Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Equity for Our Nation's Self Employed Act of 2007 - Amends the Internal Revenue Code to allow self-employed individuals to deduct health insurance costs in computing the tax on self-employment income.

Amends the Elementary and Secondary Education Act of 1965 to give rural teachers who are highly qualified in at least one core academic subject they teach three years from their hiring date to become highly qualified in each additional subject they teach, if their local educational agencies provide them with high-quality professional development and a program of intensive supervision that will ensure that they become highly qualified in such additional subjects.

Amends the Internal Revenue Code to make permanent the 15-year recovery period for purposes of the tax deduction for depreciation of qualified restaurant property. Revises the term "qualified restaurant property" to include existing buildings as well as improvements to buildings.

Government Shutdown Prevention Act - Provides for automatic continuing appropriations if any regular appropriation for a fiscal year (or, if applicable, for each fiscal year in a biennium) does not become law before the beginning of such fiscal year, or a joint resolution making continuing appropriations is not in effect. Appropriates amounts necessary to continue any project or activity for which funds were provided in the preceding fiscal year: (1) in the corresponding regular appropriation Act for such preceding fiscal year; or (2) if such legislation did not become law, then in the joint resolution making continuing appropriations for such preceding fiscal year. Requires the appropriations and funds made available, and authority granted, for any fiscal year for a project or activity to be available for the period beginning with the first day of a lapse in appropriations and ending with the earlier of: (1) the date on which the applicable regular appropriation bill for such fiscal year becomes law (whether or not such law provides for such project or activity) or a continuing resolution making appropriations becomes law, as the case may be; or (2) the last day of such fiscal year.

SCHIP Extension Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to: (1) extend SCHIP through FY2008 and the first six months of FY2009; (2) provide additional allotments to states to address SCHIP funding shortfalls for the same period of time; and (3) authorize qualifying states to elect to receive the enhanced portion of the SCHIP matching rate for coverage of certain children under SSA title XIX (Medicaid).

Clear Law Enforcement for Criminal Alien Removal Act of 2007 or the Charlie Norwood CLEAR Act of 2007 - States that: (1) state and local law enforcement personnel, in the course of their routine duties, have the inherent authority to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws; and (2) effective two years after enactment of this Act, a state that has in effect a statute, policy, or practice prohibiting such law enforcement assistance shall not receive certain federal incarceration assistance. Provides for the listing of immigration violators in the National Crime Information Center database. Directs states and localities to provide the Secretary of Homeland Security (DHS) with specified information about apprehended aliens who are believed to be in violation of U.S. immigration laws. Provides federal reimbursement for related state and local costs. (States that such provision shall not require state or local enforcement officials to provide DHS with information related to a victim of a crime or witness to a criminal offense.) Directs the Secretary to make grants to states and political subdivisions that enforce immigration laws in the course of their routine law enforcement duties for special equipment and facilities related to arresting, detaining, or transporting illegal aliens. Directs the Secretary to: (1) construct or acquire 20 additional detention facilities for aliens detained pending removal (or a decision on removal); and (2) consider the transfer of military installations under base closure laws for such purposes. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local request; and (2) state or local compensation for related incarceration and transportation costs. States with respect to an alien subject to removal that the Attorney General or Secretary shall ensure such alien's detention in an adequate (as defined by this Act) state or local prison, detention center, or other comparable facility prior to his or her removal examination. Directs the Secretary to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties under this Act; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Continues the institutional removal program (IRP), which shall be expanded to all states. Authorizes state or local detention of an illegal alien after completion of such alien's prison sentence for: (1) up to 14 days to facilitate federal transfer; or (2) until transfer to the U.S. Immigration and Customs Enforcement. Authorizes appropriations for FY2008 and subsequent fiscal years for the state criminal alien assistance program (SCAAP).

Surface Transportation and Taxation Equity Act or STATE Act - Amends the Internal Revenue Code to reduce the federal excise tax on gasoline and special fuels (but not below two cents per gallon) by corresponding increases in fuel taxes imposed by States after March 5, 2007.

