Free Market Protection Act of 2008 - Government-Sponsored Enterprises Free Market Reform Act of 2008 - Directs the Director of the Federal Housing Finance Agency (FHFA) to: (1) determine the financial viability of the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs); (2) terminate the conservatorship of a GSE that is financially viable; or (3) appoint the FHFA as receiver for a GSE that is not financially viable. Amends the Housing and Community Development Act of 1992 to limit the mortgage assets held by a GSE upon its emergence from conservatorship, including an increase in its minimum capital requirements. Amends the Economic Stimulus Act of 2008 to repeal the temporary increase in conforming loan limits applicable to the GSEs. Prohibits the GSEs from purchasing mortgages that exceed the median area home price. Requires the GSEs to pay state and local taxes. Directs the Comptroller General to study and report to Congress on recoupment of costs for the federal guarantee regarding the GSEs. Requires the wind down of operations and dissolution of a GSE whose charter has not been renewed. Price Stability Act of 2008 - Amends the Federal Reserve Act to direct the Board of Governors of the Federal Reserve System and the Federal Open Market Committee to: (1) establish an explicit numerical definition of "price stability"; and (2) maintain a monetary policy that promotes long-term price stability. Repeals the Full Employment and Balanced Growth Act of 1978 (Humphrey-Hawkins Act). Amends the Employment Act of 1946 and the Congressional Budget Act of 1974 to reflect the changes made by this Act. Amends the Internal Revenue Code to: (1) prescribe a temporary zero percent capital gains rate for individuals and corporations; (2) substitute an indexed basis for the adjusted basis of certain assets in order to determine gain or loss upon disposition; (3) provide a five-year carryback of certain losses for taxable years ending during 2007, 20008, and 2009; and (4) modify the deduction for dividends received from controlled foreign corporations. Directs the Securities and Exchange Commission to suspend the application of fair value reporting standards to troubled assets held by financial institutions. Directs the General Accountability Office to analyze and report to certain congressional committees on the effect of fair value accounting standards upon financial institutions. Makes the Secretary of the Treasury responsible to determine the terms of a program to insure payment of up to 100% of principal and interest on each mortgage-backed security held by a financial institution on or before September 24, 2008. Establishes a Mortgage-Backed Securities Fund. Treats gain or loss from the sale or exchange of preferred GSE stock by specified financial institutions as ordinary income or loss. Requires an officer of an institution to pay to the Department of the Treasury any funds received as incentive-based or equity-based compensation during a specified period before the year in which the institution is subject to government intervention.

Extends the authorizations for the Upper Colorado and San Juan River Basin endangered fish recovery programs in Colorado, New Mexico, Utah, and Wyoming. Includes within the definition of: (1) "capital projects" rehabilitation and repair of facilities; and (2) "facilities" those for protection of critical habitat and for preventing entrainment of fish in water diversions.

Declares that the 110th Congress should not adjourn until comprehensive energy legislation has been enacted into law that: (1) opens the Outer Continental Shelf (OCS), the Arctic National Wildlife Refuge (ANWR), and oil shale reserves to environmentally prudent exploration and extraction; (2) extends expiring renewable energy incentives; (3) encourages the streamlined approval of new refining capacity and nuclear power facilities, and advanced research and development of clean coal, coal-to-liquid, and carbon sequestration technologies; and (4) minimizes drawn out legal challenges that unreasonably delay or prevent actual domestic energy production.

Timber Revitalization and Economic Enhancement Act II of 2008 - Amends the Internal Revenue Code to make permanent: (1) the reduction in the rate of tax on the net timber gain of corporations; and (2) rules for the treatment of timber real estate investment trust (REIT) gains, mineral royalty income, and prohibited transactions.

Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992, as amended by the Federal Housing Finance Regulatory Reform Act of 2008, to require the Director of the Federal Housing Finance Agency to prohibit any golden parachute payment on or after enactment of this Act with respect to any executive officer or member of the board of directors of: (1) the Federal National Mortgage Association (Fannie Mae) and any affiliate; (2) Federal Home Loan Mortgage Corporation (Freddie Mac) and any affiliate; and (3) any Federal Home Loan Bank.

