; prohibits oil and gas leasing in certain areas of the Eastern Gulf of Mexico Planning Area, the South Atlantic Planning area, and the Straits of Florida Planning Area; sets forth provisions concerning Coast Guard responsibilities, including designating areas that are at heightened risk of oil spills and implementing measures to ameliorate that risk; establishes a Gulf Coast Regional Citizens' Advisory Council to advise on facilities and tank vessels; permits the U.S. Coast Guard or Commerce to request a National Transportation Safety Board investigation of certain accidents occurring in the Outer Continental Shelf (OCS); establishes inspection fees for OCS facilities; requires a comprehensive review of NOAA's capacity to respond to oil spills; directs the Coast Guard to evaluate and validate oil pollution containment and removal methods and technologies; requires NOAA to carry out a long-term marine environment monitoring and research program for the Gulf of Mexico; and directs the Coast Guard to publish within 12 hours an Incident Action Plan in response to an oil spill.

Reversing the Youth Tobacco Epidemic Act of 2019 This bill revises regulations related to the safety, sale, and advertisement of tobacco products, including electronic nicotine delivery systems (e.g., e-cigarettes, e-hookah, e-cigars, and vape pens). Among other requirements, the bill requires the Food and Drug Administration (FDA) to implement regulations that require color graphics depicting the negative health consequences of smoking on the labeling of cigarette packages; requires the FDA to apply regulations on tobacco products to all tobacco products, including e-cigarettes; raises the minimum age for purchasing tobacco products to age 21, and makes it unlawful to market, advertise, or promote any electronic nicotine delivery system to individuals under such age; prohibits the retail online sale of tobacco products, including electronic nicotine delivery systems; prohibits the use of flavored products in an electronic nicotine delivery system, except in specified circumstances; increases the user fees that the FDA collects from manufacturers and importers; and directs the FDA to regulate products containing synthetic nicotine (not made or derived from tobacco).

Conserving Ecosystems by Ceasing the Importation of Large Animal Trophies Act or the CECIL Act This bill addresses international wildlife conservation efforts and trophy hunting. Specifically, this bill restricts (1) the importation or exportation of species that have been proposed to be listed as threatened or endangered species, or (2) the importation of a sport-hunted trophy of a threatened species or endangered species. In addition, the bill abolishes the International Wildlife Conservation Council of the U.S. Fish and Wildlife Service. Finally, the Government Accountability Office must study the effectiveness of trophy hunting in supporting international wildlife conservation efforts.

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, with certain exceptions. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific acts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to provide specific evidence of a need for the restriction, and to narrowly tailor the restriction to meet a compelling government interest. Before imposing a restriction, the President, State Department, and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition, with regular updates. If such reports are not made, the restriction shall immediately terminate.

Families, Not Facilities Act of 2019 This bill amends provisions related to the safety of minor aliens who enter the United States unaccompanied by a guardian. When placing an unaccompanied alien child with a proposed custodian, the Department of Homeland Security (DHS) shall not consider the custodian's immigration status. DHS shall not use certain information obtained for placing a child with a custodian to apprehend, detain, or deport certain individuals, including the child, proposed sponsor, or a person living with the sponsor. The Office of Refugee Settlement shall provide services for unaccompanied alien children after they have been released to help them transition into their communities and to connect them with legal representation. Money appropriated to the U.S. Immigration and Customs Enforcement (ICE) for FY2019 shall be redirected to fund such services. Other money appropriated for ICE shall be redirected to various programs to inspect detention facilities and bolster efforts to prevent child trafficking. This bill also establishes the Office of Refugee Resettlement Advisory Committee on Shelters for Unaccompanied Alien Children. The advisory committee may conduct unannounced inspections of Office of Refugee Settlement shelters that hold unaccompanied alien children and shall issue reports on its investigations and recommendations regarding the shelters.

Driving America Forward Act This bill expands the tax credit for new plug-in electric drive motor vehicles and extends the tax credit for new fuel cell motor vehicles. (Under current law, taxpayers who purchase a qualified plug-in electric drive motor vehicle are eligible for a tax credit of up to $7,500, which begins to phase out once a manufacturer sells 200,000 qualified vehicles.) The bill allows an additional 400,000 vehicles per manufacturer to be eligible for a credit of up to $7,000 before the credit begins to phase out. The bill also extends the tax credit for fuel cell motor vehicles through 2028. (Under current law, the credit expired after 2017.)

Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination in the Workplace Act or the BE HEARD in the Workplace Act This bill sets forth provisions to prevent discrimination and harassment in the workplace and raises the minimum wage for tipped employees. Specifically, the bill (1) makes it an unlawful employment practice to discriminate against an individual in the workplace based on sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype; (2) prohibits employers from entering into contracts or agreements with workers that contain certain nondisparagement or nondisclosure clauses; (3) prohibits predispute arbitration agreements and postdispute agreements with certain exceptions, and (4) establishes grant programs to prevent and respond to workplace discrimination and harassment, provide legal assistance for low-income workers related to employment discrimination, and establish a system of legal advocacy in states to protect the rights of workers. Additionally, the bill, among other things requires employers who have 15 or more employees to adopt a comprehensive nondiscrimination policy; requires the Equal Employment Opportunity Commission to provide specified training and resource materials, establish and convene a harassment prevention task force, and establish an Office of Education and Outreach with regard to prohibited discrimination and harassment in employment; requires specified studies, reports, and research on prohibited harassment in employment; and grants employees the right to retain their tips.

Condemning White Supremacist Terrorism and the Anti-immigrant Rhetoric that Inspires It Resolution This resolution expresses the sense of the House of Representatives that immigration makes the United States stronger and that the House is committed to keeping the United States open to those lawfully seeking refuge and asylum from violence and oppression, regardless of their race, faith, or country of origin. The resolution rejects white supremacist ideology and condemns political leaders who legitimize it.

Home Health Care Planning Improvement Act of 2019 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant. Currently, coverage is provided only for services ordered by a physician.

Revitalizing Underdeveloped Rural Areas and Lands Act of 2019 or the RURAL Act of 2019 This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Motorsports Fairness and Permanency Act of 2019 This bill modifies the requirements for calculating taxable income to make permanent the accelerated depreciation (seven-year recovery period) of motorsports entertainment complexes.

Preventing Opportunities for Teen E-Cigarette and Tobacco Addiction Act or the PROTECT Act This bill requires the Centers for Disease Control and Prevention (CDC) to implement a campaign to reduce and prevent the use of electronic cigarettes and emerging tobacco products among youth and young adults. As part of this process, the CDC must conduct research about the types and patterns of use of such products and the corresponding health impacts of their use. The CDC also must provide grants to state agencies, local health departments, and nonprofits to further reduce the use of electronic cigarettes among young people.

School-Based Health Centers Reauthorization Act of 2019 This bill reauthorizes through FY2024 the School-based Health Centers program and removes specified limitations on the receipt of additional or multiple funds under the program.

Pink Tax Repeal Act This bill prohibits product manufacturers or service providers from selling substantially similar products at different prices based on the gender of the intended purchaser. If, for example, the only difference between two products is the color, they are substantially similar.

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Prohibition of Medicaid Funding for Conversion Therapy Act This bill prohibits state Medicaid programs from covering conversion therapy. The bill defines conversion therapy as any practice or treatment that seeks to change a person's sexual orientation or gender identity in exchange for monetary compensation.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

National Women's Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Mothers and Offspring Mortality and Morbidity Awareness Act or the MOMMA's Act This bill establishes various programs and requirements to support the prevention of maternal mortality. Specifically, the bill requires the Centers for Disease Control and Prevention (CDC) to provide technical assistance and best practices for collecting data, standardizing reporting, and preventing maternal mortality. The CDC also must provide grants for state-based collaboratives to improve care immediately before and after birth and improve outcomes for maternal and infant health. Further, the Health Resources and Services Administration must establish a grants program to support national organizations in assisting state-level health care systems to implement standardized, evidence-informed processes for maternal health focusing on reducing maternal mortality. The bill also establishes regional centers to address implicit bias and cultural competency in the delivery of health care services. Specified institutions that provide education and training to health care professionals and focus on maternal mortality are eligible for funding through the program. The bill extends coverage for pregnant and postpartum women under Medicaid and the Children's Health Insurance Program for one year postpartum and such coverage is revised to include oral health services. Additionally, the bill (1) increases the excise tax on specified tobacco products, including cigarettes; (2) expands the definition of other tobacco products to include any such product as determined by the Food and Drug Administration; and (3) requires that such products are taxed at a rate equivalent to cigarettes on a per-use basis.

Younger Onset Alzheimer's Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

Climate Action Now Act This bill requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. Specifically, the plan must describe steps to (1) cut greenhouse gas emissions by 26%-28% below 2005 levels by 2025, and (2) confirm that other parties to the agreement with major economies are fulfilling their announced contributions. In addition, the bill prohibits federal funds from being used to withdraw from the agreement.

Menstrual Equity For All Act of 2019 This bill expands specified programs to include access to menstrual hygiene products. Specifically, the bill requires that such products are made available to (1) public school students, (2) incarcerated or detained individuals, (2) homeless individuals, (3) individuals using health care flexible-spending accounts, (4) Medicaid recipients; (5) employees of organizations with at least 100 workers, and (6) individuals accessing federal buildings.