Let Our Veterans Rest in Peace Act of 2007 - Directs the U.S. Sentencing Commission to review and amend its sentencing guidelines to provide a sentencing enhancement for any offense involving the desecration or theft of, or trafficking in, grave markers of veterans.

Requires the Secretary of the Treasury to enter into an agreement with the Free File Alliance to provide a forms-based software service for all individual taxpayers to electronically prepare and file their federal income tax returns through the Internal Revenue Service (IRS) website, free of charge, for taxable years beginning after 2007. Requires the Free File Alliance to meet certain standards promulgated by the federal government for business responsibility and commerciality of products or services. Prohibits the Secretary from implementing a return-free tax system for taxable years beginning after 2007, unless authorized to do so by an Act of Congress.

Directs the Clerk of the House of Representatives to request the Senate to return H.R. 3161 (making FY2008 appropriations for agriculture, rural development, the Food and Drug Administration, and related agencies programs) and modify the engrossment of the bill to prohibit fund use: (1) to employ an alien who is not authorized to be employed in the United States; and (2) for rental housing assistance to an alien not authorized to receive such assistance.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

United Nations Economic and Social Council Accountability Act of 2007 - Directs the Secretary of State to withhold from the U.S. contribution to the regularly assessed biennial budget of the United Nations an amount equal to the percentage of such contribution that would be allocated to support the United Nations Economic and Social Council (ECOSOC) until the Secretary certifies to Congress that the United Nations and ECOSOC have withdrawn consultative status for all terrorist-affiliated organizations.

Modifies the boundaries of Roosevelt National Forest, Colorado, to exclude from it a parcel of real property consisting of approximately seven acres that was erroneously included within the Crystal Lakes Subdivision, North Filing, as a result of the failure of a 1975 survey of the Subdivision to correctly locate the original quarter corners as specified. Directs the Secretary of Agriculture to use the authority provided by the Small Tracts Act to convey all interest of the United States in and to the real property excluded from the boundaries of Roosevelt National Forest under this Act to the landowners whose real property adjoins the excluded land and who have occupied the excluded land in good faith reliance on the erroneous survey.

Repeals the provision in the Tax Increase Prevention and Reconciliation Act of 2005 which increased from 14 to 18 the age until which the unearned income of children is taxed at their parents' marginal income tax rates (thus restoring the age limit to 14).

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Local Education Authority Returns Now Act - Requires the Secretary of the Treasury to make an annual determination of states that have chosen to opt-out of K-12 education grant programs. Requires the Secretary of Education to determine credits due to states as opt-out state education amounts. Amends the Internal Revenue Code to allow individual taxpayers in states that opt-out a refundable tax credit for a share of the opt-out amount creditable to such states.

SCHIP Reauthorization and Reform Act of 2007 - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to require the state SCHIP plan to specify how it will achieve coverage for 90% of targeted low-income children. Prohibits SCHIP payments for children with family income above 250% of the poverty line. Sets forth special rules for payment for children with family income above 200% of the poverty line. Provides for: (1) standardization of income determinations; (2) the application of citizenship documentation requirements; (3) an increased federal matching rate for citizenship documentation enforcement under Medicaid and SCHIP; and (4) temporary increase in federal matching rate for Medicaid and SCHIP administrative costs. Sets limitations on eligibility based on substantial net assets. Provides for easing administrative barriers to state cooperation with employer-sponsored insurance coverage. Requires the offering of alternative coverage options. Revises requirements for allotments to the 50 states and the District of Columbia. Prohibits redistribution of unused allotments. Reauthorizes SCHIP through FY2012.

Child Pornography Elimination Act of 2007 - Amends the federal criminal code to: (1) impose a mandatory minimum prison term of two years for possession of child pornography and increase to 15 years the maximum prison term for such crime; (2) increase fines for the intentional failure of Internet service providers to report online child pornography and to impose a new fine for negligent failure to report; (3) make it a crime to knowingly access with intent to view child pornography; (4) prohibit conspiracies to commit human trafficking crimes; (5) expand and make mandatory restitution for certain child sex offenses; (6) include production of child pornography within the definition of "illicit sexual conduct" for purposes of the crime of transporting minors with the intent to engage in criminal sexual activity; and (7) make the prohibition against sex trafficking of children applicable to prosecutions of child pornographers and repeat offenders.