Oil and Gas Lease Reform Act of 2008 - Declares that no state environmental or pollution control law regulating the emission of pollutants or protecting human health or the environment shall apply to any activity under a lease for the exploration, development, or production of oil or natural gas on federal lands (including submerged lands), including any such state law expressly applicable to such activity under any other federal law. Amends the Federal Land Policy and Management Act of 1976 (FLPMA) to define "unnecessary or undue degradation," including: (1) surface or submerged disturbance greater than what would normally result when an activity is being accomplished by a prudent operator in usual, customary, and proficient operations of similar character and taking into considerations the effect of operations on other resources and land uses, including those resources and uses outside the area of operations; (2) failure to initiate and complete reasonable mitigation measures or to comply with applicable federal environmental statutes and regulations thereunder; or (3) failure to abide by the terms and conditions of an approved plan of operations and operations described in a complete notice. Amends the FLPMA, the Mineral Leasing Act, and the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from suspending any lease for the exploration, development, or production of oil or natural gas, unless: (1) operations under the lease will present an imminent threat or harm to public safety or will significantly damage the public lands outside lease stipulations; or (2) the suspension is requested by the lessee. Prescribes requirements for review and termination of a suspension. Limits the requirement of the National Environmental Policy Act of 1969 (NEPA) for an environmental impact statement for a lease for oil or natural gas exploration, development, or production on federal lands to: (1) sale of the lease by the lessee; and (2) a single statement and a single review, upon lessee request, with respect to all plans and permits required for exploration, development, production, and construction of infrastructure to be carried out under the lease. Requires issuance of an exploration, development, or production permit if the Secretary determines that the comprehensive plan for the project complies with NEPA requirements. Prescribes appeals process, enforcement, and specified related requirements.

SCHIP Full Funding Extension Act of 2008 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to extend through FY2012 funding under the SCHIP program, including additional allotments to maintain SCHIP funding for such fiscal years in shortfall states. Grants qualifying states the option to receive the enhanced portion of the SCHIP matching rate for Medicaid coverage of certain children.

Furthering Renewable Energy and Exploration Act or the FREE Act - Directs the Secretary of the Interior to commence promptly an oil and gas leasing program for public lands within the Coastal Plain of Alaska. Establishes in the Treasury the Energy Independence Trust Fund, into which shall be deposited: (1) rental payments and royalties received by the United States each fiscal year under leases issued under such program; and (2) federal income tax received by the United States each fiscal year attributable to sales of oil and gas produced under such leases. Requires payment of the amounts deposited into the Fund each fiscal year of: (1) 50% to the state of Alaska; and (2) the remainder to the Secretary of Agriculture, half to provide business and industry loan guarantees under the Consolidated Farm and Rural Development Act, and half for the Biomass Research and Development Initiative under the Farm Security and Rural Investment Act of 2002, in the succeeding fiscal year.

Emergency Energy Cut the Red Tape Now Act of 2008 - Declares without force or effect all: (1) federal prohibitions against the leasing of federal Outer Continental Shelf, Bureau of Land Management, or National Forest lands or federal submerged lands for exploration, development, or production of oil, gas, or oil shale; (2) federal withdrawals of such lands from such leasing; or (3) federal prohibitions against the expenditure of federal funds for such leasing. Authorizes the Secretary of the Interior to waive the application of any federal law that requires a permit to engage in drilling for oil or gas under a lease of federal lands or federal submerged lands during any period in which the most recent spot market price for West Texas Intermediate crude oil at the domestic spot market at Cushing, Oklahoma, is less than $100 per barrel. Requires such a waiver during any period in which the most recent spot price is greater than $100 per barrel. Requires the Department of Energy to act as the lead agency to coordinate all applicable federal refinery authorizations and related environmental reviews with respect to a designated refinery. Requires each federal and state agency or official required to provide a federal refinery authorization to cooperate with the Secretary of Energy and comply with deadlines the Secretary establishes. Requires the Secretary to establish a schedule for all federal refinery authorizations with respect to a designated refinery. Requires the Secretary to approve an application for a federal refinery authorization within 30 days after any failure of a federal or state administrative agency or official to complete an approval proceeding in accordance with the schedule established by the Secretary.

