Creates, subject to the provisions of the District of Columbia Nonprofit Corporation Act, the United States World Hunger Relief Agency. Sets forth the functions of the Agency: (1) to alleviate suffering caused by calamities in foreign nations; (2) to contribute to solving the world hunger problem; and (3) to assist in developing the agricultural sectors of foreign nations. Provides for a Board of Governors to be appointed by the President after consulting with the leaders of the House and Senate. Directs the Board to submit an administrative plan of operation to both houses of Congress, which shall take effect after 60 days unless disapproved by either House. Requires the Secretary of the Treasury to provide a place on all Federal tax return forms for individuals to designate contributions for the Agency. Authorizes the Agency to report to Congress on the costs, effects, and value of public and private food aid to foreign nations. Authorizes appropriations for the Agency.

Authorizes the Federal Energy Regulatory Commission to permit utilities selling energy to a State which has established rules, regulations, or laws which prohibit or impede construction of new electric energy facilities to reduce or discontinue sales to that State before reducing sales in other States in the event that such utility cannot adequately meet the energy demand from all of its customers. Stipulates that such reductions shall not be permitted in the State in which the utility is located or when such reduction would adversely affect public health and safety.

Surface Transportation Assistance Act - Title I: Federal Aid Highway Act - Amends the Federal-Aid Highway Act of 1956 to revise and extend the authorization for appropriations for the Interstate Highway System through fiscal year 1992. Directs the Secretary of Transportation to apportion such amounts in a specified manner for fiscal year 1980. Authorizes appropriations through fiscal year 1982 for specified highway programs. Stipulates that the Federal share of railroad-highway crossing demonstration projects under the Federal-Aid Highway Act of 1973 shall be 95 percent of the cost of such a project. Authorizes the Secretary of Transportation to make grants to States for traffic control signalization projects designed to conserve motor fuel and decrease traffic congestion. Sets forth the Federal Share of such programs and the method by which such amounts are to be apportioned. Increases the Federal share for specified highway programs. Directs the Secretary to allocate funds made available for pavement marking demonstration programs in a manner deemed by the Secretary most appropriate to expedite the completion of pavement markings on all highways. Authorizes the reapportionment of funds not used by a State for the Interstate System to another State which has obligated all of its apportionment. Sets forth restrictions on the Secretary's authority to withdraw approval for the construction of routes on the Interstate System. Amends the Appalachian Regional Development Act of 1965 to increase the Federal share for construction projects on the Appalachian development highway system. Authorizes the Secretary to carry out access control demonstration projects designed to demonstrate whether preserving the capacity of existing highways to move traffic safely by acquiring and controlling the right of access to such highways is a cost effective alternative to the construction of new highways. Authorizes appropriations for such purpose through fiscal year 1982 out of the Highway Trust Fund. Title II: Highway Safety Act - Authorizes appropriations through fiscal year 1982 for specified highway safety programs. Amends the Highway Safety Act of 1973 to authorize appropriations through fiscal year 1982 for projects to eliminate hazards relating to rail-highway crossings. Title III: Urban Mass Transportation Act Amendments - Amends the Urban Mass Transportation Act of 1964 to authorize appropriations through 1982 for specified projects under such Act. Authorizes general appropriations to carry out the provisions of such Act through fiscal year 1988.

Bridge Safety Act - Title I - Directs the Secretary of Transportation to: (1) inventory all bridges not located on any of the Federal-aid systems; (2) classify them according to serviceability, safety, and essentiality; and (3) assign each bridge a priority for replacement based on such classification. Authorizes Federal participation in State projects to replace such bridges after October 1, 1980. Increases the authorization for appropriations out of the Highway Trust Fund for bridge replacement programs. Title II - Amends the Land and Water Conservation Fund Act of 1965 to extend such fund through fiscal year 1990. Amends the Internal Revenue Code of 1954 to postpone specified excise tax reductions. Title III - Amends the Internal Revenue Code of 1954 to increase the excise taxes on gasoline, diesel fuels, and special motor fuels. Amends the Highway Revenue Act of 1956 to stipulate that such increases shall be deposited in a special account of the Highway Trust Fund to meet the obligations incurred by the United States pursuant to bridge replacement programs.

Amends the Motor Vehicle Information and Cost Savings Act to require the Environmental Protection Agency (EPA) to compute automobile fuel consumption rate statistics based on actual road tests. Requires that such fuel consumption rates, in addition to the presently required fuel economy label, be affixed in a prominent place on each automobile manufactured after 1976. Directs the National Bureau of Standards (NBS) to conduct a study to determine the most accurate and realistic testing procedures which may be used by the EPA for its study of automobile consumption rates. Requires the NBS to report the results of such study to the EPA and to the President and Congress before January 1, 1977.