Violent Crime Control Act of 2007 - Amends the federal criminal code to increase or impose new criminal penalties for: (1) the use of firearms to commit a crime of violence or a drug trafficking crime; (2) interstate transportation in aid of racketeering; (3) using interstate facilities to commit murder-for-hire and other violent crimes; and (4) violent crimes and drug crimes committed by illegal aliens. Extends the limitation period for prosecuting violent crimes and crimes of terrorism. Death Penalty Procedures Improvement Act of 2007 - Revises death penalty hearing procedures and provisions for the implementation of the death sentence. Imposes a minimum mandatory prison term for possession of child pornography. Increases criminal penalties for sexual exploitation of children and child pornography. Proceeds of Crime Act of 2007 - Expands criminal forfeiture provisions to include certain crimes involving terrorism, fraud and computer crimes, alien smuggling, food stamp fraud, intellectual property theft, contraband cigarettes, and trafficking in persons. Expands prohibitions against money laundering activities. Revises civil forfeiture provisions. Controlled Substances Analogue Reform Act - Amends the Controlled Substances Act to redefine "controlled substance analogue" for purposes of criminal prohibitions against trafficking in certain substances whose chemical structures are substantially similar to substances in schedule I or II of such Act. Imposes mandatory restitution for victims of violent crime. Imposes or increases criminal penalties for certain crimes of terrorism, including providing material support to facilitate, reward, or encourage international acts of terrorism, attempts or conspiracies to obtain military-type training from a foreign terrorism organization, and terrorist offenses resulting in death. Authorizes the death penalty for certain terrorist offenses involving weapons of mass destruction. Gang Deterrence and Community Protection Act of 2007 - Revises criminal penalties for and definitions relating to crimes committed by criminal street gangs, including interstate travel in aid of racketeering, murder for hire, drug trafficking, use of firearms in committing violent crimes, and use of interstate commerce facilities to commit multiple murder. Amends: (1) the Racketeer Influenced and Corrupt Organizations Act (RICO) to expand the definition of "racketeering activity" to include interstate murder; and (2) the Violent Crime Control and Law Enforcement Act of 1994 to authorize the use of community-based justice grants to hire additional prosecutors to reduce case backlogs and to assist in the accurate identification and successful prosecution of young violent offenders. Authorizes the Attorney General to designate specific areas that are located within one or more states as high intensity interstate gang activity areas.

Combating Terrorism Financing Act of 2007 - Amends the federal criminal code to: (1) expand prohibitions against conducting monetary transactions over $10,000 for the purpose of engaging in interstate criminal activities; (2) authorize the Attorney General to obtain a 30-day ex parte court order freezing the bank account of any individual arrested or charged for crimes involving the movement of funds into or out of the United States; (3) expand money laundering prohibitions to include monetary transactions; and (4) include monetary transactions involving commingled funds or structured transactions in prosecuting interstate transfers of funds greater than $10,000 for criminal purposes. Includes within the requirement to report monetary transactions exceeding $10,000 blank monetary instruments in bearer form drawn on accounts found to contain more than $10,000.

Protecting America's Children Act of 2007 - Prohibits the Attorney General from providing funding under the Edward Byrne Memorial Justice Assistance Grant Program to states or local governments that fail to certify that their laws provide adequate protection against the pre-trial release of individuals charged with certain violent or serious sex crimes (e.g., kidnapping and sexual abuse or exploitation of a child) and who pose a serious risk of fleeing, obstructing justice, or threatening, injuring, or intimidating a potential witness, judge, magistrate, or juror.

Methamphetamine Kingpin Elimination Act of 2007 - Amends the Controlled Substances Act to expand the threshold criteria for designating an individual as a principal administrator, organizer, or leader of a continuing criminal enterprise involving methamphetamine. Amends the Controlled Substances Import and Export Act to increase the mandatory minimum prison terms for trafficking in methamphetamine. Requires the Attorney General to establish methamphetamine task forces, consisting of federal, state, and local law enforcement authorities, to coordinate efforts to combat methamphetamine trafficking.