National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.

Frank Buckles World War I Memorial Act - Authorizes the American Battle Monuments Commission to establish a memorial on Federal land in the District of Columbia on or near the District of Columbia War Memorial to honor World War I veterans and to commemorate U.S. participation in that war. Establishes the World War I Memorial Advisory Board. Establishes a fund in the Treasury for expenses of establishing the memorial.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.

Family Energy Relief Act of 2008 or the FERA Act of 2008 - Amends the Internal Revenue Code to allow an individual taxpayer a $500 tax credit ($1,000 in the case of a joint return). Allows an additional $250 tax credit for each dependent of the taxpayer.

Fair Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to provide special tax rules for individuals affected by a federally declared disaster, including: (1) allowance of all personal casualty losses incurred in a federally declared disaster in excess of $500; (2) an increase in the standard tax deduction for disaster losses; (3) full expensing of business-related disaster cleanup expenses; (4) extension of the net operating loss carryback period from two to five years for disaster-related losses; and (5) allowance of tax-exempt bond financing of low-interest loans for principal residences damaged in a federally declared disaster.

American Energy Act - Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the Outer Continental Shelf Lands Act to: (1) allow the Secretary of the Interior (Secretary) to grant natural gas leases in the outer Continental Shelf (OCS); and (2) revise provisions concerning oil and gas leases and withdrawals of unleased land. Provides for federal agency coordination with adjacent states on the construction of pipelines for crude oil or petroleum products or natural gas produced from the OCS. Sets forth provisions concerning the application of the National Environmental Policy Act of 1969 to OCS programs. Declares existing federal prohibitions against spending appropriated funds for leasing and preleasing OCS oil and natural gas to be without force or effect. Prohibits a federal agency from permitting certain activities on the federal OCS or in state waters that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts that are geologically prospective for oil or natural gas. Directs the Secretary to establish OCS Regional Headquarters in designated locations. Repeals: (1) the coastal impact assistance program; and (2) the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Provides for the authorization of Special Areas to be managed so as to protect and preserve the area's unique and diverse character including its fish, wildlife, and subsistence resource values in the Coastal Plain. Requires the Secretary to designate Sadlerochit Spring as a Special Area. Requires the Secretary to: (1) issue specified rights-of-ways and easements across the Coastal Plain for the transportation of oil and gas; and (2) convey specified estates to the Kaktovik Inupiat Corporation and the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund and the American Renewable and Alternative Energy Trust Fund. Amends the Consolidated Appropriations Act, 2008 to terminate the prohibition against using federal funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Internal Revenue Code to set forth provisions concerning credits for fuel efficiency, alternative fuel vehicles, energy efficiency, nuclear energy, and renewable energy. Requires the Secretary of Energy to provide awards for activities concerning the: (1) research, development, demonstration, and commercial application of innovative energy technologies and new energy sources; (2) manufacture of midsized sedan automobiles that operate on gasoline and can travel 100 miles per gallon; and (3) manufacture of advanced batteries. Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA) to provide financial assistance to states or tribes to facilitate the hiring of personnel with expertise in federal refinery authorizations. Requires the President to: (1) appoint a federal coordinator to facilitate such authorizations; and (2) designate at least three closed military installations as potentially suitable for the construction of a refinery and at least one for producing biofuel. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Energy Independence and Security Act of 2007 to repeal restrictions on federal agencies procuring alternative or synthetic fuel for mobility-related uses. Requires the Secretary of the Treasury to auction to the public coal-to-liquid fuel put option contracts. Provides for standby loans for qualifying coal-to-liquid projects. Amends the Nuclear Waste Policy Act of 1982 to revise provisions concerning the recycling and disposal of spent nuclear fuel or high-level radioactive waste.

