Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Director of the Center for Mental Health Services to: (1) administer the grant program established by this Act; (2) provide technical assistance to entities that provide permanent supportive housing to the chronically homeless; and (3) implement an approach to disseminate information about such housing that is targeted to individuals who have been homeless for long periods and have disabilities. Defines "chronically homeless" as an individual or family that is currently homeless, has been homeless continuously for at least one year or on at least four separate occasions in the last three years, and has an adult head of household with a disabling condition. Requires the Secretary of Health and Human Services, acting through the Administrator of Substance Abuse and Mental Health Services Administration, to: (1) design national strategies to provide services in supportive housing to end chronic homelessness; (2) collaborate with specified Federal departments and programs to implement programs that address chronic homelessness; (3) develop improved methods for serving individuals with mental or physical illnesses, disabilities, substance abuse problems, or co-occurring disorders; and (4) promote collaboration between Federal, State and local agencies that are responsible for systems of care to ensure that services for the chronically homeless are delivered in a coordinated manner that promotes housing stability. Requires the Secretary to award matching grants for the provision of services to chronically homeless individuals in permanent supportive housing.

Expresses support for the goals and ideals of National Night Out. Requests that the President: (1) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the administration to make crime reduction an important priority; and (2) coordinate the efforts of the Federal Emergency Management Agency, the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

States that the House of Representatives: (1) condemns the Palestinian leadership for failing to carry out its responsibilities under the Roadmap and under other obligations it has assumed, and to bring an end to terrorist attacks directed at Israel; (2) deplores the misuse of the International Court of Justice (ICJ) for the political purpose of advancing the Palestinian position on matters Palestinian authorities have said should be the subject of negotiations, the ICJ's willingness to acquiesce in efforts that are likely to undermine its reputation and interfere with a resolution of the Palestinian-Israeli conflict, and the attempt to infringe upon Israel's right to self defense; (3) commends the President and the Secretary of State for their leadership in marshaling opposition to the misuse of the ICJ; (4) calls on members of the international community to reflect on the steps taken by the Government of Israel to mitigate the impact of the security barrier on Palestinians, including steps it has taken by order of its High Court of Justice; and (5) cautions members of the international community that they risk a strongly negative impact on their relationship with the people and Government of the United States should they use the ICJ's advisory judgment as an excuse to interfere in the Roadmap process and impede efforts to achieve progress toward a negotiated settlement.

OSHA and Employer Cooperation Act of 2004 - Amends the Occupational Safety and Health Act of 1970 to revise certain enforcement provisions. Sets periods of 30 workdays for: (1) issuing citations (currently with reasonable promptness or within a reasonable time); and (2) contesting citations (currently fifteen workdays). Prohibits the Secretary of Labor from: (1) assessing certain penalties in connection with the initial issuance of a citation, with the exception of willful violations, if the employer corrects the condition in violation and provides an abatement certification within 72 hours; (2) citing on multiemployer worksites any but the employer whose employees were exposed to a condition in violation; or (3) using other than serious citations as a basis for issuing subsequent, repeat, or willful citations. Requires inspectors, at closing conferences after completing inspections, to provide employers or their representatives with written statements providing specified information.

Ronald Reagan Commemorative Coin Act of 2004 - Directs the Secretary of the Treasury to mint and issue five-dollar gold coins, one-dollar silver coins, and ten-dollar bimetallic coins emblematic of the presidency and life of former President Ronald Wilson Reagan.

States that: (1) Congress reaffirms its unwavering commitment to the Taiwan Relations Act as the cornerstone of United States-Taiwan relations; (2) the military modernization and weapons procurement program of the People's Republic of China (PRC) is a matter of grave concern, particularly the missile deployment directed toward Taiwan; (3) the President should direct U.S. officials to raise these military concerns with PRC officials; (4) the President and Congress should determine whether the escalating arms buildup, including deployment of offensive weaponry and missiles in areas adjacent to the Taiwan Strait, requires that additional defense articles and services be made available to Taiwan, and the United States should encourage Taiwan to devote sufficient financial resources to its defense; (5) as recommended by the U.S.-China Economic and Security Review Commission, the Department of Defense should provide the appropriate congressional committees with a comprehensive report on Russian military sales to the PRC; (6) the President should encourage further dialogue between Taiwan and the PRC; and (7) the United States should not discourage Taiwan officials from visiting the United States on the basis that doing so would violate the "one China policy."

