Industrial Bank Holding Company Act of 2007 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company. Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Pledge Protection Act of 2007 - Amends the federal judicial code to deny jurisdiction to any federal court, and appellate jurisdiction to the Supreme Court, to hear or decide any question pertaining to the interpretation of the Pledge of Allegiance or its validity under the Constitution. Makes this limitation inapplicable to: (1) any court established by Congress under its power to make needful rules and regulations respecting the territory of the United States; or (2) the Superior Court of the District of Columbia or the District of Columbia Court of Appeals.

Living Kidney Organ Donation Clarification Act - Provides that for purposes of provisions of the National Organ Transplant Act that prohibit the transfer of any human organ for use in human transplantation for valuable consideration, kidney paired donation does not involve such a transfer.

Troops to Teachers Improvement Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 with respect to the Troops-to-Teachers program (which provides armed forces veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency (LEA) or public charter school). Allows a program participant, if a high-need LEA or public charter school is not located within 50 miles of his or her residence, to teach within an LEA or at a public charter school: (1) experiencing a shortage of highly qualified teachers, especially in science, mathematics, special education, or vocational or technical education; or (2) receiving grant funds because of concentrations of children from low-income families.

Condemns the assassination of Hrant Dink. Urges the government of Turkey to: (1) continue its investigation and prosecution of those individuals responsible for Hrant Dink's murder; and (2) protect freedom of speech in Turkey by repealing Article 301 of the Turkish Penal Code and by opposing intolerance, intimidation, and violence against individuals who are exercising their right of freedom of speech.

National Security Language Act - Amends the Higher Education Act of 1965 (HEA) to establish programs to encourage early foreign language instruction, including grants to: (1) partnerships of institutions of higher education (IHEs) and local educational agencies (LEAs) for activities relating to foreign language instruction at elementary or secondary schools, with priorities for high-need LEAs and less-commonly taught foreign languages; and (2) IHEs that develop innovative programs for the teaching of foreign languages, with priorities for combining foreign languages with science and technology and for less-commonly taught foreign languages. Provides undergraduate student loan forgiveness of up to $10,000 for students who major in a critical foreign language and are employed as teachers of such language in elementary or secondary schools or as using such language regularly in a federal agency. Directs the Secretary of Education to: (1) establish a foreign language education marketing campaign to encourage students at secondary schools and IHEs to study foreign languages, particularly ones less commonly taught and critical to national security; and (2) conduct a study to identify foreign language heritage communities and recruit speakers of such critical languages. Amends the David L. Boren National Security Education Act of 1991 to establish an International Flagship Language Initiative with grants to IHEs.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Joseph I. Hoover Combat Veteran Affidavit Act of 2007 - Directs the Secretary of Veterans Affairs, for purposes of eligibility for veterans' disability compensation and benefits, to accept the sworn affidavit of a veteran who served on or before July 27, 1953, as proof of a service connection of a disease or injury alleged to have been incurred in or aggravated by such service, if there is no clear and convincing evidence to the contrary.

Legislative Line Item Veto Act of 2007 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the cancellation (line item veto) of any dollar amount of discretionary budget authority, item of direct spending, limited tariff benefit, or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed cancellation. Dedicates any cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

Directs the Secretary of Veterans Affairs to conduct during fiscal years 2007 and 2008 a pilot program to determine the effectiveness of contracting with private memory care facilities to provide services for veterans suffering from Alzheimer's disease as an alternative to the provision by the Secretary of inpatient or home health care for such veterans. Requires the pilot program to be conducted through five medical centers of the Veterans Health Administration selected by the Secretary.

Keeping Families Together Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award competitive matching grants to states to establish systems of care to provide mental health treatment and services to all children who are in the custody of the state or at-risk of entering into the custody of the state for the purpose of receiving mental health services. Requires states to use grant funds for certain activities, including to: (1) expand public health insurance programs to cover community-based mental health and family support services for such children and their families that will be sustainable after the grant has expired; (2) provide outreach and public education concerning available programs and activities; and (3) provide training and professional development for personnel who work with such children. Requires the Administrator to establish a task force to examine: (1) problems of mental health in the child welfare and juvenile justice systems; (2) issues with respect to access by children and youth to mental health services; and (3) the role of federal agencies in promoting access by children and youth to mental health services.

Collegiate Housing and Infrastructure Act of 2007 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) so long as all of the active members of such clubs are full-time students at the college or university with which such clubs are associated. Defines "collegiate housing and infrastructure grants" to include grants to provide, improve, operate, or maintain collegiate housing.

