End the Mandate Act of 2010 - Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 that require individuals to maintain minimum essential health care coverage and require large employers to offer their full-time employees the opportunity to enroll in minimum essential coverage.

Preserve Land Freedom For Americans Act of 2010 - Requires the President to obtain congressional approval of proposed national monuments situated upon land owned or controlled by the federal government and certify compliance with the National Environmental Policy Act of 1969 prior to declaring national monuments. Bars the Secretary of the Interior from implementing any restrictions on the public use of a national monument until the expiration of an appropriate review period providing for public output and congressional approval.

Close the Congressional Health Care Loophole Act - Amends the Patient Protection and Affordable Care Act (PPACA) to expand the definition of "congressional staff" for purposes of determining coverage under a state health care Exchange to include all full-time and part-time employees of the federal government whose pay is disbursed under the Legislative Branch Appropriations Act for the fiscal year involved.

Haiti Assistance Implementation, Transparency, and Inspection Act or HAITI Act - Establishes, in the Executive Office of the President, the Office of the Special Coordinator for Assistance to Haiti which shall: (1) advise the President on U.S. government programs for the relief and development of Haiti; (2) implement a comprehensive strategy for such programs' coordination and oversight; and (3) directly approve such programs. Terminates the Office two years after enactment of this Act. Directs the Special Coordinator to promote partnerships between the U.S. government and private entities (including foundations, universities, corporations, community-based organizations, and other nongovernmental organizations) in or on behalf of Haiti. Establishes the Office of the Special Inspector General for Assistance to Haiti which shall provide for the independent and objective conduct and supervision of audits and investigations relating to U.S. government programs for the relief and development of Haiti. Directs the Special Inspector General to appoint a Special Assistant Inspector General for Auditing and a Special Assistant Inspector General for Investigations. Terminates the Office 180 days after the date on which unexpended amounts appropriated or otherwise made available for U.S. government programs for the relief and development of Haiti are less than $25 million. Directs the President to: (1) ensure that U.S. government programs for the relief and development of Haiti are grounded in an exhaustive U.S. assessment of Haiti's development needs and capacity; and (2) seek to lead efforts to ensure that any pledged international assistance for Haiti is based on defined objectives and includes measures that provide for mutual accountability and oversight.

Expresses the sense of the House of Representatives that: (1) the current policy that prohibits sending a presidential letter of condolence to the family of a member of the Armed Forces who has died by suicide only serves to perpetuate the stigma of mental illness that pervades the Armed Forces; and (2) the President, as Commander-in-Chief, should overturn the policy and treat all military families equally.

Free Speech About Science Act of 2010 - Amends the Federal Food, Drug, and Cosmetic Act to allow food producers to make a disease or health-related claim about a food if such claim is based on legitimate scientific research. Requires such a claim to: (1) be stated so that it is an accurate, balanced summary of such research and enables the public to comprehend the information provided in the claim and the relative significance of such information in the context of a total daily diet; and (2) identify each party that funded research to support the claim. Allows a disease or health-related statement for a dietary supplement if: (1) the statement claims to diagnose, treat, cure, or prevent a specific disease or class of diseases, based on legitimate scientific research; (2) the manufacturer of the supplement has substantiation that such statement is truthful and not misleading; and (3) the health claim includes a citation to the research supporting such claim and identifies each party that funded such research. Prohibits the Secretary of Health and Human Services (HHS) from restricting the distribution of information that is not false or misleading and that is based on legitimate scientific research in connection with the sale of food.

Amends the Patient Protection and Affordable Care Act to declare that nothing in such Act or amendments made by such Act shall be construed to affect: (1) any authority under title 38 of the United States Code (veterans' benefits); (2) any authority under chapter 55 of title 10 of the United States Code (medical and dental care for members of the uniformed services); or (3) any health care or health care benefits program provided under the TRICARE program or by the Secretary of Veterans Affairs. Declares that the term "minimum essential coverage" includes coverage provided to members of the uniformed services and eligibility for health care provided by the Secretary of Veterans Affairs.

Prohibits the Committee on Rules from reporting a rule or order that provides for disposition of the Senate amendments to H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) unless it provides for: (1) at least one hour of debate, equally divided and controlled by the majority leader and the minority leader; and (2) a requirement that the Speaker put the question on disposition of the Senate amendments and that the yeas and nays be considered as ordered thereon.

Repeals: (1) provisions in the Economic Growth and Tax Relief Reconciliation Act of 2001 terminating tax reductions made by such Act after December 31, 2010; and (2) the provision in the Jobs and Growth Tax Relief Reconciliation Act of 2003 terminating after 2008 reductions in tax rates on dividends and net capital gain. Amends the Internal Revenue Code to make permanent: (1) the tax deductions for state and local sales taxes and for tuition and related expenses; and (2) the increased expensing allowance (i.e., $125,000) for depreciable business assets.