Directs the Secretary of Agriculture to carry out conservation reserve program notice CRP-598 ("Voluntary Modification of Conservation Reserve Program [CRP] Contract for Critical Feed Use") pursuant to the terms and conditions of the notice to: (1) modify producer and operator conservation reserve program contracts; and (2) allow harvesting or grazing on agricultural lands enrolled in the conservation reserve program.

Arkansas Valley Conduit Act of 2008 - Provides for the payment of 35% of the cost of the Arkansas Valley Conduit, Colorado, by the Secretary of the Interior. Requires revenue derived from contracts for the use of Fryingpan-Arkansas project excess capacity or exchange contracts using project facilities to be credited towards payment of the actual cost of Ruedi Dam and Reservoir, the Fountain Valley Pipeline, and the South Outlet Works at Pueblo Dam and Reservoir, until the date on which the payments for the Conduit begin, and then towards payment of the actual cost of the Conduit. Allows the concurrent crediting of revenue, with interest, towards payment of the Conduit. Requires any rates charged for water for municipal, domestic, or industrial use or for the use of facilities for the storage or delivery of water to be adjusted to reflect the estimated revenue derived from contracts for the use of Fryingpan-Arkansas project excess capacity or exchange contracts using project facilities. Authorizes appropriations for the construction of the Conduit. Prohibits such sums from being used for its operation or maintenance.

Schoolchildren's Health Protection Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that provide unemancipated minors with postcoital emergency contraception or prescriptions for such contraception on the premises of elementary or secondary schools.

Americans for American Energy Act of 2008 - Deep Ocean Energy Resources Act of 2008 - Amends the Submerged Lands Act (SLA) regarding delineation of offshore state boundaries with respect to the Outer Continental Shelf Lands Act (OCSLA), as well as related oil and gas mineral rights. Amends the Outer Continental Shelf Lands Act to allow the Secretary of the Interior (Secretary) to grant outer Continental Shelf (OCS) natural gas leases. Prohibits a federal agency from permitting on the federal OCS or in state waters certain activities that are incompatible with: (1) oil or natural gas leasing; and (2) full exploration and production of tracts geologically prospective for oil or natural gas. Renames the Minerals Management Service as the National Ocean Resources and Royalty Service. Rigs to Reefs Act of 2008 - Requires the Secretary to issue regulations regarding the authorization to use decommissioned offshore oil and gas facilities for artificial reef and scientific research. Amends the Energy Policy Act of 2005 to repeal a requirement regarding conducting comprehensive inventories of OCS oil and natural gas resources. Directs the Secretary to establish OCS regional headquarters in designated locations. Repeals the Gulf of Mexico Energy Security Act of 2006. Removes application fees for the Bureau of Land Management's (BLM) drill permits. Amends the Internal Revenue Code to set forth provisions concerning: (1) credits and deductions for alternative and nonconventional fuel, the capture of carbon dioxide, energy efficiency and conservation, and renewable energy; (2) extensions of elections to expense certain refineries; and (3) exemptions for electric transmission facilities. American Energy Independence and Price Reduction Act - Requires the Secretary to establish a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of Alaska's Coastal Plain's oil and gas resources. Amends the Alaska National Interest Lands Conservation Act of 1980 to terminate the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge. Oil Shale Opportunity Act of 2008 - Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the limitation on the use of funds for implementing a commercial leasing program for oil shale resources on public lands. Amends the Mineral Leasing Act to provide for the treatment of revenues received through an oil shale or tar sands lease. Amends the Energy Independence and Security Act of 2007 to repeal restrictions on federal agencies procuring alternative or synthetic fuel for mobility-related uses. Coal Liquid Fuel Act - Sets forth provisions concerning: (1) agreements between the Secretary of Energy and qualifying coal-to-liquid projects; and (2) public auctions of coal-to-liquid fuel put option contracts. Amends the Nuclear Waste Policy Act of 1982 to revise provisions concerning the recycling and disposal of spent nuclear fuel or high-level radioactive waste. Establishes the American Energy Trust Fund. Requires the Secretary to implement a program to lease federal lands for the development and operation of commercial photovoltaic and concentration solar power energy systems. Provides for: (1) the coordination of the authorization of federal crude oil refineries; and (2) the designation of closed military bases for the construction of refineries and the designation of brownfield sites for refinery sites. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization. Amends the Clean Air Act to require new source review regulations to provide that routine maintenance and repair do not constitute a modification of an existing source. Strengthening Americas Science and Technology Education Act - Requires the Secretary to appoint a Stakeholder Committee for Science and Technology Education. Establishes the National Science and Technology Education Center. Sets forth provisions concerning educational programs for technology and nuclear science.