Earmark Transparency and Accountability Act of 2007 - Prohibits a federal agency from obligating funds made available in an appropriation Act or other Act to implement an earmark that is included in a congressional report accompanying such legislation, unless the earmark is also included in the Act.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish standards to ensure the safety and accuracy of medical imaging studies and radiation therapy treatments. Imposes such standards on personnel who perform, plan, or evaluate, or verify patient doses for, medical imaging studies and radiation therapy procedures and not on the equipment used. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to ensure that individuals demonstrate compliance with such standards. Requires the Secretary to provide a method for the recognition of individuals whose training and experience are determined to equal or exceed that of: (1) a graduate of an accredited educational program in that specialty; or (2) an individual who is regularly eligible to take the licensure or certification examination for that discipline. Directs the Secretary to certify qualified nonprofit organizations as approved bodies to provide accreditation to individuals that demonstrate compliance with such standards. Requires individuals who provide medical imaging services relating to mammograms to continue to meet standards under the Mammography Quality Standards Act of 1992. Deems state standards for licensure or certification of personnel, accreditation of educational programs, or administration of examinations to be in compliance with the standards under this Act unless the Secretary determines otherwise. Requires the Secretary to establish a process by which a state may appeal such a determination. Requires the Secretary to ensure that all programs under the authority of the Secretary meet such standards. Authorizes the Secretary to develop alternative standards for rural areas or health professional shortage areas as appropriate to assure access to quality medical imaging.

Savings for Seniors Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to establish in the Federal Old-Age and Survivors Insurance Trust Fund a Social Security Surplus Protection Account to hold the Social Security surplus. Denies the availability of the balance in the Account for investment by the Managing Trustee. Establishes in the executive branch of Government a Social Security Investment Commission to study and report to the President and Congress on the most effective vehicles for investment of the Federal Old-Age and Survivors Insurance Trust Fund, other than investment in the form of U.S. obligations resulting in the transfer of Trust Fund assets to the general fund of the Treasury.

Student Financial Readiness Act of 2007 - Amends the Internal Revenue Code to: (1) increase from $2,000 to $5,000 the annual contribution limit to Coverdell education savings accounts; (2) adjust such contribution limit for inflation after 2007; and (3) prohibit contributions by individuals whose modified adjusted gross income exceeds $150,000 ($300,000 for married couples filing joint tax returns).

National Security Foreign Investment Reform and Strengthened Transparency Act of 2007 - Amends the Defense Production Act of 1950 (DPA) to direct the President, upon receiving written notification of a possible merger, acquisition, or takeover which could result in foreign control of any person engaged in interstate commerce (covered transaction), or upon a motion of the President, the Committee on Foreign Investment in the United States (CFIUS), or a committee member, to review such covered transaction to determine its effects on national security. Requires CFIUS to investigate a covered transaction which it determines is a foreign government-controlled transaction. Directs the President to conduct an investigation of the effects of certain covered transactions on national security and to take any necessary steps to protect national security. Requires any review or investigation of a covered transaction to be approved by a majority roll call vote of CFIUS members and be signed by the Secretaries of the Treasury, Homeland Security, and Commerce. Requires the Director of National Intelligence to conduct an analysis of any threat to national security posed by a covered transaction. Establishes CFIUS as a multi-agency statutory committee and revises the membership of such committee. Makes the consideration of specified factors in evaluating a covered transaction mandatory (currently, discretionary with the President). Adds to the list of such factors. Authorizes CFIUS to: (1) enter into agreements with parties to a covered transaction to mitigate any threat to national security; and (2) designate a lead federal agency to negotiate, modify, monitor, and enforce such agreements. Establishes a method of tracking covered transactions which are withdrawn from the review or investigation process and a process for setting interim protections to address specific national security concerns relating to such transactions. Requires the Secretary of the Treasury to study investments in the United States, especially investments in critical infrastructure and industries affecting national security by foreign governments or their agents which comply with any boycott of Israel or which do not ban foreign terrorist organizations.

Congressional Pardon for Border Patrol Agents Ramos and Compean Act - Orders: (1) the criminal convictions and sentences of Border Patrol Agents Ignacio Ramos and Jose Compean vacated; and (2) the release of said agents from government custody. Prohibits any further criminal prosecution or other proceedings against said agents. Express the sense of Congress that the Department of Homeland Security should review the rules of engagement presently used by the U.S. Border Patrol.

Teacher Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) increase the allowable tax deduction for the expenses of elementary and secondary school teachers to $400; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Health Partnership Through Creative Federalism Act - Requires the Secretary of Health and Human Services to establish a State Health Coverage Innovation Commission to: (1) request states to submit proposals for state health care expansion and improvement programs, which may include reform options such as tax credit approaches, expansions of public programs, or other appropriate alternatives; (2) review state applications and submit to Congress a list of state applications that the Commission recommends for approval; (3) report to the public concerning progress made by states; and (4) make recommendations to the Secretary and Congress for minimizing the negative effect of state programs on national employer groups, provider organizations, and insurers because of differing state requirements under the programs. Requires states to prepare and submit to the Commission a healthcare plan that has as its goal increased coverage and such additional goals as improvements in quality, efficiency, cost-effectiveness, and the appropriate use of information technology. Sets forth rules for congressional consideration of state proposals. Requires the Secretary to provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program. Requires the Commission to direct the Secretary to: (1) fund a balanced diversity of approaches; and (2) link allocations to the state to the meeting of goals and performance measures related to health care coverage and health care costs. Prohibits states from: (1) changing eligibility criteria for state medical assistance programs; or (2) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction which is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine which the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2010, except for self-employment taxes, Federal Insurance Contributions Act taxes, and Railroad Retirement taxes. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2010.