Constitutional Amendment - Prohibits annual federal outlays for a fiscal year (except those for repayment of debt principal) from exceeding one-fifth of economic output of the United States of America, unless two-thirds of each chamber provides for a specific increase of outlays above this amount. Authorizes waiver of this article when a declaration of war is in effect.

Balkan Counter-Extremism and Security Act - Authorizes the President to provide assistance to Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia (Former Yugoslav Republic of Macedonia), Montenegro, Romania, and Serbia (countries of the Balkan region) to facilitate cooperation between the United States and such countries on counter-extremism and counter-terrorism efforts. Provides such assistance on a three-tiered scale based upon a country's compliance with specified requirements. Increases by $1.00 the fee for processing nonimmigrant visas for applicants from such countries through January 1, 2015.

Reinstatement of Personal Responsibility for Immigrants Act of 2010 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance Program) (CHIP) of the Social Security Act to repeal the authority of states to elect to provide medical assistance to children and pregnant women who are lawfully residing in the United States, notwithstanding the mandatory five-year delay for general coverage of legal immigrants. Requires CHIP to participate in the state income and eligibility verification system (SAVE program). Requires application under Medicaid and CHIP of the citizenship verification procedures that applied before enactment of the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA). Rescinds unobligated amounts under CHIPRA for the alternative state process for verification of declaration of citizenship or nationality for purposes of eligibility for Medicaid and CHIP.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Iran Human Rights Sanctions Act - Directs the President to impose visa entry and financial sanctions on a person determined to be complicit in human rights abuses committed against Iranian citizens or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Requires that: (1) the list of such persons required by this Act be made available to the public and posted on the Department of the Treasury and the Department of State websites; and (2) the President consider data obtained by other countries and nongovernmental organizations that monitor Iran's human rights abuses in preparing such list. Terminates sanctions upon presidential certification to Congress that: (1) the sanctioned persons have ceased complicity in human rights abuses; and (2) the government of Iran has released all political prisoners, ceased its killing and abuse of Iranian citizens engaging in peaceful political activity and prosecuted those responsible, committed itself to free elections and respect for human rights, and ceased broadcast interference.

Holocaust Insurance Accountability Act of 2010 - Declares that no executive agreement between the United States and any foreign country shall invalidate or preempt any state law creating a cause of action against an insurer or related company based upon a claim arising out of or related to a covered insurance policy that: (1) was in effect at any time after January 30, 1933, and before December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany. Deems any state law enacted as of March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such a covered policy to be effective upon its enactment. Authorizes the President to waive application of this Act upon: (1) a determination that the executive agreement is vital to U.S. national security interests; and (2) presentation of a report by the President to certain congressional committees explaining the reasons for such determination. Prohibits a court from dismissing a claim that is brought under a state law within 10 years after enactment of this Act on the ground that the claim is barred under any statute of limitations. Declares this Act applicable to any claim brought under state law before, on, or after enactment of this Act including: (1) any claim dismissed on the ground of executive preemption before the date of the enactment of this Act; and (2) any claim that is deemed released as a result of the settlement of a class action entered into before enactment of this Act if the claimant did not receive any payment pursuant to the settlement.

Detainee Trials at Gitmo Act - Provides that: (1) the detention facility at Naval Station, Guantanamo Bay, Cuba, shall remain in use indefinitely by the United States as a detention facility; and (2) any individual who is detained at Naval Station, Guantanamo Bay, Cuba, may only be tried by military commission which shall be conducted at Naval Station, Guantanamo Bay, Cuba.

Constitutional Amendment - Prohibits outlays for a fiscal year (including those for debt service and other debt functions) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Prohibits outlays for the total budget from exceeding the previous fiscal years' outlays plus population growth and inflation, unless a two-thirds roll call vote of each chamber, provides for such increase. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a two-thirds roll call vote of each chamber. Authorizes waivers of these provisions when a declaration of war is in effect only by a vote of a majority of both chambers. Requires all: (1) outlays above revenues from the previous fiscal year to be accounted for in the outlays and budgets of the following fiscal year; and (2) surplus revenues at the end of a fiscal year to be allocated to a fund to be returned to the taxpayers, determined by legislation before the end of the subsequent fiscal year.