Alien Smuggling Criminal Enterprise Deterrence Act of 2007 - Amends the Immigration and Nationality Act to impose a fine and prison term of 10 years to life for engaging in an alien smuggling criminal enterprise. Deems a person as engaging in such an enterprise if such person commits three or more violations of the prohibition against bringing in or harboring illegal aliens with three or more other persons and is an organizer, supervisor, or manager with respect to such violations. Increases the prison term to 20 years to life if any violations involve aliens under the age of 18.

Fair Mental Health Evaluation for Returning Veterans Act - Prohibits the Secretary of a military department from discharging due to a personality disorder a member of the Armed Forces who has served on active duty in a combat zone until the later of the date of: (1) completion by the Secretary of Defense (Secretary) of a review of Department of Defense (DOD) policies and procedures for diagnosing such a disorder; (2) issuance by the Secretary of policies and procedures to ensure the appropriate use of such a discharge; (3) establishment by the Secretary of an independent review board for personality disorder discharges; (4) submittal by the Secretary of a report to Congress on progress in implementing the requirements under (1) through (3), above; or (5) the date that is 45 days after the date of the submission of the report referred to in (4), which period shall permit Congress to consider the report. Provides an exception to such requirement in the case of a member who, during recruitment for or enlistment in the Armed Forces, provided false or misleading information, or omitted providing information about past criminal behavior, that is material to a discharge for personality disorder.

Sex Offender Internet Prohibition Act of 2007 - Amends the federal criminal code to impose a mandatory minimum prison term of five years and a maximum term of 20 years on individuals required to register as sex offenders who knowingly access a website with the intent to communicate with a child under the age of 18 years who is unaware that such individual is a registered sex offender.

Counter-Terrorism and National Security Act of 2007 - Amends the federal criminal code to: (1) impose criminal penalties for providing material support to terrorists with the intent to facilitate, reward, or encourage terrorist activities; (2) include attempts and conspiracies in the prohibition against obtaining military-type training from a foreign terrorist organization and increase criminal penalties for such crime; (3) prohibit the kidnapping of a U.S. national overseas; (4) deny all federal benefits to anyone convicted of a federal crime of terrorism; (5) include federal crimes of terrorism in the prohibition against soliciting criminal activity; (6) provide enhanced penalties for terrorists offenses that result in the death of a person: (7) allow for the death penalty for terror-related crimes involving weapons of mass destruction (e.g., atomic and biological weapons); (8) increase criminal penalties for the murder of a U.S. national overseas and for providing financial support to terrorists; and (9) extend the authorization for wiretapping to all federal crimes of terrorism. Amends federal transportation law to impose a fine and/or prison term of up to 10 years for taking actions that seriously threaten the safety of an aircraft or individuals on such aircraft. Amends the Federal Rules of Criminal Procedure to allow multi-district search warrants in terrorism investigations.

Intellectual Property Enhanced Criminal Enforcement Act of 2007 - Makes copyright registration requirements applicable to only civil (not criminal) copyright infringement actions. Authorizes the court, in civil copyright infringement actions, to: (1) order the impounding of records documenting the manufacture, sale, or receipt of items; and (2) determine that parts of a compilation or derivative work constitute separate works in assessing statutory damages. Establishes criminal violations for any attempt or conspiracy to commit criminal copyright infringement, with the same penalties as prescribed for the offense. Deems the unauthorized importation or exportation of copies or phonorecords to be an infringement of the exclusive right to distribute, in certain circumstances. Includes within the definition of "traffic in," for copyright infringement purposes, to import, export, or possess with intent to transport, transfer, or otherwise dispose of. Increases the penalties for criminal copyright offenses, including: (1) criminal copyright infringement; (2) unauthorized recording of a motion picture; and (3) trafficking in counterfeit goods or services. Provides for forfeiture of any property constituting or derived from proceeds of civil copyright infringement. Requires the court to order restitution for victims of criminal copyright infringement. Directs the Attorney General to: (1) create an operational unit of the Federal Bureau of Investigation (FBI) to assist in the investigation and coordination of intellectual property crimes; (2) implement a program to train FBI agents in the investigation and prosecution of such crimes; (3) assign federal prosecutors to Department of Justice (DOJ) offices in Hong Kong and Budapest to coordinate international enforcement of intellectual property laws; and (4) create a task force to implement a plan to investigate and prosecute international organized crime syndicates involved in theft of intellectual property. Authorizes additional funding through FY2011 to investigate and prosecute criminal activity involving computers.