Leadership PAC Reform Act of 2007 - Amends the Federal Election Campaign Act of 1971 (FECA) to allow the funds of a leadership PAC to be used: (1) for otherwise authorized expenditures in connection with campaigns for election for federal office; (2) for charitable contributions; or (3) for transfers to a national, state, or local committee of a political party (subject to FECA limitations). Defines leadership PAC as a political committee which is: (1) directly or indirectly established, maintained, or controlled by a candidate for election for federal office or an individual holding federal office; but (2) is not an authorized committee of the candidate or individual. Excludes from the meaning of leadership PAC any political committee of a political party

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Amends the Truth in Lending Act to prohibit credit from being extended in any consumer credit transaction in which a security interest will be retained or acquired in property located within the United States which will be used as the consumer's principal residence if such consumer lacks a Social Security account number.

Cell Phone Tax Moratorium Act of 2007 - Prohibits states from imposing any new discriminatory tax on mobile services (cell phones), mobile services providers, or mobile services property for three years after enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property which is not generally imposed on other types of services or property or is generally imposed at a lower rate.

Kristen's Act Reauthorization of 2007- Directs the Attorney General, acting through the Director of the Bureau of Justice Assistance, to make grants to public agencies and/or nonprofit private organizations to: (1) maintain a national resource center and information clearinghouse for missing and unidentified adults; (2) maintain a national, interconnected database for tracking missing adults who are determined by law enforcement to be endangered due to age, diminished mental capacity, or the circumstances of disappearance, when foul play is suspected or circumstances are unknown; (3) coordinate public and private programs that locate or recover missing adults or reunite missing adults with their families; (4) provide assistance and training to law enforcement agencies, State and local governments, elements of the criminal justice system, nonprofit organizations, and individuals in the prevention, investigation, prosecution, and treatment of cases involving missing adults; (5) provide assistance to families in locating and recovering missing adults; and (6) assist in public notification and victim advocacy related to missing adults. Directs the Attorney General, through the Director, to: (1) coordinate Government-funded programs relating to missing adults; and (2) provide the public agencies or nonprofit private organizations receiving grants to maintain a national resource center and information clearinghouse for missing and unidentified adults with access to the Federal Bureau of Investigation's National Crime Information Center.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Amends the Internal Revenue Code to make permanent the tax deductions for state and local sales taxes, for certain expenses of elementary and secondary school teachers, and for tuition and related expenses. Exempts certain provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 relating to the child tax credit, marriage penalty relief, repeal of the estate tax, and the tax deduction for higher education expenses from the general terminating date of that Act (i.e., December 31, 2010).

Notch Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to the benefit computation formula for individuals affected by the changes in benefit computation rules enacted in the Social Security Amendments of 1977 who became eligible (at age 62) for (early retirement) old-age insurance benefits after 1978 and before 1989 (and reached age 65 for full-retirement benefits after 1981 and before 1992). Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% keyed to the year an individual became eligible for (early retirement) benefits between 1978 and 1989. Provides for an election to receive such payments in a lump sum.

Methamphetamine Remediation Research Act of 2007 - Requires the Administrator of the Environmental Protection Agency to establish: (1) voluntary guidelines, based on the best currently available scientific knowledge, for the remediation of former methamphetamine laboratories, including guidelines regarding preliminary site assessment and the remediation of residual contaminants; and (2) a program of research to support the development and revision of such guidelines. Directs the Administrator to: (1) periodically convene a conference of appropriate state agencies, as well as individuals or organizations involved in research and other activities directly related to the environmental or biological impacts of former methamphetamine laboratories; and (2) enter into an arrangement with the National Academy of Sciences for a study of the status and quality of research on the residual effects of methamphetamine laboratories. Requires the Director of the National Institute of Standards and Technology to support a research program to develop: (1) new methamphetamine detection technologies, with an emphasis on field test kits and site detection; and (2) appropriate standard reference materials and validation procedures for methamphetamine detection testing.

Redesignates the: (1) Department of the Navy as the Department of the Navy and Marine Corps; and (2) Secretary of the Navy as the Secretary of the Navy and Marine Corps. Makes similar redesignations with respect to Department Assistant Secretaries and the General Counsel.

Identity Theft Protection and Timely Reporting Act of 2007 - Directs the National Technical Information Service of the Department of Commerce to provide monthly updates of the Death Master List prepared by the Social Security Administration to each consumer reporting agency described in the Fair Credit Reporting Act. Amends the Fair Credit Reporting Act to require each such consumer reporting agency to include a fraud alert in the consumer file of each consumer whose name appears on the Death Master List prepared by the Social Security Administration so long as the agency continues to maintain such file.

Alternative Pluripotent Stem Cell Therapies Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.