Federal Exploration and Production Reform Act of 2008 - Amends the Outer Continental Shelf Lands Act to revise requirements for review and approval of outer Continental Shelf (OCS) plans for geological and geophysical exploration on any area under an oil and gas lease. Repeals the requirement that approval be denied if: (1) any proposed activity under the plan would result in serious harm or damage to life (including fish and other aquatic life), to property, to any mineral, to the national security or defense, or to the marine, coastal, or human environment; and (2) such proposed activity cannot be modified to avoid such harm or damage. Repeals the authority of the Secretary of the Interior to cancel the lease or permit if the plan is disapproved. Revises requirements for review and approval of OCS oil and gas development and production plans. Requires the Secretary to seek and accept the assistance of the Department of Defense in the review of any plan prepared for a lease containing military operating stipulations or other restrictions. Repeals the requirement that the Secretary require modification of a plan without adequate provision for safe operations on the lease area or for protection of the human, marine, or coastal environment. Amends the Mineral Leasing Act to revise requirements for regulation of surface-disturbing activities, including preparation of exploration and development and production plans. Eliminates the requirement of an adequate bond, surety, or other financial arrangement before commencement of surface-disturbing activities on any lease to ensure reclamation of the lease tract, and restoration of any lands or surface waters adversely affected by lease operations after abandonment or cessation of oil and gas operations on the lease. Repeals the prohibition against issuance of a lease, or approval of its assignment, if reclamation requirements and other related standards have not been complied with.

Comprehensive Energy Exploration, Price Reduction, and Renewable Energy Investment Act of 2008 - Amends the Outer Continental Shelf Lands Act to permit projected lines of states adjacent to the subsoil and seabed of the outer Continental Shelf to be used for oil and gas preleasing and leasing activities. Authorizes the governor of a state with a new producing area within the offshore administrative boundaries beyond the submerged land of the state to petition the Secretary of Energy to make new producing areas available for oil and gas leasing. Sets forth a lease sales program for oil and gas development within the Coastal Plain of the Arctic National Wildlife Refuge. Prescribes environmental protection procedures for the Coastal Plain. Requires Alaska to establish in is state treasury the "Coastal Plain Local Government Impact Aid Assistance Fund," to assist designated Alaska entities impacted by the oil and gas exploration and production. Prohibits exportation of oil or gas produced under this Act. Prescribes a refinery permitting process. Suspends petroleum acquisition for the Strategic Petroleum Reserve (SPR). Establishes in the Treasury the Renewable Energy Transition Trust Fund. Amends the Clean Air Act to include renewable biomass within its purview. Sets forth an advanced battery manufacturing incentive program. Instructs the Assistant Administrator of the Office of Research and Development of the Environmental Protection Agency to implement a research and development program for adding materials to biofuels to make them more compatible with infrastructure used to store and deliver petroleum-based fuels. Instructs the Secretary of Energy to study and report to Congress on: (1) the feasibility of increasing consumption in the United States of ethanol-blended gasoline with specified levels of ethanol; and (2) specified diesel vehicle attributes. Clean Coal-Derived Fuels for Energy Security Act of 2008 - Directs the President to promulgate regulations to ensure that covered fuel introduced into commerce in the United States on an annual average basis contains a specified volume and percentage of clean coal-derived fuel. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition against final regulations for commercial oil shale leasing program on public land. Amends the Energy Independence and Security Act of 2007 to repeal the prohibition against federal agency contracts for procurement of alternative or synthetic fuel. Authorizes the Department of Defense to enter into multiyear contracts to purchase synthetic fuels. Prohibits sales of defense articles and services to the Kingdom of Saudi Arabia unless the Kingdom increases its oil production to at least 10 million barrels per day, and maintains that level. Amends the Internal Revenue Code to extend and modify certain renewable energy production tax credits. Directs the President to establish an Apollo 21 Energy Independence Program. Instructs the Federal Trade Commission, the Board of Governors of the Federal Reserve System, and the Energy Information Agency to study and report jointly to Congress on the effects of speculation in the futures markets (including foreign futures markets) for natural gas, crude oil, and gasoline on cash market and retail prices for the commodities. Requires the Commodity Futures Trading Commission (CFTC) to issue a notice of proposed rulemaking regarding comparability of foreign regulation of futures and derivatives trading.