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Roadmap for America's Future Act of 2010 - Directs the Secretary of Health and Human Services (HHS) to establish a system of state-based health care exchanges to: (1) facilitate the individual purchase of innovative private health insurance; and (2) create a market where private health plans compete for enrollees based on price and quality. Amends the Internal Revenue Code to allow a tax credit for certain health insurance coverage. Increases the monthly contribution limit for health savings accounts. Amends the Public Health Service Act (PHSA) with respect to individual health insurance coverage. Amends the Employee Retirement Security Income Act of 1974 (ERISA) with respect to rules governing association health plans. Establishes a Health Care Services Commission, including an Office of the Forum for Quality and Effectiveness in Health Care, to conduct and support research, demonstration projects, and dissemination of information on health care services and delivery systems. Independent Health Record Trust Act of 2008 - Prescribes requirements for establishment of a nationwide health information technology via independent health record trusts (IHRTs). Amends title XIX (Medicaid) of the Social Security Act (SSA) to restructure the Medicaid program into a program of grants to states for: (1) acute care for individuals with disabilities and certain low-income individuals; (2) long-term care (LTC) services and supports; (3) survey and certification of medical facilities; (4) program integrity; and (5) administration. Repeals SSA title XXI (State Children's Health Insurance Program) (CHIP, formerly known as SCHIP). Amends the PHSA to direct the Secretary to supplement the costs of private health insurance for eligible low-income families through the distribution of supplemental debit cards. Amends SSA title XVIII (Medicare) to establish a separate program for new Medicare beneficiaries beginning in 2021. Prescribes a formula for increasing the Medicare eligibility age as of January 1, 2021. Consolidates the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund into a unified Medicare trust fund. Amends SSA title XVIII part D (Prescription Drug Program) to prescribe a formula for reducing the part D premium subsidy based on income. Revises other Medicare features, reducing hospital market basket increases, eliminating the indexing of income thresholds for part B income-related premiums, and prescribing a procedure for addressing excess general revenue Medicare funding. Prescribes requirements for speedy resolution of medical liability claims and compensation of patient injuries. Amends the PHSA to authorize the Secretary of Health and Human Services to award grants to states for alternatives to current tort litigation in the resolution of disputes concerning injuries allegedly caused by health care providers or health care organizations. Social Security Personal Savings Guarantee and Prosperity Act of 2010 - Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to establish a Social Security Personal Savings Fund and a Self-Liquidating Social Security Transition Fund as parts of a new Personal Social Security Savings Program. Prescribes requirements for investment of Personal Social Security Savings Accounts. Establishes in the executive branch a Personal Social Security Savings Board. Requires the phase-in of the normal retirement age to age 67 by 2021. Taxpayer Choice Act - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax (AMT) for noncorporate (individual) taxpayers after 2010; (2) allow taxpayers to elect an alternative income tax system; and (3) exclude from gross income all net capital gains, qualified dividends, and interest. Repeals estate and gift taxes. Competitive American Business Tax - Amends the Internal Revenue Code to: (1) repeal the corporate income tax; and (2) impose a new business consumption tax on the sale of goods and services in the United States by corporations and other businesses, with specified exceptions. Prescribes income deductions and taxes on property and on the importation of services. Job Training Results Act of 2010 - Amends the Workforce Investment Act of 1998 to prescribe requirements for ensuring accountability and job training results in federal job training programs. Replaces Work Flexibility Plans with Job Training Improvement Plans. Spending Enforcement and Control Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to: (1) establish new discretionary spending limits for FY2011-FY2019 as well as total spending limits for FY2011-FY2083; and (2) prescribe administrative and legislative procedures for spending reduction orders. Amends the Congressional Budget Act of 1974 and other federal law with respect to long-term budgeting, spending limits enforcement, five-year fiscal sustainability reviews, and long-term budget reconciliation (including points of order against long-term spending increases beyond a specified level).

Truth in Tuition Act of 2010 - Amends the Higher Education Act of 1965 to require institutions of higher education (IHEs) to provide each admitted student considering an undergraduate or graduate program: (1) a multi-year tuition and fee schedule; or (2) a single-year tuition and fee schedule, and a nonbinding, multi-year estimate of net costs after all financial aid is awarded. Requires IHEs that choose the second option to include with each multi-year estimate the average deviation, in percentage terms, between previous year estimates and actual net costs for their students. Directs the Secretary of Education to waive the application of these requirements to IHEs for which the requirements are not practicable due to events that cause them severe economic distress, a dramatic reduction in state or federal aid, or any other circumstance the Secretary deems valid.

Prevent Terrorists from Reuniting with Terrorist Cells Act - Prohibits the transfer or repatriation for release or detention of any individual detained at Naval Station, Guantanamo Bay, Cuba, to a nation or region that is recognized by the Department of State or the Department of Defense (DOD) as a haven for terrorist activity or that has been classified as a state sponsor of terrorism.

Belarus Arms Transfers Accountability Act of 2009 - Expresses the sense of Congress that: (1) the Secretary of State should consider reports of arms sales by Belarus to state sponsors of terrorism and states that do not cooperate with the United States in its anti-terrorism efforts, as well as any information gathered for a certain congressional report concerning Belarus' proliferation of conventional and nuclear weapons to such countries, including Venezuela, in determining whether to impose terrorism and nonproliferation sanctions to deter such arms sales by Belarus; and (2) any use by Iran of nuclear cooperation agreements with other countries as a means to proliferate weapons technology and expertise to countries such as Venezuela, either directly or by arrangements with Belarus or other countries, would not be in the interest of the United States. Directs the Secretary to report annually to the appropriate congressional committees on exports of weapons and related services by the government of Belarus and Belarusian enterprises, especially to state sponsors of terrorism or countries not fully cooperating with U.S. antiterrorism efforts, including Venezuela.