Lawsuit Abuse Reduction Act of 2004 - Amends Rule 11 of the Federal Rules of Civil Procedure to: (1) require courts to impose sanctions on attorneys, law firms, or parties who file frivolous lawsuits (currently discretionary); (2) disallow the withdrawal or correction of pleadings to avoid Rule 11 sanctions; (3) require courts to award parties prevailing on Rule 11 motions reasonable expenses and attorney's fees, if warranted; (4) authorize courts to impose Rule 11 sanctions that include reimbursement of a party's reasonable litigation costs in connection with frivolous lawsuits; and (5) make the discovery phase of litigation subject to Rule 11 sanctions. Makes Rule 11 applicable to state civil actions where the court determines, upon motion, that the action affects interstate commerce. Requires personal injury claims (defined to exclude class actions) filed in State or Federal court to be filed in the county or Federal district in which: (1) the person bringing the claim resides at the time of filing or resided at the time of the alleged injury; (2) the alleged injury or circumstances giving rise to the injury occurred; or (3) the defendant's principal place of business is located. Directs the trial court to determine which county or Federal district is the most appropriate forum in those situations where the alleged injury occurred in more than one county or district.

Post-Abortion Depression Research and Care Act - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to post-abortion depression and post-abortion psychosis. Requires the Director of the National Institute of Mental Health to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, post-abortion conditions; and (2) conduct a national longitudinal study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with post-abortion depression or post-abortion psychosis.

Federal Election Integrity Act of 2004 - Amends the National Voter Registration Act of 1993 to require any individual who desires to register or re-register to vote in an election for Federal office to provide the appropriate State election official with proof that the individual is a U.S. citizen. Requires proof of citizenship in States without registration requirement and States permitting same day registration. Amends the Help America Vote Act of 2002 to prohibit the appropriate State or local election official from: (1) providing a ballot for an election for Federal office to an individual who desires to vote in person unless the individual presents to the official a current and valid photo ID; or (2) accepting any ballot of an individual voting by mail without a copy of a current photo ID.

States that House of Representatives: (1) declares that the people of Hong Kong should be free to determine the pace and scope of constitutional developments; and (2) calls upon the President to call upon the People's Republic of China to guarantee that all revisions of Hong Kong law are made according to the wishes of the people of Hong Kong as expressed through a fully democratically elected legislature and chief executive, declare that the continued lack of a fully democratically elected legislature in Hong Kong constitutes a violation of the Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People's Republic of China on the Question of Hong Kong (the Sino-British Joint Declaration of 1984), and call upon the People's Republic of China to honor its obligations under such Declaration.

Brownfields Revitalization Act of 2004 - Amends the Internal Revenue Code to allow a business tax credit for up to 50 percent of qualified remediation expenditures for contaminated sites (property used in a trade or business on which there has been a release (or threat of release) or disposal of any hazardous substance) in certain poverty-rated areas. Defines "qualified remediation expenditures" as expenditures for: (1) the abatement or control of any hazardous substance, petroleum, or any petroleum by-product at a contaminated site in accordance with a State-approved remediation and redevelopment plan; (2) the complete demolition of a structure; (3) the removal and disposal of property; and (4) the reconstruction of utilities on a contaminated site. Requires States to allocate credit amounts under an allocation plan that considers specified criteria, including: (1) poverty rates: (2) location of a contaminated site; and (3) the amount of new employment expected to result from redevelopment. Imposes a ceiling on the State environmental remediation credit and limits the national environmental remediation credit for each calendar year to $1 billion. Sets forth special rules for: (1) allocating unused environmental remediation credit carryover amounts among States: (2) adjusting the limitation on the national environmental remediation credit for inflation; (3) assigning portions of the credit; and (4) recapturing credit amounts if a taxpayer fails to properly complete environmental remediation under a State approved remediation and redevelopment plan.