State Temporary Economic Priority (STEP) Act - Authorizes states to transfer or consolidate funds made available to them under certain federal transportation, education, and job training programs: (1) beginning with the calendar quarter after the United States experiences economic growth at an annual rate of less than 1% for two consecutive calendar quarters; and (2) continuing until 18 months after it experiences economic growth at an annual rate of 1% or more for two consecutive calendar quarters.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for efforts involved in marking the Centennial, which may include preservation efforts of the birthplace of Juliette Gordon Low.

Expresses the sense of Congress that: (1) everyone in the United States should have a decent home in which to live; (2) Members of Congress should demonstrate the importance of volunteerism; (3) during the 110th, 111th, and 112th Congresses, Members are encouraged to participate in Congress Building America, a program in which congressional delegations work with Habitat for Humanity affiliates to build homes in their districts and states; and (4) these occasions should be used to emphasize and focus on the importance of providing decent homes for all people in the United States.

Recognizes that respect for human rights is a fundamental value and that the bilateral relationship between the United States and Egypt should be a platform for promoting the rule of law and fundamental freedoms. Calls on the Egyptian government to: (1) respect human rights, minority rights, and freedoms of religion and expression; and (2) release Ayman Nour and all political activists. Welcomes Egypt's efforts to secure the border with Gaza and fight smuggling. Urges the President and the Secretary of State to put human rights and religious freedom developments in Egypt very high on the U.S. government's agenda during meetings with Egyptian officials.

Home Energy Affordability Tax Relief Act of 2008 or the HEATR Act of 2008 - Amends the Internal Revenue Code to allow individual taxpayers an income-based refundable tax credit for residential energy costs. Limits such credit to the lesser of 33% of such costs or $500.

Senior Citizens' Tax Relief Act of 2008 - Amends the Internal Revenue Code to repeal the 85 percent maximum tax rate on Social Security and Railroad Retirement benefits enacted by the Omnibus Budget Reconciliation Act of 1993. Appropriates from the general fund to the Hospital Insurance Trust Fund amounts equal to the reduction in revenues resulting from this repeal.

Private Property Rights Protection and Government Accountability Act - Makes any state or political subdivision thereof that carries out a public taking for any private purpose in or affecting interstate commerce ineligible for any federal economic development funds for ten fiscal years. Entitles any owner of private property subject to such a taking to injunctive and declaratory relief. Authorizes appropriations for the Department of Commerce for FY2009-FY2013.

Green Jobs Improvement Act - Amends the Workforce Investment Act of 1998 to make nonunion training programs eligible for federal funding under the energy efficiency and renewable energy worker training program (Green Jobs program). Applies certain worker protections and nondiscrimination requirements to such programs.