State and Local Criminal Forensic Laboratory Enhancement Act of 2007 - Directs the Attorney General to: (1) award grants to states, local governments, and Indian tribes to establish new criminal forensic laboratories or expand or improve existing laboratories and to hire and train new forensic laboratory professionals; and (2) give priority in awarding such grants to agencies in jurisdictions with the largest backlogs of criminal forensic examinations.

Anti-Gang Task Force Act of 2007 - Directs the Attorney General to establish, staff, and fund anti-gang task forces, consisting of federal, state, and local law enforcement authorities, to coordinate efforts to combat criminal gangs and offenders.

Anti-Gang Enforcement Act of 2007 - Amends the federal criminal code to: (1) prohibit certain criminal street gang crimes, including recruitment of persons into such gangs, participation in such gangs by committing two or more predicate gang crimes, and solicitation to commit a predicate gang crime; (2) impose or increase criminal penalties for committing certain violent crimes in aid of a criminal street gang or racketeering activity, for murder or other violent crimes while committing a drug trafficking crime, and for the use of interstate or foreign commerce facilities in the commission of two or more murders; and (3) provide for forfeiture of property obtained through criminal street gang activity. Defines "criminal street gang" and "predicate gang crime" for purposes of this Act. Directs the U.S. Sentencing Commission to amend its sentencing guidelines to provide an enhancement for crimes committed in furtherance or in aid of criminal street gangs. Directs the Attorney General to: (1) expand the Project Safe Neighborhoods program to require U.S. attorneys to identify, investigate, and prosecute significant criminal street gangs operating within their districts and to coordinate anti-gang activities; and (2) require the Federal Bureau of Investigation (FBI) to increase funding for the Safe Streets Program and to support criminal street gang enforcement teams. Authorizes the Attorney General to hire 94 additional assistant U.S. attorneys for the Project Safe Neighborhoods program.

Violent Crime Prevention and Enforcement Act of 2007 - Amends the federal criminal code to: (1) authorize the Attorney General to impose civil fines on firearms licensees who willfully violate federal firearms laws; (2) increase criminal penalties for transferring firearms for use in crimes of violence or drug trafficking and for conspiracies against the United States; (3) increase criminal penalties for felons with prior convictions for violent crimes and serious drug offenses who unlawfully possess firearms; (4) expand criteria for the detention for persons charged with firearms offenses prior to trial; (5) include other felony crimes of violence in the prohibition against interstate travel to commit murder-for-hire and increase criminal penalties for such crimes; (6) impose a 10-year limitation period for prosecutions of noncapital crimes of violence and terrorism; and (7) impose increased criminal penalties for illegal aliens who commit felony crimes of violence or drug trafficking.

Saving Our Community Pharmacies Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to provide for: (1) use of median retail acquisition cost as the basis for Medicaid reimbursement limits on generic drugs; and (2) establishment of an evidence-based prescription drug program. Directs the Comptroller General to study and report to Congress on the costs of community retail pharmacies to dispense prescription drugs.

Amends commercial motor vehicle safety requirements to exempt drivers of intrastate commercial vehicles engaged in agricultural-related activities from certain federal commercial motor vehicle and operator regulations. Revises the definition of the term "commercial motor vehicle" with respect to federal commercial motor vehicle laws, including to mean a motor vehicle used in commerce to transport passengers or property that has a gross vehicle weight rating or gross vehicle weight of at least 26,001 pounds (under current law, a motor vehicle used in commerce to transport passengers or property that has a gross vehicle weight rating or gross vehicle weight of at least 26,001 pounds, whichever is greater, or a lesser gross vehicle weight rating or gross vehicle weight the Secretary of Transportation prescribes by regulation, but not less than a gross vehicle weight rating of 10,001 pounds).