Legal Expense Equity Act of 2004 - Amends the Federal judicial code to authorize parties in civil diversity litigation to serve written settlement offers on an adverse party at any time not less than 10 days before trial. Authorizes the court, at any time before judgment is entered, to exempt from settlement any claim that presents a novel and important question of law or fact that substantially affects nonparties. Voids all settlement offers made by the parties with respect to such exempted claims. Authorizes an offeror whose proposed settlement was declined by an offeree to file a petition with the court seeking payment by the offeree of costs and fees, including attorney's fees, from the date of the last settlement offer by either party if the ultimate judgment or order is not more favorable to the offeree than the proposed settlement. Requires the court to order payment by the offeree in such circumstances unless requiring payment would be manifestly unjust. Limits attorney's fees ordered under this Act to: (1) the actual attorney's fees incurred by the offeree in connection with the claim; or (2) if no such cost was incurred due to a contingency fee agreement, a reasonable cost that would have been incurred by the offeree absent a contingency fee agreement. States that this Act does not apply to claims seeking equitable remedies.

Unborn Child Pain Awareness Act of 2004 - Amends the Public Health Service Act to require an abortion provider, before beginning any abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks after fertilization), to: (1) make a specified statement to the pregnant woman that Congress has determined that there is substantial evidence that the process will cause the unborn child pain, and that the mother has the option of having pain-reducing drugs administered directly to the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt) and an Unborn Child Pain Awareness Decision Form; and (3) obtain on the form the woman's signature and her explicit request for or refusal of the administration of drugs to the child. Directs the Secretary of Health and Human Services to develop the brochure and form. Makes such provisions inapplicable to a provider in the case of a medical emergency. Requires the provider to certify that a medical emergency exists. Sets penalties for false statements. Establishes penalties for willfully failing to comply with this Act, including civil penalties, medical license suspension, or both. Authorizes: (1) specified officials to bring suit in Federal court; and (2) private rights of action by a parent or guardian of a woman who is an unemancipated minor. Requires each State and State medical licensing authority to promulgate procedures for the revocation or suspension of a provider's license upon a court finding that the provider has violated this Act. Subjects a State that fails to implement such procedures to loss of Medicaid funding.

Child Credit Preservation and Expansion Act of 2004 - Amends the Internal Revenue Code to repeal the scheduled reductions in the amount of the child tax credit for taxable years beginning in 2005 through 2009 (from $1,000 to $700 in 2005 through 2008 and $800 in 2009). Makes the $1,000 credit amount permanent. Increases the income threshold amount for calculating reductions in the credit amount to $125,000 ($250,000 for married taxpayers filing a joint return). Eliminates the reduction in the percentage of earned income for calculating the refundable portion of the credit (15 to 10 percent) for taxable years beginning before 2005. Includes in earned income for purposes of calculating the refundable portion of the credit otherwise tax excludable combat zone compensation of members of the armed forces. Exempts from the general termination date in the Economic Growth and Tax Relief Reconciliation Act of 2001 (December 31, 2010) provisions of that Act disregarding as income any refunds from the child tax credit for purposes of determining eligibility for federally funded assistance programs.

Secret Ballot Protection Act of 2004 - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board; and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner. Make such amendments inapplicable to collective bargaining relationships recognized before enactment of this Act.

Small Business Jobs Creation Act of 2004 - Amends the Internal Revenue Code to allow an employer with annual gross receipts of less than $25 million a business tax credit for 50 percent of the excess of unemployment insurance wages paid in the current year over 102 percent of such wages paid during the preceding calendar year. Limits the annual amount of such credit to $100,000. Terminates the credit after 2009.

Declares that the House of Representatives: (1) supports the goals and ideals of National Transparency Day, which promotes the financial transparency of charitable organizations; (2) recognizes that financial transparency is relevant to a great number of entities in the United States, including ministries, nonprofit and other organizations, corporations, and schools; (3) pledges to make bipartisan efforts to enact laws to protect donors from charitable organizations that are not financially transparent; and (4) acknowledges that the people of the United States are an exceedingly generous people and that National Transparency Day will encourage even greater generosity.

Middle-Class Alternative Minimum Tax Relief Act of 2004 - Amends the Internal Revenue Code to extend the increased alternative minimum tax exemption amounts for individual taxpayers to taxable year 2005 (currently available for 2003 and 2004). Provides for an inflation adjustment to such amounts for taxable year 2005.