$150 Barrel Energy Extortion Act of 2008 - Instructs the Secretary of the Treasury to prescribe certain income tax regulations relating to an election to expense certain refineries. Amends the Internal Revenue Code (IRC) to treat domestic use oil refinery facilities bonds as exempt facility bonds. Instructs the President to designate, and make available to the private sector, at least 10 federal sites for siting and construction of an oil refinery or natural gas refinery (or both). Amends the Energy Policy Act of 2005 to revise the terms and conditions under which the Secretary of Energy (Secretary) is authorized to guarantee obligations for innovative technologies. Revises requirements governing the Secretary's authority to enter into contracts with sponsors of an advanced nuclear facility. Directs the Secretary to carry out a Nuclear Power 2010 Program to position the nation to start construction of new nuclear power plants as close to 2010 as achievable. Establishes an Interagency Working Group to make recommendations to coordinate federal actions and programs to promote increasing domestic manufacturing capacity and export of domestic nuclear energy products and services. Amends the IRC to allow tax credits for: (1) investment in a qualifying nuclear power manufacturing project or equipment; and (2) nuclear power facility construction. Instruct the Secretary of Labor to promulgate regulations to implement a training program to meet the demand for a nuclear energy workforce. Instructs the Secretary to establish a National Nuclear Energy Council. Authorizes the Secretary to initiate temporary spent nuclear fuel storage agreements. Declares that no consideration of the public health and safety, common defense and security, or environmental impacts of the storage of high-level radioactive waste and spent nuclear fuel generated in reactors licensed by the Nuclear Regulatory Commission (NRC) is required in connection with development, construction, and operation of a civilian nuclear power reactor or any facility for the treatment or storage of spent nuclear fuel or high-level radioactive waste. Amends the IRC to: (1) apply the tax credit for producing fuel from nonconventional sources to gas produced onshore from formations more than 15,000 feet deep; and (2) allow a tax credit for carbon dioxide captured from industrial sources and used as a tertiary injectant in enhanced oil and natural gas recovery. Terminates all laws prohibiting expenditures for oil and natural gas leasing and preleasing activities for areas of the outer Continental Shelf. American-Made Energy and Good Jobs Act - Provides for: (1) a competitive leasing program for the exploration, development, and production of oil and gas on the Alaskan Coastal Plain; (2) distribution of federal and state revenues from federal oil and gas leasing and operations; (3) rights-of-way and easements across the Coastal Plain for oil and gas transportation; and (4) financial assistance for local government impact aid and community service assistance.

Encourages active involvement of fathers in the rearing and development of their children, including the devotion of time, energy, and resources.

Colorado Charter Forest Act of 2008 - Directs the Secretary of Agriculture to conduct a demonstration project for National Forest System lands in Colorado ("covered lands") for the purposes of increasing community involvement in decision making regarding management and evaluating methods to improve the health and management of the lands. Requires establishment of: (1) an independent scientific panel to assess the ecological, social, and economic sustainability of the covered lands and prepare a monitoring plan; and (2) a community management council to advise on environmental, economic, and social issues related to the management, occupancy, and use of the lands. Requires the Secretary, not later than 60 days after appointment of the community management council, to begin to develop a land and resource management charter for the covered lands, notwithstanding the requirements of the National Environmental Policy Act of 1969. Requires the Secretary to promulgate rules to establish a pre-decision review process for use in connection with site-specific projects. Expresses the sense of Congress that in order to offset funds appropriated to implement this Act for a fiscal year, the Forest Service land acquisition budget for that year should be reduced by an equal amount.

Constitutional Amendment - Marriage Protection Amendment - Defines marriage in the United States as consisting only of the union of a man and a woman. Prohibits either the U.S. Constitution or the constitution of any state from being construed to require that marriage or the legal incidents of marriage be conferred upon any other union.