Colorado Forest Management Improvement Act of 2007 - Directs the Secretaries of Agriculture and of the Interior to make grants to at-risk communities in Colorado to assist them in preparing, revising, or implementing a community wildfire protection plan. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the use of fire department grant funds for the development and implementation of community wildfire protection plans. Directs the Secretaries to establish collection points for the placement of vegetative material removed from federal or other land as part of a hazardous fuel reduction project under this Act. Rewrites provisions governing the biomass commercial utilization grant program. Authorizes the Secretaries to designate as Healthy Forest Partnership Zones certain federal lands and non-federal lands adjacent to those lands that are at risk of uncharacteristically severe damage to at-risk communities or community water supply facilities from a wildland fire or an outbreak of insects or disease and require at least one management activity to reduce that risk. Allows the Secretaries to enter into contracts or other agreements with partnering entities to implement hazardous fuel reduction or other projects on federal land to complement similar projects on bordering or adjacent non-federal land. Directs the Secretary of Agriculture to: (1) provide grant assistance to the Colorado Wood Program and the Forest Restoration Institute, and any other appropriate entities; and (2) collaborate with the Institute to research, develop, and transfer broader landscape treatment strategies and ways to integrate best science with community needs. Establishes the Colorado Forest Health Fund. Requires the Secretaries to provide grants for the Colorado fuels for schools program. Extends terms for stewardship end result contracting projects. Makes permanent the Secretaries' authority to enter into cooperative agreements and contracts for federal and state cooperative watershed restoration and protection. Directs the Secretary of Agriculture to prepare fire-danger maps of forested lands. Amends the Internal Revenue Code to: (1) extend the tax credit for electricity produced using open-loop biomass to facilities placed in service before January 1, 2030; (2) make electricity produced and sold at qualified open-loop biomass facilities eligible for the full credit rate; (3) partially exclude from gross income payments received for certain hazardous fuel reduction projects in Colorado; and (4) allow the deductibility of certain expenditures made in carrying out eligible hazardous fuel reduction projects on Colorado lands which are identified in community wildfire protection plans.

Heroes at Home Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program on training and certification of family caregivers of veterans and members with traumatic brain injury (TBI); and (2) conduct outreach to enhance awareness of veterans and the public about the symptoms of post-traumatic stress disorder (PTSD) and TBI and the services provided by the Department of Veterans Affairs to veterans with such symptoms. Directs the Secretaries of Defense and Veterans Affairs to jointly: (1) establish a demonstration project to assess the feasibility and advisability of using telehealth technology to assess cognitive functioning of members who have sustained head trauma in order to improve their diagnosis and treatment; and (2) conduct an ongoing study of all matters relating to the telehealth and telemental health services of the Departments of Defense and Veterans Affairs.

Veterans Claims Processing Innovation Act of 2007 - Directs the Secretary of Veterans Affairs to establish a work credit system for evaluating regional offices of the Veterans Benefits Administration (VBA) with respect to veterans' claims processing. Requires the Secretary to: (1) develop and maintain a system for processing veterans' disability compensation claims using artificial intelligence that utilizes medical and military service data to generate disability rating recommendations; and (2) maintain a regional office at which all such claims are processed exclusively electronically. Provides that if a veteran who is a claimant dies before completing the submission of a claim for benefits, the person who would receive any accrued benefit(s) due to such veteran shall be treated as the claimant for purposes of completing submission of the claim. Directs the Secretary to contract with a private entity to evaluate the training and assessment programs for VBA employees.

Military Spouses Memorial Act of 2007 - Authorizes the Military Spouse Legacy Association, Inc., to establish a commemorative work on federal land in the District of Columbia and its environs to honor all those who have put their country first as military spouses throughout our Nation's history. Prohibits the use of federal funds to pay any expense of the establishment of the commemorative work. Makes the Military Spouse Legacy Association, Inc., solely responsible for acceptance of contributions for, and payment of the expenses of, the establishment of such work.