Know Your Vote Counts Act of 2004 - Amends the Help America Vote Act of 2002 to revise voting system standards to require the voting system used in an election for Federal office to provide the voter with an auditable paper record showing how the vote will be recorded by the system after the voter enters it. Requires the voter to use such record to verify that the vote shown is the vote the voter intends to cast. Requires the system, if the voter does not verify his or her vote, to provide the voter with: (1) the opportunity to change the ballot and correct any error, and (2) a new auditable paper record that reflects the change or correction made by the voter. Makes a vote final once a voter verifies that the vote shown on a paper record is the vote the voter intends to cast. Makes the paper record serve as a permanent paper record of the vote. Prohibits the removal of such record from the polling place except for purposes related to a recount. Requires voluntary voting system guidelines to include guidelines to ensure security of electronic data.

States that Congress: (1) salutes the life and courage of the late Commander Lloyd `Pete' Bucher, United States Navy (retired), who commanded the U.S.S. Pueblo at the time of its capture by North Korea on January 23, 1968, and who passed away on January 28, 2004; (2) praises Commander Bucher for his exemplary bravery and sacrifice, which were an inspiration to his crew and the United States, while he and his crew were held in captivity for 11 months in North Korea; (3) praises the bravery of the crew of the U.S.S. Pueblo; and (4) expresses its heartfelt sympathy to the family and friends of Commander Bucher.

American Bald Eagle Recovery and National Emblem Commemorative Coin Act - Directs the Secretary of the Treasury, in celebration of the recovery of the bald eagle, in commemoration of the 35th anniversary of the enactment of the Endangered Species Act of 1973, and the placement of the bald eagle on the endangered species list under such Act, to mint and issue not more than: (1) 100,000 $5 gold coins; (2) 500,000 $1 silver coins; and (3) 750,000 half dollar coins. Directs that the design of the coins be emblematic of the bald eagle and its history, natural biology, and national symbolism. Requires that sales of the coins include a surcharge of $35 per coin for the $5 coin, $10 for the $1 coin, and $3 for the half dollar coin, which shall be promptly paid by the Secretary to the American Eagle Foundation of Tennessee to: (1) establish an interest-bearing endowment called the American Eagle Fund as a permanent source of support for the care, monitoring, maintenance, and recovery of the bald eagle and its habitat in the United States; (2) make annual grants to Federal, State, and private eagle restoration, protection, and enhancement projects; (3) administer the Fund in an annual amount not to exceed the lesser of ten percent of the annual income of the Fund or $250,000; and (4) provide financial support for capital projects and for continuation and expansion of the Foundation's efforts to educate the American people about the bald eagle.

Amends the Internal Revenue Code to create a tax-exempt trust to be known as a "Lifetime Savings Account" for the benefit of an individual taxpayer or his beneficiaries. Allows an individual taxpayer to make cash contributions up to $5,000 each year to such trusts. Prohibits: (1) investment of trust assets in life insurance contracts; and (2) commingling of trust assets with any other property except in a common trust or investment fund. Provides for an annual cost-of-living adjustment to the contribution amount. Excludes from gross income distributions from such a trust. Allows tax-free rollovers to a trust from: (1) another account of the trust beneficiary if the rollover from such other account is completed within 60 days of the date of distribution; (2) from a Lifetime Savings Account of the spouse of the trust beneficiary if the rollover from the spouse's account is completed within 60 days of the date of distribution; (3) from a qualified state tuition plan or a Coverdell education savings account before January 1, 2006.

Amends Federal law to require the President to include in the annual submission to Congress of a proposed Federal budget a separate statement setting forth the estimated unfunded liability of each program for specified fiscal years, including the next 20-fiscal-year and 75-fiscal-year periods.

Makes a one percent rescission in the: (1) budget authority provided (or obligation limitation imposed) for FY 2005 for any non-defense, non-homeland-security discretionary account in any FY 2005 appropriation Act; (2) budget authority provided in any advance appropriation for FY 2005 for such account in any prior fiscal year appropriation Act; and (3) contract authority provided in FY 2005 for any program that is subject to a limitation contained in any FY 2005 appropriation Act for the account. Excludes any account: (1) included in a Department of Defense Appropriations Act, Department of Homeland Security Appropriations Act, or Military Construction Appropriations Act; or (2) for Department of Energy defense activities included in an Energy and Water Development Appropriations Act.
